INTRODUCTION

In the annals of the Philippine Government, it appears fascinating that a bulk number of inhabitants
are law violators. Democracy has been a doubt to unending events of favor and regrets distinctly at
times when the country faces a crisis. Citizenship does not simply account to a permanent
membership within a state but also the civil and political participation their role plays. Alas, the current
spread of the Coronavirus did not exclude the country, and how Filipinos behave amidst the global
pandemic placed the government in additional trouble. In general cases, noncompliance and
disobedience occur often as a response to proposing demands. However, when it comes to
government, the concept becomes severe subjected to penalties and violations. One of the
distressing challenges facing Philippines today is the government's ability to ensure that policies are
implemented effectively at the local level.
According to the study conducted in Iraqi Kurdistan Regions, another crucial factor in studying the
entire epidemic is the behavioral response of the people (Markovits, 2005: Vol.114). In China,
seventy-one (71) percent of Chinese respondents disagreed in conformity to local policies they found
lack of stand (Dizikes, 2015). Furthermore, three Chinese activists were set behind bars after trying
to incite civil disobedience movement, considering the record of activists who were imprisoned two
years after President Jinping took office (Presse, 2016). The initial response of the Duterte
Administration pledged incompetent repartee to serious allegations or the mocking of the seriousness
of the situation, setting aside the weak health system of the country unfortunately gained public
opinions (Beltran, 2020). Nevertheless, according to 2020 Pulse Asia Survey, 8 in 10 Filipinos
favored the current administration’s response to COVID-19 epidemic (Esguerra, 2020). The
constraining of virus and preventing new outbreaks include the self-isolation and the distancing of
residents that arouse challenges on their current situation (Mendoza, 2020). In the national scope
encompasses the intriguing response of President Duterte to those who refused to comply with the
quarantine health protocols in the Philippines. The president ordered police authority to shoot
violators but insisted as a hyperbole remark by other officials (Capatides, 2020). Two days after the
public announcement, a man was shot dead by a policeman due to quarantine disobedience of not
wearing protective gear, and for threatening village authorities with a scythe (Jazeera, 2020). Local
authorities across provinces have assessed restrictions, and despite the risk of the disease, there
were still some who refused to cooperate (Brunnersum, 2020). In Cordillera, a total of 619 residents
are put behind bars for disobeying enhanced community quarantine measurements, including curfew
hours violation, hoarding and overpricing of medical supplies (Dionisio, 2020). Also in Tacloban City,
226 residents were arrested for the same violations (Sabalza, 2020). Moreover, upon the opening of
Manila Bay, CNN reported the huge number of Filipinos who gathered despite the threat of
coronavirus spread (CNN Philippines Staff, 2020). Filipinos, generally, are not bullheaded. However,
the new guidelines have become difficult for them to comply (Crisostomo & Romero, 2020).
In Davao City, Mayor Sara Duterte emphasized the importance of compliance to the success of
community quarantine during her radio session last March (City Government of Davao, 2020) .
Although the lockdown caused ramifications to citizen’s daily errand but still chose to obey health
protocols, in a press briefing live via Facebook, Presidential Spokesperson Roque said that the city
has been strictly implementing quarantine guidelines to control and prevent the transmission of
COVID-19, despite recording the highest confirmed cases in Mindanao (Colina, 2020). Therefore,
Davao City is not an ideal place after all. The intensity of the research problem falls under the current
situation of the ascending cases of coronavirus in the country, especially in Davao region. Out of the
nine (9) regions in Mindanao, Davao City has the highest recorded cases for the ten-month-old crisis
that reached a hundred percent occupancy in Southern Philippines Medical Center (Mindanews,
2020); and currently ranks eight nationwide (COVID-19 Philippine Statistics, 2020). This study is
worth researching in a sense that it provides possible relation as to how geographical location affects
the noncompliance to rules and regulations imposed by the government. Therefore, this study aims to
unearth the relationship between geographical location and the noncompliance to COVID-19
protocols in Davao City.

STATEMENT OF THE PROBLEM

This study will determine Geographical Location and its relation to the noncompliance of quarantine
health measurements of residents in Davao City. Since the city has undergone to various changes in
their community quarantine for the past nine months, and the sudden reimposing of Enhanced
Community Quarantine (ECQ) due to increasing number of COVID-19 patients for the first week of
October. Social distancing and self-quarantine can rarely be enforced entirely by coercion alone,
particularly in urbanized cities; the public must be persuaded of the importance of compliance,
conformity and obedience. This study will answer the following questions:

1. What is the level of government response in terms of:

1.2 addressing violations?

2. What is the profile of disobedient residents in terms of:


2.1 age;
2.2 gender;
2.3 social status;
2.4 government satisfaction?
