1,929 cases of domestic violence since March
MUAR: The Women, Family and Community
Development Ministry has received a total of
1,929 complaints on domestic violence since the
movement control order (MCO) was
implemented on March 18 this year.
Its minister, Datuk Seri Rina Mohd Harun,
said Selangor recorded the highest number of
cases, at 375, followed by Johor with 264 cases.
She said the complaints were received
through the Talian Kasih at 15999 and most of
them involved physical and/or emotional and
sexual violence.
“That is why in Budget 2021 we have an
allocation for a local social support centre to
provide protection to victims of domestic
violence, with the pilot projects to be carried out
in Johor and Selangor,” she told the media after
visiting the Southern Zone Supply Depot in Parit
Keroma, here, yesterday.
Under the budget, RM21 million has been set
aside for setting up local social support centres
to address the issue of domestic violence.
The centres, which will be run in
collaboration with NGOs, will provide social
protection and moral support to women who are
victims of domestic violence, divorce and abuse.

PUTRAJAYA: The year-end holidays
will start early this year for
schoolchildren, the Education Ministry
announced yesterday.
In Kedah, Johor, Kelantan and
Terengganu, the school holidays were
scheduled to start on Dec 18, while for
the rest of the country, Dec 19.
Education Minister Dr Radzi Jidin
said the decision to close schools was
taken in line with the implementation
of the conditional movement control
order (CMCO) effective today until Dec
6 in all states in the peninsula except
Kelantan, Pahang and Perlis.
“The move is taken to help the
government break the chain of Covid-
19 infections,” Radzi told a media
conference yesterday.
“All schoolchildren will only be back
at school on Jan 20, 2021. Primary
school pupils will also start face-to-face
learning on the same day.”
He said students in Forms One, Four,
Five and Six and those in vocational
colleges will also begin face-to-face
learning on the same day.
The school year for those in Forms
Two and Three will also begin on Jan 20
but they will be confined to home-
based learning until March 8.
Radzi said this is necessary to open
up more classrooms to accommodate

Number of infected people drops below 1,000

KUALA LUMPUR: The country
recorded 852 new virus cases in the

cases, followed by Negri Sembilan

They are Labuan (23), Penang
(18), Kuala Lumpur (11), Perak (7),
Malacca (5), Kedah (3), Sarawak,
Putrajaya and Kelantan (two each),
and Johor and Terengganu (one
each), Noor Hisham added.
The 13 imported cases comprised
eight Malaysians and five non-
Malaysians. There were three cases
each from Indonesia and Saudi
Arabia, two from Nepal and one each
from Morocco, the United Arab
Emirates, the United Kingdom,
Turkey and South Korea.

death toll to 286. A total of 94 cases

turn to virtual tours to learn the

registered with the Department of
Museums Malaysia now provide free
access to their cultural heritage
exhibits through online platforms.
One such repository is the Penang
House of Music. It offers access to its
large collection of music via social
media.

“I wanted to return home in
July to see my family and friends
but that became impossible due

While he is happy that he now
lives in the 21st century where
various devices are available for
easy communication over long
distance, it nonetheless is not as
good as physically being with his
family.
“It is more comforting mentally
and emotionally,” he said.
Another person separated from
her family is Danielle Jasli Tindi,
24, who is also from Kota
Kinabalu, who was supposed to
return to Miri to meet her relatives
but has been unable to travel.
“It is really sad,” she said.
However, she takes comfort in
the fact that she can still
communicate with her family
even though it is not as good as
being there with them.
“If we are together, we get first-
hand ideas and opinions.
“It is more spontaneous, and
the ideas run wider when you are
talking face to face to a person,”
Danielle added.

Storm Eta’s torrential downpours toppled
trees, engorged swift-moving rivers, and ripped
down parts of a mountainside above the village
of Queja in the central Guatemalan region of
Alta Verapaz, burying dozens of people in their
homes.
The rains triggered more mudslides in Queja
late on Saturday, and the head of a local
emergency worker team said rescue efforts had
been called off, possibly permanently.
“We are coordinating so that all are
evacuated in the morning because we can’t
work there. If we stay, lives will be lost,” said the
emergency worker, Juan Alberto Leal.
Some of the houses in Queja are under 50
feet of mud, Leal said, with relentless rain
making the soil too loose to safely work, and
new landslides forcing workers to flee to safer
ground in the village.
Queja had been home to about 1,300 people,
according to government data. Not all its
houses were destroyed, and most survivors
have already been evacuated, officials say.
In the Mexican state of Chiapas, flooding has

An ugly battle

LL hail America’s voters. After an
excruciating election, they appear to
have edged out of power the man who
wanted to be king, Donald Trump,
and put into the White House an amiable, old
pal who appears likely to soon be replaced by
his vice-presidential running mate, half-
Jamaican, half-Indian Kamala Harris.
This week’s election should have produced a
landslide for Joe Biden and the democrats.
Trump had so much against him – his shocking
denial of the deadly Covid pandemic, overt
hatred for Islam and total subservience to
Israel’s far right, overt anti-black and Hispanic
racism, a financial mess created by his ill-
considered tax cut, boorish behaviour, medical
quackery worthy of 19th century snake oil
salesmen, threats to use nuclear weapons – the
list goes on and on.
But many Americans ignored all this bad
mogambo in the hope Trump would keep the
stock market on fire. Religion also played a key
role: some 90% of so-called born-again
Christian fundamentalists, misled by Fox News
and powerful Protestant churches, promoted
Trump as some sort of Christian saviour, or a
reincarnation of rulers of Biblical Israel.

Adelson, to fork out over another US$75 million
to Trump on top of a hefty, US$100 million

Proper awareness of child vaccination is required
DUE to the emergence of many parents’
doubts to send their children for vaccination,
the right awareness is crucially needed, as
people need to know that child vaccination in
this era has more benefits than the potential
risks.
According to a survey by Pew Research
Centre, it has been found that only about one-
third of Malaysians view childhood vaccines
as having little or no risk, and nearly half of
them see vaccines as providing a high degree
of preventive health benefits.
This may extrapolate into a significant
portion of Malaysians that are less likely to
pursue childhood vaccination, which would
eventually expose children to many
potentially lethal diseases, such as
pneumonia.
As observed, there were 915 cases of
whooping cough reported with 20 deaths, and
all victims had no immunisation records, as
stated in the Ministry of Health (MoH)
statistics of infected patients in 2019.
The relevant authorities need to put
significant effort in educating the public that
neglecting childhood vaccination is riskier for
children, especially during the current
situation that renders them vulnerable to
high-risk diseases.
Based on Stanford Children’s Health,
vaccine schedules recommended by agencies
and organisations such as the Centres for
Disease Control and Prevention (CDC), the
American Academy of Pediatrics and the
American Academy of Family Physicians can
cover about 14 different diseases.
Vaccination has been shown to protect
children from deadly diseases such as polio,
tetanus and diphtheria as well as eliminating
or significantly reducing the harmful diseases
that are widely transmitted among children.
The MoH also strongly recommends that
all children in the country receive vaccines
according to the set schedule. Still, it is up to

of the vote confirmed his unfitness for the
presidency. Let us hope the world does not
conflate the United States with Trump’s
boorish, unethical behavior.

showed without a doubt that the antique
system of the electoral college must be replaced
or even better, junked.
What might Trump do? A new TV series of
course. The political figure closest to Trump

launch a mass march on Washington to seize
power. Given Trump’s potent showing in the
election, an attempted coup is not unthinkable.
This election also leaves key Trump allies
cast adrift. Israel’s Benjamin Netanyahu has lost

Bolsonaro, looks orphaned by Trump’s defeat.
India’s Narendra Modi will miss Trump’s

brutal treatment of Uighur Muslims in Xinjiang.

trust in existing information and a desire for
more information from healthcare providers.
The reasons may be similar in Malaysia,
but it is further worsened by rapid
urbanisation, which leads to the presence of
unhealthy lifestyles and trends that can
expose children to various diseases. Many
parents are also too busy to be fully attentive in
protecting their children via vaccination.
As in Europe, the vaccine scepticism is also
a major public health issue and mainly due to
the same anti-establishment sentiment that is
closely linked to political movements.
The anti-vaccination movement has
elements that may be considered conspiracy
theories such as the narrative of vaccine
emergence as a sinister strategy to sterilise or
infect non-Western cultures.
Based on the Islamic perspective, the
emphasis on preserving health is also in line
with one of the higher objectives of Islamic
law, known as Maqasid Syariah, which means
that we should protect ourselves from any
potential dangers and diseases.
Current studies and past historical data are
generally supportive of this notion, which
should serve as one of the bases for decision-

convincing and impartial evidence that
suggests otherwise. Until then, a concerted
effort by the related authorities is needed to
ensure proper awareness on this matter can
be successfully delivered to the public,
particularly to new parents.
Furthermore, as Malaysia seeks to secure
Covid-19 vaccines, this is a crucial effort to
shift people’s mindset towards general
acceptance by the society – necessary for a
successful nation-wide vaccination effort.

Robert Fisk: Shrewd,
passionate and well loved
AS the US Presidential elections conclude, with
Joe Biden narrowly winning the election, I learnt
about Robert Fisk’s untimely demise. He would’ve
had a lot to say about the prospects and the two
similar figures (both announcing their “wins”
before the elections have even come to a close).
Robert Fisk was different in that he wrote for
the Palestinians instead of Israelis: unorthodox for
a man of dual Irish and English citizenship.
Most people are the product of what they were
taught. He, on the other hand, saw the way the
divide played out from the perspective of a man who
saw the real deal – saw the suffering for what it was.
He was always honest in his writing, with the
needed dash of brutality where it was warranted.
Given the seriousness of the topics he covered, one
would think his writing would be painful to read –
they were on occasion painful because of his
perspective, the reality of what he was writing and
because he was one of the men on the ground.
But there was also humour in what he wrote
and a great deal of wit: with comparisons to plays
as well as analogies with classic movies and
literature. It always made for great reading.
He was known as a controversial writer – an
unfair and inaccurate assessment. Controversial is
a word that does not do him justice. He was a
talented writer, a journalist to be admired and
one who should never be forgotten for his
contributions. I’m not sure what I have to look
forward to in the papers anymore, without that
day in the week where I get to read Robert Fisk.
With all the events that are plaguing us in the
world, to have known that a writer like Robert Fisk
once existed in our midst is hope enough that
there are luminaries among us. I hope other
luminaries like Robert Fisk show themselves to us
soon, for this is a loss in more ways than one. Rest
in Power, Robert Fisk!

Preliminary comments on Budget 2021
T
HE overall budget strategy is
in the right direction on the
following:
0 Expressed concerns for the welfare
of the vulnerable sectors (B40, OKU,
women, youth, orang asli,
unemployed, etc) affected by the
pandemic. It introduces various relief
schemes to ease their hardship.
0 Highlights job retention, job
creation and income subsidies, and
the need for reskilling, retraining and
various vocational education.
0 The imperative of industrial
transformation. It aims to enhance
technological capacity (IT,
automation etc) of the industries and
enterprises.
0 Cushion the impact on the
business sector by providing tax
reliefs to compensate market
downturn.
0 Infrastructure and construction to
stimulate growth and job creation.
Should we be worried about debt
and deficit?
We should not be unduly concerned
over the rise of deficit and public
debt. In any recession, the prudent
thing to do is to expand public
spending and money supply to the
market.
Thus serious effort must be
directed towards building resilience
of the people, industries and
enterprises. The success to economic
recovery lies in the government
channeling sufficiently large
resources to generate multiplying
effects. Limiting fiscal deficit will not
have any positive impact on the
market.
During recession, a contraction of
government spending will further
dampen market confidence, and the
economy could be stranded in a
downward spiral.
Is it really “expansionary”?
The finance minister declared the
amount of RM332.5 billion as an
expansionary budget. By the size of
the expenditure, it is the largest ever
budget delivered in Malaysia’s
history. However it is far from being a
“big spender” budget.
Let’s look at the actual numbers.
Budget 2019 totalled RM314.6 billion.
Subsequently, Budget 2020 was
initially set at RM297 billion.
However, it was revised to RM314.7
billion.
In summary, Budget 2021 is only
RM7.8 billion more than 2020 and
RM17.5 billion more than 2019. If one
examines it closely, the allocation of
operation expenditure stands to be
15.1% of GDP in 2021. In other words,
the funding for development
expenditure and Covid-19 is
equivalent to just 5.5% of our GDP.
These numbers have greatly
constrained the government’s ability
to induce a strong fiscal boost for a
depressed market. Thus, it is
unfortunate that Budget 2021 falls
short of providing convincing funding
to boost infrastructure, especially for
rural areas, Sabah and Sarawak.
Infrastructural development is
supposed to be the quickest route to a
positive revival of the economy.
Massive investment in infrastructure
(for the East Coast and Borneo) can
increase job opportunities for small
contractors. This in turn improves
connectivity and logistics flow, hence
it will elevate the living standards of
rural folk.
Although the finance minister
recognised the importance of
infrastructure development, the
budget was not “expansionary”
enough to cover the cost of those
urgently needed projects in the rural
areas.
Recovery plan? Reforms?
We can compliment Budget 2021 for
being innovative in proposing new
ideas such as environmental
sustainability, social entrepreneurship
and voluntarism. However, its
economic recovery strategy lacks
sectoral focus.
Most of the countries affected by
Covid-19 introduced much larger
spending on health, social
protection, and employment
creation. We need much more robust
stimulus policies in order to counter
the cyclical downturn caused by the
pandemic. In comparison, the
Finance Ministry’s (MoF) approach
to economic recovery is relatively
conservative.
More than 98% of Malaysia’s
business establishments are SMEs or

micro enterprises. The majority of
them are struggling and in dire need
of government assistance to survive
the crisis. These small and
fragmented business establishments
are spread across different trades and
industries.
Budget 2021 does not appear to
address their respective difficulties
and different circumstances. The
government has to be proactive in
devising aid packages for specific
categories of enterprises. Meanwhile,
policies must be reformed to create
conducive conditions for market
recovery. Reforms and recovery go
hand in hand.
Perhaps the biggest weakness of
Budget 2021 is that it offers no
prospect of redistribution of wealth. It
seems to be dependent on tax
exemption and reduction as the sole
instrument to support businesses.
Micro enterprises and SMEs need
financial support and credits. The
SME sector is doubtful that funds
allocated in the budget are adequate
to address the colossal problems.
Regrettably, Budget 2021 does not
show any will or determination to
reform the imbalances of profit
structure in the corporate economy.
Hardship and responsibility are not
evenly spread among the enterprises.
The concessions given by the banks
and the big financial institutions are
too minimum. The MoF is clearly
very reluctant to slash the profits of
the big corporations and banks in
order to give the “B40” of the business

community some genuine relief.
Helicopter money vs institutionalised
aid?
Budget 2021 provides an impressive
range of support schemes to various
disadvantaged groups. Such policy
intends to reflect the caring (prihatin)
aspect of the budget. Injecting cash
handouts could create an effect like
“helicopter money” to boost
domestic consumption.
We should also be mindful that
the effect is temporary. A more
beneficial model would be
strengthening social protection
institutions. The government should
seize this critical moment to reform
our rather archaic social welfare
system.
It is good to hand out cash to help
the unemployed, OKU, and those
who are destitute. But the one-off or
short-term measures are merely
pain-killers. The government fails to
take the extra steps to provide
sustainable security and stability of
income for the vulnerable.
The country needs a long-term
solution to the continuous threats of
the Covid-19 pandemic or any other
future unpredicted turmoil. The
expansion and institutionalisation of
social protection is not just for the
sake of compassionate values.
In fact, more importantly it will
enlarge the domestic economy and
propel developmental growth.

scheme for PR1MA housing, but such
efforts may still prove little to solve the
property overhang issue in the country.

allocations. I had expected to see a
big bang approach, such as
announcing a phased corporate tax
rate reduction plan. Nevertheless, it
is noteworthy that the existing
personal reliefs will be increased.
However, the better way to manage
this would be through lowering the
personal tax rate rather than
increasing and widening the current
personal reliefs,” said MICPA
president Dr Veerinderjeet Singh.
The key initiatives which focus
primarily on the country’s economic
recovery are clearly set against the
backdrop of the ongoing Covid-19
pandemic and the unprecedented
challenges brought along by it,
affecting all walks of life globally.
MICPA welcomes the following

Reskilling and Upskilling
The policies implemented in previous
budgets have seen the Information

initiatives, a total of RM2 billion will
be allocated, which is expected to
increase employment opportunities
for 200,000 job-seekers.
Sustainable Finance
To position Malaysia as a regional hub

Plan focusing on these aspects.
We believe a more impactful
approach to make Malaysia an
attractive investment destination
would be to enhance the public
delivery system by making it easier to
obtain approvals and making things
more seamless through the use of
technology. In addition, the
Government should consider a
phased reduction of the corporate tax
rate to eventually reach 20%.
All in, Budget 2021 provided for
many allocations and grants like past
budgets. The challenge will be in the
effective and efficient distribution of
funds. Effective governance is
absolutely crucial.
Nevertheless, MICPA will further
align our initiatives with the
Government’s measures to help
professional accountants play a more
effective role in organisations and
practices during these unprecedented
and challenging times.

Budget 2021 hits the nail on the
head by transferring cash directly
to individuals or indirectly either
via tax reliefs or allowing them to
retain extra cash through a
reduction of EPF contributions.
B40 and M40 groups
If your household income is less
than RM5,000 per month, you will
be eligible for the BPR assistance
ranging between RM500 and
RM1,800 depending on the number
of children. Single individuals
earning less than RM2,500 monthly
will be eligible for RM350. For the
B40 group to stay connected online,
a RM180 telecommunication
credits is allocated for them. The
Financial Assistance for Children is
now increased to RM150-200 per
child with maximum RM1,000 per
family. The loan moratorium for the
B40 group will be extended for three
months and if you are able to repay
50% of the loan, this can be
extended for six months.
Tax reliefs have been increased
and extended: Lifestyle relief to
RM3,000, medical expenses for self
and parents to RM8,000 each.
Included in the medical expenses
will be RM1,000 for vaccination.
Reliefs up to RM8,000 and RM3,000
for contribution into SSPN and PRS
has been extended to 2022 and
available to all employees
through the reduction of
employee contribution to
EPF from 11% to 9%.
The unemployed
To assist the unemployed,
the Budget has increased the
tax exemption for those receiving
compensation for loss of
employment from RM10,000 to
RM20,000. Also, this group will be
given additional job search
allowance for three months under
the Employment Insurance
Scheme. The unemployed can
withdraw RM500 monthly from
their EPF Account 1 for 12 months.
Overall this Budget is attempting
to revive the economy and help the
lower and mid-income group
alleviate their suffering during this
difficult period. Although the
intention is good, the effect from the
injection of money will take time to
come through. It is absolutely
important that the money allocated
for distribution is quickly doled out
to the people who need it without
any leakage in the system. Wherever
possible the transfers should be
done directly to the individuals
rather than through intermediaries.
In order to realise the objective, all
government agencies need to
cooperate and get the money into
the economy so that we can quickly
see the revival of the economy.

e-hailing, rental cars and tour drivers
and a HRDF levies exemption for

covers the tourism sector.
In addition, the budget has singled
out the health tourism sector for its
potential to attract new investment and
has allocated RM35 million to Malaysia
Healthcare Travel Council to enhance
the sub-sector’s competitiveness and
extend the income tax exemption for the
export of private healthcare services until
the year of assessment 2022.
The Matta president said the budget
does not include any incentive to boost
domestic tourism and as it stands such
measures are inadequate to empower the
industry during this challenging time.
He said that the allocation of RM50
million for maintenance works and
overhaul of tourism facilities is not
enough to improve tourism products.
“The outlook for the next 12 months
is bleak and without the right support,
we will inevitably see the industry
contracting quickly and drastically.”
Tan said the government should include
allocations for reskilling and training
programmes not only for the aviation but
the tourism industry as a whole.
“We cannot help but compare the
state of tourism in our country to other
countries like Singapore who have not
only implemented practical and
effective stimuli but are already making
headway in the controlled reopening of
borders and therefore the revival of their
tourism industries,” he said.
Fiscal outlook and federal
govt revenue 2021 highlights
oShift from broad-based to more targeted support
PETALING JAYA: During the year of transition
from crisis to recovery, the government will
continue to focus on recovery measures to
revitalise the economy, support business
activities and protect the well being of the rakyat,
it said in its 2021 Fiscal Outlook and Federal
Government Revenue Estimates Report.
The government will shift from broad-based
support to a more targeted fiscal support with
measures directed towards fulfilling the essential
needs of the rakyat, retaining employments and
ensuring continuity of businesses.
Fiscal position outlook 2021:
0 Revenue forecast at RM236.9 billion, 15.1%
of gross domestic product (GDP).
0 Tax revenue collection to increase to
RM174.4 billion.
0 Non-tax revenue estimated at RM62.5 billion
0 Total expenditure seen at RM322.5 billion,
20.5% of GDP.
0 Operating expenditure (OE) budgeted at
RM236.5 billion.
0 Development expenditure (DE) at RM69
billion
0 Remaining RM17 billion for Covid-19
disbursement.
0 2021 fiscal deficit expected to reduce to 5.4%
of GDP.
0 Primary deficit estimated at 2.9% of GDP.
The higher revenue is largely attributed to
better tax revenue collection, which is
estimated to increase by 13.8% to RM174.4
billion. Direct tax collection is forecast to
increase by 14.6% to RM131.9 billion,
constituting 55.7% to total revenue.
The expected higher collections are largely
contributed by companies’ income tax (CITA),
petroleum income tax (PITA) and individual
income taxes. CITA is projected to rebound by
8.8% to RM64.6 billion in tandem with
improving economic activities and higher
earning expectation, coupled with continuous
efforts by the Inland Revenue Board to enhance
auditing and tax compliance.
Similarly, PITA is anticipated to rebound by
52% on account of improved demand and
slightly higher average crude oil price
assumption at US$42 per barrel. For individual
income tax collection, it is estimated to be
higher at RM42.4 billion attributed to stable
employment prospects and sustained wage
growth.
Collection from indirect tax is anticipated to
rebound by 11.4% to RM42.5 billion, mainly
contributed by higher SST collection. In 2021,
SST collection is forecast at RM27.9 billion, an
increase of 13.7% contributed by higher
consumption spending.
The share of petroleum-related revenue to
total revenue is forecast to decline further to
16% in 2021, at RM37.8 billion or 2.4% of GDP
compared with RM50 billion or 3.5% of GDP in
2020. Consequently, non-petroleum revenue is
envisaged to increase by 12.3% to RM199.1
billion.
Medium-Term Fiscal Framework (MTFF)
2021-2023
The MTFF provides a macro-fiscal
projection over three years. The set target
revenue and expenditure will serve as the
government’s medium-term fiscal path.
The 2021-2023 MTFF is based on the
updated macroeconomic and fiscal
assumptions after taking into account the
impact of the Covid-19 crisis.
It takes into account real GDP growth of
between 4.5% and 5.5%, crude oil prices
between US$45 and US$55 per barrel and
crude oil production of 580,000 barrels per day.

TV, it must be good,” she said.
The pandemic has increased
nervousness about the fragile state
of India’s healthcare system.
Experts believe that, because of
under-testing and under-reporting,
the number of cases and deaths is
much higher that officially reported.
There is no scientific evidence
that ayurvedic treatments can
prevent the coronavirus.
But the sector had already been
massive before the pandemic, with
people believing claims that natural
remedies can cure everything from
cancer to the common cold.
It is now worth US$10 billion a
year, according to the Confederation
of Indian Industry.

will lose your instinct. When you

are already familiar with the sea and
weather, and so they know how to
adapt. However they will face
difficultly in other countries such as
those in Europe, with its more
erratic winds and sea.
“This year we did not travel
outside the country because of
Covid-19. So we never experienced
strong winds and big waves. This
might impact our performance
later.”
Other than the Olympics,
Khairulnizam said that there is the
European circuit to look forward to
next year, but it all depends on the
situation where the pandemic is
concerned.
So with no benchmark – as they
are not taking part in any
competitions – he and his fellow
sailors are unaware if their training
is enough.
“We just put it in our minds that
we must go for training and see what
happens next. We will not think of
our problems, and just carry on with
what we have to do. We take things
one day at a time.”

- WILFUL DEFAULT OR NEGLIGENCE
RESOLVED:
THAT unless caused or contributed by the wilful
default or negligence of the Liquidators, the
Liquidators, their employees, servants and/or
agents be indemnified by the Company against
all actions, proceedings, claims, demands,
damages, costs, charges, losses, expenses and
liabilities incurred in or sustained by them in
the execution and discharge of their duties as
Liquidator in relation thereto.
THAT upon passing of special resolution
for member’s voluntary winding up of the
Company under Section 439(1)(b) of the Act by
the member of the Company, ANY ONE Director
of the Company be hereby authorised to lodge
with the Registrar of Companies a Notice of
