Instructions: Answer the following questions on the space provided below each number.
Refer to CMTA Sections 102,115-119.

1. What does the ‘’entry’’ mean under the CMTA?

Entry refers to the act, documentation and process of bringing imported goods into the customs
territory, including goods coming from free zones;

2. What is importation?

The bringing of goods or services into a country from abroad for sale.

"Manufacturers fought to restrict the importation of cheap foreign goods"

3. What does the term ‘’goods’’ mean under the CMTA?

Goods which are subject to regulation shall be imported or exported only after securing the
necessary goods declaration or export declaration, clearances, licenses, and any other
requirements, prior to importation or exportation. In case of importation, submission of
requirements after arrival of the goods but prior to release from customs custody shall be allowed
but only in cases provided for by governing laws or regulations.

4. What is the treatment of importation under the CMTA?

Treatment of Importation IS an Imported goods shall be deemed “entered” in the Philippines for
consumption when the goods declaration is electronically lodged, together with any required
supporting documents, with the pertinent customs office.

5. What is Free Importation and Exportation?

Free Importation and Exportation is unless otherwise provided by law or regulation, all goods may be
freely imported into and exported from the Philippines without need for import and export permits,
clearances or licenses.

6. What is Regulated Importation and Exportation?

Regulated Importation and Exportation.— Goods which are subject to regulation shall be imported or
exported only after securing the necessary goods declaration or export declaration, clearances,
licenses, and any other requirements, prior to importation or exportation. In case of importation,
submission of requirements after arrival of the goods but prior to release from customs custody shall
be allowed but only in cases provided for by governing laws or regulations.
7. Enumerate at least 6 importations/products that are prohibited under the CMTA.

 Dynamite, gunpowder, ammunition, and other explosives, firearms, weapons of


war, and parts thereof, except when authorized by law;
 Written or printed articles containing information that advocates or incites: treason,
rebellion, insurrection, sedition, subversion against the government, forcible
resistance to laws, threats to life, or inflicting bodily harm upon any person in the
Philippines;
 Written or printed articles, negatives or cinematographic film, photographs,
engravings, lithographs, objects, paintings, drawings, or other representation of an
obscene or immoral character;
 Articles, instruments, drugs, and substances designed, intended or adapted for
producing unlawful abortion;
 Roulette wheels, gambling outfits, loaded dice, marked cards, machines, apparatus
or mechanical devices used in gambling or the distribution of money, cigars,
cigarettes, or other when such distribution is dependent on chance, including
jackpot and pinball machines or similar contrivances, or parts thereof;
 Lottery and sweepstakes tickets except those authorized by  Philippine government,
advertisements thereof, and list of drawings therein;

8. Enumerate at least 4 importations/products that are restricted under the CMTA.

 Right-hand drive vehicles;


 Hazardous waste, even in transit into Philippine territory;
 Laundry and industrial detergents containing hard surfactants; 
 Polychlorinated biphenyls (PCBs);

9. Provide a photo/image of an example of prohibited importation. (1 product only)
