Context

Current Language Proposal Plan is written to raise communicative competence of young learners in
language foreign acquisition. It proposes implementation of teaching Foreign Language at a very
young age and based on Masaru Ibuka’s (1971) “Kindergarten Is Too Late concept”, which inspired
the creation of the whole early development program and educational institutes in many developed
countries. The proposal is based on the outcomes of these policies and grounded on the research in
the area and intends their implementation in Uzbekistan.

Goals and objectives

To improve communicative competence of young learners of Uzbekistan. Graduating level of young


learners is expected as Pre-A1.

Inventory

Recent LPP program “Ilk Qadam” enacted by Uzbekistan government proposes teaching Second
Language starting from year 6. According to the concept of Macaro Ibuka after 3 years it is late to
start teaching Second or Foreign Language. My suggestion is to introduce foreign language and
Russian language at an early age into young learners.
