For the 2nd straight year, India to host Barca Academy Cup – Asia Pacific 2020 in Gurgaon, Haryana
For the 2nd time, India to host Barca Academy Cup – Asia Pacific 2020, hosted by Barca Academy, scheduled to be
held in Gurgaon, Haryana from January 30 -February 2, 2020, which will see the participation of more than 650
football players from 7 countries (India, Australia, Turkey, China, Singapore, Japan and Spain).
Key Points:
i.A total of 48 teams will play in 4 categories namely under 9(U-9), U-11, U-13 and U-15.
ii.It will be played in a 7-player format with a 30-minute game for children U-9, 40 minutes for children U-11and 13,
and 50 minutes for children U-15.
iii.In 2019, Barca Academy’s Asia-Pacific (APAC) Soccer Cup held at The Heritage Xperiential Learning School,
Gurugram, Haryana from January 24 to 27, 2019.

President of India Inaugurated 34th Surajkund International Crafts Mela in Surajkund, Haryana
President of India Shri. Ram Nath Kovind inaugurated the 34th edition of Surajkund International Crafts Mela in
Haryana.The Mela is organized by the Surajkund Mela Authority & Haryana Tourism in collaboration with Union
Ministries of Tourism, Textiles, Culture and External Affairs.
Key Points:
i.Objective:-The main motto of this mela is to promote handicrafts,rural crafts, arts and the culture of the country
and also to bring our country’s heritage among new generations.
ii.Surajkund International Crafts Mela (Largest crafts fair in the world) will be held every year at Surajkund in
Faridabad district, Haryana.In 2020, the Mela will be carried out from Feb 1 to 16.
iii.Haryana Police have launched Remotely Operated Vehicle (ROV) to enhance the security of the fair.
iv.He had visited the pavilion of the Himachal Pradesh with theme ‘Apna Ghar’ and Himachal pradesh has been
chosen as theme state in 34th Surajkund Crafts Mela, 2020.Nearly 20 countries & all Indian states will be
participating in the Mela.
Haryana Govt announced Rs 6 crores cash rewards to gold medal winners at Olympics games
On February 16, 2020, The Chief Minister of Haryana Manohar Lal Khattar has announced that the state government
will provide Rs. 6 crores for the players who bagged gold medals, Rs. 4 crores for the silver medalist and Rs. 2.5
crores for the bronze medalists at the Olympics Games and also employment in Haryana Civil Service or Haryana
Police service to the sportsperson.
Key points:
i.Further he added that Rs. 3 crores and Rs. 1.5 crores will be provided to the players who have won gold medals at
the Asian Games and Commonwealth games respectively, and an amount of Rs. 15 lakhs will be given to each player
participating in the Olympics Game
ii.The players who represent Haryana state are the only beneficiary for the cash rewards announced by the CM on the
occasion of the conclusion of the four-day 46th Junior National Kabaddi Competition.

Govt of Haryana to open Atal kisan – majdoor canteens to provide affordable meals to farmers
On February 20, 2020, According to the Haryana Governor Satyadeo Narain Arya, the state Government will
open Atal Kisan – Majdoor canteens (named after former Prime minister (PM) late Atal Bihari Vajpayee ) in the
‘mandis’ and sugar mills across the state to provide affordable, cheap meals to farmers and labourers at concessional
rate of Rs 10 per plate.
Key Points:
i.These canteens will be built by the Haryana State Agricultural Marketing Board, which has also decided to operate
the canteens at 25 different locations in the state.
ii.The state government also decided to provide concessional free travel facility of free travel up to 150 km to 41
various categories of girl students in the ordinary buses of Haryana Roadways.
Also during the year 2020-2021, the women and girls (in the age group of 10 – 45 years) belonging to 11 lakh BPL
(Below Poverty Line) families will be provided sanitary napkins free of cost, for which state government has allocated
Rs.30 Crore.
iii.The state recruited a total of 5,192 constables, including 1,000 women constables to increase policing and
improve security and safety in the State. Around 450 under-training Sub-Inspectors including 60 women Sub-
Inspectors are also expected to join the force in March 2020.
iv.To provide better transport facilities across the state, the Governor said that under the NABARD scheme, 40
projects costing Rs 138.33 crore have been sanctioned for 296.32 km roads during the current financial year 2019-
20.

Haryana tops in Direct Benefit Transfer (DBT) payouts rating for 2019-20; West Bengal worst
On February 22, 2020, According to the recent ratings regarding Direct Benefit Transfer (DBT) payouts, prepared
for the 1st time by the Central Government, Small state Haryana has emerged as the best state in DBT payouts
(Rs.4782 crore in over 4 crore transactions) in 2019-20.It was followed by Uttarakhand at 2nd position with the DBT
payout of Rs.1060 cr. While, West Bengal has emerged as the worst performer in DBT payouts (8793 cr through 5
crore transactions) and ranked 36th position. The rating, which ranked 36 states and UTs (Union Territories)
according to DBT payouts compared to their population.
Key Points:
i.The UTs of J&K &Ladakh altogether get 8th rank & reported DBT payouts worth Rs 1,190 crore through over 80 lakh
transactions.
ii.As per the central Government, it supported around Rs 28,700 crore in the first 9 months in 2019-20, by
transferring a stock of subsidies directly into the beneficiaries bank accounts.Due to the DBT-linked public
distribution system (PDS),a total of Rs 19,263 crore of these savings till end-December 2019 have collected.
iii.After the abrogation of Article 370 from J&K,the Centre was working at expanding the DBT framework in terms of
a wider coverage of beneficiaries and extending the number of central schemes applicable to the erstwhile state in
September 2019, to ensure subsidies reach the people without fail.
Till then by August 2019, the DBT payout in J&K in 2019-20 recorded at just Rs 44 crore.

23rd National conference on e-Governance 2020 held in Mumbai, Maharashtra; NAeG 2019-20
awards presented
A 2-day long 23rd edition of National Conference on e-Governance 2020 based on the theme “India 2020: Digital
Transformation” with 6-sub themes was held at Mumbai, Maharashtra from February 7-8 2020.
The six sub-themes of the conference include:(i) Digital Platforms and Digital Economy (ii) Improving Service
Delivery (iii) Building Digital Trust – Transparency, Security and Privacy (iv) Digital Payments and Fintech
(v) National e-Governance Service Delivery Assessment (NeSDA)/ Digital Service Standard (DSS) (vi) Skilling and
Capacity Building.
Key Points:
i.The Union Minister of State for Personnel, Public Grievances and Pensions Dr Jitendra Singh and Maharashtra IT
(Information Technology) Minister Satej D Patil was the guests of honour of the conference, that aimed to discuss &
exchange views relating to various e-Governance initiatives & methods of implementing sustainable initiatives to
provide end to end Digital Services in solving problems.
ii.The conference was jointly organised by the Department of Administrative Reforms and Public Grievances (DARPG
) along with Ministry of Electronics and Information Technology (MeitY), Government of India, in association with
Government of Maharashtra.
A 10-point Mumbai Declaration on e-Governance adopted
During the event a 10-point Mumbai Declaration on e-Governance was unanimously adopted with the aim to
carry the pathway for eGovernance outlined in the Shillong Declaration adopted during the 22nd National Conference
on e-Governance (NCeG) held in August 2019.
i.Some of the main objectives of the declaration include Improving public service delivery using digital platforms,
especially in health, agriculture, education and land; propagation of successful e-governance solutions using emerging
technologies such as Artificial Intelligence(AI), Blockchain and Machine Learning(ML); encourage ways to improve
India’s rank in United Nation’s E-Governance Development Index among others.
India FinTech Festival (IFF) 2020 to be held in Mumbai in March 2020
India FinTech Festival (IFF) 2020, India’s 1st home based global platform to promote Fintech innovation will be
held in Mumbai, Maharashtra in March 2020
i.The event will be supported by Department of Financial Services, NITI (National Institution for Transforming India)
Aayog, Invest India, Digital India, World Bank (WB) and UNCDF (United Nations Capital Development Fund). Medici is
the program partner for the IFF 2020.

The National Awards for e-Governance are also presented in the Conference to honor and promote excellence in
implementation of e-Governance initiatives.

Delhi, Chandigarh lead among UTs; Haryana and Rajasthan topped among state in national e-governance
service delivery assessment
The Conference also assessed the national e-governance services being delivered by all the states and Union
Territories. Delhi, Chandigarh and Daman and Diu emerged as the leaders in delivering e-governance services among
Union Territories. Among the states, Haryana and Rajasthan emerged as leaders.
Haryana CM released book titled “A Commentary and Digest on The Air, Act 1981”
Haryana Chief Minister (CM), Manohar Lal Khattar, released a book titled “A Commentary & Digest on The Air,
Act 1981” at Chandigarh, Haryana. The book was written by Dr K KKhandelwal (Chairman, Haryana Real Estate
Regulatory Authority, HRERA) and Apoorva Kumar Singh, (Principal Secretary, Town & Country Planning & Urban
Estates Department) and was published by The Bright Law House.
Key Points:
i.The book focuses on ways of preventing and controlling air pollution.
ii.The book will enhance the readers to create awareness on air pollution in the society and provides an elaborate
explanation on law devised to prevent air pollution.
LPG scheme PM Ujjwala Yojana closed; only 3 States & 5 UTs become kerosene-free
In accordance with the report of the Parliamentary Committee on Petroleum headed by BJP (Bharatiya Janata Party)
member Ramesh Bidhuri, only three States and five Union Territories have become kerosene-free even though in
September 2019 the government has met the target of 8 crore LPG (Liquefied petroleum gas) connections under the
Pradhan Mantri Ujjwala Yojana (PMUY).
The kerosene-free states are Haryana, Punjab and Andhra Pradesh and Union Territories (UTs) are Delhi, Chandigarh,
Daman & Diu, Dadra & Nagar Haveli, Andaman & Nicobar Island and Puducherry.
The report points the gap between the continuing use of kerosene and the claim of 97% LPG coverage nationwide.
View Points of Petroleum Ministry: Target achieved in Sept, 2019, PMUY closed
-As of September 7, 2019, the govt has met the target of 96.9% coverage nationwide, except in Jammu and Kashmir.
-The allocation for the scheme has been declined by 58% from ₹2,724 crore during 2019-20 to ₹1,118 crore during
2020-21. The scheme has been closed and the present funds are meant to meet the arrears in the reimbursement of
expenditure.
View Points of Petroleum committee; general category poor households still uses kerosene
-Large segments of people in various States still depended on kerosene for cooking and household lighting specially
the poor households in the general category in urban and semi-urban localities.
-The committee recommends that the scheme has to be extended to poor households in urban and semi-urban slum
areas, and achieve a higher LPG coverage of the population by providing connections to households that do not have
LPG.
About PMUY:
Launched in 2016, the scheme aims to provide LPG connections to 5 crore women belonging to Below Poverty Line
(BPL) families over a period of 3 years starting from FY 2016-17. Its objective is to safeguard the health of women &
children by providing them with a clean cooking fuel i.e. LPG.
Board of Approval headed by Anup Wadhawan approved TCS, DLF proposals to set up SEZs for IT in Haryana,
UP
On March 06, 2020, The highest decision-making body for special economic zones (SEZs) chaired by the commerce
secretary Anup Wadhawan, has approved the proposals of Information technology (IT) major TCS (Tata
Consultancy Services Limited) and DLF (Delhi Land and Finance) Limited a premier real estate company in India to
establish a special economic zones (SEZs) for IT sector in Uttar Pradesh (UP) and Haryana respectively.
Key Points:
i.TCS has proposed to establish an IT/ITeS (Information Technology Enabled Services.) SEZ in Noida, Uttar Pradesh,
over an area of 19.9 hectare at a cost of Rs 2,433.72 crore.
ii.Similarly, DLF has proposed to establish two SEZs in Haryana with an investments worth of Rs 793.95 crore and Rs
761.54 crore.
iii.The central government has cleared 417 such zones in India, as on November 14, 2019.Of these, 238 zones are in
active state.
About SEZs:
These zones are located within a country’s national borders, and their aims include increased trade balance,
employment, increased investment, job creation and effective administration.
In India, exports from these zones increased by about 14.5 % to Rs 3.82 lakh crore during April-September 2019-20
period as against Rs 7.02 lakh crore in whole 2018-19 financial year.

FSSAI State food safety index for 2019-20 released during webinar; Gujarat, Goa, Chandigarh topped
The 2nd State Food Safety Index (SFSI) for 2019-20 of Food Safety and Standards Authority of India (FSSAI) has been
topped by Gujarat among larger states and by Goa among smaller states. It was announced during a webinar
conducted on the occasion of “World Food Safety Day” on June 7, 2020 on the theme “Food Safety is everyone’s
business”.
This webinar has recognized all those who ensured uninterrupted availability of safe food for everyone during
COVID-19 pandemic.
The State Food Safety Index ranks states on five parameters.The parameters are Human Resources and Institutional
Data, Compliance, Food Testing Facility, Training and Capacity Building besides Consumer Empowerment. Following

Central Govt Provides Rs 1500 crore to Haryana for its Crop Diversification and Ponds Rejuvenation
Central government provides financial aid of Rs 1500 crore to Haryana for water conservation, which includes Rs
500 crore to expand crop diversification under the ‘Mera Pani Meri Virasat’ scheme and Rs 1000
crore to rejuvenate the ponds and treat water.

The Central govt will also be providing Rs 1000 crore under the Jal Jeevan Mission(a central government initiative
under the Ministry of Jal Shakti, aims to ensure access of piped water for every household in India)
Other announcements
i.A scheme for rejuvenation of 14,000 ponds is implemented in the state in a phased manner.
ii.About 1000 water wells to be established in the state to control the decreasing groundwater table under the Atal
Bhujal Yojana
About ‘Mera Pani Meri Virasat’ Scheme
i.‘Mera Pani Meri Virasat’ scheme was launched for the purpose of crop diversification from maize / cotton / millet /
pulses / horticulture crops in 1.00 lakh hectares of land.
ii.The objective of crop diversification through the scheme is to promote 2 latest technologies with sustainable
farming, increase production and enable crop options to increase the income of the farmer.
iii.Under this scheme, farmers are encouraged to grow alternative crops other than paddy.
Nitin Gadkari Inaugurates and Lays Foundation Stones of 11 Highway Projects Worth Around Rs
20,000 crore in Haryana Virtually
On July 14, 2020 Union Minister for Road Transport, Highways and Micro, Small and Medium
Enterprises(MSMEs) Nitin Gadkari inaugurated and laid foundation stones of 11 Highway projects worth around
Rs 20 thousand crore in Haryana through a web based program(video conferencing) presided over by Haryana Chief
Minister, Manohar Lal Khattar. The projects are part of new economic corridors in the state.
• The 3 projects worth Rs 2,240 crore were inaugurated and foundation stones were laid for 8 projects worth Rs
17,757 crore.
Advantage of these projects
i.It will provide a smooth connectivity within the State and also to other States like Punjab, Rajasthan, Delhi and Uttar
Pradesh.
ii.It will help to cut down travel time, reduce fuels and cost and also enhance development in backward areas of the
State.

A compensation of Rs 10,000 crore has been deposited directly in the accounts of the recipients for acquisition of the
land in association with these projects

iii.The 85.36 km 2-lane with paved shoulders Jind-Karnal Highway on NH 709 at a cost of Rs 200 crore.

The projects for which foundation stone laid include the following:
i.The 227 km 6-lane access controlled Greenfield expressway from Ismailpur to Narnaul on NH 152D in 8 packages at
a cost of Rs 8650 crore.
ii.The 46 km 4-lane Gurugram Pataudi-Rewari section of NH 352W at a cost of Rs 1524 crore.
iii.The 14.4 km 4-lane Rewari Bypass at a cost of Rs 928 crore.
iv.The 30.45 km 4-lane Rewari-Ateli Mandi section of NH 11 at a cost of Rs 1057 crore.
v.The 40.8 km 6-lane Narnaul Bypass on NH 148B, NH 11 and Narnaul to Ateli Mandi section of NH 11 at a cost of Rs
1380 crore.
vi.The 40.6 km 4-lane Jind-Gohana (Pkg 1, Greenfield alignment) of NH 352A at a cost of Rs 1207 crore.
vii.The 38.23 km 4-lane Gohana-Sonipat section of NH 352A at a cost of Rs 1502 crore.

Haryana Cabinet approved ‘Samadhan se Vikas’ to Recover External Development Charges dues
The Haryana Cabinet gave approval to the ‘Samadhan se Vikas’, a one-time settlement scheme for the recovery of
long-pending dues on account of External Development Charges (EDC). It is modeled on the central scheme ‘Vivad se
Vishwas-2020’.
Haryana CM Launched E-Sachivalaya Portal, for Online Appointments with CM, Deputy CM and
Various Heads of Dept.
On July 21, 2020 Haryana Chief Minister(CM) Manohar Lal Khattar launched e-Sachivalaya
portal( https://esachivalaya.edisha.gov.in/ ), a digital platform to enable people to take online appointments for
virtual meetings with the chief minister, deputy CM, ministers and other heads of various departments. He also
launched a web portal for plasma donation on the occasion.
• The portal was launched to provide citizen centric services in a transparent and seamless manner to the
general public by utilizing Information Technology(IT).

among others were also present at the launching ceremony along with the Chief Minister.
5-day Sub-Tropical Fruit Expo 2020 was organised by Horticulture dept of Haryana
Haryana Horticulture Department organised a five-day Sub-Tropical Fruit Expo 2020 at the Centre for Sub-Tropical
Fruit (Indo Israel Project), at Ladwa in district Kurukshetra from 18th – 22nd July 2020.The event was inaugurated
by Sanjeev Kaushal, Additional Chief Secretary in Agriculture and Farmers’ Welfare Department. The event helps
people learn about varieties of sub-tropical fruit and their cultivation techniques.
Objective of the expo:
To help farmers to learn about the latest technologies in the field with significance to increase adoption of
horticulture under the crop diversification scheme ‘Mera Pani-Meri Virasat’ of the state government.
About the event:
• The event was streamed live every day from 10 am to 1pm on social media.
• Various techniques in the field will be demonstrated during the event.
• This helps farmers utilise fewer resources more efficiently and improve their livelihood.
• The event consists of a Question & answer session and a rangoli competition.

Haryana to host the 4th edition of Khelo India Youth Games 2021
On July 25, 2020 The Minister of State of Youth Affairs and Sports, Kiren Rijiju and Haryana Chief
Minister, Manohar Lal Khattar announced that Haryana will host the 4th edition of Khelo India Youth Games(KIYG)
in 2021 through video conference. The Games will be held in Panchkula in Haryana.
• Star Sports will be the Official Broadcast Partner like the previous year.
• The games will take place after the 2021 Tokyo Olympics.
Key People
The announcement was made in the presence of Sports Minister of Haryana, Sandeep Singh, Secretary Sports, Ravi
Mital and Director General of Sports Authority of India, Sandip Pradhan.
Note– KIYG usually takes place in January of every year. The games have been postponed due to the pandemic.

i.Haryana came second in KIYG 2019 and 2020 editions (200 medals in 2020 and 159 medals in 2019).
Haryana’s Forest department used drone for aerial seeding to increase green cover in Aravallis
In order to improve green cover in the inaccessible Aravalli area of Haryana’s Faridabad district, the Haryana forest
department has used drone technology to shower 50,000 seeds pallets covered with a mixture of clay and compost.
This ‘seeding drone’ is designed by an Indian Institutes of Technology (IIT)-Kanpur backed startup.

Haryana Minister Anil Vij Launches “Works Management System” Web Portal to its ULBs
On 4th August 2020, Haryana’s Urban local bodies and Home Minister Anil Vij launched the first of its kind, “Works
Management System”, a web-based, paperless and centralised web portal for the management and monitoring of
the development works in the Urban Local Bodies(ULB) in Haryana.
Key Points:
i.This centralised web portal will bring in all the workings of ULB in Haryana under a single platform and any kind of
delay in the completion of works will be displayed on the portal.
ii.The portal will enable transparency and reduce corruption in the state.
iii.The direction for the allotment of development projects in the municipal bodies and the completion of the entire
process over online through this portal are provided.
iv.The training for the officers and employees are provided to ensure the seamless functioning of the system.
v.The portal will enable the Chief Minister, Additional Chief Secretary and the Director of the Department to access
the progress of the development works on their dashboard and mobile phones.
Haryana CM Manohar Lal Khattar launched Anti Bullying Campaign of Faridabad Police over Social Media
On 9th August 2020, Manohar Lal Khattar, Chief Minister of Haryana launched the anti-bullying campaign of the
FAridabad Police over their Instagram, Facebook and Twitter page with username @FBDpolice to report any form of
bullying in the schools, colleges, neighbourhood, home and workplace and to implement the targeted programs to
counter bullying.
Note:
The anti-bullying campaign is the first of the series which will cover the issues related to drugs, gambling,
addictions, online frauds and human trafficking.

i.The campaign initiative is a part of the ‘Teen Age Police’ programme of Faridabad Police.
ii.This campaign focuses on teenagers who are mostly affected by bullying which damages their confidence,
personality development and social intelligence.
Haryana Govt launched Mahila Evam Kishori Samman Yojana & Mukhya Mantri Doodh Uphar Yojana for
state’s girls & women
In order to give a major boost to the ”Beti Bachao, Beti Padhao” campaign, on August 5, 2020, the state government of
Haryana has launched two schemes, with a total outlay of Rs 256 crore, viz. launched “Mahila Evam Kishori Samman
Yojana” to provide free sanitary napkins to girls and women of below poverty line (BPL) families, and initiated
“Mukhya Mantri Doodh Uphar Yojana” to provide fortified flavoured skimmed milk powder to women and children.
These schemes were launched by Haryana Chief Minister Manohar Lal Khattar through video conferencing.
About Mahila Evam Kishori Samman Yojana:
This scheme focusing on adolescent girls and women between 10 to 45 years of age of about 11,24,871 BPL families
will provide a 6 piece packet of free sanitary napkins every month for a year. This scheme will cover the state’s 22.50
lakh women and girls.
• Apart from this, the state’s Education Department will also provide six sanitary napkins every month to 50
lakh girl students under another scheme.
About Mukhya Mantri Doodh Uphar Yojana:
Under the aegis of Integrated Child Development Scheme (ICDS), a Centrally Sponsored Scheme (CSS), implemented
by the Ministry of Women and Child Development (MoWCD), the state government has initiated this scheme in order
to provide fortified flavoured skimmed milk powder to about 9.03 lakh children and 2.95 lakh pregnant and lactating
mothers visiting 25,962 anganwadi centres in the state.
• The objective of the scheme is to address the problem of anaemia and malnutrition among state’s women and
children.
• Under this scheme which is to be included in the state’s flagship programmes, around 200 ml of fragrant
skimmed milk would be given per day for 6days in a week to the children between 1 and 6 years of age in
anganwadi centres and pregnant and lactating mothers.
• This milk would contain nutritious elements like protein, calcium, magnesium, B-12, vitamins-A and D, which
would replenish the micro-nutrients and vitamins in the body.
Note – The state government has been working by focusing on ”4-S” –”Shiksha (education), Swasthya (health),
Suraksha (security) and Swamlamban (self-reliance)”.After this launch another ‘S’ has also been included and that is
Swabhiman so as to ensure that people live with self-respect.

Vice Prez Venkaiah Naidu Virtually Announced ARIIA 2020 Results; IIT Madras Topped among Institutes of

On August 18, 2020, Vice-President of India, Muppavarapu Venkaiah Naidu, e-released the Atal Ranking of
Institutions on Innovation Achievements (ARIIA) 2020 from New Delhi. He was the chief of the virtual ceremony
while Union Minister of Education, Ramesh Pokhriyal ‘Nishank’ and Minister of State (MoS) for Education Sanjay
Shamrao Dhotre were the Guest of Honour.
• Indian Institute of Technology (IIT) Madras topped the category of Institute of National Importance

On August 20, 2020, during a virtual event of Swachh Mahotsav organized by, Ministry of Housing and Urban Affairs
(MoHUA), Hardeep Singh Puri, Minister of State (MoS)-Independent Charge (I/C) MoHUA announced the 5th edition
of the annual cleanliness urban survey of India i.e.”Swachh Survekshan 2020 (SS2020)” conducted by MoHUA. A total
of 129 awards were given by the minister in which Madhya Pradesh’s Indore Creates record as India’s cleanest city
for the 4th consecutive time while Gujarat’s Surat and Maharashtra’s Navi Mumbai grabbed 2nd and 3rd positions
respectively.
• SS2020, the 28 days long completely digitized and paperless nationwide survey is the world’s largest
cleanliness survey covering 1.87 crore citizens of 4,242 cities, 62 cantonment boards and 92 towns along the
Ganga river.
• The SS2020 was focused on 9 key areas including 3R Principles of Reduce, Reuse and Recycle.
• The event also saw the felicitation of MoHUA’s partner organisations in the Swachh Bharat Mission-Urban
(SBM-U) viz. United States Agency for International Development (USAID), Bill & Melinda Gates Foundation
(BMGF) and Google.

NITI Aayog Released Export Preparedness Index (EPI) 2020: Gujarat Tops the Overall Rankings
On 26th August 2020, NITI Aayog in partnership with Institute of Competitiveness released the Export Preparedness
Index (EPI) 2020, this is the first report to examine export preparedness and performance of the states of India.
Gujarat was identified as the top performing state in the category of Coastal state and also topped the Overall
rankings.
AIM of EPI:
• To identify the challenges and opportunities
• Enhance the effectiveness of Government policies
• Encourage a facilitative regulatory.
Structure:
The structure of the EPI includes 4 pillars which are Policy, Business Ecosystem, Export Ecosystem and Export
Performance and 11 sub pillars which are Export Promotion Policy, Institutional Framework, Business Environment,
Infrastructure, Transport Connectivity, Access to Finance, Export Infrastructure, Trade Support, R&D Infrastructure,
Export Diversification, and Growth Orientation.
Framework:
i.The framework of the EPI is based on the feedback from the states, Union Territories(UT) and organisations like
Export-Import Bank of India (EXIM Bank), Indian Institute of Foreign Trade (IIFT) and Directorate General of
Commercial Intelligence and Statistics (DGCIS).
ii.Reserve Bank of India(RBI), DGCIS and Central ministries were consulted for some of the indicators.
Features:
i.The EPI 2020 evaluates the true potential and capacities of the Indian States.
ii.It also provides the detailed insights to guide the stakeholders towards strengthening the national and
international level export ecosystem.
iii.This data driven effort identifies the core areas that are significant to promote the exports at sub national level.
iv.This index will support the state governments to achieve the benchmark regional performance in export
promotion and provide insights on how to improve

i.The landlocked states, Chhattisgarh and Jharkhand had taken several measures to promote exports which can be
implemented by the other states with similar socio-economic challenges.
ii.The Northeastern states under the Growth orientation sub pillar focused on the indigenous products like spices to
promote their exports.
iii.Among the 8 Coastal States, 6 states occupied the positions among the top 10 ranking which indicates the strong
enabling and facilitating factors to promote exports.

On September 11, 2020 Department for Promotion of Industry and Internal Trade (DPIIT) released the 2nd Edition
of ‘States on Support to Startup Ecosystems 2019’ . The Rankings are based on providing a Strong Ecosystem for
promoting Startups.
i.Gujarat emerged as the best performer among Category X.Gujarat topped the rankings in the 2018 edition of
Ranking also.
(In Category x – All States and New Delhi, barring North Eastern (N. E) States & other Union Territories (U. T))
ii.Andaman and Nicobar Islands emerged as best performer among Category Y
(Category y – All N.E states except Assam and all UTs except Delhi).
iii. The Rankings were released by Union Minister for Commerce and Industry, Piyush Goyal and a total of 22
states and 3 UTs participated in the exercise.

PK Mishra Panel to Initiate Action in Advance For Managing Air Pollution in NCR
On September 18, 2020, a high-level task force led by Dr Pramod Kumar Mishra, Principal Secretary to the Prime
Minister reviewed the action taken by agencies and firm up plans for the coming harvesting and winter
season during a meeting with Chief Secretaries of Delhi, Punjab, Haryana, Rajasthan and Uttar Pradesh, Secretaries of
different departments/ministries of the central government including M/o of Environment, Forest & Climate Change,
Agriculture, Road, Petroleum and Central Pollution Control Board (CPCB).
• Its objective was to initiate proper precautionary and preventive measures in advance for the management of
air pollution in the National Capital Region (NCR).
• The meet notified that incidence of stubble burning has reduced by more than 50% in the last two years and
the number of Good Air Quality Index (AQI) days have gone up.
Key Points:
–The meeting reviewed the main sources of air pollution, measures taken and the progress made by the State
Governments and various Ministries was carried out.
–As Reserve Bank of India (RBI) included residue based power /fuel plants under priority sector lending (PSL)
therefore both State and Central Governments will jointly work out action plans for rapid deployment of such units.
–The importance of effective implementation of the existing in-situ management of crop residue scheme of the
Ministry of Agriculture by the States was highlighted.
–State Governments mandated for the deployment of new machinery for farmers in the current year before the start
of the harvesting season.
— Government of National Capital Territory (GNCT)-Delhi was requested to ensure measures to control local sources
of pollution with a support of the Ministry of Agriculture.
–To control stubble burning, it was stressed that an adequate number of teams should be deployed at ground level to
ensure that no stubble burning takes place especially in the State of Punjab, Haryana and Uttar Pradesh (UP).

On 2nd October 2020, Manohar Lal Khattar, Chief Minister of Haryana launchd “Gram Darshan ” a platform aimed to
enable the digital accessibility of data of 6197 gram panchayats of Haryana and to ensure that every village has their
own website. Deputy CM Dushyant Chautala was also present at the digital launch.
Gram Darshan:
i.Gram Darshan is launched to ensure that villagers should have digital access to the details of various development
schemes and projects of their village so that they can put forth their demands to the government of Haryana.
ii.This will ensure the availability of all the services provided by the government to its citizens and ensure efficiency,
transparency and reliability in those services.
iii.This is a step towards the complete digitisation of villages of the state.

i.The websites of every gram panchayat will display the details of the elected representatives, including the sarpanch,
panches and gram sachiv.
ii.The details of the public assets, details of the assets that are already created or being created by the department or

Surjeet Singh Deswal DG of ITBP was Given Additional Charges as DG of National Security Guard
On 28th September 2020, By the order of the Union Home Ministry, Surjeet Singh Deswal (SS Deswal), Director
General(DG) of Indo-Tibetan Border Police(ITBP) has been given the additional charges as the DG of the Counter
Terror Force – National Security Guard(NSG) following the retirement of Anup Kumar Singh (AK Singh), incumbent
chief of NSG, on September 30.
Deswal,a 1984-batch Indian Police Service(IPS) officer of the Haryana cadre, will hold the position of DG of NSG until
the appointment of regular DG or any further orders.
About SS Deswal:
i.Deswal headed NSG in July 2019 prior to the appointment of AK Singh, 1985-batch IPS officer of the Gujarat cadre in
October 2019 following the retirement of Sudeep Lakhtakia.
ii.This is the second time for Deswal to have the position of DG of NSG in an additional capacity.
iii.He served as the Additional Director General(ADG) of Sashastra Seema Bal(SSB), the border guarding force from
December 2015 to October 2017.
iv.He also served as the DG of SSB while he headed the Border Security Force(BSF) and Central Reserve Police

SC Appointed One-Man Panel to Monitor Stubble Burning under its Former Judge Madan Bhimarao Lokur
On October 16, 2020, the Supreme Court (SC) bench headed by Chief Justice Sharad Arvind Bobde and comprising of
Justices Ajjikuttira Somaiah Bopanna and V Ramasubramanian has directed to formulate a one-man committee under
former SC judge Madan Bhimarao Lokur to monitor and prevent stubble-burning by farmers in Punjab, Haryana and
Uttar Pradesh (UP) this winter, which worsens the air quality in Delhi- National Capital Region (NCR).
• The bench also directed the Environment Pollution (Prevention and Control) Authority (EPCA) and Chief
Secretaries of Delhi and the three states to assist the Justice Lokur panel in devising additional means and
methods for preventing the burning of stubble.
• In this regard, there will be deployment of National Cadet Corps, National Service Scheme and Bharat Scouts
and Guides for assisting in the monitoring process of stubble burning in the agricultural fields.
Key Points:
–This constitution of panel is on the lines petition filed by Aditya Dubey who has raised concern over rising pollution
level in Delhi-NCR. He was represented by senior advocate Vikas Singh.
–The committee submits its fortnightly report to SC at the initial stages or when it is required.
–Notably, Madan Bhimarao Lokur during his tenure as an apex court judge had dealt with pollution matters which
included the aspect of stubble burning.

On October 24, 2020, Central government set up a high-level 70-member committee headed by Prime Minister
Narendra Modi to commemorate the 400th birth anniversary of Shri Guru Tegh Bahadur.
• The mandate of the committee includes approval of policies, plans, programmes and supervision and guiding
the commemoration, besides deciding broad dates for detailed programmes of celebration.

Former Prime Minister Manmohan Singh, Lok Sabha Speaker Om Birla, Union ministers Rajnath Singh, Amit Shah,

2nd Batch of Three Rafale Fighter Jets land at Jamnagar Air Base in Gujarat
On November 4, 2020, 2nd Batch of Three Rafale Fighter Jets landed at the Jamnagar Air Base in Gujarat. The
fighter jets took off from Istres air base, France and flew continuously over eight hours covering 3, 700 nautical
miles (6, 852 Kilometres) before landing in India.
The fighter air jets were accompanied by French Air Force’s mid-air refuelling aircraft.

i.With the arrival of the Three fighter jets, Indian Air Force (IAF) now has 8 Rafale Fighter jets.
ii.The Second batch will be stationed at Hasimara Air Force Station, West Bengal.
iii.IAF is expecting three to four Rafale jets to be delivered every two months. The induction of all 36 Rafale jets are
expected to be completed by 2023.
First Batch of Rafale:
i.In July 29, The First five of 36 Rafale fighter jets from France landed in Ambala in Haryana after covering a distance
of nearly 8500 Kms to join the Indian Air Force (IAF).
ii.They were officially inducted in September at Ambala Air Base in Haryana on September 10, 2020.
Rafale Fighter Jets:
i.In September, 2016 India and France signed an inter-governmental agreement with France to procure 36 aircraft at
a cost of INR 59, 000 crores.
ii.Rafale jets manufactured by French aerospace major Dassault Aviation, are India’s first major acquisition of
fighter planes in 23 years.
iii.It carries a range of potent weapons such as MBDA’s (France based Weapons Manufacturing Company) Meteor
Beyond visual range air-to-air missile, Scalp Cruise Missile.
iv.IAF is also procuring a new generation medium-range modular air-to-ground weapon system Hammer (Highly
Agile Modular Munition Extended Range) to integrate with Rafale Jets.

allocation of Rs. 1100 crore towards the construction of Song Dam drinking water project in Dehradun,
Uttarakhand. This project is aimed at providing 24 hours drinking water to the city of Dehradun and will help the
revival of River Rispana a tributary of River Song. The dam is about 148 m high and has the capability to generate
power up to 6 MW.
About Song River:
i.Song is one of the largest rivers that drain the Doon Valley traversing 190 km (120 mi).
ii.It is a tributary of Sooswa river, which in turn is a tributary of the Ganges, it originates as spring-fed stream in the
southern slopes of the Radi Top of Mussoorie ridge of the Himalayan range and runs from Dhanaulti towards
Narendranagar.
Uttar Pradesh ranks fifth in MSME employment generators during Pandemic: RBI report
According to a recent Nov. 2020 report of the Reserve Bank of India (RBI), Uttar Pradesh (UP) has been ranked fifth
by providing employment under the Micro, Small and Medium Enterprises (MSMEs) during Corona pandemic.
Rankings in the report:
i.The top 10 places have been taken by Madhya Pradesh, Gujarat, Tamil Nadu Maharashtra,Uttarpradesh Karnataka,
Rajasthan, Delhi, Haryana, and Telangana.
4 Indian Cities among 36 Global Cities selected by WEF to pioneer roadmap for Smart Cities
4 Indian Cities namely Bengaluru, Faridabad, Indore and Hyderabad feature among the 36 global cities selected by
World Economic Forum (WEF) for pioneering a new global policy roadmap for smart cities. They will be developed
by G20 Global Smart Cities Alliance.
i.The 36 cities have been selected from 22 Countries & 6 Continents.
ii.Cities such as London, Moscow, Toronto, Brasilia, Dubai and Melbourne have figured in the list. The full list of cities

Key Points:
i.COVID-19 has accelerated adoption of new technologies by cities, as Governments all over the world are struggling
to manage the pandemic with limited resources.
ii.The 36 “Pioneer Cities” will adopt 5 policies – Privacy Protection, Better Broadband Coverage, Accountability for
Cyber Security, Increased Openness of City Data, and better Accessibility to Digital City Services for Disabled and
Elderly people.
iii.The G20 Global Smart Cities Alliance will give the 36 cities procedures, laws and regulations to use new technology
responsibly.
iv.The “Pioneer Cities” launched their activities at a Global Event organised by Smart City Expo World Congress which
is the World’s premier smart cities event.
Pioneers of Change Summit 2020:
i.The WEF’s Inaugural “Pioneer of Change Summit” is taking place virtually on 16-20 November, 2020. They will
discuss topics such as digital business, sustainable production, infrastructure, health, new work models, financial
innovation and frontier technologies.

RBI restricts withdrawals from Mantha Urban Coop Bank; Cancels CoAs of 5 PSOs & Imposed Rs 1 crore
penalty on PNB
In exercise of powers vested in it under sub section (1) of Section 35 A of the Banking Regulation Act, 1949 read
with Section 56 of the Banking Regulation Act, 1949, the Reserve Bank of India (RBI) imposed restrictions on
withdrawals from Jalna, Maharashtra-based Mantha Urban Cooperative Bank for six months from November 17,
2020.
• The bank can also not grant loans or make any investments without prior approval of the RBI in writing.
–RBI cancels Certificate of Authorisation of five PSOs
The Reserve Bank of India has also cancelled the following Certificate of Authorisation (CoA) of the five Payment
System Operators (PSOs) in exercise of the powers conferred on it under the Payment and Settlement Systems Act,
2007:

Reason for Cancellation– Voluntary surrender
Now, the above companies cannot do the business of issuance and operation of Prepaid Payment Instruments (PPIs)
but customers having a valid claim on these companies can approach them for settlement of their claims within
three years from the date of cancellation.
–RBI imposes Rs 1 crore penalty on Punjab National Bank; 5 non-bank PPI issuers also penalized
RBI has imposed Rs 1 crore penalty on Punjab National Bank (PNB) for unauthorised bilateral ATM sharing
arrangement with one of the international subsidiaries of the bank namely Druk PNB Bank Ltd., Bhutan since April
2010 without the prior approval from RBI.
• The penalty has been imposed by RBI after exercising powers under Section 30 of the Payment and Settlement
Systems Act, 2007.
RBI also imposed penalties on other five entities which are non-bank prepaid payment instrument (PPI) issuers for
non-compliance of regulatory guidelines. These are as follows:

13th Urban Mobility India Conference 2020 held Virtually for 1st Time; Inaugurated by MoS Hardeep Singh

On November 9, 2020, the 13th Urban Mobility India (UMI) Conference 2020 was held virtually on the
theme “Emerging Trends in Urban Mobility” from New Delhi which was inaugurated by Minister of State-MoS
(Independent Charge-IC) Hardeep Singh Puri, Ministry of Housing and Urban Affairs (MoHUA). This was the first
virtual UMI conference amid COVID 19 and was also held for a day as against the usual format of three days without
any exhibition.
• The 14th Urban Mobility India (UMI) Conference and Expo 2021 will be held on October 29-31, 2021 in Kochi,
Kerala.
AIM of UMI: To disseminate information to the cities in order to keep them up-to-date with best urban transport
practices. Also it provides an interaction platform to all national and international participants from Urban Transport
to discuss key issues relevant to the sector and suggest measures to address them.
Focus of 2020 Theme: To take innovative measures at national and international level to address the challenges
posed by Covid-19 pandemic to provide accessible and convenient transport to the people.
MoHUA Issued Detailed Advisory:
During the Conference, MoHUA issued a detailed advisory regarding urban mobility amid COVID times which is based
on the following three pillars:
• Promotion of public transport system
• Leveraging technological advancements
• Penetration of Non-Motorized Transport (NMT) in the urban transport paradigm.

During the Conference, Awards for innovations in Urban Transport during Covid-19 were also announced. Following

Award of Excellence– Capital Region Urban Transport (CRUT), Bhubaneswar (Odisha) and Agartala Smart City
Limited (ASCL), Tripura
• CRUT converted bus stops into vegetable vending zones and provided ”Grocery on Wheels”.
• ASCL prioritized pedestrianisation and cycling during the pandemic, and constructed a 5 kilometers
pedestrian walkway.
Bhubaneswar and Agartala have emerged as the best cities in the country for innovation in urban transport during
the COVID-19 pandemic.
Point to be noted:
In accordance to various studies, about 16-57% of Indian urban commuters are pedestrian and about 30-40% of
commuters use bicycles depending on the size of the city.
Non-motorised transport will occupy the prime, non-negotiable, position in every form of urban mobility discourse
and intervention.
Kerala, Goa, Chandigarh emerge as Best Governed States and Union Territory : PAI 2020
Kerala emerged as the Best Governed State in the Large States Category, Goa emerged as the Best Governed
State in Small States Category, Chandigarh emerged as the Best Governed Union Territory based
Interstate Migrant Policy Index (IMPEX) 2019 released by India Migration Now, Kerala Top
The Mumbai (Maharashtra) based research non-profit India Migration Now has released “Interstate Migrant Policy
Index (IMPEX) 2019” stating integration of interstate migrants. In accordance to this, the states
of Kerala, Goa, Rajasthan and Andhra Pradesh (AP) have been most successful in integrating migrant workers.
• India’s average IMPEX 2019 score for 28 states and the Union Territory (UT) of National Capital Territory
(NCT) Delhi is 37 out of 100. This score reflects a lack of focus towards migrant’s integration and the laws for
migrants are not implemented to the full extent.
Central Government Policies for Migrant’s Welfare:
Migration within the country is a fundamental right for every citizen. In this regard, our legislation has the following
laws for the welfare of the migrants:
• Interstate Migrant Workmen (Regulation and Conditions of Service) Act 1979
• Minimum Wages Act 1948, the Contract Labour (Regulation and Abolition) Act 1970
• Equal Remuneration Act 1976
• Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act 1996.
Key Points:
–Kerala (57), Goa (51) and Rajasthan (51) are the only three states to score over 50 in the index. Further in these
three, Kerala leads on three indicators–child rights, education, and health and sanitation.
–Notably, the seven states of Punjab, Haryana, Delhi, Gujarat, Maharashtra, Tamil Nadu and Kerala attract 51% of
India’s inter-state migrants, according to an IMN analysis of Census 2011 data. Only two of these states, Kerala and
Maharashtra, feature in the top 10 on IMPEX.
–The index will help bureaucrats and stakeholders in evolving policy for India’s 455 million internal migrants. This
figure is from Census 2011.
–As per census 2011, 54 million migrants crossed state borders for work.
Parameters of IMPEX:
IMPEX examines state’s performance on 8 policy areas viz. child rights, education, health and sanitation, housing,
identity and registration, labour market, social benefits and political inclusion with more than 60 indicators.
• Scores are assigned from a total value of 100 to states based on existing schemes/rights for migrant workers.

RK Singh Launches India’s 1st CoE for Skill Development in Power Sector at NISE, Haryana
On December 18, 2020, Minister of State for Skill Development & Entrepreneurship (MSDE), RK Singh virtually
launched India’s 1st Centre of Excellence (CoE) for Skill Development in Power Sector at the campus of National
Institute of Solar Energy (NISE), Gwal Pahari, Gurugram, Haryana. The CoE was established as a result of a
Memorandum of Understanding (MoU) between MSDE, Government of India & the Ministry of National Education
& Youth, Government of the French Republic & Schneider Electric.
The CoE was launched in the presence of Guest of Honour, Mr. Daniel Maitre, Minister-Counsellor for Economic &
Financial Affairs, Head of the Regional Economic Department for India & South Asia.
Objective of the CoE:
i.The CoE will serve as a platform to create a robust cadre of certified trainers and assessors across the country.
ii.The certified trainers & assessors will provide skills training to candidates to improve their status of employability
in the fields of Electricity, Automation and Solar Energy Sectors.
Amenities in the CoE:
i.The CoE has been established in an area of 4, 000 Square Feet which was contributed by NISE. It has an annual
capacity of training more than 300 individuals.
ii.The CoE will house 2 labs – Advance Electrician Lab & Solar Lab set up by Schneider Electric as part of its Corporate
Social Responsibility (CSR) initiative.
• Advance Electrician Lab houses specially designed instruments for facilitating training in home & building,
industry installation & automation.
ADB Approved US$300 mn Loan for Primary Health Care Program in Urban Areas; $2mn Additional Grant for
its Implementation
On December 8, 2020, the Asian Development Bank (ADB) approved USD 300 million (about Rs 2,200 crore) loan
for Strengthening Comprehensive Primary Health Care in Urban Areas Program in India. In addition to the loan,
a $2 million technical assistance grant was also provided from ADB’s Japan Fund for Poverty Reduction to provide
technical support for program implementation.
Aim: The program involving all levels of governance viz. Central, State, and Municipal will strengthen, upgrade, and
increase the number of functional health and wellness centers in 13 states. It also aims to address COVID-19
challenges and to ensure equitable access and continuous provision of nonCOVID-19 health services.
• The program will support the Ayushman Bharat (the Healthy India initiative) Health and Wellness Centres
(AB-HWC) and Pradhan Mantri – Atmanirbhar Swasth Bharat Yojana (PM-ASBY).
• The 13 states are Andhra Pradesh, Assam, Chhattisgarh, Gujarat, Haryana, Jharkhand, Karnataka, Madhya
Pradesh, Maharashtra, Rajasthan, Tamil Nadu, Telangana, and West Bengal.
Key Points:
–It will conduct awareness and education campaigns on health and nutrition, including preventive measures and
strategies.
–It will also look after the physical and mental health and wellbeing of beneficiaries.
–It will benefit an estimated 256 million urban residents. , including 51 million from the slum
Reason behind the Program:
The COVID-19 pandemic has revealed that the Indian healthcare system is lacking behind even after the initiation of
favorable schemes by the Government. Taking this into consideration India launched Rs 65,560.98 crore PM-ASBY in
September 2020. Now in order to support it, the ADB funded above mentioned program was launched.
CGWB and CSIR-NGRI sign MoA for High-Resolution Aquifer Mapping & Management in Arid Region of NW
India
On December 21, 2020, a Memorandum of Agreement (MoA) was signed between Central Ground Water Board
(CGWB), Ministry of Jal Shakti and Council Of Scientific And Industrial Research–National Geophysical Research
Institute (CSIR-NGRI) headquartered in Hyderabad (Telangana) for use of advanced heliborne geophysical survey
and other scientific studies in parts of Rajasthan, Gujarat and Haryana under the Aquifer Mapping Programme.
• It was signed by GC Pati, Chairman, CGWB and Virendra M.Tiwari, Director, CSIR-NGRI in the presence of the
Union Minister Gajendra Singh Sekhawat, Ministry of Jal Shakti (MoJS) and Union Minister Dr. Harsh Vardhan,
Ministry of Science and Technology in New Delhi.
• This is the first time MoJS will use the state of the art technology for identification of aquifers in large/semi-
arid areas.
• The major objectives of the study include High resolution aquifer mapping using heliborne geophysical
studies.
Key Points:
–The study will generate groundwater data in very short time period and will help CGWB in finalizing the
groundwater management plan for water stressed areas.
–The estimated cost of phase- I of the project would be Rs 54 Crore.
–Under phase- I of the project, an area of nearly 1 lakh sq km would be covered.
• Nearly 65,500 sq km of western arid Rajasthan (covering parts of Bikaner, Churu, Ganaga Nagar, Jalor, Pali,
Jaisalmer, Jodhpur and Sikar districts).
• 32,000 Sq. Km arid parts of Gujarat (covering Rajkot, Jamnagar, Morbi, Surendranagar and Devbhumi Dwarka
districts) and
• Nearly 2500 sq km of Haryana (covering Kurukshetra and Yamuna Nagar districts).
