RAN2302: Dynamic HSUPA BLER

Introduction to the feature


The RAN2302: Dynamic HSUPA BLER feature allows the operator to define different BLER targets for:

HSUPA peak rates

HSUPA cell capacity

HSUPA user throughput at cell edge

Operator benefits
Dynamic BLER improves HSUPA peak rates, HSUPA cell capacity, and HSUPA user throughput at the cell edge. HSUPA multi-
user cell capacity is expected to improve by up to 20% and HSUPA coverage by up to 2 dB.

RAN2302 Functional description

The RAN2302: Dynamic HSUPA BLER feature enables the dynamic adjustment of the block error ratio (BLER) target in the UL
outer loop power control (PC) for optimizing the operating point for the different conditions of the PS HSPA calls. BLER target is
automatically adjusted to achieve the best HSUPA peak data rates and optimize HSUPA cell throughput and coverage.

Operator can define different BLER targets for different conditions:

Low BLER target is applied for those PS bearers, that are able to achieve peak rate close to the bearer maximum.
Moderate BLER target is applied for those PS bearers, which average throughput is low because the application data is
transferred in bursts to minimize the latency in the data transmission.
High BLER target is applied for the PS calls, that are transmitting continuously with low bit rate, to optimize the cell capacity
and improve the end-user throughput on the cell edge.

Outer loop PC of RNC is able to switch between the three BLER target states in according to current bearer bit rate (whether it
is close to the peak rate, burst-like, or continuous low bit rate).

Note:
This feature might increase latency in transferring data when high BLER targets are used.

For tuning the RAN2302: Dynamic HSUPA BLER feature the following enhancements can be configured:

Evaluation of the HSPA serving cell traffic load while configuring the outer loop PC for the Dynamic HSUPA BLER feature

When the HSPA traffic increases in the cell, it is recommended to stop separation between the bursts-like and the
continuous data and use the high BLER target value of the continuous data also for the bursts-like data. This function is
controlled by the 002:2110 RU40_MAINT_14 PRFILE parameter.

Bearer-specific throughput in the low traffic cell when the Dynamic HSUPA BLER feature is enabled

The high BLER target of the low bit rate continuous uplink data transmission is not used, until the HSPA traffic load is
increased to the high enough level in the cell. The high BLER target value of the continuous-like data transferring bearers is
replaced with the BLER target value used in general when the RAN2302: Dynamic HSUPA BLER feature is not enabled in
the RNC. This function is controlled by the 002:2103 RU40_MAINT_07 PRFILE parameter.

Enhancement of the Dynamic HSUPA BLER feature for the multi PS bearer connections

If this function is activated, the E-DCH bit rate is produced as the aggregated bit rate of the E-DCH MAC-d flows specific bit
rates. Outer loop power control controller decides from the measured E-DCH bit rate the BLER state change from the bursts
or continuous-like data transmission of the E-DCH MAC-d flows to the peak rate data transmission, enabling usage of the
high BLER target values for the E-DCH MAC-d flows. This function is controlled by the DYN_HSPA_BLER_MULTI_RAB
(002:2259) PRFILE parameter.

Activating RAN2302: Dynamic HSUPA BLER

Purpose
Follow this procedure to activate this feature.

Before you start


A restart of the RNC and the BTS is not required after the activation of this feature.

This procedure does not cause downtime and the feature can be activated at any time of the day.

Make sure you have access to the following applications:

OMS Element Manager

Application Launcher

Man-machine interface (MMI)

This feature is a part of application software. Usage of the feature is trust based, therefore it is not under license control.

Procedure

1 Open the OMS Element Manager.

2 Go to the Topology.

3 Expand the ROOT.

4 Expand the RNC object.

4.1 Expand the RNFCs folder.

4.2 Configure the RNFC object:


Select Edit Parameters from the RNFC object.

Enable the feature by setting the HSUPADynBLEREnabled parameter to Enabled.

4.3 Expand the RNACs folder.

4.4 Configure the RNAC object:


Select Edit Parameters from the RNAC object.

If required, define the L1 BLER target for E-DCH MAC-d flow of PS NRT service when TTI=2 ms by setting the
L1ContBLERTrgtEDCH2 parameter.

If required, define the L1 HARQ retransmissions threshold for the outer loop power control entities dedicated to
the E-DCH 2 ms TTI MAC-d flows of the PS NRT RABs by setting the DynHSUPABLERContDataRx2
parameter.

If required, define the peak rate threshold in relation to UE max data rate when E-DCH TTI=10 ms by setting
the DynHSUPABLERMaxRateThrC10 parameter.

If required, define the peak rate threshold in relation to UE max data rate when E-DCH TTI=2 ms by setting the

If required, define the minimum period which the BLER state must be bursty before outer loop power control

If required, define the size of the sliding averaging window for FP frames measurement of the E-DCH FP by
setting the DynHSUPABLERFrameWinSiz parameter.

If required, define the Layer1 Peak Data Rate BLER target for E-DCH by setting the
L1PeakRateBLERTrgtEDCH parameter.

If required, define the Layer1 Bursty Data BLER target for E-DCH by setting the

This feature can be further tuned with the following PRFILE parameters:

002:2110 RU40_MAINT_14

Default value of this parameter is 0H.

Recommended value of this parameter is 47H, that is, the 1st bit is 1 and fro the bits from 2nd to 7th it is 23H.

002:2103 RU40_MAINT_07

Default value of this parameter is 0H.

Recommended value for this parameter is 6H.

DYN_HSPA_BLER_MULTI_RAB (002:2259)

The default value of this parameter is 0.

Recommended value of this parameter is 0.

Verifying RAN2302: Dynamic HSUPA BLER

Purpose
Follow this procedure to verify that this feature has been activated successfully.

Procedure

1 When feature is activated, then RRM will provide a set of HSUPA BLER Target values for the
following different conditions:

1.1 HSUPA peak rates

1.2 HSUPA cell capacity

1.3 HSUPA user throughput at cell edge to User Plane for Dynamic HSUPA BLER operation.

parameter settings described are only examples and they can vary in different networks.

Preconditions

Following optional feature and related licence keys need to be switched on in the RNC for the test case:

HSUPA cell capacity

HSUPA user throughput at cell edge

Optionally monitor:

UE´s throughput and UL Power during testing

UL BLER either from UE or Iub log

OLPC SIR target from Iub log

1 Establish several simultaneous UL FTP/UDP transfers (minimum 3).


When testing peak throughput, only one UE can also be used.

2 Monitor UE´s throughput and UL Power increase during testing.

3 Repeat test with Feature on/off and in good and bad radio coverage.

Note:
You can have some UE´s performing ping, RTT should stay the same when changing feature on/off.

4 Optionally monitor UL BLER either from UE or Iub log and OLPC SIR target from Iub log.

Expected outcome

HSUPA peak rates should increase based on UE throughput with feature on/off.

HSUPA cell capacity should increase according cell level counters with feature on/off.

HSUPA user throughput increase/decrease should be visible when compared feature on/off in bad and good radio
conditions.

Note:
Throughput can increase or decrease depending on parameterization and testing conditions.

Optionally check also:

UL BLER from UE/Iub log. This should change according the UL BLER target parameterization.

OLPC SIR target from Iub log. BLER is handled with OLPC SIR target.

UE´s UL power. This can be monitored with RNW Online Monitor.

Deactivating RAN2302: Dynamic HSUPA BLER

Purpose
Follow this procedure to deactivate this feature.

Procedure

1 Open the OMS Element Manager.

2 Go to the Topology.

3 Expand the ROOT.

4 Expand the RNC object.

5 Expand the RNFCs folder.

6 Configure the RNFC object:

6.1 Select Edit Parameters from the RNFC object.
