The Kaibab National Forest in north-central Arizona has identified the need to fill a long-term detail for the
Bill Williams Mountain Restoration Project for the South Zone (Williams & Tusayan Ranger Districts) of
forest, with a duty station located in Williams, Arizona. It is anticipated that a Vacancy Announcement for
this position will be released within the next month.
The restoration of Bill Williams Mountain is a top priority for the Kaibab National Forest and partner
organizations. Recent studies have underscored the critical nature of continued restoration treatments by
documenting potential impacts to public safety, private property, infrastructure and the regional economy
from post-wildfire flooding and debris flows. The Bill Williams Mountain Restoration Project is a
collaboration between Kaibab National Forest, Coconino County, the National Forest Foundation, Arizona
Department of Forestry and Fire Management, and private partners.
In 2020, treatments were completed on 300 acres of the most difficult terrain on the highest slopes of the
mountain. Plans are underway for the second of several steep slope projects to occur in the coming years.
Other restoration work (hand thinning, timber sale contracts, and piling of debris) will also continue on the
lower, more accessible slopes of the mountain and around its base.

The position description (PD) associated with this opportunity is FS3651, minus the supervisory duties (a
revised PD is forthcoming). Key parameters from the description as well as specific duties to be fulfilled
include:
Plans and integrates the diverse vegetation management program on the unit, utilizing an
interdisciplinary, ecosystem orientated approach in coordination with a variety of resource
specialists (i.e., fire/fuels, timber, range, fish and wildlife, recreation, etc.)
Serves as a technical expert in evaluation of on-the-ground vegetative conditions to determine
areas requiring long-range vegetation management in terms of the total ecosystem. Reviews and
evaluates the vegetation resources to determine the Project’s capacity to meet potential sale
quantity and protection needs.
Establishes and maintains cooperative relationships with local, county, State, other federal
officials, civic groups, cooperators, contractors, permitees and the public.
Responsible for technical expertise and development and/or review of fuel and timber sale
planning, stewardship agreements, contracts, implementation administration, and post-treatment
needs.
In coordination with other resource specialists, determines the effectiveness of on-going
management actions and alternatives to help achieve ecosystem goals and objectives more
effectively. Assesses environmental impacts on forest resources. Prepares plans to eliminate
and/or mitigate negative impacts.
Prepares decisions and processes appeals related to vegetation, fuels and timber management
issues. Prepares and analyzes project budget needs. Prepares and/or compiles necessary reports
on timber, fuels and other vegetation management needs for the project. Actively participates in
interdisciplinary planning efforts at multiple scales.

Forest Information:
Kaibab National Forest is part of the largest contiguous ponderosa pine forest in North America. Bordering
both the north and south rims of the Grand Canyon National Park, the 1.6 million acres of the Kaibab
National Forest have the distinction of being divided by one of Nature’s greatest attractions. Elevations
vary on the forest from 5,500 feet in the southwest corner to 10,418 feet at the summit of Kendrick Peak,
one of the Kaibab’s “sky islands.” All the way from north-central Arizona into Utah, the Kaibab National
Forest offers breathtaking views, outstanding forest scenery, unusual geologic formations, and more.
Vegetation varies from near desert-like conditions in the lower canyons to pinyon-juniper woodlands,
ponderosa pine belt, and mixed conifer forests of pine, spruce, and aspen at the upper mountain
elevations. Wildlife is abundant and includes elk, deer, pronghorn antelope, turkey, coyote, black bear,

and mountain lion. Summer temperatures average from lows of 50F at night to highs of 85F during the
day. Winter temperatures average from 20F to 45F, with snow being common. The cool monsoon
season in July and August offers relief from the heat but can bring brief but violent thunderstorms across
the Forest.

Duty Location:
Williams is a full-service community with a population of about 3,500. The community, which is at an
elevation of 6,770 feet, is nestled at the base of Bill Williams Mountain and is surrounded by the Kaibab
National Forest. Also known as the “Gateway to the Grand Canyon,” Williams was the last town in
America on Historic Route 66 to be bypassed by Interstate 40 in 1984. The location of Williams – 59 miles
south of the Grand Canyon – makes tourist-oriented business a major industry in the area. Williams offers
many places of worship, a medical clinic with ambulance service, and a dental facility. Schools are K-12,
and Coconino Community College has a satellite campus in town. A regional medical center and other
medical facilities are located 30 miles east in Flagstaff, a city of 60,000 with full amenities. Williams also
offers an aquatics center, an 18-hole golf course, and a large rodeo grounds.
