General Summary
Innovative Projects & Technology Specialist serves on the Professional Learning and Educational
Development team and is responsible for the appropriate development, integration, and
assessment of programming technologies to support Odessa College.

Design, develop and write code for content and app delivery.

Create and format content specifically for delivery to mobile devices including smart phones and
tablets.
Translate Odessa College’s expectations for training into multimedia solutions (simulations and
mobile apps).

Utilize analytical thinking and problem-solving skills that support Odessa College initiatives.

Specific Position Duties

Design, develop and write code for Odessa College Mobile App which supports Odessa College
initiatives, including the OC All In employee engagement program.

Regularly interacts independently with end-users to troubleshoot their technical problems.

Regularly addresses and resolves a wide variety of problems reported by faculty and staff
regarding instructional technologies, special programming initiatives, and other applications.

Develops Views and Reports to visually represent data from various applications.

Provide support for Blackboard Learning Management System issues (i.e. student/faculty
technical difficulties); Facilitate course management in Blackboard; Access Blackboard server for
configuration of system roles, organizational structures, etc.;

Provide training (in person and remote via Blackboard Collaborate or other online tools) as needed
for faculty and staff; provide professional learning opportunities for faculty and staff through
Professional Learning. Work with the instructional design/educational technology team, oversee
and maintain required faculty/staff training within the learning management system (LMS),
including development of training modules and assessments.

Work with the instructional design/instructional technology team in researching and evaluating
emerging instructional technologies and tools and make recommendations for use. Ongoing, as
needed.

Assist faculty in integrating technological innovations into the course development process.

Maintain availability via phone, email, web and scheduled virtual office hours.

Work collaboratively with faculty to design, lead or participate in the development of dynamic
instructional materials for online, hybrid and face-to-face courses. Ongoing, as needed; Maintain
virtual availability.

Work with the Professional Learning team to design, present and publish appropriate training and
support resources, workshops or courses for faculty and staff (full-time and part-time) in face-to-
face and/or online modalities.

Participate in weekly staff meetings in person or remotely.

Demonstrated ability to communicate technical information to technical and non-technical


personnel at various levels in the organization.

Demonstrated effective communication and interpersonal skills.

Self-motivated and works independently and as part of a team. Able to learn effectively and meet
deadlines.

Knowledge relating to the design development, modification and implementation of software


including object-oriented programming concepts.

Knowledge of secure software/app development.

Demonstrated problem-solving skills.

Minimum Qualifications
Bachelor’s Degree in Computer Science, Computer Engineering or a related field; Demonstrated
experience with HTML, JQuery, CSS, scripting, and object-oriented programming. Experience
working with Blackboard Learn and other learning management systems as an instructor, help
desk support, and/or system administrator; Demonstrated experience working with design
software including applications for development of course content, desktop publishing,
photo/audio/video editing, web design and emerging web 2.0 technologies; Demonstrated
knowledge of instructional design principles and practices.

Preferred Qualifications
Master’s Degree in Computer Science. Familiarity with Blackboard LMS. Experience with
HTML, JQuery, CSS, scripting, PHP, MySQL, and Android/IOS operating systems.

Knowledge of Adobe Creative Suite, AIR, Photoshop, Illustrator, Flash, and ActionScript 3.0.
Must have knowledge of relational databases, programming in C, Oracle PL/SQL and SQL *Plus.
