19 spreading through food packages
containing frozen or other items, is
considered extremely low.
Nonetheless, food wholesalers
and retailers have to ensure an
optimal level of hygiene and
cleanliness.

Industries Ministry will continue to encourage
young entrepreneurs to venture into rabbit
meat production, said Deputy Minister II Datuk
Che Abdullah Mat Nawi.
He said the industry has great potential as
demand for rabbit meat has been rising and it
could be an alternative to beef and mutton as a
protein source.
“There are several advantages in rabbit
breeding, including its short production cycle,
lower operating costs and fast, lucrative
returns,” he told reporters after a seminar on
rabbit meat production and modern fertigation
for young entrepreneurs at Peladang Setiu Agro
Resort on Saturday.
“Average rabbit meat production is almost
1,000kg per month and the selling price is about
RM35 per kg.
Rabbits usually weigh between 1kg and
1.6kg each and they can be slaughtered after 60

government to implement segregated
motorcycle lanes in the country to save
thousands of lives lost among motorcyclists
and pillion riders.
He said while the government deserved
praise for its initiative that resulted in the
recent passing of a law that provides for a
more severe penalty for drivers in drink-
driving road crashes, the same priority was
not accorded to the elephant in the room as
far as Malaysia’s road safety issues were
concerned, Bernama reported.
“This proposal concerns the safety of
motorcyclists, the most vulnerable category
of road users, particularly fatal ones that have
claimed thousands of lives and mostly in the
youth age group,” Lee said in a statement.
Lee proposed that with the 12th Malaysia
Plan due to kick off next year, segregated
motorcycle lanes similar to the ones found in
certain stretches of highways and roads in
parts of the country, especially in some
urban centres, be implemented.
“The best example of such live-saving
lanes is certainly along both flanks of the
Federal Highway stretching from Petaling
Jaya to Shah Alam and up to Klang. The
Federal Highway is, without doubt, one of the
busiest with traffic virtually around-the-
clock but according to statistics, an average
of only two fatal crashes involving
motorcycles has been recorded annually.
“As a second preventive step to save lives,
a law has to be enacted to reduce the speed
limit of motorcycles from the existing
motorcycling culture where riders are by and
large speeding at their whim and fancy and
with impunity.
“Initially, to reduce the big capital
expenditure of making available these
segregated lanes all over the country, we call
on the relevant authorities like the Transport
Ministry and police to confine motorcyclists
to ride only on the left-most lanes of
highways and roads, with double-lines
demarcated to separate them from other
vehicles.
“In this way, the two-wheelers are barred
from riding on the fast lanes competing for
space with the bigger vehicles, which is
obviously the main cause for the horrific high
death toll among motorcyclists and pillion
riders,” he said.
Lee felt that this approach should be the
forerunner to the eventual implementation
of full-fledged segregated lanes.
“The Alliance for a Safe Community views
these measures as highly doable, practical
and above all, are not rocket science and
without the necessity for further research
into its pros and cons. It is pure common
sense.
“It is all the more imperative that the
government implements this programme,
with the sharp increase in the number of
motorcyclists on our roads following the fast-
growing popularity of the food delivery
service provided by GrabFood, Food Panda
and others,” he said.

Childcare centres to
remain closed
PETALING JAYA: Parents will
have to make do without
childcare services for now to
keep their children safe.
To enable parents to keep an
eye on their children, the
government has implemented
the work-from-home order,
Senior Minister (Defence) Datuk
Seri Ismail Sabri Yaakob said
yesterday.
“Like the elderly, children are
at higher risk of being infected
with Covid-19 if they are up and
about in a public place.
“It is for this reason that the
government has decided to not
allow childcare centres to
reopen,” he said in a Facebook
telecast.
He was responding to pleas
from some parents who have to
take on the additional task of
taking care of their children
while seeing to their professional
obligations at the same time.
He noted that about a million
of the 2.5 million private and
public sector employees in
Selangor and the federal
territories of Kuala Lumpur and
Putrajaya are now allowed to
work from home.
“We will continue
discussions with the Health
Ministry on how we can help
parents who are working but
have no place to leave their
children,” he added.
On operations to ensure
adherence to standard operating
procedures under the
conditional movement control
order, Ismail Sabri said 485
individuals were arrested on
Saturday for various violations.
Five of those arrested were
remanded and the others issued
with compounds.
He said 162 were arrested for
failing to put on face masks, 123
for failing to observe social
distancing and 25 for being in
entertainment venues.
In addition, 79 business
owners were nabbed for failing
to provide devices to record
customer personal details and 13
for keeping their premises open
beyond permitted hours.

Covid cases breach 900 mark

PETALING JAYA: The daily
number of new Covid-19 cases
detected as of noon yesterday
surged past the 900-mark again,
with 957 found positive.
The Health Ministry also
recorded 972 recoveries
yesterday, bringing the tally to
22,220, or 68.4% of the
cumulative number of cases of
32,505.
Health Director-General Tan
Sri Dr Noor Hisham Abdullah
said all the 957 new cases were
from local transmissions.
“No new death was reported,
bringing the total number of
Covid-19 fatalities to 249,” he said
in a statement yesterday.
Sabah continued to lead in the
number of positive cases (644),
followed by Selangor (225),
Penang (23), Labuan (18),
Terengganu (15), Sarawak (11),
Negri Sembilan (8), Perak (five),
Kuala Lumpur (four), while
Kedah, Malacca, Johor and
Putrajaya recorded one case
each.
There are 97 patients currently
being treated at the intensive care
units, with 27 cases requiring
respiratory aid.
Two clusters were detected
yesterday. The Usaha cluster in
Selangor involved the districts of
Klang and Petaling and recorded
16 new cases. The other cluster
was the Tembaga cluster in
Penang, with one new case.

THERE are places a man should
never go, and one is the realm of
breastfeeding.
Short of being a doctor, a man
has no place offering comments,
solicited or otherwise, on the
biological functions of a woman’s
body, breastfeeding included.
A Twitter user’s recent
interjection in an online forum on
the subject of milk for babies
touched a raw nerve for some
mothers who were having
problems in that department.
The problem is that this is not a
one-off incident, according to
Universiti Tunku Abdul Rahman
lecturer, assistant professor Dr
Sharon Wilson.
Women have had to put up with
some form of mansplaining –
defined in the Oxford Dictionary as
“the explanation of something by a
man, typically to a woman, in a
manner regarded as
condescending or patronising” – at
least once or twice in their lives.
“Many would see this as a small
matter or a foolish act by the man
but in truth, it creates a sense of
doubt in the woman and it renders
her silent or voiceless,” she told
theSun.
Wilson said mansplaining is
essentially a dumbing-down of
information on the assumption
that women cannot process
complex information.
A good example is the “advice”,
given by a man, that women should
focus on breastfeeding rather than
work, in a Twitter thread on the
subject.
This paved the way for many
other people to weigh in with sexist
comments and unwarranted
opinions on breastfeeding and
motherhood.

previously, only the villagers and
their activities kept the place alive.
However, the natural beauty of the
village has now become the talk
among local tourists and
sometimes attract a crowd of over
500 people during the weekends.
He said the overwhelming
number of local tourists flocking to
Kampung Pulau Tengah has made
the village more popular as well as
helped improve the villagers’
income and livelihood.
Mohd Hisyamuddin, who also
owns Mentari Bee Island, said
those who follow the 3km river trail
by boat from Kampung Pulau
Tengah to Kampung Pulau Melaka
would get to visit three villages,
observe the local community’s
activities and enjoy the natural
beauty at Sungai Pengkalan Datu.
He said the villagers have
provided three boats which can
cater to 18 passengers at a time.
“Fares are RM10 to RM15 per
passenger and the rides are
available from 10am to 6.30pm
daily,” he said.
“Visitors will be able to see what
the local community do for a living
here as they harvest nipah palm
fruits, extract the nira (nectar),
catch crabs, search for clams and
work at their fish farms,” he said

“With the increasing number of
visitors, we plan to increase the
number of boats.”

200m from Kampung Pulau
Tengah which opens from 8.30pm

Virtually few left as cybercafes cease to operate due to MCO

WITH their income hitting rock bottom and no
respite from the Covid-19 pandemic, cybercafes
across the country have fallen like bowling pins.
Based on statistics provided by the
Malaysian Cybercafe Owners Association and
the Selangor and KL Cybercafe Owners
Association, more than 300 cybercafes have
bitten the dust between March 18, when the
movement control order (MCO) was enforced
and June 9, when the conditional MCO
(CMCO) was lifted.
Another 50 are believed to have closed shop
post-CMCO.
China Press, quoting the president of both
associations, Bronson Chuah, reported
yesterday that more than 100 of the cybercafes
that “succumbed” to the pandemic between
March and October were located in Selangor.
Chuah predicted that more cybercafes in
Selangor, which are barred from operating since
the enforcement of the CMCO, will be forced to
close down for good.
On the state government’s order for
cybercafes to suspend operations during the
current CMCO citing National Security Council
standard operating procedures (SOP), Chuah
pointed out that based on the council’s SOP,
cybercafes are allowed to operate during the
CMCO.
He lamented that while cybercafes in
Selangor are not allowed to operate, those in
Kuala Lumpur and Putrajaya, which are also
under a CMCO, are not affected.
Chuah said with the CMCO extended for
another two weeks to Nov 9 and possibly
beyond, the future for the remaining 350 or so
cybercafes in Selangor looks bleak.

MADRID: Police in Spain made dozens of
arrests during clashes with protests for a second
consecutive night as demonstrators took to the
streets to denounce the new coronavirus

out on the fringes of the protests. The biggest

demonstrators chanting “freedom!” torched
rubbish bins and set up makeshift barricades

minority groups is intolerable. It is not the way,”

“Only from responsibility, unity and sacrifice
will we be able to defeat the pandemic that is

In Logrono, the capital of the northern wine-
producing region of La Rioja, a small group of
people burned garbage bins and smashed shop
windows. The trouble broke out following a
peaceful protest against the closure of
restaurants and bars in the region as part of
widening virus restriction in Spain.

Hackers attack
healthcare system
WASHINGTON: Hackers are stepping up attacks
on healthcare systems with ransomware in the
United States and other countries, creating new
risks for medical care as the global coronavirus
pandemic accelerates.
Daniel dos Santos of the computer security
firm Forescout said cash-strapped medical
centres are particularly attractive targets for
hackers and that at least 400 hospitals had been
hit in the past few weeks in the US and Britain.
Hackers are aware that “healthcare is the most
likely to pay the ransom because their services
are critical”, dos Santos said.
“Stopping services means that people will
literally be dying.” For hospitals unable or willing
to pay, “it would mean going back to pen and
paper, which can cause huge slowdowns”.
A warning this week from the FBI with the
Departments of Homeland Security and Health
and Human Services, underscored the threat.
The three agencies “have credible information of
an increased and imminent cybercrime threat to
US hospitals and healthcare providers,” said the
alert, calling on health systems to “take timely

Despite rising incomes and
standard of living in Malaysia, the
situation worsened over the years.
The current Covid-19 pandemic will
likely exacerbate this as more families
struggle with financial shocks
particularly due to job and income
losses. From April to June, close to
800,000 people were reported as
unemployed, almost a quarter of a
million more than in the previous
quarter.
This was compounded by
disruptions to welfare programmes
such as Supplementary Food
Programme (RMT), the nationwide
school feeding programme for poor
children. As children did not go to
school during the movement control
order (MCO), many pupils were
deprived of their daily RMT meals. In
2018, about 500,000 students were
registered for the RMT, or roughly
18% of all primary school pupils.
With most schools resuming since
July, schools should be leveraged to
improve children’s nutrition. What
children eat in school is largely
determined by what is provided, and
this inadvertently shapes their

Give attention to underemployment issue
THE current unprecedented twin
crises – health and economic – have
cost many lives and livelihoods
across the world and Malaysia is not
spared. One of the main challenges is
the underemployment of graduates.
Underemployment is different
from unemployment. People who are
underemployed are classified as
those with high skills but work in
low-paid or low-skilled jobs. This can
also be referred to as “graduate
mismatch” – the supply of graduates
does not go together with the
demand in the job market.
The heavy blow caused by the
Covid-19 pandemic will worsen the
underemployment situation in
Malaysia because many people have
been let go by their employers
through retrenchments or voluntary
separation schemes.
It has become harder for
graduates to get jobs because times
are really tough for everyone. They
will have to search for other avenues
to earn a living and a higher
underemployment figure is possible
this year.
According to the classification
given by the Social Security
Organisation (Socso) of graduate and
non-graduate jobs based on
qualification levels, jobs for
graduates (diploma and degree
holders and above) should ideally be
within the skilled jobs category, also
referred to as the PMET jobs
(professionals, managers, executives
and technicians).
Non-graduate jobs which are
referred to as semi-skilled or
low-skilled jobs include clerical
support, service and sales, craft and
related trade.
It could be a relief to see higher
graduate employment as a whole
with the increase of 342,900 persons
from 4.9 million in 2018 to 5.3 million
in 2019. The employment in PMET
jobs also rose by 6.1% year-on-year
(y-o-y) in 2019, higher than the 5.6%
y-o-y in 2018.
Nonetheless, the number of
graduates who are being employed
for jobs lower than their qualification
levels has also picked up. Of the total
employed graduates, the share of
those in the semi-skilled occupations
has been rising between 2016 and last
year, from 22.1% to 25.6%.

that there is still a mismatch in the
labour market for graduates.

showed that the top 10 occupations
are dominated by non-graduate jobs,
especially factory workers (26,772)
and sales assistants (22,076).
The number of degree and
diploma graduates is increasing over
the years but the industry demand is
not catering to them sufficiently as
more low-skilled jobs are being
offered.
This has led to an
under-utilisation of valuable human
capital and the graduates are not paid
the right amount of wages, hence
causing an unequal distribution of
income.
For instance, using the median
wage classification by Socso, there is
a huge gap of RM1,000 between a
graduate holding an executive role (a
graduate job) and a clerical support
worker (a non-graduate job).
This calls for serious attention as
graduates will keep on coming into
the labour market and if not
addressed efficiently, this structural
issue will prolong.
It is not only about creating the
right jobs but also providing the
knowledge of the right education and
skills that graduates need to stay
competitive in the job market.
It needs cooperation between
stakeholders such as the government
and industry players. Strong political
will should also exist among leaders
to do what’s best for the rakyat.
Perhaps we can learn from the
successful cooperation between
SkillsFuture and Workforce
Singapore in helping Singaporeans
make well-informed decisions in
terms of education, training and
career, relevant to the changing
industrial needs.
It is not easy to handle the
underemployment issue during
times of crisis as everyone tries to
survive through whatever means, but
this matter needs to be looked into
sooner or later.

EAN Connery, the Scottish actor who
was the first to portray the character
James Bond in the big screen, passed
away at the age of 90 last week.
He died in Bahamas with his family at his
bedside. The Bahamas was his favourite travel
destination and the location of his fourth
Bond film, Thunderball in 1965.
The James Bond movies which were
exclusive British productions have always had
a huge following all over the world.
From 1962 to the present, Bond movies
have mesmerised and kept audiences
spellbound to their seats.
The latest Bond film No Time To Die,
staring Daniel Craig as 007, was set for release
this year but has been postponed to next year
due to the Covid-19 pandemic.
The super suave and debonair fictional
British spy created by writer Ian Fleming
inspired the making of dozens of films under
the James Bond franchise.
Bond movies promised thrilling action,
sophisticated gadgets, state of the art
weapons, exotic locations, demented villains
and most of all, beautiful voluptuous girls.
The movie’s iconic musical score showing
Bond walking in a series of completed circles
became the main signature theme of the
James Bond films and is most looked out for in
every Bond film before the movie starts.

Bond.
Connery played Bond in seven movies
from 1962 to 1983 – Dr No, From Russia with
Love, Goldfinger, Thunderball, You Only Live
Twice, Diamonds Are Forever and Never Say
Never Again.
Connery was manly and macho and
brought out the definitive character of Bond as
created by Fleming which undoubtedly was
largely responsible for the success of the film
series.
His strong Scottish accent and his wit and
charm which he suavely portrayed on screen
defined an era and a style.
Connery made the character of Bond his
own, blending ruthlessness and sardonic wit
which made him the best actor to play the 007
in the long running franchise.
Apart from the Bond character, he also
starred in various British and American
movies. His acting career spanned for five

For the first screening of Dr No at the
erstwhile Rex cinema in Chinatown, Kuala
Lumpur, tickets were sold out weeks ahead.

added intrigue and action, to not only other
English movies, but also many Bollywood,

Budget 2021 – strategies to position
Malaysia for now, next and beyond
EY TAX leaders offer their expectations and
proposals with regard to Budget 2021, which is
scheduled to be tabled in Parliament on Friday
A three-phased approach to Budget 2021:
now, next and beyond
In response to the Covid-19 pandemic, the
Malaysian Government has announced
stimulus packages of more than RM300 billion
to date. We are not alone. Governments across
the globe view stimulus packages as necessary
to protect livelihoods and save lives in the face
of the pandemic. Some reports indicate that
US$17 trillion (RM70.6 trillion) of stimulus
packages have been announced by
governments globally. This equals to a
whopping 20% of global gross domestic
product.
We expect Budget 2021 will continue to roll
out stimulus measures focused on addressing
the now – the key issues of saving lives and
livelihoods in the short term, and positioning
ourselves for the next – the recovery in the
medium and longer term.
It will be a tough Budget, as it has to balance
taking care of the rakyat, especially the
vulnerable, creating and protecting jobs and
livelihoods, paving the way for sustainable
growth and positioning us to be nimble to seize
and realize opportunities during the recovery
phase. At the same time, we are looking at a
5.8% to 6% budget deficit and debt levels above
the statutory limit of 60%.
Thus, we also expect some immediate measures
to increase the tax revenue of the country,
including changes to existing tax provisions to
broaden the tax base and tighten gaps.
In the meantime, Malaysia needs to
continue to be attractive to investors. Asean is
expected to be the world’s fourth largest
economy by 2030 and Malaysia needs to secure
its fair share of the investment pie. We therefore
expect some measures, including fiscal and
non-fiscal incentives, to continue to help attract
targeted foreign direct investmets.
Beyond the Covid-19 pandemic and Budget
2021, Malaysia needs a comprehensive reform
of its tax framework if we want to be in a better
fiscal position – one that is balanced in
achieving revenue growth while encouraging
economic growth and also alleviates the
challenges or burden on those requiring
support, the B40.
There is no short cut in tax policy
formulation. In isolation, changes introduced in
an annual national Budget will not be
comprehensive enough. The government
needs to look at these together with the
country’s economic agenda and its focus on the
engines of growth, in order to formulate holistic
tax reform based on the above overarching
goals. There is also need for more consultation
and engagement with stakeholders, particularly
businesses and foreign investors.
Sales and Service Tax (SST)
In the past two years, there have been several
legislative updates and developments in the SST
regime, which were effected to expand its scope,
resolve ambiguities and administrative
difficulties, and mitigate the tax cascading effect
that drives up the cost of doing business. Given
the adverse economic impact of the Covid-19
pandemic, among other reasons, the government
aims to broaden its revenue base to help
stimulate the economy. The SST regime, in its
current limited scope, may not offer the desired
level of contribution to government revenue.
Reintroducing the Goods and Services Tax is
still an option to be assessed, but appropriate
timing and the ensuing consequences need
careful consideration. The government may
further widen the scope of the SST instead –
probably introducing new types or categories of
taxable goods and services – to obtain higher
tax collection without the need to implement a
different indirect tax regime.
Alongside widening the SST scope, the
government may consider introducing an input
tax mechanism or a credit system into the SST
regime, especially for Service Tax, in order to:
0 Further counter the tax cascading effect;
0 Encourage businesses to register for SST,
resulting in increased tax collections as well as
indirectly managing the shadow economy; and
0 Ease the administrative burden of
businesses, as compared to a situation where
businesses seek to utilise various SST facilities
Personal tax
With the negative impact of Covid-19 on the
Malaysian labour market, the government
should consider providing temporary tax
breaks to individual taxpayers who have
suffered salary reductions or job losses. These
could be in the form of tax rebates designed
specifically to cater to the impacted individual
taxpayers. Even if the individual taxpayers may
have been re-employed during the year, the
income lost during the months of
unemployment would have had a significant
financial impact.
Such a tax proposal would provide
additional cashflow support to manage the
needs of the impacted individual taxpayers and
help them weather the impact of income loss
during this crisis.
In addition, the government should consider
broadening and reducing the number of
income tax bands. A broader income tax band
provides individual taxpayers with incentive to
improve their earning capabilities, as they
would be able to keep a larger proportion of
their increased wages, which would inevitably
lead to increases in the individual taxpayers’
consumption of goods and services.
Small and Medium-sized Enterprises (SMEs)
The SME sector continues to be the backbone of
Malaysia’s economy. The pandemic has forced
SMEs to change their business strategies,
operations and conduct, as well as to search for
new sources and opportunities for business.
While SMEs recognise that technology, digital
platforms and online trading infrastructure are
crucial to survive their challenges, their workforce
also needs to be upskilled. During these difficult
times, SMEs may also be looking to divest their
non-core assets or investments in order to finance
their business operations and survive.
As part of Budget 2021, the government
could consider supporting the SME sector in
the following manner:
0Provide an Investment Tax Allowance on
targeted capital expenditure to encourage SMEs
to invest in improvements and improvisation to
their business operations;
0Allocate funds by Development Financial
Institutions to SMEs to invest in technology,
digital platforms and online trading
infrastructure;
0Provide double deduction on training
expenditure to reskill or upskill employees;
0Extend the exemption from Real Property
Gains Tax (RPGT) to SMEs disposing of real
properties during the pandemic period (this
exemption is currently only available to
individuals);
0Provide tax deduction on costs incurred by
SMEs in rescheduling and restructuring their

existing financing arrangements and in
undertaking internal group restructuring,
including mergers and acquisitions;

during the pandemic period;
0Extend the recently introduced seven-year
limitation for the carry-forward of business
losses, reinvestment allowance and investment
allowance.
Tax administration
In Budget 2021, we expect that the current tax
framework, which is focused on simplifying and
enhancing tax administration, will continue to
be strengthened. This will iinclude tax
administration measures which support greater
clarity and transparency, vital for businesses to
plan, operate and continue to recover and grow
during these uncertain times.
Administering the tax system in a fair and
impartial manner and demonstrating an
appreciation of industry issues is crucial, to
promote greater compliance. Appropriate
resources, buy-in from stakeholders, nature of

stop solution in the setup of glove-making

Given the strong demand for gloves,
Choong believes that more companies will
jump on the glove industry bandwagon,
which would provide an alternative source of
income for the group, which has also been
affected by the pandemic.
“We could leverage on our vast network in
Malaysia and Thailand, the two key markets
for glove production as well as Ripcol’s
expertise. Not only that it would help us to
diversify our source of income, this
collaboration would also accelerate the
setup of glove manufacturing plant, which
could boost the production of gloves to meet

tax policy and legislation enforced, as well as
state-of-the-art IT systems are all important to
ensure the tax authorities will be able to
exercise good judgment and autonomy to
perform their functions and at the same time,
support taxpayers.
The need to keep up-to-date with fast-paced,
voluminous information and data means tax
administrations should have the necessary
technology and support to provide quick
responses and better access. For example, the
Standard Audit File for Tax requirements from
the Organisation for Economic Cooperation and
Development have been gaining traction in
Europe as they provide certainty on information
required for tax purposes. This will also improve
consistency in managing tax audits.
Tax authorities should support businesses
during this challenging time by focusing on
serious cases of tax evasion and fraud rather
than on conducting general tax audits that
create pressure on taxpayers. Tax
administrations should channel necessary
resources towards coming down hard on errant
taxpayers and allowing compliant taxpayers to
continue focusing on their business.

report titled “The Disposable Gloves Market
– Global Outlook and Forecast 2020-2025”,
the disposable gloves market size is expected
to grow at compound annual growth rate of
over 14% during the period 2019-2025.
Despite the ramp up in production
recently, most of the large glove manufactures
in Malaysia have indicated that they are
witnessing a structural step-up in demand for
gloves, stemming from the increase in glove
usage due to a change in user behaviour and
increased hygiene awareness.
Concerns over whether glove makers
could meet the additional demand of about
120 billion pieces of gloves in the next three
years have also led to new players in the
market.

AYPAL recently announced it was
granted a first-of-its-kind conditional
“Bitlicense” by the New York State
Department of Financial Services,
allowing them to facilitate the holding and
trading of cryptocurrencies (like Bitcoin and
Ethereum) on PayPal digital wallets, and their
use as a funding source with US merchants. The
announcement seemed to signal
cryptocurrencies’ growing use-case, prompting
an enthusiastic rally in Bitcoin prices.
Malaysia’s legal framework only recognises
digital currencies as securities. These must be
specifically approved by the Securities
Commission (SC) to be legally traded on
approved platforms called digital asset
exchange operators (Daxo). For Paypal, which
deals in “payment instruments”, this poses a
significant regulatory hurdle for a similar
move here.
Other emerging digital currencies like
stablecoins and central bank digital
currencies (CBDC) operate on different
mechanics. As a value proposition, these
newer global currencies promise to decrease
payments transaction friction, lower volatility,
and increase financial inclusion. But because
their characteristics are different, their fit in
Malaysia’s regulatory digital currencies
framework is unclear. This article briefly
explores the different digital currencies and
laws that apply.
Malaysia’s legal framework
Bank Negara Malaysia (BNM) and the SC
oversee Malaysia’s financial framework.
Digital assets meeting requirements under
the Capital Markets and Services
(Prescription of Securities) (Digital Currency
and Digital Token) Order 2019 (“2019 Order”)
are regulated as securities, much like shares.
The 2019 Order describes “digital
currencies” as digital representations of value
recorded on a distributed digital ledger,
cryptographically-secured, and functioning
as a medium of exchange interchangeable
with money, including through the crediting
or debiting of an account.
But to be treated as a security, a digital
currency must:
0 be traded in a place or facility where offers
to sell, purchase, or exchange the digital
currency are regularly made or accepted (e.g.
a trading platform);
0 provide a return in any form, from the
trading, conversion or redemption of the
digital currency or the appreciation in its
value; and
0 not be issued or guaranteed by any
government body or central bank.
For digital currencies to be considered payment instruments, they would need to comply with the

These SC-approved digital currencies are
described as securities (e.g. Bitcoin,
Ethereum), can be traded on Daxos, but
cannot be used to buy a newspaper at the
local 7-Eleven.
New global currencies
Stablecoins are a type of cryptocurrency
designed to be pegged to external references
like cash reserves. They promise low volatility
and stable valuations of their reserve asset.
They should not trade at more than their
underlying asset values, hence value
appreciation should not be expected within
the meaning of limb (b) above so as to be
construed as securities.
CBDCs are blockchain-based digital
representations of value issued by
governments (e.g. digital Yuan). Whilst their
designs are still being finalised, CBDCs may
not have decentralised ledgers, and will be
issued and guaranteed by governments or
central banks. These characteristics (amongst
others) are inconsistent with the 2019 Order,
reducing the likelihood they will be considered
securities, or even digital currencies.
Use as payment instruments
BNM oversees payment instruments and
operators of designated payment systems
under the Financial Service Act 2013 (FSA).
For digital currencies to be considered
payment instruments (meaning you can use it
to buy a newspaper at 7-Eleven), e.g.
electronic money (e-money), it would need to
comply with the FSA.
Several legal barriers exist not least
because digital currencies are already
regulated as securities under Malaysian law.
The definition of e-money also requires that
ringgit is pre-paid to an issuer (to safely store
in a trust account). This may be impractical
for operators like Paypal who do not issue
digital currencies but merely facilitate their
holding and exchange.
Legal reforms would be needed to use digital
currencies as payment instruments. Under the
Central Bank Act 2009, BNM is responsible for
maintaining the stability and order of our
financial system, and safeguarding the balance
of payments. This Act and the newly minted
Currency Act 2020 emphasise that only ringgit is
accepted as legal tender in Malaysia. BNM and
the SC will need to consider this in any policy
discussion on whether to allow digital
currencies to be regarded as payment
instruments; and whether to adopt new
currencies such as stablecoins and CBDCs.
Conclusion
In a globalised world, there are many means
by which individuals can transfer value,
whether or not legally recognised. There are
risks if Malaysians trade or use
cryptocurrencies as payment instruments,
regardless of regulatory ambiguity. What is
clear is that if unregulated currencies stay in
the dark, they remain untaxable, and may
attract social repercussions (e.g. money
laundering). Appropriate laws are needed to
regulate cryptocurrencies as payment
instruments, and align Malaysia’s framework
to address this global phenomenon.

On the back of this scenario, Mohd
Muazzam said for Budget 2021, the bank
expected the government to consider
increasing the expenditure to stimulate the
growth of economic sectors and people who are
still affected by the pandemic.
“Focus must be given to minimise the effects
of the pandemic on Small and Medium
Enterprises (SME) and individuals that have
lost their source of income,” he said.
Citing the Statistics Department report that
the country’s unemployment rate in August
2020 was at 4.7% or 741,600 individuals who are
not working, he said it showed that the country
is not operating at full employment.
On that note, he opined the Wage Subsidy
Programme must be continued to further
incentivise the employers in the SME sector to
maintain their workers.
Apart from that, Bank Islam also wished to
see Budget 2021 prioritising an increase in
entrepreneurial training and explore the
potential of agrofood sector.
“The retraining programme for
entrepreneurs must be widened to encourage
the people affected by Covid-19 to join the
business segment.
“One of the potential sectors that encourage
entrepreneurial activity is the agrofood sector.
This is because the country depends a lot on
imported produce to fulfil domestic demand,”
he said.
In 2019, the total import of agrofood
amounted to RM51.5 billion while exports was
about RM24.1 billion, showing a trade deficit of
RM17.4 billion for this sector, he said.
In another development, he said Bank Islam
would also like to see more efforts to integrate the
Islamic economic system into the mainstream
economy to further drive economic growth.

Indonesia sees
boost in trade,

JAKARTA: Indonesia will see a
significant boost in trade and investment
from the United States as a result of
Washington’s renewed trade preference
facility with Southeast Asia’s largest
economy, a top Indonesian official said

to double (US-Indonesia) trade in the
next five years to US$60 billion (RM249
billion), while simultaneously

subsidies as

extend by a month its costly coronavirus
wage subsidies to ensure workers who

The move puts the future of the Dutch arm
of Air France-KLM into jeopardy, with KLM
saying it would not remain afloat without a
massive government infusion to save the
world’s oldest airline, now hit hard by the
coronavirus pandemic.
“The planned state aid is not going through.
It’s disappointing but that’s the case,“ Finance
Minister Wopke Hoekstra told reporters after
talks with KLM.
“It’s really important now that everybody
take their responsibility and realise that KLM is
in an existential crisis,“ the minister said.
The Dutch cabinet’s decision follows a day
of intensive talks between KLM and its unions
to try and reach accord over the bailout deal,
which Hoekstra said would only go through if
the airline adhered to a number of tough cost-

WASHINGTON: The Federal Reserve’s policy
setting committee meets this week at a
turbulent time: one day after voters head to the
polls in the deeply uncertain US presidential
election.
But the body pointedly keeps itself out of
politics, and analysts expect the policy-setting
Federal Open Markets Committee (FOMC) will
do little to rock the boat at its two-day meeting
beginning on Wednesday.
The Fed already zeroed out borrowing rates
and offered massive credit facilities amid the
coronavirus downturn, recently expanding them
to reach more firms and nonprofit organisations.
“I think November’s meeting is too soon for
there to be a dramatic break,“ said David
Wilcox, a former top economist at the Fed who
is now with the Peterson Institute for
International Economics.
“This is a sort of a placeholder meeting while
they wait for those situations to clarify.”
Political uncertainty ahead of the vote
comes amid continued worries about the
world’s largest economy amid the coronavirus
cutting measures.
The minister gave KLM and unions
representing pilots, cabin and ground crew
until 12pm (1100 GMT) on Saturday to sign the
agreement to unlock the second tranche of the
€3.4 billion (RM16.4 billion) injection.
While talks are still ongoing with several
unions, the Dutch pilots’ union VNV have
refused to sign what they termed a “last
minute” change to conditions for the deal.
The bitter feud centres around a clause in
the agreement which asks the troubled airline’s
staff to take salary cuts for the next five years.
KLM last week presented the Finance
Ministry with the austerity plan, which
demands a 15% cut in costs and will see 5,000
jobs being shed as a result of the global impact
of the coronavirus pandemic on air travel.
It also included an agreement from unions
to cut pilots’ salaries until March 2022 and
ground and cabin crew salaries until the start of
2023.
But Hoekstra on Friday turned down the
crisis.
While the Fed moved quickly with new
credit lines and the rate cut as the pandemic
arrived, the initial momentum to get aid bills
through Congress has petered out despite
increasingly desperate pleas for more aid from
Fed Chair Jerome Powell.
John Mousseau, president and chief
executive officer at Cumberland Advisors, said
the central bank is likely to again encourage
lawmakers to continue the push for new
stimulus after the election in the final weeks
before a new Congress is installed in January.
“The Fed has done their job,“ he said.
And as they call for more aid next week “the
message will be delivered to a lame duck
Congress that might actually act on what the
Fed’s doing.”
The FOMC meeting lacks any suspense over
the benchmark lending rate after the central
bank in August debuted a new policy keeping
interest rates lower for longer to wait to inflation
to rise and maximize employment.
The coronavirus pandemic in the United

concurrently with the government’s five-year
bailout package.
“We have not signed,“ a VNV representative
told AFP shortly after the deadline passed.
“We had an agreement in place with KLM on
Oct 1 and now they (the government) are going
back on it,“ said the representative, who
declined to be named.

Talks are also ongoing with umbrella union
FNV which accused the government of
“creating great uncertainty with changes at the
11th-hour”.
“We do not understand why KLM and the
cabinet require extra commitment at the last
minute,“ FNV said in a statement to AFP.
But it added: “As FNV we will never
endanger the future of KLM.”
Some 3,000 pilots within the airline are said
be the hardest hit by the austerity plan, with
salary cuts of up to 20%, Dutch news reports
said.
Other unions, however, have signed the deal
including cabin crew union and the aerospace
technicians’ union, saying keeping KLM flying
was the first priority.
KLM in a statement said the airline was “in
its worst crisis in its 101 years of existence.”
States caused tens of millions of layoffs as well
as a historic contraction in GDP, but recent data
shows a recovery is underway.
GDP growth rebounded by 33.1%
annualized in the third quarter from its 31.4%
contraction in the quarter before, according to
Commerce Department data.
But weekly applications for jobless benefits
remain higher than the worst of the 2008-2010
global financial crisis, and nearly 23 million
people continue to receive some form of
government unemployment support.
The US$2.2 trillion (RM9.1 trillion) CARES
Act stimulus package passed in March has
helped spur rehiring and supported spending,
but key provisions are expired and fears of a
renewed economic malaise have increased.
Extending that aid is the job of Congress, but
at the Fed, “They’ve got their accelerator foot
down hard on the pedal... to sustain the
economy as best as they can, using the tools at
their disposal,“ Wilcox said.

INCE the time she emerged
as first runner-up of the
Malaysian edition of Star
Search in 1999, Apple Hong
has not only made Singapore her
new base, but has been busy
working as an actress and singer.
From 1999 to 2011, she was
signed on to Mediacorp. After the
contract was over, Hong continued
to remain in the limelight.
Hong is married to a
Singaporean businessman, and
often travelled back to visit her
family in Cheras, before the recent
pandemic put a halt to that.
During our interview with Hong
at her home in Singapore, she said
acting was not something she
initially set out to do.
“Actually, my dream since I was
young was to become a radio DJ.
Before Star Search I was studying
mass communications, because I
had planned to work in media.
“My minor was theatre. So one
of my seniors, who had already
graduated, came back and noticed
me. He said I could be an emcee
on TV or do infotainment. He
was the one who gave me
the form for Star
Search, and
encouraged
me to take
part.”
She was in the last
semester of
her studies
when she took part in Star
Search. She admits it was a
smooth transition to
landing her first job even
before she
completed her
studies.
Sadly, a lot of her
plans were put on hold.
“I actually had a drama
series that was supposed to
start production at the end of
August. I might give it a pass,
because it will now take longer
than usual. I also had a musical
collaboration with a Hong Kong
TVB artist in July, but that has now
been postponed to the end of the
year. Right now everything is on
hold. I have no idea if it will
happen next year.”
She was a signed artist under
MediaCorp Studios for many years
before she left, but continues to
work with them on an ad hoc basis.
“After my contract ended, I went
to China and was based there for
three years. Now I can pick the
roles I like and have more
freedom to choose. When you
are signed to a studio, you have

Avengers stars encourage Americans to go green with new show

WHILE Donald Trump hopes to ‘Make
America Great Again’, the actors Mark Ruffalo
and Don Cheadle hope to make it more

called Go Green, helping people in the US to
adopt more environmentally responsible
lifestyles.
The web series, whose first episodes are
already out on YouTube, was created by the
production company Lucia Entertainment
and co-produced by The Solution Project.
The latter is a non-profit co-founded by
Ruffalo which aims to fight global warming by
giving grants to organisations working to
deliver “equitable access to healthy air, water,
and soils” and “the transition to 100% clean
energy”.
Variety reports that Go Green was initially
intended to be a travel show. However, the
Covid-19 pandemic led Lucia Entertainment
to adapt the show’s format to fit the
restrictions in place.
The series was therefore refocused on
helping intergenerational families in Los
Angeles find eco-friendly and energy-
efficient solutions.
The first episode of Go Green follows
Marcela, an educator seeking to make
changes to her home and environment to
improve her family’s quality of life. The next
episode follows Sonja, who works for the
SCOPE LA non-profit and is looking to install
greener climate control in her home.
“Our hope is that Go Green can help every
American, homeowners and renters from any
walk of life, understand that they deserve –
and can apply – clean energy solutions to
their homes,” said Leif Lindhjem, creator of
Go Green and co-founder of Lucia
Entertainment.
A 2019 survey from the Pew Research
Center thinktank found that most Americans
were changing at least one of their everyday
habits to help protect the environment.
At the time of the survey, the vast majority
(80%) of Americans said they were reducing
their food waste for environmental reasons,
even if only 52% thought that doing so would
make a big difference to the environment.
However, it seems that good intentions
don’t always bear fruit. While Americans
generated an average 0.6 of a pound (approx.
272 grams) of food waste per day in 2000, this
rose to 0.69 of a pound (313 grams) in 2017,

AFTER the huge success of Big Little Lies,
actress Nicole Kidman is back with a new
mini-series revolving around a murder
among privileged white Americans – this
time living in New York.
There is more than one similarity
between this new project, to be streamed by
HBO in the United States, and Big Little Lies,
which in its first season alone garnered four
Golden Globes and eight Emmy awards.
To start with, it takes place in a
microcosm built on wealth and carefully
established social norms – a predictable
world deeply shaken by the arrival of an
outsider.
One by one, secrets are revealed and
masks fall, sweeping aside comfortable
certainties.
The series marks the return or

again stars Kidman, who won a slew of
awards for her portrayal of a woman living
with domestic abuse in Big Little Lies.

Asthma is a long-term disease of
the lungs that can cause the airways
to get inflamed and become narrow,
thus making it hard to breathe.
According to the Global Asthma
Report 2018, asthma affected 339
million people worldwide. By 2025,
the number is expected to increase to
400 million. In Malaysia, there are
currently about two million asthma
patients.
HIGHER RISK
Global Initiative for Asthma (GINA), a
United States-based organisation that
works with healthcare professionals
and public health officials around the
world to reduce asthma prevalence,
morbidity and mortality, noted in its
GINA Report 2020 that there is robust
evidence that individuals with
moderate to severe asthma may be at
higher risk of getting very sick from
Covid-19.
Covid-19 affects the respiratory
system and can be a cause for an
asthma exacerbation, possibly
leading to pneumonia and acute
respiratory disease, according to the
report.

SOME time ago, my
topic of “Learning to
let go” was published
in a women’s
magazine. One of the
readers wrote back
saying that she had
benefitted from the
article. The story goes:
She was a housewife

pampered her eldest daughter
and took her home with them
frequently. As a result, her
daughter had become quite spoilt.
There were two instances
where her mother-in-law totally
disregarded her and just took her
grand-daughter out with her. She
had spoken to her sister and close
friends but concluded that she
would just have to deal with it
herself. She was contemplating on
putting an end to her mental
torture as she was heading for a
dead end. She chose instead to
find a “new road” and divert her
attention elsewhere.
So, she began to fill her time by
helping her sister with her
business, freelancing, doing
handicrafts and selling them at
flea markets. Soon she herself
began sending her daughter to
reliever medication. The ICS acts as a
controller medication that reduces
the risk of severe exacerbation,
particularly for those with poorly-
controlled asthma.
Dr Helmy said although there is
no cure for asthma, the condition can
be well controlled via good symptom
management, usage of reliever
medication no more than twice a
week and having no nocturnal
symptoms and no limitation to
normal levels of activity.
“However, due to poor adherence
and incorrect use of treatment, only
six percent of patients achieve good
asthma control,” he said.
EDUCATE THE PUBLIC
On the Kawal Lelah Sebelum Parah
campaign, Dr Helmy said Asthma
Malaysia has partnered with various
professional organisations and
private entities to educate the public,
as well as healthcare professionals,
on the importance of breaking the
chain of over-reliance on SABA
inhalers.
The campaign was launched by
Special Advisor to the Prime Minister
on Public Health Tan Sri Jemilah
Mahmood.

YBER warriors on NATO’s
eastern edge are warning
that the growing number of
people working from home
globally due to the pandemic is
increasing vulnerability to cyber
attacks.
The Baltic state of Estonia hosts
two cyber facilities for the Western
military alliance – set up following a
series of cyber attacks from
neighbour Russia more than a
decade ago.
“Large scale use of remote work
has attracted spies, thieves and
thugs,” Jaak Tarien, head of NATO’s
Cooperative Cyber Defence Centre of
Excellence (CCDCOE), told AFP in an
interview.
The increased amount of
information travelling between
institutional servers and home
networks is creating new challenges
for employers.
“Tackling these new challenges is
complicated and requires a lot of
resources as well as a different kind of
approach,” Tarien said.
“We are likely only scratching the
surface in assessing the magnitude of
malicious activities taking place in
the Covid-era busy cyberspace.”
An EU-wide survey in September
found that around a third of
employees were working from home.
Connected devices need to be secured with safe passwords to prevent hackers from stealing your personal data.
Make sure your devices are secure
CONNECTED devices are highly
vulnerable. They can allow hackers to
get into your local networks and –
worse case scenario – be controlled
from a distance. As an increasing
number of households set up smart
speakers, voice assistants and
connected home appliances, here are
some key guidelines to protect your
personal and home data.
Mind your passwords
Make sure that all your connected
objects passwords are complex
enough. That means they have to
comprise capital and lower-case
letters, as well as numbers and
special characters. Each password
also has to be unique. The rule is
never use the same password for two
different devices.
Activate two-factor authentication

‘A massive mistake’
The Cyber Defence Centre was set up
following a series of cyberattacks of
unprecedented sophistication on
Estonian websites in 2007.

An AI bot is making Banksy-inspired art

originals climb ever higher, a new AI
has been programmed to create
artworks that resemble those by the
famous British street artist himself.
So much so that some art collectors
are already snapping up the GANksy
creations.
While the works leave no doubt as
to the identity of the artist they take
inspiration from, the creator of the
software, Matt Round, refrains from
explicitly mentioning Banksy’s name,
to avoid any legal complications.
The AI software was trained using
a bank of hundreds of images of street
art, some of which were probably
Banksy’s works, and was launched in
September.

CHELSEA’S new signing Hakim Ziyech was the
Blues’ best player yesterday, and was allowed
to be so creative going forward because of
N’Golo Kante in the middle. That’s the opinion
of Alan Shearer.
Ziyech had a superb full debut yesterday as
he scored and grabbed an assist in the Blues’ 3-
0 win away at Burnley.
The playmaker, who signed from Ajax this
summer, played in a very attack-heavy starting
XI at Turf Moor, as Frank Lampard opted to
play five attackers.
Ziyech started on the right wing of a
forward three, with Kai Havertz, Mason Mount
and Kante in the middle of the park.
He was able to unlock the Burnley defence
at will, and was rewarded with his first League
goal for the club.
And Shearer believes part of his success
was the presence of Kante in the middle of the
park.
Speaking to Match of the Day, he explained
that having the Frenchman in midfield allowed
for Ziyech to roam forward without worrying
about losing the ball.
Shearer did, however, also praise the
defensive work of Ziyech for having the drive
to chase back when he had to.
“He did exceptionally well,” the former
Newcastle skipper said on the BBC television
show.
“I think he was the best player for Chelsea
today. He was creating, he was scoring, he was
just a constant threat.
He was given a little bit of freedom to go
for a roam because he had Kante in there if he
lost the ball.
“He was just a constant (threat), full of
confidence.”
Lampard was also highly complementary
of Ziyech for bringing something “different” to
his other attackers.
“I knew the quality, but to see him first-
hand at the training ground it was so
frustrating that he got injured because I could
see it,” he said.
“But his personality, his work rate off the
ball – which I think some people might expect
a winger with his technical qualities to not
have a work ethic for the team – he has that.
“I think you saw that again today. And then
that bit of quality, which is something that
maybe is a different quality to what we had
last year and what we had in the team.

start, when he dropped to third, to
fight back with a long first stint and the
aid of a timely Virtual Safety Car (VSC)
intervention to grab the lead on a
memorable day for the ‘silver arrows’.

Max Verstappen had crashed out of the

It was Hamilton’s record-increasing
93rd victory in a race that saw him

“That was an exhausting race,” said
Hamilton.
“The speed we had to go after a
poor start – it’s just overwhelming now
because there are so many people in

Bottas then slid wide at Rivazza and
Verstappen seized his chance to take
second. With 16 laps to go, the
Dutchman began his chase after
Hamilton, who led by 14 seconds.
His charge was soon over. On lap
51, his car failed – seemingly due to an
instant right-rear puncture – as he
braked and he lost control, crashing
into a gravel trap and out of the race.
“Something broke on the car,– he said.
A full Safety Car period ensued,
during which both Bottas and
Hamilton pitted, before Russell
crashed, while weaving to warm his
tyres behind the Safety Car.
All this drama left Hamilton leading
Bottas, when the Safety Car came in,
for a six-lap dash to the flag in which
the luckless Albon spun, while
defending against Perez.
He pitted and fell to 15 th and last
as the ‘black arrows’ finished with
another one-two triumph.
