INTRODUCTION

1. The urgency of the subject

Currently in Vietnam in particular and around the world in general, the

customs office plays an extremely important role in implementing a series of
extremely important government policies and contributing to realizing a number
of national development goals. In addition, Customs also serves as the first
window that the world looks through a country in which it does a lot shaping
the perceptions of key individuals and organizations involved in important
foreign trade and investment decisions. Without an effective Customs regulator
the government would not be able to meet their policy goals of revenue
collection, trade facilitation, statistical trade and social protection from a wide
range of national security and social issues. The contribution of customs to
national development has enormous potential and is possible it makes a
remarkable difference to the lives of many poor people in a country.

Therefore, it is necessary to build a modern Vietnam Customs with

adequate and transparent mechanisms and policies, simple and harmonious
customs procedures up to international standards, based on the application of
information technology. , centralized data processing and widespread
application of risk management, reaching a level equivalent to that of advanced
countries in Southeast Asia. To build a professional and specialized customs
force with modern technical equipment, effective and efficient operation,
contributing to facilitate legal commercial activities, tourism development.
attract foreign investment, ensure national security, social safety, protect the
interests of the state, and protect the legitimate rights and obligations of
organizations and individuals.
2. Opjectives of the study
The thesis's research objectives are based on theoretical research and
analysis of the status of professional capacity assessment of the customs offices
in Vietnam. Proposing appropriate measures to improve professional capacity of
