Rationale: Along with teacher education development, national learning


strategies, quality assurance, monitoring and evaluation, and
organizational development, SBM was identified as one of the key
reform thrusts (KRTs) envisioned to effect improvements of the
school. However, it was noted that there were difficulties in the
operationalization of policies and guidelines at the school level and in
understanding on how to make SBM work in terms of improving
governance practice and achieving organizational effectiveness of the
schools.
In this viewpoint, there is a need to improve the SBM level of
practice Rolando R. Andaya Sr. Memorial High School. Schools will
be assessed through division-initiated assessment where pool of
assessors were drawn within the district. The School conducted pre-
assessment and the result is Level 0, However schools have
artifacts/records/ documents that did not suffice the standards of
the SBM Accreditation process. Not only the document analysis, but
also the need to observe well-organized and functional School SBM
team who need to facilitate discussions with their community
stakeholders for the improvement of school performance. Hence, this
benchmarking activity has been proposed.
Objectives: This Benchmarking Activity expects participants to
a. Exhibit good practices in SIP crafting.
b. Describing best practices in documenting of SBM
validation based on four SBM principles
c. Conducting interviews in the installation procedure of
School Governing Council (SGC)
d. Conducting school tour to benchmark Best Practices in
Deped Programs and Projects WINS, SWM, DRRM and
STRUT
Expected The expected outcomes of Benchmarking activity are the following:

Education: b. Learnings from the Benchmarking Exercise
Activities/ The Benchmarking Activity series will be conducted on
Strategies February 16 & 18. It will be facilitated by the proponents, SBM team
/Methodology: & Technical Working Group. The Benchmarking activity will be
conducted through focus group discussion with the School head SBM
Team and School Participants. Oral presentation will be undertaken
in order to present information, updates and knowledge about a
particular topic. A discussion will be instituted as such will cater an
interactive, spontaneous communication between the lecturers and
the participants and an open forum will be followed so that the
lecturers and the participants can exchange ideas and information
about specific issues in order to reach an agreement. Next, is the
school tour around the school vicinity to benchmark its best
practices and then, short program will be conducted to introduce
participants and describe their goals of benchmarking activity.
Finally, is the awarding of Certificate of recognition to participants.
Detailed Benchmarking expenses and financial requirement of the
Budget/ training will be charged to Local School fund/Canteen Fund/GPTA

Term of Reference: Identifies and list of benchmarking topic, seeks


the approval of the training design, prepares and sends necessary

prepares training materials (reproduction of Handouts), distributes
roles, and makes counter checks preparation.

Term of Reference: Leads the registration facilitates the
