Prepare to plan and implement elements of the WHSMS in consultation with relevant
individuals and parties.
Pitstop has just gone through a tremendous transformation, from a single hands-on
operation to a multi-store enterprise with plans to triple in size in the next five years.
● You have been asked to design and develop a WHS Management System (WHSMS) to manage
WHS for Pitstop as one of your initial tasks.
● You may need to create or rewrite organisational policies as well as devise training schemes,
implement changes and develop reports.
● WHSMS will be in place in four months time.
● CEO want to ensure all the employee in all his stores know how to work safely and made sure
any potential hazards were dealt with before it caused injury
● Absenteeism has gone up and it caused by low staff morale connected to work health and
safety
Make a workplace to be a happy place to work or positive environment.
● In developing the WHSMS, make sure you consult with and include the board
● Developing the WHSMS without set a budget but would rather on the resources required to
do the WHSMS.

Introduction
Pitstop Wollongong, NSW service station has been chosen for a pilot program for the WHSMS
implementation. The documentation will become future reference and basis for all Pitstop
employees in Victoria, NSW and Queensland.
Pitstop is a privately owned company that until recently operated one independent service
station in Melbourne’s north. Jim Murphy, who is the owner, chairman and CEO, has run the
company for the past five years. He has operated service stations for most of the last 25 years
and relies on his hands-on approach to monitor and instruct staff on what to do.
In the past eight months, Pitstop has raised sufficient finance to buy out the Independent
Service Station (ISS) chain of nine stores across Victoria, NSW and Queensland and rebrand
them all as Pitstop.
Therefore, Jim couldn’t reach to every store to monitor his employee whereby, he decided to
train every employee on WHS policies and it’s applications.
Following are the training that Wollongong stations employee will get:

The, store manager of Wollongong and the WHS representatives from the Government will be
the focal person on the training and there will be adequate financial resources provided by from
Board of Director’s office.
CONSULTATION:
Managers and supervisors must consult so far as reasonably practicable with employees,
agency staff, contractors and their employees who are likely to be directly affected by the
health and safety matters.
Where there is an elected Health and Safety Representative, the consultation must include that
person (with or without the direct involvement of the employees) by undertaking the following;
Providing the Health and Safety Representative with all the information about the
matter that the employer provides or intends to provide, to the employees.
Providing that information to the Health and Safety Representative a reasonable
time before providing the information to the employees, unless it is not
reasonably practicable to do so.
Inviting the Health and safety Representative to meet about a matter requiring
consultation, or agree to meet at their request.
Taking into the Health and Safety Representative’s view about the matter.
Communication:
The Pitstop Pty. Ltd Wollongong station recognises that communication and dissemination of
information relating to Workplace Health and Safety (WHS) is an important part of the strategy
to eliminate and prevent work related injury and illnesses. Employees require accurate health
and safety information to perform their work safely, and should be informed about health and
safety activities and issues. The transfer of WHS information is important to:
Alert others of incidents and associated corrective actions that may arise
Provide new or updated WHS legislation or associated requirements
Provide details of change at the work place.
Forms of Communication
Health and safety information is accessible through forums such as WHS resources or
consultation mechanisms including:
On workplace noticeboards
Posters displayed around the workplace
Through meetings such as toolbox talks
By email such as safety alerts
In newsletters
On safety signage.
Document
Pitstop Pty Ltd has many WHSMS documents for employees on the Workplace Health and
Safety website. Policy papers and procedures are developed when new laws are enacted, new
research process changes, or trends outlined in the report. Accident and hazard issues and
periodic reviews to ensure that they are current. Community consultation occurs during the
development or review process. Guidance on relevant documentation is available through the
Workplace Health and Safety website.
Documentation and control
Central WHSMS documents are saved using standard templates and document control
processes. Documentation will be retained on the Workplace Health and Safety website.
Changes to the document will be emailed to the employee. Any document that is considered
uncontrolled. Policies are regularly reviewed by consultation with relevant stakeholders and
approved by the CEO. All policies are approved by and the date recorded in the document.

Operational Risk Management
Pitstop Pty Ltd.’s risk identification and risk control procedures and assessment of the
effectiveness of control measures are provided in the WHS Risk Management Procedures and
can be found on the Workplace Health and Safety website.
Measurement and evaluation
Inspection and Measurement
Pitstop Pty Ltd has a comprehensive program for tracking and measuring operations and core
activities. Include testing and inspection requirements for the operation of buildings, equipment
/ machinery and equipment, necessary services, waste disposal, chemical activities, radioactive
materials / sources and equipment subject to the WHS and the law. Other related health
surveillance is carried out according to potential needs. Insufficient light and low humidity /

Incident investigation, correction and protection
Pitstop Pty Ltd.’s "WHS Risk Management Procedures" provides step-by-step procedures for
reporting accidents and hazards. Accident, accident and hazard forms can be found on the
Health and Safety Workplace website. History, accident and hazard reports are maintained by
the health and safety team and used for analysis and reporting. Three times a year and included
in the annual report to Pitstop Pty Ltd and Council. This information is also used to identify

Checking at work
Periodic inspections of all workplaces are carried out. Once the check is completed by the
security support staff, the note will be forwarded to the head of the agency for corrective action
and follow-up.

Sanitary and safety records are maintained in accordance with the Pitstop Pty Ltd records
management process. Legal requirements include the treatment of all accident and hazardous
accident reports and the confidential filing of workers compensation records. Examples of

basis with a three-year rotation to cover all departments.
Management review
Health and Safety Team at Work Prepares Annual Reports for Executives on Health and Safety
Management (WHSMS). The report provides essential information on the performance of
WHSMS so that it can continually review WHSMS to ensure that the on-site system continues to
meet the needs of Pitstop Pty Ltd.

Key objectives and performance monitoring:
CEO Jim Murphy states, that the rapid expansion of the business and replication of
management structures and systems will mean that the effect of any successes or failures will
be amplified, therefore the key objectives for WHSMS implementation are to;
Minimize injuries at work place
Reduce number of days of lost work due to work place related injuries
Establish risk management process to avoid work place injuries
Ensure managers implement WHS policy and WHSMS to avoid injuries
Ensure employee buy-in across the organization.
The Pitstop Company had set KPI as per the reports for the past 12 months and some of the KPI
set was as follows:

So, to achieve goals and targets of the company we need to have monitoring tools and the
monitoring tools are as follows;

In order to ensure that the WHSMS and its accompanying documentation will meet the needs
and expectations of all Pitstop employees across Victoria, NSW and Queensland, you are
piloting your WHSMS implementation in the Wollongong, NSW service station.
Pitstop Wollongong is the service station with the most WHS incidents to-date, with a
representative workforce of relatively new employees and with only a few long-serving staff.
