NAACP Letter To OIG 24 February 2021
Shamoyia Gardiner I write to you on behalf of the Baltimore City Branch of the NAACP along with

esteemed African American leaders in faith, law and civil rights. Collectively, we have
Rev. Rodney Morton significant concerns about how your office conducts investigations and applies its

authority. We are concerned about the targeting of African American elected leaders
as well as African American vendors who contract with Baltimore City.
We are concerned with not only the targets of your investigations, but we are also
concerned with your office's ability to follow professional standards established by
inspectors general and what appears to be a consistently accusatory tone used towards
those that you target. Reports from the Office of the Inspector General seem to lack
context, omit relevant details and misrepresent facts in ways that are harmful and do
not engender the public's trust. No resident of Baltimore should be subjected to
investigations based on muddled rules.
It must be clear to the citizens of Baltimore that the Office of the Inspector General is
objective and competent and that the Office's investigations are in the public's greatest
interest. Baltimore is beset by the waste, abuse, corruption and other outcomes that
are the consequences of white supremacy and structural inequity. Like fraud, waste
and abuse by elected officials, government employees and municipal contractors these
issues must be investigated.
