Task 02: Organisational review and Environmental analysis
(Research & Project)

Presented by

Jeerawan CHAMSUNGNOEN

Student ID: 19862

Task 02: Organisational review and Environmental analysis (Research &
Project)
Procedure
1. Review the simulated workplace information for Pitstop Pty Ltd provided in this task.
Review the WHSMS design and WHS policy you proposed in Assessment 1.
Pitstop is a privately owned company that until recently operated one independent service station
in Melbourne’s north. The owner, chairman and CEO, Jim Murphy, has run the company for the
past five years. He has operated service stations for most of the last 25 years and relies on his
hands-on approach to monitor and instruct staff on what to do.
In the past eight months, Pitstop has raised sufficient finance to buy out the Independent Service
Station (ISS) chain of nine stores across Victoria, NSW and Queensland and rebrand them all as
Pitstop. Jim plans to continue the expansion until the optimum target of 30 service stations is
secured for the Victoria, NSW and Queensland market.
Pitstop service stations trade 24 hours. They typically include a vehicle access forecourt with at
least six pump stations, a retail shop, a food bar, Store Manager’s office and stockroom. They
sell fuel, oil, gas, supermarket goods, hot pies (heated from frozen on the premises) and cold
drinks.

Prepare to plan and implement elements of the WHSMS in consultation with relevant
individuals and parties.
 Pitstop has just gone through a tremendous transformation, from a single hands-on
operation to a multi-store enterprise with plans to triple in size in the next five years.
● You have been asked to design and develop a WHS Management System (WHSMS) to manage
WHS for Pitstop as one of your initial tasks.
● You may need to create or rewrite organisational policies as well as devise training schemes,
implement changes and develop reports.
● WHSMS will be in place in four months time.
● CEO want to ensure all the employee in all his stores know how to work safely and made sure
any potential hazards were dealt with before it caused injury
● Absenteeism has gone up and it caused by low staff morale connected to work health and
safety
 Make a workplace to be a happy place to work or positive environment.
● In developing the WHSMS, make sure you consult with and include the board
● Developing the WHSMS without set a budget but would rather on the resources required to
do the WHSMS.
● Conduct any researches about identification and control of hazards, compliance, performance
monitoring, and implementation of system.

Arrange with your assessor to meet with the board of directors and senior
management (in a role-play) to discuss the requirements of the WHS plan:
identification and control of hazards, compliance, performance monitoring,
and implementation of system.

Role-Play (Meeting with the board of directors and senior management to review
performance of WHSMS and make recommendations)

General manager Good morning. Thank you for attending the

meeting today.

Board of director Good morning.

General manager Firstly, I would like to discuss about

identification of control of hazards,
compliance, performance monitoring and
implementation of system

General manager The monitoring and evaluation process should

be linked to on-going regular activities as well
as to specific corrective actions being taken. It
also needs all control measures implemented
as part of the hazard management process,
emergency preparedness procedures and
incident investigations to be monitored for
their effectiveness. General inspections and
monitoring need to be scheduled and
conducted. These may be inspections, routine
checks, tests, measurements and
examinations. They include:
- Routine investigations or checks in the work
areas covering issues such as machine
guarding, housekeeping, storage etc.
- Observation of safe work procedures
- Workplace inspections
-Specific examination and by competent
persons. This may include: tests on lifting
equipment, ventilation, noise levels, fire
extinguishers etc.
- health surveillance of individuals e.g. hearing
tests.

Board of director And how about the performance measure?

General manager Performance measures to evaluate the

system, programs, procedures and practices
measurement are required. The measures
must be planned when developing the
programs. The measurements used may be
quantitative, qualitative, process or timeline
based. They may involve short- or long-term
requirements. The measurements must be
applicable to the activity being evaluated.
Quantitative measurements combine lost
time injury rate, number of lost time injuries,
percentage of identified hazards that have
been actioned, 100% of hazardous substances
have a MSDS, number of accidents, the no., of
injured employees requiring rehabilitation,
return to work rate as a percentage of all
claims, the number of employees trained etc.
Qualitative, process and timeline
measurements include: all employees are
aware of the policy; all legislative
requirements are identified; purchasing
procedures ensure WHS requirements are
considered; the training timetable is being
met; the implementation of strategies /
programs timetable is being met; workplace
inspections and fire drills are scheduled and
conducted; accidents are investigated within
specified timeframe, maintenance requests
are acted on within a specified time and so
on. Information has to be collected on all the
measurements being used. This involves type
and format of information and the person
who does it. Performance
summaries/matrixes, such as KPI and target
will be sent to you.
Senior management Great. I need them.
How about the hazard identification?

General manager Hazard identification:

· observation of all activities on worksite
· consultation with the employees who carry
out the activities
· review of injury and accident statistics and
reports
Risk assessment
This involves a program to determine how
likely it is that particular hazards will cause
injury or illness, and the consequence
(outcome of injury) from the hazard, with the
use of numbers. The numbers are used to
work out which hazard needs to be fixed first
ie. the system helps to define priorities.
Control measures
This involves taking action to reduce or
eliminate risks associated with activities in the
workplace. This may be attained by:
· eliminating the risk by removing the
hazardous activity;
· modifying the activity to make it safer or
isolating the activity thereby reducing the risk
to all (e.g. by screening) adopting safer work
practices and providing personal protective
equipment so as to minimize exposure to risk.

Senior management That is such a good plan. Thanks so much for

you high effort.

3. Lead the role-play meeting with board of directors and senior management to:
o Outline requirements of WHS planning; refer to appropriate standards

Introduction
Pitstop Wollongong, NSW service station has been chosen for a pilot program for the WHSMS
implementation. The documentation will become future reference and basis for all Pitstop
employees in Victoria, NSW and Queensland.

Pitstop is a privately owned company that until recently operated one independent service
station in Melbourne’s north. Jim Murphy, who is the owner, chairman and CEO, has run the
company for the past five years. He has operated service stations for most of the last 25 years
and relies on his hands-on approach to monitor and instruct staff on what to do.

In the past eight months, Pitstop has raised sufficient finance to buy out the Independent
Service Station (ISS) chain of nine stores across Victoria, NSW and Queensland and rebrand
them all as Pitstop.

Therefore, Jim couldn’t reach to every store to monitor his employee whereby, he decided to
train every employee on WHS policies and it’s applications.

Following are the training that Wollongong stations employee will get:

 WHS act 2011

 WHS legislation

 Manual handling

 First aid training

 Food safety training

The, store manager of Wollongong and the WHS representatives from the Government will be
the focal person on the training and there will be adequate financial resources provided by from
Board of Director’s office.

o Discuss and consult on procedures to manage WHS risk

CONSULTATION AND COMMUNICATIONS:

person (with or without the direct involvement of the employees) by undertaking the following;

 Providing the Health and Safety Representative with all the information about the
matter that the employer provides or intends to provide, to the employees.
 Providing that information to the Health and Safety Representative a reasonable
time before providing the information to the employees, unless it is not
reasonably practicable to do so.

 Inviting the Health and safety Representative to meet about a matter requiring
consultation, or agree to meet at their request.

 Giving the Health and Safety Representative a reasonable opportunity to express

his or her views about the matter, and

 Taking into the Health and Safety Representative’s view about the matter.

Communication:

o Discuss and consult on WHS targets and performance measures
Key objectives and performance monitoring:
CEO Jim Murphy states, that the rapid expansion of the business and replication of
management structures and systems will mean that the effect of any successes or failures will
be amplified, therefore the key objectives for WHSMS implementation are to;
 Minimize injuries at work place
 Reduce number of days of lost work due to work place related injuries
 Establish risk management process to avoid work place injuries
 Ensure managers implement WHS policy and WHSMS to avoid injuries
 Ensure employee buy-in across the organization.

Performance Monitoring: Performance Monitoring and Evaluation is a strategic approach to

management, which equips leaders, managers, employees and stakeholders at various levels
with a set of tools and techniques to regularly plan, continuously monitor, periodically measure
and review performance of the organization in terms of indicators and targets for efficiency,
effectiveness and impact.

The Pitstop Company had set KPI as per the reports for the past 12 months and some of the KPI
set was as follows:
 To make company free of compliance breaches
 To maintain proper records
 To make company free of incidents
 To keep updates on legislation with the employees

So, to achieve goals and targets of the company we need to have monitoring tools and the
monitoring tools are as follows;

 Internal Auditing
 Evaluate the effectiveness of the organization’s arrangement for identifying WHS
hazards
 Evaluate the effectiveness of the organisation’s arrangements for WHS risk management
 Evaluate the effectiveness of the organization’s processes for monitoring WHS

○ discuss and consult on procedures and processes to manage WHS risk
○ discuss and consult on key features of implementation included in plan
Note: Ensure you anticipate possible issues and objections and use communication skills
to
build consensus and support for system.
The health and safety committee and workplace wellness subcommittee developed an
action plan that sought to address the health status of the workforce and align with the
organization’s key drivers. With a long-term goal to reduce absenteeism and increase
productivity, the committee decided on three achievable objectives over a 12 month
period as a pilot project.
● Identifying and planning for consultation with tangata whenua, including an
understanding of any additional or specific requirements under Treaty of Waitangi
settlements. This should include a plan to identify who the relevant iwi authorities
are and, once identified, should consider their capacity to be able to consult and the
different timeframes for agreement/approval by the relevant iwi authorities
● The form and type of feedback needed in responding to input from consultation
● Being flexible and prepared to change the consultation approach as required, particularly
as issues arise that need to be addressed more thoroughly
Having a strategy to manage media involvement in consultation
Role-Play I ( Meeting with the store managers on monitoring and reporting)

ME Good morning.

Store Manager Good morning. After we had follow the written

policy and procedures, we see the huge
improvement in staffs’ performance and that
help increase their performance and the
organization in overall.

ME I’m very glad to hear that.

Store Manager Anyway, I would like to know the measurement

and evaluation requirements of the WHS plan.

ME The aim of measurement and evaluation is to

establish whether the objectives of the WHSMS
and its components are being met. Monitoring
and evaluation applies to all aspects of WHS
programs.
Regular audits of the management system are
advisable to determine whether the system is
meeting its stated objectives. For the
monitoring and evaluation process to be
effective it requires WHS objectives to be
established, performance measures developed,
relevant information collected and results
analysed.
That is, what measures are to be used, how the
information will be collected, when and how
often it will be collected and who will do it.
General monitoring and inspections need to be
scheduled and conducted. These may take the
Form of routine checks, inspections, tests,
measurements and examinations. They include:
- Routine checks in the work areas covering
issues such as machine guarding,
housekeeping, storage etc
- Observation of safe work procedures
- Workplace inspections
- Specific tests, examination and testing by
competent persons. This may include:
- tests on lifting equipment, ventilation, noise
levels, fire extinguishers etc
Health surveillance of individuals

Store Manager And how about the targets and kpis for
managers and employees in accordance with
organizational objectives for the WHS?

ME For the target and kpis for manager are;

- At least 80% of planned activities completed
according
To plans
- Daily collect the employees activities checklist
- Report the hazard and any incidents within a
day
- Weekly and monthly report on any risk and
incidents
- The overall risk and incidents are decreasing
by 50%
Target for employees are;

- Increase employees’ commitment by 80%
- Reduce the rate of absenteeism by 80%
- Increase employees’ engagement by 75%
- The overall risk and incidents are decreasing
by 50%
- 100% of employees attended the training
session and fully understand the risk
procedures by passing the test with at least B+
grade

Store Manager How about audit and reporting process for

managers?

ME All managers and workers including contractors

are required to complete an incident form if a
hazard/injury/incident occurs, and:
- Advise the Station Manager of the incident or
injury or hazard
- For recording purposes complete a
Hazard/Injury/Incident Report Form
- Complete the relevant sections of the form
giving details of the incident. The form should
