Republic of the Philippines OFFICE OF THE PRESIDENT COMMISSION ON HIGHER EDUCATION MEMORANDUM FROM THE OFFICE OF THE CHAIRPERSON For i All Eligible Higher Education Institutions Subject i Call for Proposals for the Continuing Professional Education (CPE) Grants under the K to 12 Transition Program Date i 10 May 2020 Pursuant to Commission on Higher Education (CHED) Memorandum Order (CMO) No. 72, s. 2017, as amended, “The Revised and Expanded Guidelines for the Continuing Professional Education (RECPE) Grants Under the K to 12 Transition Program”, and CEB Resolution 191-2020 dated March 10, 2020, the Commission is inviting eligible Higher Education Institutions (HEIs) to submit proposals for the RECPE Grants on or before June 30, 2020. Submissions will be processed by batch based on the following cut-offs: May 25, and June 15 and 30, 2020. Submissions in later batches shall be subject to availability of funds and non-duplication of materials development. The CPE Grants can be availed to conduct capacity-building of HEI personnel coming from both public and private HEIs. It can also support development of instructional materials that will be disseminated publicly on an open access arrangement. The grant is open to the following institutions: (1) non-stock non-profit (NSNP) private HEIs with autonomous or deregulated status, (2) SUCs, LUCs, and NSNP private HEIs with programs recognized as centers of excellence or development, (3) SUCs, LUCs, and NSNP private HEIs with permit to offer distance education programs, and (4) SUCs, LUCS, and NSNP private HEIs, recognized by the Commission for its expertise, who do not belong to any of the first three categories but have proof of capability to design and manage unique flexible learning solutions at scale as determined by the Technical Panel/Committee. Institutional consortium arrangements are encouraged where three or more institutions can facilitate capacity-building initiatives more efficiently and robustly. Stock and for-profit institutions may join consortia led by eligible HEIs. In view of the Covid-19 pandemic, the need to train faculty and develop instructional materials for flexible learning, and consistent with the need to capacitate faculty members of higher education institutions during the K-to-12 transition period, the Commission will prioritize the following areas: 9. ippines h Tol, Nos.: 441-1177, 385-4391, 441-1169, 441-1149, 441-1170, 441-1216, 392-5296, 441-1220 441-1228, 988-0002, 441-0750, 441-1254, 441-1235, 441-1256, 441-8910, 441-1171, 352-1871 1, training on both wired and non-wired flexible learning options (FLOs) specifically in the areas of curriculum design, learning delivery, assessment of learning outcomes, and technology integration; 2. development of appropriate educational resources for both wired and non-wired FLOs for an entire degree program; and 3. training of administrative and other non-academic personnel in support of the delivery of both wired and non-wired FLOs specifically in the areas of IT support, student wellbeing, and student services. Further, the Commission will prioritize proposals based on implementation readiness prioritized as follows: (1) capability for completion and delivery by the opening Of classes in August 2020, (2) capability for completion and delivery on or before December 2020, and, subject to availability of funds, (3) capability for completion and delivery after CY 2020. Further preference will be given to proposals that are shorter than one year and will cover only CY 2020. The grant has two modalities: (1) delivery of training programs, preferably online, to HEI personnel which must include those outside the Lead HEIs institution, and (2) development of both print and digital open education resources which shall be made available and disseminated widely under an open access arrangement. For both modalities, the outputs must be documented in module format for both wired and non- wired open access. Open education resources should be aligned with specific courses identified in the CHED Memorandum Order. Instructions on the process of submission are available at chedk12.com/RECPEapplication.
