Optimization feature, including its implementation principles, related features, network impact,
and engineering guidelines.

2 Overview
2.1 Introduction
In the GSM system, to prepare for possible cell selection, cell reselection, and MS handover, all
timeslots on the BCCH carrier always transmit signals at the configured power, regardless of
whether the timeslots are idle or not, to ensure that MSs can accurately measure the downlink
receive level in a cell. Therefore, the radio frequency (RF) module housing the BCCH carrier is
one of the BTS components that consume the most power.
To decrease the power consumption of the BCCH carrier, Huawei introduces the Enhanced
BCCH Power Consumption Optimization feature. With this feature, the transmit power of non-
BCCH timeslots on the BCCH carrier can be decreased during off-peak hours. This helps
decrease the BTS power consumption.
2.2 Benefits
This feature provides the following benefits:
l Reduces the BTS power consumption.
l Reduces the network interference and allows tight frequency reuse patterns by reducing
the transmit power of non-BCCH timeslots on the BCCH carrier.
3 Technical Description
The Enhanced BCCH Power Consumption Optimization feature reduces the transmit power of
non-BCCH timeslots (timeslots 1 to 7) on the BCCH carrier. This feature provides the following
functions:
l Function 1: reducing the transmit power of idle timeslots among timeslots 1 to 7 on the
BCCH carrier
l Function 2: performing downlink power control on occupied timeslots among timeslots 1
to 7 on the BCCH carrier
The MAINBCCHPWRDTEN parameter controls whether to enable function 1, and the
MAINBCCHPWDTACTCHEN parameter controls whether to enable function 2, which is
optional.
When this feature is enabled in a cell, the downlink receive level of the cell measured by MSs
camping on a neighboring cell becomes inaccurate. This affects handovers to the cell. Therefore,
you must set the time the feature starts and stops to appropriate values, which are specified by
the MAINBCCHPWRDTSTIME and MAINBCCHPWRDTETIME parameters, respectively.
