Timeline: 9/14/2020 – 9/16/2020 All Times are approximate:
Monday, September 14, 2020 FL Governor declared a State of Emergency for Escambia and Santa Rosa
Counties.
Tuesday, September 15, 2020 at approximately 6:30 a.m. CDT, a material barge being used in the
construction of the Pensacola Bay Bridge broke free from its moorings and struck a fishing pier adjacent
to the bridge.
As crewmembers worked to retrieve this barge, a second barge broke free. This barge was recovered
without further incident.
Later, at approximately 7:30 a.m., as winds and seas associated with Hurricane Sally increased, a third
barge equipped with a man‐lift broke free. This barge struck the bridge and became lodged beneath the
structure at pier 62. The impact of the barge caused visible damage to the concrete beams that support
the bridge. It was at this time the crew members on‐scene closed the bridge to all traffic so that a
thorough damage assessment could be conducted once weather conditions improved.
At 8:03am, the NOAA tidal station conditions were 77 degrees, wind ESE 6kn gusts to 14kn, pressure
1009 mb, tide at elevation 4’. The Gulf Breeze station was reporting 20mph from east. Pensacola airport
was reporting 18mph from east.
At approximately 4 p.m. CDT, a fourth barge worked its way free of anchorage and floated beneath and
through the bridge (around span 95‐99). It was reported by Skanska that this barge did not contact the
bridge and was recovered without further incident.
Around 6:00 PM one of the disposal barges broke free and lodged under span 36. Skanska tried to
retrieve the barge, but the high seas prevented the tug from reaching the barge safely. As a result, in
the morning Span 36 was lost and fell into the bay.
Then, last night (9/15/2020) at approximately 10:30 p.m. CDT, a barge carrying a crane came free and
struck the bridge. The boom of the crane came to rest across the travel lanes of span 92 of the bridge.
It was reported that 5 total barges broke loose on/during 9/15/2020.

Wednesday, September 16, 2020 – Hurricane Sally made landfall at 4:45am Gulf Shores with max winds
105 mph (time and wind speed currently unofficial as these were from a local news station).
At 7:40am, 9/16/2020, the tide gauge was elevation 6.5ft, wind at 41 knot and gusts to 54 knots.
Sometime during the night of 9/15/2020 after 11:00PM, rig 20 (Pile driving rig between the fishing pier
and new bridge) came in contact with the new bridge with the “A” frame at PBB’s span 15. The “A”
frame bent over the new bridge and separated from the barge and the barge and rig floated through the
fishing pier around 8:15am this morning (9/16/2020) taking out 3‐4 spans of the fishing pier. The rig and
barge appeared to be dragging an anchor and headed north east at the time.
Also around this time (8:00am), span 36 of the new EB bridge was noticed gone, except for the ped path.
Around 9:30am one of the Manitowoc 888 ringer cranes was floating freely in the Pensacola Bay headed
north east – last seen near Scenic Highway. 888 ultimately beached itself West of I‐10 bridge over
Escambia Bay (between I‐10 bridge and Garcon Point) and as of the afternoon of 9/16/2020, Skanska is
coordinating to get a tugboat to secure rig.
It was also noted by someone on social media in Pensacola that a barge had washed up in their back
yard.
Around 10:45am, it was noticed that a demo barge was damaging span 22 and ultimately a section of
span 22 was lost.
No one has been injured as a result of the incident(s), or the subsequent barge recovery efforts. The
bridge remains closed and will remain closed pending a damage assessment.
Seas in Pensacola Bay remain treacherous with high winds from the hurricane continuing the buffet the
region.
Hurricane conditions currently prevent engineers from safely conducting the thorough damage
assessment needed to determine the extent of damage the bridge sustained in the barge impacts.

Around 9:00am this morning, Span 69 deck was excessively dipping.
By observation, it was determined that the pier 22 EB exterior trophy (1) was missing.
