Sub: Competitive Examination for recruitment to the cadre of MTS from

eligible GDS for the vacancy year 2019 (01.01.2019 to 31.12.2019) & 2020
(01.01.2020 to 31.12.2020).

NOTIFICATION
In pursuance of Directorate communication bearing No.A-34012/03/
2020-DE dated 18.06.2020, the Competitive Examination for recruitment to the
cadre of MTS from eligible GDSs for the vacancy year 2019 (01.01.2019 to
31.12.2019) & 2020 (01.01.2020 to 31.12.2020) will be held on 02Dd August,2020
(Sunday). Accordingly, applications are invited from the willing and eligible
candidates in the format enclosed (Annexure-I). The schedule of activities of the
examination is furnished hereunder:

*Exam will commence at 10:00 AM sharp in all the Circles and both the
Paper-I & I! will be conducted in continuity in one sitting from 1000hrs to 1210
hrs. There will be 10 minute's break in between Paper-I and Paper-Il, but,
candidates cannot be allowed to leave his/her desk.

2. Vacancies: The vacancy position for the year 2019 (01.01.2019 to
31.12.2019) & 2020 (01.01.2020 to 31.12.2020) furnished in Annexure- 11(A) &
Annexure- 11 (B) respectively. The revised vacancy position for the year 2020
(01.01.2020 to 31.12.2020) showing horizontal vacancies will be circulated in due
course. The vacancy positions may also vary/change depending on mistakes being
detected and reported by the units subsequently.

3. Eligibility Criteria: As per the Department of Posts' MTS (Group 'C' post)
Recruitment Rules, 2018 notified in GSR 781 (E) dated 16.08.2018 and
Department of Posts, MTS (Group 'C'post) Recruitment Rules, 2019 notified in
G.S.R. 850(E) dated 15.11.2019 (Annexure-Ill), the following category ofGDSs
are eligible to appear in the examination:
1. Gramin Dak Sevaks (GDSs) who have worked regularly for three
years in that capacity as on the 01.01.2019 for vacancy year 2019.
11. Gramin Dak Sevaks (GDSs) who have worked regularly for three
years in that capacity as on the 01.01.2020 for vacancy year 2020.

4. Educational Qualification: Not applicable.

5. Age limit: There shall be no upper age limit for Gramin Dak Sevaks.
6. Pattern & Syllabus of Examination: The examination will be conducted
as per the revised pattern and syllabus circulated by Directorate vide letter No.
17-08/2018-SPB-I dated 10.05.2019 under Annexure -'A' read with letter No. 17-
08/2018-SPB-I dated 26.06.2019, 28.06.2019, 11.07.2019 & 23.07.2019. Details
of Pattern and Syllabus are furnished in Annexure-IV.

a) Candidates must exercise their order of preference of Recruiting Units (All

Divisions / Administrative Office) for consideration in the proforma at
Annexure - V.
b) Order of preference (as per Annexure-V) once exercised shall not be
changed.
7. Centres of Examination:
The examination will be conducted at CircleIRegional Head Quarters. The
APS candidates have to appear for the examination from the Regional Centre, to
which they belong. The Regional Offices will nominate Centre Supervisors under
their control to conduct the examination in their Regional Headquarters under
intimation to CO and the nominated officer will conduct the examination under
their supervision at CircleIRegional headquarters as per the schedule. The Centre
Supervisor nominated by the CircielRegional Office will select venue for the
examination and will intimate the Divisional Heads before the scheduled date
for issue of Admit CardlHall Permit. Under no circumstances, the candidates
will be permitted to appear from other Circle Centres.

8. The applications of the APS candidates should be sent to the concerned
Divisions only and not to Circle Office.

9. All the Divisional heads are directed for giving wide publicity to this
Circular for inviting the Applications from eligible candidates in prescribed
form (Annexure - I). The Divisional heads/controlling authority has to scrutinize
the details furnished in the Applications submitted by the candidates, thoroughly
with reference to Name, Date of entry to service, Date of Birth, Age, Educational
Qualification, category/community, eligibility criteria etc. with reference to the
relevant recruitment rules and service records of the concerned candidate.

10. The Divisional Heads/Regional Heads/controlling authority are requested

to start the activity as per the notified schedule immediately. The schedule should
be adhered to strictly.

11. The Divisional Heads/Controlling Authority are requested to intimate the

number of applications received to the concerned Regional Office by 16.07.2020
and the Regional Offices are requested to send particulars of the candidates in the
prescribed proforma (Annexure -VI) duly filled in excel sheet to the Circle Office
through e-mail id: adrectt-odi@indiapost.gov.in by 20.07.2020 positively for
allotment of Hall Permit Roll Numbers. In .case of any dispute in permitting any
candidate to appear in the examination, the same will be settled by DivisionallUnit
Head or at Regional Level. The DivisionallUnit Heads will issue the Hall Permits
to the candidates on 24.07.2020.

12. The applications received after prescribed closing date will not be
entertained under any circumstances.

13. Conducting of Exam:-

(a) The examination will be conducted by Centre Supervisors strictly in

accordance with the rules and regulations as contained in appendix -37 of
P& T Manual Vol. IV.

(b) At the conclusion of the examination the Centre Supervisors concerned

will arrange to send the following reports/documents to the Asst. Director
(Recruitment), Circle Office, Bhubaneswar immediately for further action.

(i) Statement of candidates permitted to appear the examination and the

candidates actually attended the examination.
(ii) Necessary certificate of the Centre Supervisor and the Invigilators
(iii) Diagram of the seating arrangement in the examination hall.

The time schedule stated in the schedule of activity may kindly be strictly
adhered to.

14. This notification may be given wide publicity amongst all eligible
candidates working in DivisionslUnits.
15. This issues with the approval of the Competent Authority.

New Delhi, the l6th August, 2018

G.S.R. 781(E).-ln exercise of the powers confemed by the proviso to article 309 ol the Constitution and in
sdpcrsession of the Department of Po$ts (Multi Tasking Staft) Recruitment Rules, 20 15, except as respect to things done
or omitted to be done beforp such supersession, the President hereby makes the following rules regulating tho method of
r:ecruitment to the post of Multi Tasking Staff in the Department of Po$tri. namely:-

L Short title and commencement.- (l)

These rules may be called the Department of Posts (Multi Tasking
Staf0 Recruitment Rules, 2018.
(2:) They shall conre into folce on tho date of their publicatioD in the Official Cazette.
2. Number of posts, classification and Level in the Pay Matrix.- The number of posts, their classification and
the l-evel in the Pay Matrix attached thereto shall be as specitied in columns (2) to (4) of the Schedule annexed
to these rules.

3. Mcthod of rccruitment, age limit, qualifications, etc.-The method of recruitment, age limit, qualifications
and other mattels relating to the said post shall be as specitied in columns (5) to (I 3) of the said Schedule.

4. Disqualification.- No person,-
(a) who has entored into or contracted a marriage with a person having a spouso living; or
(b) who, having spouse living has entered into or contracted a marriage with any person, shall be
eligible for appointment to the said post:

Provided that the Centlal Governrnent may, if satisfied that such nerriage is permisuible undsr the
personnl law applicable to such pelson and the other party .to the marriage and there are other grounds for so
doing, exempt any person fionr the operation of this rule.

llequircmcnt to scrve ln the Army Postal Service.- Any person appointed to the posts specified in the said
Schedule shall be liable to serve in the Army Postal Service in India or abroad, as required.

6. Power to relax,- Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, and fbr reasons to be recorded in writing, relax any ofthe provisions ofthese rules with respect
to any class or aategory of persons.

7. Saving.- Nothing in these mles shall aft'ect reservations and other concessions required to be provided for the
Scheduled Castes, the Schedtrled Tribes, ex-servicemen, Other Backward Classes and other special categories of
persons in accordance with the orders issued by the Central Government from time to time in this regard.

as Postman and Mail Guard,
c) Annexure C: Competitive Examination limited to Postman J Mail Guard I MTS I
GDS for appointment RH Postal Assistant and Sorting Assistant,
cl) Annexure D: Competitive Examination for Direct Recruitment from Open Market
for the posts of ~1TS I Postman I Mail Guard I Postal Assistant I Sorting Assistant.

2. All the examinations will be held without the aid of books,

3. The syllabus of examination includes a component to test the knowledge of local
