PLANNING
• the most basic of all management
functions and is usually the first
factor
• the act of making a scheme how
to accomplish a specific task
• a management process of deciding
in advance what is to be done and
how
PLANNING
• a management step that must be
done for the purpose of
minimizing, if not removing, the
reliance on "chance"
POLICE PLANNING
• an attempt by police
administrators to allocate all
available resources
in order to meet expected public
demands from the police
organization
POLICE PLANNING
• the systematic determination of
facts and events as basis for policy
formulation needed in managing
the police organization and its
operation
What are the characteristics of a
good police plan?
ü Specific - goals, objectives or tasks
are clearly defined
ü Simple
- not complicated
ü Flexible - can be adjusted to suit a
given situation
ü Economical
- in terms of resources
needed for
ü Feasible
implementation
ü Set standards
of operations
When the police plan can
accomplish
the purpose or its goal, then the
plan is -

Why is planning important
particularly in police operations?
1. To ensure the accomplishment of
the police mission
2. To keep up with the changing
society thus making the police
organization stable
Planning primarily involves setting the
goal and objectives (vision and mission)
and deciding how to accomplish them.
The police objective (mission) must be
'SMART'.
