GENERAL INTRODUCTION

1.1 INTRODUCTION

Communication is a vital part of human existence, as

long as there is life, the human being is perpetually

seeking to be heard and understand. Communication is

the transfer of ideas form the sender to the receiver. It is

also an indispensable management tools. It provides the

needs by which people in business, politics and other

professional act, interact, and exchange information and

ideas.

In organization setting nothing cannot be achieved

without communication because organization individual

cannot attain. Communication is a cabricant that

stimulates organization function to reveal the

accomplishment through which duties are identify and

assigned.

Indeed, no organization can survive without

communication. It is the life wire of an organization. It is

through effective communication channel that

organization board of director and subordinates

maundering goodwill. The effect of communication in an

organization can be measure in terms of attitude and

performance of it which affect the moral of the employee

and their attitude towards work, which ensure increase

productivity.

1.2 STATEMENT OF THE PROBLEM

In organization around the world particularly Nigeria

the public sector is undergoing a process of reform

and rewards involving fundamental changes in

administrative structure, personnel process and

systematic. These change can only be active with a

vibrant administrative. Without good communication

in an organization aims and objective of the

organization cannot be achieved. Also if there is no

good communication to each department in an

organization they will not perform their duties

efficiently and effectively.

1.3 OBJECTIVE OF THE STUDY

A. The main objective of the study is to examine the

inevitability of good communication in the public

sector service in Nigeria.

B. To examine the means between communication and

organization.

C. Another objective of this research work is to

examine communication variable and dynamism in

an organization.

D. To what extent has lack of effective communication

has contributed to the failure of decision making

process in an organization.

1.4 SIGNIFICANCE OF THE STUDY

The revitalization of local government which serves as

a motivation for this study is expected to have positive

effect on individual organization as well as economy.

Orelope local government igoho will find the study useful

of their human resources planning and decision making

process because it serve as an insight for management

on the proper use of communication to the subordinates.

Also, the research is meant to foster the knowledge of

the researcher and readers as well as future readers on

the relevance of communication in an organization.

Lastly, the study will also help to show the

relationship between communication and organization,

well also serve as a foundation for future studies on

communication and decision making process in an

organization.

1.5 SCOPE AND LIMITATION OF THE STUDY

The study is essentially concerted with the effect of

communication as a tool for improving organization

effectiveness using Orelope local government igoho in

Oyo state as a case of study. Some specific areas

emphasized in this organization in general.

The major limitation to this study in time constraints

as there are other academic activities that require the

researcher attention

The researcher is also limited to Orelope government

igoho in oyo state where officials at different cadre and

department was interviewed as regards to

communication effectiveness.

The problem of traveling doven to the settlement

where questionnaire were administered was very

stressful.

1.6 ORGANIZATION OF THE STUDY

The study consist of fives chapters. Chapters one

deals with introduction of the study, the aim and

objective if that associated with this project work and

the scope of limitation of the project. The area it covers

where its limit itself moreover, the project. The chapters

also deals with the significance of the research work,

the organization of the study, the definition of the terms

in what the chapter intend to look into.

Chapter two deals with the review of related

interview, the meaning of motivation theories of

motivation current trends in the thinking and summary

of the chapter.

Chapter three focus on methodology, the sample and

the population of the study sources of data collection,

instrument, method of the data analysis and the

research problem.

Chapter four of this research work focus on

interprebition of data used in carrying out the research

work.

Chapter five in the last chapter in this research work

and it contains the recommendation and the summary,

conclusion and bibliography.

1.7 DEFINITION OF TERMS

A. Communication is the process of sending of

transmitting a message from the sender to the receiver. It

is also the process of creating, transmitting and

interpreting ideas, facts, opinion and feelings.

B. Organization: can be seen as an entity, if as group

of people bind together to prove unity of action for the

achievement of predetermined objectives.

C. Sender (source): The sender is the initiation of the

communication process. While the message is the

information itself.

D. Receiver: The receiver is the person whose sense

perceurs the sender message.

E. Feedback: is a responal to communication

processes his or her reacting to the sender’s message.

F. Barrier: Is anything that distribute or block

communication either internal or external are refers to as

barrier.

LITERATURE REVIEW

2.1 INTRODUCTION

There are various definition on what communication

as a concept presuppose. Some philosophers at various

times in history define communication strictly according

to their field of studies, areas of interest and course

prejudices.

This account for the reason why we don’t have a

single university accepted definition of communication.

According to peter little (1977) communication is

the process by which information is transmitted between

individual and organization so that on understanding

response could be achieve. He also further defined the

communication as the process by which information is

passed between individual by means of previously agreed

symbols.

Velah and Udah (1979) pursuit that communication

is the process by which the person or a group shares and

imports information to another so that both partners will

understand one another.

According to Ajayi W and idalako U (1996) defined

communications the process by which information is

shared through a channel in other to achieve a particular

purpose.

Abdul Azeez (2005) pursuits that communication is

an act of sending or conveying and understand

knowledge encode to the receiver or the decoder through

an appropriate channel and responding to such message

in form of feedback.

It could also be define as the process of creating,

transmitting and interpreting of ideas, facts, opinions

and feelings.

By these definition, therefore it has been apparently

expressed by various author and writer that

communication is of crucial importance and is concerned

with action which provide organization with a means of

identifying not only employees communication skill but

also which areas needs to be improved upon or

eliminated.

2.2 THEORETICAL FRAMEWORK

The theoretical frame work of communication is also

referred to as communication cycle or communication

process and it has stage which is highlighted below:

1. SOURCE: It is stage which is initiated by sender. At

this stage, the sender feel or identifies and decides on the

need to communication a particular message. The reason

for communication occurs at this stage and makes the

sender come to the realization that he has to pass a

message to a particular receiver. It is this stage that

ideas will be articulated in word expression and or

gestures.

2. ENCODING: This is the stage at which the senders

convert the information into a pattern of a particular

medium or language. In this case, the sender chooses a

particular language like spoken records or pictures,

graphs, gesture and codes, the information in the

patterns of this language.

3. MESSAGE: Is a combination of idea and language,

so that emerges at this stage is the product of the two

earlier stages. The message is the content of the process,

it is the product of the sender and it expresses the aim of

the sender. It is the meaning that the sender passes to

the receiver.

4. CHANNELOR MEDIUM OF COMMUNICATION: Is

the stage at which the sender passes the information

through the path that connect the sender and the

receiver. The choice of a medium will depend on a

number of factors like proximity, official nature of the

message etc.

5. DECODING: It is the stage at which the receiver

breaks down the code, the language employed in

communication so that he can get at the actual message

should concern features to make it comprehension by the

receiver.

6. Reception: The receiver does not only break down

the codes of communication, he also associates the

message he is given with what experience has taught him

and this will determine his reception of and response to

the message. This is also a factor that would determine

the response.

7. FEEDBACK: Is anything that the receiver after

having does after having received the message. This

provides the means of ensuring the sender that the

message has been received comprehended and

interpreted.

2.3 CORRENTTENDS IN THINKING

Over the years, the importance of communication in

organized effort as effort has been recognized by many

authorized. Bernet (1984) viewed communication as the

means by which people and link together with a common

purpose. This is still the fundamental function of

communication and change be effected.

Psychologists have also been interested in

communication, they emphasized human problem that

occur in the communication process of irradiating

transmitting, and receiving information administration

demand. Information about what is really going on in the

organization, administration who never have office and

who rely on formal communication channels may receive

only the information that place subordinate. In a

favourable light to overcome their isolation

administrators to supplement the formal communication

channels with informal order.

In its broadest sense, the importance of

communication in an enterprises organization is to effect

changes to influence action to reveals the welfare of the

organization communication is especially needed to:

1. Establish and elisseminate the goals of an

organization.

2. Develop human and other resource in the most

effective and efficient way.

3. Select develop and appraise member of the

organization

4. Develop plans for their achievement

5. Head, direct and create a climate in which people

will contribute.

6. Control performance.

From the explanation above, it show not only the

communication facilitates. The administrative function

but also that communication relates an organization to

its external environment. It is through communication

exchange that administrators become aware of the need

of subordinate, the regulations of government and the

concern of a community. It is through communication

that any organizations become an open system.

According to Abdulazeez (2005) this importance of

communication are so numerous that we cannot over

emphasized it. Boarding speaking there are three main

reasons why we communicate for the purpose of

informing, education and or persuading as well as

entertaining.

2.4 SUMMARY OF THE CHAPTER

From the explanation highlight above in this

chapter. It is pertinent to know how inevitable

communication is to any organizations.

Communication can hardly be over emphasized in

any social settings because of the great importance that

is attached to it. Communication is essential for internal

functioning and effectiveness of any organization and the

primary purpose is to achieve co-ordinate action just like

the central nervous system which respond to stimuli and

coronary responses by sending message to the effected

part of the body.

Some of the lay points to note in this chapter is

about communication are the performance.

Communication helps to develop plans for the

achievement communication helps to select, develop and

appraise member of the organization. Communication

also helps to head, direct and mutate people or

subordinates who want the contribute to the organization

efficiency.

CHAPTER THREE

RESEARCH METHODOLOGY

3.1 INTRODUCTION

The chapter provide for the sample and the

population of the study, the source of data, the method of

data analysis, the unavoidable research problems, a

comprehensive summary of the chapter and valuable

references. Descriptive approach and survey were

adopted for the study. This is because Akindayo (1990) in

his study emphasized that descriptive and survey method

enables the researchers to obtain opinion of the largest

population in order to find the perception of the entire

population.

3.2 SAMPLE AND POPULATION OF THE STUDY

The sample consist of fifty (50) staff from three (3)

departments, chairman office, finance department and

administrative department of orelope local government

igboho.

The population of the study consist of the total

number of staff in Orelope local government igboho oyo

sate and it includes staff from different department

grades level, educational background etc.

3.3 SOURCES OF DATA

The study employed both primary and secondary

sources of data collection.

By primary sources of data it means data are

collected by or on behalf of the person who is going to

use that data i.e. the collection stages was critically

monitored by the researchers.

It consists of the oral interview, questionnaire

respondents and observation.

In the other hand, secondary sources of data mean

that the dates are not collected by the person who is to

use the data. They are second hand data, which involves

the consultation of books journal, bulletins,

encyclopedia, project works and other useful record

relevant to the study collected from the libraries and

offices.

3.4 METHOD OF DATA ANALYSIS

In analyzing the data, the completed questionnaire

forms were assembled and frequency count on

respondents. The mail instrument used was pooled

percentage which is used on obtaining single percentages

values from opinion information derived on the likes

point scale. The calculation of the percentages was

rechecked in order to avoid errors and the final result

was used to determine the essence of communication in

an organization.

3.5 RESEARCH PROBLEMS

The researchers faced a lot of problems during the

course of the study. Among the problem encountered are

highlighted below.

Lack of co-operation: the uncooperative attitude of staff

of Orelope local government igboho in the course of

collection information required was witnessed.

Financial constraint: The problem of traveling from Ilorin

in kwara state where the researchers live in Orelope local

government igboho in oyo state where the question were

administered requires transport fare.

Scarcity of textbooks, journals, magazines and

manuscript which the researcher could consult for more

reasonable information and getting the view of different

authors.

Time constraints: This research required a lot of time me

and this has been a problem as there is academic

activities requiring my attention. The time that is

specified for the completion and submission of the

project is too short and during this period available, I

still engage in some other academic work that are very

compulsory like attending lectures, writing test and also

examination.

CHAPTER FOUR

INTERPRETATION AND ANALYSIS OF FINDINGS

4.1 INTRODUCTION

This chapter deals with the historical background of

Orelope local government igboho. Analysis and

interpretation of data gathered through the questionnaire

on communication and too far effective administered and

summary of the chapter.

Fifty (50) questionnaires were administered. Out of

which only fourty six (46) result in a response rate of

ninety two project (92%) were returned and use for the

purpose of analysis. This response of the data received

from the questionnaire is grouped and the total number

and percentage for different responses were put in form

of data.

4.2 BRIEF HISTORY OF ORELOPE LOCAL

GOVERNMENT IGBOHO, OYO STATE

Orelope local government is one of the thirty three

(33) local government in oyo stat. Orelope local

government is at the northern part of oyo state, igoho its

headquarter is one of the ancient city. The local

government is bounded in the North and East by irelope

local government bounded in the south by oyo local

government and in the North East by baruten local

government.

Advantageously located, Igboho is 30km form kishi

which is at its Northern part 44km from saki an Eastern

part, 45km from saki to separate both at the southern

western part.

Although, the local government total area has been

surveyed but it yet to be release to the department of

works but rough estimate of its total to be less than

100km2 or 110,000 within the local area over sixty (60)

settlement villages among which are igboho, sooro,

Alagudani, oloko, ologede, Budo isegun, oke bujuni,

jagun, yowere, saalu, orusile, adeda, budo Ilorin, laai ,

olose etc.

Agriculture is the main stays of the majority of

people infact, those who engage in agriculture related

activities stands between seventy and eighty percent (70

and 80 %). The state government through ONAEP now

OYSADEP extended to local government area

modernization process on agriculture through sale of

agricultural input such as fertilizer and also legal adviser

on his program has contributed immensely towards the

transformation of this area through the construction of

goods, waterdam, pipeborme water etc. The major crop

cultivate by the people indicate maize, yam, cassava,

cowpea, guinea, corn, melon, vegetable etc. Orelope local

government can be called the food basket of oyo state

and even Nigeria at large and it is attached to commercial

farmers from outside the local government area such as

from iseyin Ilorin and other places.

Table one (1) above shows that fourty six (46) people

which represented 92% agreed that communication is an

effective tool for administrative in Orelope local

government while four (4) people which represented 8%

were not respond.

In the table two (2) above, it is noted that thirty (30)

respondents which represent 60% agreed while sixteen

(16) respondents that represented 30% disagreed and

four (4) people which represent 9% were neutral.

The table three (3) above indicates that ten (10)

respondents 20% agreed while thirty (30) respondents

that represent 72% disagreed that upward

communication should be adopted by an administrator

in Orelope local government and four (4) people which

represent 80% were chosen neutral.

Table four (4) above shows that twenty seven (27)

respondents which represent 54% agreed while nineteen

(19) respondents which represent 38% disagreed and

four people which represent 8% choose neutral.

The table five (5) above shows that fourty six (46)

respondent which represent 92% agreed that

communication makes Orelope as an organization while

four people which represent 8% choose neutral.

Table six (6) above illustrate that twenty one (21)

respondents which represent 42% agreed while twenty

five (25) respondent which represent 50% disagreed that

upward communication constitutes to Orelope local

government efficiency and effectiveness.

Table seven (7) above shows that the whole fourty

six (46) respondents which represent 92% agreed that

communication has great impact in Orelope local

government while four (4) people which represent 8%

choose neutral.

CHAPTER FIVE

5.0 SUMMARY OF FINDINGS, CONCLUSION AND

RECOMMENDATIONS

5.1 SUMMARY

The summary of findings has conserved on

communication in an organization. It should be noted

that communication have been accepted as a very useful

management tool used in directing employees or staff

energy and intercept towards the realization of Orelope

local government objective.

From the above analysis, therefore, it could be

summarized that organization make used of

communication system which had led to the

improvement in performance, increase in productivity,

possession of necessary skills through training and

retraining of staff, high moral and determination of staff

strength and weakness.

The research has been able to gather some basic

facts on how communication could be use as a tool for

effective administration and for achieving organizational

goals in Orelope local government igboho oyo state.

The following are the summarize of the fact from the

research.

a. More emphasis on formal communication system in

the local government than any other type.

b. Modern communication equipment are being put

into use in the local government, these equipment

include telephone, radio, internet communication etc.

c. The communication mode is the local governments

are both anal and unit ten, the communication

procedures are strictly observed.

d. The research also shows that there is limited flow of

communication for the subordinates to the superior. In

other words, there is limited use of upward line of

communication in the Orelope local government.

5.2 CONCLUSION

In this study, it was observed that the study of

communication process to an effective administration in

Orelope local government, Igboho, oyo state is very

effective.

The various channel of communication existing in

the local government was examined and how these have

affected the staff productivities.

The study established that even patient were

obtainable in the local government, many staff especially

at the lower cadre are ignorant of the usages and are not

given free access to most of the equipment, this is also

limited use of upward communication.

The study do not create a conducive atmosphere for

effective communication, as an antidote to this tensional

environment and excessive. Formality the study preferred

partipative management periods by bringing on staff to

the use of modern communication equipment and

creation of efficient forum where staff or subordinate will

have access to communication with the superior officers.

5.3 RECOMMENDATIONS

Considering the significant of communication as a

tool foe effective administration based on the findings in

the computation and literature reviewed, the following

recommendations are offered to the organization.

Subordinates staff should be encourage to come up

with ideas and suggestion and decision affecting them

and the superior should have patience in considering

each ideas and suggestion.

It is highly important that the local government

create an efficient forum thereby the subordinate with

the superior will communicate together this will be good

antidote to tensional environment and excession

formality.

The local government should constitute to

encourage the staff given them basic training on how to

use some of these communication system.

Lastly, improvement on the provision of modern

communication equipment should be enhance from time

to time to keep abreast with the modern world and to

fasten the mode of operation in the local communication.
