Introduction:
Traffic management is the organization, arrangement, guidance and control of both stationary and
moving traffic, including pedestrians, bicyclists and all types of vehicles. Its aim is to provide for
the safe, orderly and efficient movement of persons and goods, and to protect and, where
possible, enhance the quality of the local environment on and adjacent to traffic facilities.

Purpose
The Purpose of this plan is to outline the requirements for controlling traffic on diversions during
the construction. It applies to all operations utilizing road or off-road transportation
The overall traffic management plan delineates the safety standards in terms of Construction
zones, Signage’s and Safety measures in diversions meant for accommodating traffic without
interrupting the progress of work.

Objectives
1. Warn the road user clearly and sufficiently in advance.
2. provide safe travel to the drivers of vehicles plying near to the project and provide
protection to the project workers when they are at work
2. Provide safe lanes for guiding user.
3. Provide adequate measures that control driver behavior through construction zones.

Hazard
Hazard in road works due to external traffic are as follows:
1. Construction worker hit by external vehicles while working
2. Collision due to improper traffic Management
3. Road user hit by construction vehicles

Traffic Management Practices


The traffic management strategies include the following fundamental principles:
1. Making the traffic safety an integral and high priority element of the project.
2. Avoid inhibiting traffic as much as possible.
3. Guide drivers in a clear and positive way.

Traffic Management planning

Provision of Traffic Diversion

General
1. Length of any one traffic diversion will be kept limited to 0.50 km.
2. There will not be more than 2 operational diversions at any one time.
3. In case of encountering with any overhead utility the vertical clearance shall be kept min.
5.5 m

Case-A: New Diversion (By pass)


Stage I: A gravel road for diversion will be constructed with min width of 5m for two
way traffic. Where diversion consists of separate one-way lanes min width of each
diversion will be 3m.
Stage II: All the traffic signages will be installed as per Traffic Control Plan given
below. Proper illumination and delineation shall be ensured for night time traffic.
Drums, Traffic Cones, safety tape and Barricades will be provided as and where required.

Stage III: Traffic shall be allowed on the diversion with deployment of flagmen and
Security to ensure free flow of 2-way traffic

Case-B: Half Width of Existing Road to be used as diversion

Stage I: The existing road will be widened wherever possible to accommodate two-way
traffic (5m width)

Stage II: All the traffic signages will be installed as per Traffic Control Plan given
below. Proper illumination and delineation shall be ensured for night time traffic.
Drums, Traffic Cones and Barricades will be provided as and where required.

Stage III: Traffic shall be allowed on the diversion with deployment of flagmen and
Security to ensure free flow of 2-way traffic.

Traffic Control on Diversions

1. Planning of number of lanes required for diversion: If single diversion is provided, then it
will be 2 lanes of 5m width. If two diversions are to be provided, then each shall be
single lane of 3m each.

2. Arrangement of advance signage’s shall be as follows


a) Keep Left 25 m
Diversion
b) Men at work 25m
c) Speed limit 50m
d) Men at Work
Diversion Ahead 100m
e) Narrow Road 150m
f) Caution! Drive Slow

Traffic Running on Project Road


Necessary traffic control devices (viz. barricades, delineators etc.) and road signs
(viz. men at work, speed limit etc.), will be provided and will be removed when not
required.
At work location, necessary signage’s will be provided on both sides of the location.
Men at Work – 2 Nos.
Drive Slow (a message on safe driving.

Other than above wherever required following signages and measure will be taken as and where
required:
1. Delineation of edges with help of sand bags, cones, wooden or plastic delineators
2. Warning about any identified hazardous area
3. Signs showing Heavy Machines Crossing at entry and exit gates of contractor’s
camps.
4. Speed breakers with signage wherever necessary and permitted
5. Barricading on narrow road locations
6. Barricading the area if workmen must work in running traffic
7. Deputing flagman in case a construction vehicle must enter traffic zone for work
8. Overall safety signboards will be installed at start and end point of the project
jurisdiction.

Traffic control Devices.


It is used to regulate the traffic in road construction zone which include:

1. Road signs
2. Hoarding boards.
3. Delineators
4. Safety cones.
5. Flashing lights

Road Signs - It consists of three categories

Mandatory /Regulatory Signs:

This sign has special legal obligation and mostly are in circular shape.

Cautionary / warning signs:

These signs are used to warn road users of the existence of certain hazard either on or adjacent
to the roadways. These signs are triangular shape with red border and black symbol or message
on white background.

Informatory signs:

This signage’s are used to guide road users along routes, inform them about destination and
distance, identify points of geographical and historical interest and provide other information that
will make the road travel easier, Safe and pleasant. They are usually rectangular in shape.

Hoarding/Barricading

During the construction operation as and when required, the work area will be
barricaded by using Barricade Board/tape. These barricading will be provided at regular interval
except of approach to shops / residential premises.

Delineators

Delineators are devices or treatment which outline the roadways or


portion which include Safety cones, traffic cylinder, caution tapes, Drums, Painted lines, raised
pavement markers, guide post, post mounted reflectors etc. They are substitute for warning signs
or barriers for out of control vehicles. At the location where the traffic is expected to get diverted to
the other carriageway PVC or concrete delineators painted with black and white strips will be
placed at a regular interval.

Red colored reflectors strips will be fixed to the delineator so as to make it visible to the traffic from
either direction during night. These delineators will be placed at a suitable spacing to guide the
drivers along a safe path and control the flow of traffic.

Construction Entry/ Exit points

Construction entry/ exit points will be clearly identified and marked. Construction
traffic will be allowed to enter/ exit the construction area through these openings
only. These will be marked with signboards or red colored flags with traffic marshals
if required.

Procedure for implementation


1. If required, the traffic management plan for a particular stretch along with the checklist
will be submitted to client for approval.
2. The plan traffic control devices will be installed at site.
3. The traffic will be diverted, and construction activities will be commenced.
4. The maintenance of traffic control devices will be done by Section in charge/ Engineer.

Safety of Project Workmen at Site


1. Safety of the project workers at site during duty hours will be ensured.
2. Safety Helmets, Safety jackets, Safety shoes and job specific PPEs will be provided to
workmen at site and it will be compulsory for them to wear.
3. Site engineers will ensure the use of PPEs by workmen.
4. The work area shall be clearly marked/delineated and secluded with clearly marked
entry & exit points for construction vehicles

Maintenance of Traffic Diversions

For maintenance of diversions and installed traffic control devices periodical check will be
conducted and all the deficiencies or damages will be set right.
