Intelligent power-off of carriers in the same coverage is started only when the predicted
downlink PRB usage of the target cell is less than the sum of downlink PRB usage threshold
and downlink PRB usage offset. This prevents the powered-off carrier from being powered on
again due to high downlink PRB usage after UEs are handed over to the target cell.
