Introduction
This is a pre-qualification document of Qatar Charity Pakistan, issued to source eminent contractors who
will support in quality construction of Hand Pumps, Twin Set Latrines, and Building Infrastructures in
the districts of Punjab as required by the project needs.

This document includes the following;

1. Invitation for Pre-Qualification

2. Instructions to Firms
3. Evaluation Criteria
4. Annexures

The contracting firms are required to provide accurate and verifiable details as required. Should any of
the information found to be inaccurate, the firm will be blacklisted for future business with Qatar
Charity Pakistan.

Qatar Charity Pakistan may conduct due-diligence to validate the details given by the firms in the
Application of Pre-Qualification package.

Invitation for Pre-Qualification

1. Qatar Charity Pakistan has been authorized by the Government of Pakistan to execute social projects
like Hand Pumps, Twin-Set Latrines and building infrastructures throughout Pakistan. Accordingly, this
Invitation for Pre-qualification is issued to source reputed contractors.
2. Qatar Charity will execute projects of Hand Pumps, Twin Set Latrines, and Building Infrastructures
in the some of the districts of Punjab including but not limited to Shorkot, Jhang, Muzaffargarh.
3. Pre-qualification is open to contractors having Head Office in Punjab and or in Islamabad having
proven work experiences in the concerned province. Those must be registered with PEC in Category
C-6 or above for Engineering Works. Applications may be submitted for pre- qualification for the
above Works.
4. The pre-qualification documents may be obtained from the website
www.qcharity.org.pk/tenders.html on September 23, 2020 until October 18, 2020.
5. For queries within the Pre-Qualification document, please write to tenders@qcharity.org.pk until
October 8, 2020. The same will be addressed in a meeting at the Qatar Charity Office, Plot No. 1-C,
Class III, Street No. 115, Saba Market, G-11/3, Islamabad, Pakistan on October 10, 2020 (12:00 PM).
6. The sealed envelope shall be clearly marked as Application for Prequalification of Hand Pumps, Twin
Set Latrines, and Building Infrastructures for Punjab. The envelop shall include two sets (One Original
and One Copy).
7. Applications for Pre-qualification must be delivered in sealed envelopes through registered mail
and addressed to Logistic Coordinator, Plot No. 1-C, Class III, Street No. 115, Saba Market, G11/3,
Islamabad, Pakistan, not later than October 18, 2020 (COB).
8. Qatar Charity reserves the right to accept or reject late applications.
9. Applicants will be informed, in due course, of the result of the evaluation of applications.
10. Only the firms of constructors under this process will be invited to bid.
11. Invitation to Bid will be issued as and when required.
12. A minimum requirement for pre-qualification will have to be successfully completed.
(Minimum essential requirement to be depicted as prescribed in the Instructions to Firms).

Instructions to Firms
The Firms are required to comply with the instructions as stated in the Invitation for Pre-Qualification for
Hand Pumps, Twin Set Latrines, and Building Infrastructures. Failing to which, would lead to
disqualification.

In addition to the above, the firms shall comply with the additional requirements as follow;

1. Joint venture is not allowed for this project.

2. The Application for Pre-Qualification for Hand Pumps, Twin Set Latrines, and Building
Infrastructures shall be written in English. Information in any other language shall be accomplished
by its translation in English.
3. The name and mailing address of the Applicant shall be clearly marked left hand on the envelope.
4. The Applicants must provide complete information as advised in this document.
5. This Pre-Qualification shall be valid until December 31, 2022.

Evaluation Criteria
The firms will be asked to conduct small scale projects, therefore, the following evaluation criteria have
been proposed.

The mandatory requirements are;

1. The Head Office shall be in Punjab and or in Islamabad with proven Civil and Public Health Works
experiences in the concerned province,
2. Registration with Pakistan Engineering Council as C-6 in the relevant categories of Civil and Public
Health works,
3. Registration with Federal Board of Revenue, and,
4. Registration with Punjab Revenue Authority.

Applicants meeting the minimum requirements mentioned below besides other factors shall be
considered for pre-qualification. No compromise shall be made on minimum requirements of 50%
score in each category.
