PLANNING
• the most basic of all management
functions and is usually the first
factor
• the act of making a scheme how
to accomplish a specific task
• a management process of deciding
in advance what is to be done and
how

done for the purpose of
minimizing, if not removing, the
reliance on "chance"

• an attempt by police
administrators to allocate all
available resources
in order to meet expected public
demands from the police
organization

formulation needed in managing
the police organization and its
operation

particularly in police operations?

society thus making the police
organization stable
Planning primarily involves setting the
goal and objectives (vision and mission)
and deciding how to accomplish them.
The police objective (mission) must be
'SMART'.

prevent and control crimes,
maintain peace and order and

What are the RESPONSIBILITIES of the PNP?

• The responsibilities of the PNP as


an organization refers to its
FUNCTIONS as defined by the law
which established this organization
as the premier law enforcement
agency in the country with
national scope and civilian
character.
The PNP functions
• Enforce all laws and ordinance relative to
the protection of lives and properties;
• Maintain peace and order and take all
necessary steps to ensure public safety;
• Investigate and prevent crimes, effect the
arrest of criminal offenders, bring offenders
to justice and assist in their prosecution;
• Exercise the general powers to make
arrest, search and seizure in accordance
with the Constitution and pertinent laws;
The PNP functions
• Detain an arrested person for a period not
beyond what is prescribed by law, informing
the person so detained of all his rights under
the Constitution;
• Issue licenses for the possession of firearms
and explosives in accordance with law;
• Supervise and control the training and
operations of security agencies and issue
licenses to operate security agencies, and to
security guards and private detectives for the
practice of their professions; and
• Perform such other duties and exercise all
other functions as may be provided by law.
