Lifting Plan
1. PURPOSE
The purpose of this plan is to ensure the mobile crane can handle the maximum weight capacity in
the concern operation.
2. SCOPE
This Procedure gives the details about the mobile crane has assembled as per the manufacturer
recommendations and design specifications.
3. DEFINITIONS
 Lifting Equipment - Work equipment for lifting or lowering loads and includes its
attachments used for anchoring, fixing or supporting it.
 Lifting Accessories - Wire rope sling or similar gear and a ring, link, hook, plate clamp,
shackle, spreader beams/bars, swivel, eye bolt, lifting lugs pad eyes, belts or ropes.
 Lifting Supervisor - Is a person who is appointed by the site-manager to undertake the day-to-
day control of lifting equipment with having third party certificate training. The appointed person /
Rigging Supervisor is responsible for filling out and signing the “LIFT DATA SHEET” and distribute it
to the rigging team before the commencement of works.
 Operator - A competent person licensed, trained, certified and experienced in the crane they
shall operate. This shall be identified on their badge/certification. License shall be issued by an
independent Third-Party Company approved by the Kingdom of Bahrain.
 RIGGER/SLINGER - Is a person who specializes in the lifting and moving of extremely large or
heavy objects, often with the assistance of a crane or derrick or chain hoists (chain fall).
 Net Capacity - The net capacity is the gross crane capacity minus deductions. The
deductions differ from manufacturer to manufacturer as well as between crane types. Deductions
normally are:
 Weight of main hook block
 Weight of slings and rigging
 Weight of auxiliary hook block
 Weight of all wire rope from boom tip and the block
 Weight of any stowed jib
 HSE - Health, Safety and Environment
 SWL - Safe Working Load
4. RESPONSIBILITIES

4.1. Senior Project Engineer


 To identify lifting parameters needed to execute the work.
 To ensure that a risk assessment is carried out and a lifting plan is prepared/approved.
 To source a certified mobile crane from registered contractor/operator under their current contract.
 Ensure that the approved plan is constantly monitored
 Identify improvement for future work.
4.2. Lifting Supervisor
 Is responsible for regular inspections of lifting appliances or lifting gears.
 He shall be appointed by the employer or the owner of the lifting appliances/lifting gears; properly
trained with relevant practical experience
 To responsible for the application of this procedure
 Ensuring that all lifting operations managed to a suitable standard.
 To ensure that all lifts are planned and can be executed safely.
 Before cranes arriving at CONTRACTOR Inspection Area rigging supervisor shall ensure that all
relevant documentation is in place; crane 12 monthly certification, operator’s license, riggers
certification, all lifting gears certification, method statement, lift plan.

 Ensure all relevant permits (when applicable) are in place to carry out lifting and rigging operations
as per Permit to Work system. Lift plan, method statement, and risk assessment MUST be attached
to the permit to work before the lift.
 Supervising all lifting operations to ensure that all lifting and rigging safety requirements are being
met, and that all lifts are being carried out within the safe parameters of the crane load chart. R.S.
or his qualified designee must be present at all engineered / critical lift operations
4.3. HSE Officer
 To follow of the implementation of this procedure
 Providing the necessary Health & Safety advice to ensure compliance.
 To make audits to see the compliance and report any noncompliance.
 To ensure that lifting activities shall be properly conducted by Appointed Person and Rigging
Supervisor.
4.4. Crane Operator
 To control the crane operations as per approved lifting procedure or lifting plan.
 To participate in risk assessment/toolbox talk for the lift.
 To perform crane inspections daily or before the usage
 To maintain crane operation logbook comprising manuals, pre-use inspection lists, crane/lifting
gear certificates, wire rope certificate and hook block certificate.
 To check visually the crane and lifting accessories before use.
 The Crane Operator must not disable or defeat any safety device associated with the crane.
 It is the full responsibility of the crane operators to monitor wind conditions and ensure safe lifting
operations always. Should the wind speed exceed the allowable the operators are responsible to
stop lifting operations (They do not wait for someone to inform them this is their responsibility)
 Crane operators must have a valid Bahrain government license for crane / Hiab / Boom truck and
 be qualified to operate the equipment identified on their license only.
 They shall be adequately trained for the type of lifting equipment being operated and have
sufficient knowledge of the lifting equipment operating instructions and its safety devices. Crane
operators must understand all hand signals from the rigger.
 A competent person licensed, trained, certified and experienced in the crane they shall operate.
This shall be identified on their badge/certification. License shall be issued by an independent
Third-Party Company approved by the Kingdom of Bahrain.
4.5. Riggers and signallers
 Ensure that all lifting accessories are in good condition and free from defects.
 Ensure that the load is secured before the lift commences and that the load is secured/supported
when being placed into position
 To communicate with the Crane Operator during lifting operation taking a safe place.
 Ensure that the load is free from obstruction at all times
 Ensure that the lift area is fully barricaded and sufficient signs are positioned before lifting
operations taking place. Use tag lines always and under no circumstances work under a suspended
load.
 Control all aspects of the lift once it has been initiated. Recognize the stop-work authority of the
rigging crew and secure the load If any member of the crew feels there is imminent risk of failure.
Restart the lift only upon complete satisfaction that the problem is solved.
 Reporting directly to the rigging supervisor and only taking instructions on lifting and rigging issues
from the qualified rigging supervisor or rigging appointed person. Ensuring that all relevant safety
requirements are implemented.
 Inspecting all rigging and lifting equipment following this procedure, ensuring that damaged or
excessively worn rigging is destroyed or removed from site

5. LIFT TYPE AND CRANE DETAILS
5.1 Routine and Non routine Lift
 Routine lifting operations may be executed under a basic lift plan. These plans must clearly define
the limitations on the loads, lifting methods and areas of operation.
 Non- Routine lifting operations will require a more detailed Lifting Plan containing all of the
elements as described within these guidelines. The plan will have to be approved by a Responsible
Person prior to commencement of any Lifting Operation and any deviation requirement identified
from the plan, must also get the approval of the Responsible Person prior to commencement of the
lifting operation.

6. PROCEDURE

To ensure that lifting operations are managed to a suitable standard and are safe and appropriate for the
task being undertaken the load must not be more than 75% of the rated lifting capacity.

6.1.General Lifting Precaution


 The mobile crane is positioned as per the manufacturer recommendations.
 The lifting gears involved in the activity must be certified by a third party.
 The operator and the rigger must decide the method of communication to be used while performing
the lifting at Tool Box Talk which must be done before lifting activity.
 Make sure the load is kept in the radius as per the manufacturer load chart, which will not exceed
the 75% of the required lifting capacity.
 Lifts shall not be performed in wind speed exceeding a maximum limit of 36 km/h (10m/s -22 mph)
shall be enforced.
 No any operation to be performed without guiding rope/tagline.
 The minimum clearance between the load and the crane boom, or any other critical structural
component, should not be less than one 1.30 lm.
 Use of lifting and rigging equipment shall be following manufacturer’s specifications and industry
standards. In no case said equipment shall be used beyond the safe limits imposed by the
manufacturers or other applicable safety standards.

6.2. Personal Protective Equipment


All persons working on Lifting operations near or under the lifting object must wear mandatory
PPE without any exception. Work areas where lifting of any objects by crane or any means of lifting
equipment will be required a strict compliance to wearing or helmets, anyone who violates the rule
shall be taken an action against them.

Only an approved crane operator and rigger shall be employed to doing lifting operations.
6.3. Preparation of Lifting Operation

Below are listed some items which have to be checked and considered before starting a lifting
operation using a mobile crane (all-terrain/crawler):

 Ground condition (levelling, soil compaction, need for steel plates under outriggers, etc.) (stability
of the crane if mobile crane is used)
 Presence of proximity hazards (Overhead obstacles/power lines, underground services, excavations,
recently excavated ground, adjacent lifting operations, site facilities & obstructions.
 Size and weight of the load
 Availability of access means (Ladders, Mobile Elevated Work Platform, etc.)
 Communication means
 Weather conditions
 Availability of suitable lifting gears (capacity, length, type…) and cranes (capacity…)
 Availability of personnel (crane operator, site supervisor, rigger, banksman…)
 Access to and egress from the work area.
 Area available for siting the equipment.
 Environmental conditions including weather and permissible limits, wind/gust speed
 Working under suspended loads must not be allowed
 Access and emergency escape routes for the Operator and load handlers
 Number of personnel required for task
 Visibility of the load at all times by the Lifting Operator or by signaler

6.4 Lifting Sequence:

 Toolbox Talk must be conducted before lifting activity and Lifting Supervisor should inform everyone
involving to the lifting activity about how the operation will be done, which precautions will be
taken and the risks of the activity
 Exclusion zone must be set up depending on the lifting study and the warning signs must be placed
 Crane should set up on the location with the configuration as defined in the lifting study
 Third-party certified riggers can do the rigging
 All lifting accessories must be third party certified
 Only designated rigger can give signal to the crane operator
 After rigging of the test weight beam designated rigger control the exclusion zone that no one in
the exclusion who will not involve in lifting activity (like trailer driver), rigging of the lifting
accessories are proper
 Designated rigger will give signal to the crane operator to start lifting
 The load shall be lifted above from the ground level under control of the rigger
 When the structure reaches to the desired height crane will swing and boom down/up to the
installation location as mentioned in the lifting study
 When the load is stabilised by the tag lines
 Then the load will be placed on the ground.
 After placing the structure, crane will release the load and structure will be designed

7. Weather Condition

Before commencing the following factors must be taken into account:

 Wind speed and climatic conditions (cranes are provided with anemometer);
 Visibility must be such that all persons involved in the lifting operations can see each other.

Loads with surface exceeding 6m2 must not be lifted if wind speed is above 13.6 knots – 25 km/h - 7m/s –
15.6 mph and must stop if the wind force exceeds 19.4 knots – 36km/h – 22 mph.

In the hours of darkness, the lifting operation must be properly illuminated
