SUBJECT: Ethiopia – Addis Ababa – A/E Shop Drawing Review

Summary:
OBO Fire reviewed the Ethiopia – Addis Ababa A/E Shop Drawings submittal dated October
2020. The submittal is incomplete and does not meet the design requirements indicated in the
2015 IBC and referenced codes and standards.

Comments from the previous shop drawing review letter dated September 15, 2020 have been
repeated herein, with status of each comment in bold.

Fire Protection Shop Drawing Review August 26, 2020:


1. General: A cover sheet has not been provided. Cover sheets are utilized to provide an
overview of the entire project and indicate general requirements. Provide a cover sheet
indicating applicable codes and standards, general notes, scope of work, sprinkler design
criteria, drawing index, and abbreviations in accordance with CAD Standards.

2. General: Drawings are not signed or sealed by a qualified designer. An individual
meeting the requirements of the specification for a qualified designer shall sign and
stamp the shop drawings. In addition, a notarized copy of qualifying certificate (NICET
III or higher in water based fire protection systems layout or licensed fire protection
engineer) should be sent to OBO/OPS/FIRE prior to installation in accordance with IBC
Section 107.3.4. If possible, OBO/OPS/FIRE recommends utilizing a qualified designer
from South Africa.

3. General: Addis Ababa is located in a Seismic Design Category D (see General Notes in
the project’s Structural Drawings for additional information). The fire protection shop
drawings need to include seismic restraints and provide details for longitudinal, lateral,
four-way, sway bracing and wall penetration details (utilize flexible couplings on either
side of a wall penetration). In addition, the drawings need to include seismic calculations
in accordance with NFPA 13 Section 9.3 and Annex A Figure 9.3.5(a).

4. Sheet FF 301: The fire pump arrangement appears to be installed in accordance with UK
standards (redundant fire pumps) rather than NFPA 20 (2013). Instead of installing two
fire pumps a single diesel fire pump should suffice, unless hydraulic calculations prove
otherwise. OBO/OPS/FIRE recommends utilizing a single skid-mounted diesel fire pump
pre-fabricated by Fluid Solutions LLC.

Fire Alarm Shop Drawing Review August 26, 2020:
5. General: The fire alarm system design is part of the electrical low current system
package, which includes other trades e.g. security. The fire alarm drawing package shall
be its own standalone submittal and contain only scope related to fire alarm system
design in accordance with IBC Section 907.1.2.
This comment was corrected. The fire alarm system has a separate set of drawings.
WSP: The drawings are standalone, there is no other system indicated in the drawings

provided. However, the design does not meet NFPA 72 design standards, as
referenced by the IBC. Notable discrepancies include:
General: The consultant had revised the drawings based on NFPA 72.
However, due to cost issues, these set of drawings were done with the
consent of the system reviewer.
WSP: The fire alarm system is designed based on NFPA 72 and Local
authority requirements.
1. Drawings do not differentiate the functionality of various smoke
detectors. For example, a subscript should be used to identify smoke
detectors that initiate phase 1 elevator recall. Clarify which smoke
detectors require additional programming for phase 1 elevator recall
and stair pressurization. The colored comments appear Not attended
This is clearly explained on the cause and effect matrix.
WSP:
In accordance with NFPA 72, section 21.3.3 Phase I elevator recall – The
elevator will be recalled upon confirmed fire signal from the fire alarm
device located in the elevator lobby as indicated in the sequence of
operation and same was included in the fire code study sheet.

2. Drawings do not identify circuit classification for the initiating device


circuit and notification appliance circuit. The plans allude to both
Class A and Class B circuit configurations; however, end-of-line-
resistors are not indicated. Please provide clarification as to what
circuit type is being provided and indicate location of end-of-line-
resistors.

3. The sequence of operations does not differentiate smoke detectors
located in tenant suites from smoke detectors in common areas. This
type of configuration would lead to nuisance alarms. OBO/FIRE
recommends smoke alarms (sounder base) in lieu of smoke detectors
and recommends the following sequence of operations for tenant
smoke detectors:
 When a single smoke alarm is activated within the tenant suite
only the smoke alarms within the suite shall go into alarm.
When two smoke detectors activate within the same suite, the
entire building will go into general alarm. If the sequence of
operations remains as shown tenants and building staff will
likely experience numerous false evacuations.
Please find the attached cause and effect matrix.
WSP – Currently, the fire alarm system programmed based on positive
alarm sequence in accordance with NFPA 72 to minimize the nuisance
alarm. This will applicable to tenant suite as well and acceptable to local
authority. Also, 180 seconds investigation period considered for single
detectors activation within the tenant suite.

4. The fire alarm plans indicate full smoke detection with the tenant
units; however, smoke alarms are only required in each sleeping area
and outside every sleeping area in the immediate vicinity of the
bedrooms i.e., corridors. Consider removing smoke detection from
tenant closets, kitchens and areas that do not have direct access to
bedrooms.
17.5.3.1 Total (Complete) Coverage. Where required by other governing
laws, codes, or standards, and unless otherwise modified by 17.5.3.1.1 through 17.5.3.1.5, total
coverage shall include all rooms, halls, storage areas, basements, attics, lofts, spaces above
suspended ceilings, and other subdivisions and accessible spaces, as well as the inside of all
closets, elevator shafts, enclosed stairways, dumbwaiter shafts, and chutes.

WSP – The detectors are provided based on project specification which was more than the code
requirements. All the devices are procured, and the detectors will be remain same as indicated in
the drawings.

6. General: Drawings are not signed or sealed by a qualified designer. An individual


meeting the requirements of the specification for a qualified designer shall sign and
stamp the shop drawings. In addition, a notarized copy of qualifying certificate (NICET

7. General: The fire alarm system was designed using the BS 5839 UK Fire Standard;
however, the IBC references the NFPA 72 design standard. NFPA 72 and BS 5839 are
similar in kind; however, one significant difference between the two is the spacing
requirements for audible and visual appliances. NFPA 72 is more conservative in regard
to spacing of visual appliances. The audible/visual appliance layout shall be revised
using the spacing requirements contained in NFPA 72 (2013) Section 18.4 and Tables
18.5.5.4.1(a) and 18.5.5.4.1(b). is the spacing issue addressed?
General: The consultant had revised the drawings based on NFPA 72. However, due to
cost issues, these set of drawings were done with the consent of the system reviewer.
There was a sound consultant who verified the specified sounders in each apartment as
well as those in the corridors will provide sufficient sound to evacuate.
WSP: The sounders with strobe lights are provided including the basements and typical
levels as commented. NFPA 72 is not providing specific distance requirement as long as
sound levels are met

8. General: The following list represents the minimum documentation required for all fire
alarm and emergency communications systems per NFPA 72 (2013):
a. Written narrative providing intent and system description per 7.2
The intent and system description is provided on the cover page of the drawing. – to be

b. Riser diagram per 7.2
1. 12/18/2020 Comment Open: A riser diagram has been provided for
both the SLC and NAC circuits. However, it is unclear where each
circuit terminates and what circuit classification the system is. The
riser diagram indicates a Class B circuit but doesn’t show an end-of-
line-resistor. Also, fire dampers are mechanically operated and cannot
be interfaced with a fire alarm control system. Does the designer
mean smoke dampers?
The circuit is Class A. Both the NAC and SLC circuits are terminated at
the main fire alarm panel. The designer means smoke dampers.
WSP – The provided circuits are in accordance with NFPA 72

NAC – Class B circuit
The motorized smoke dampers are interfaced with fire alarm system as
part of smoke control system.

In addition, it appears several panels are missing from the fire alarm
system. How will the local fire department be notified if there is an
alarm? Typically, a DACT panel transmits a signal to a control
center, which in-turn sends a signal to the local fire department.
Where do the firefighter phone jacks connect to? How do the
notification appliance interface with the FACP? Typically, NAC
panels control the notification appliances. Can the FACP power all of
notification appliances?
The FACP will power all the notification appliances. There is an
emergency voice communication system (EVCS) included.
WSP :
a) Local authority do not have the DACT system to notify the fire
signal from the building automatically, the local fire department
will be notified through telephone.
b) Fire fighters phone jack connected with the fire alarm system.

c) All notification appliances are connected with the fire alarm


system through amplifier, the amplifier has own battery.
d) All the batteries are sized to operate all notification devices
simultaneously (full load) as required by NFPA 72.

c. Sequence of operation in an input/output matrix
1. 12/18/2020 Comment Open: A sequence of operations narrative has
been provided. The alarm sequence suggests a general alarm
sequence. However, due to the large occupant load in this building
wouldn’t a selective evacuation sequence make more sense (floor
above and floor below alarm)?
This is exactly how the sequence of operation is provided. There will be
an alarm in the floor above and floor below if no action is taken in 15
seconds. If no action is taken in 180 seconds, the alarms in the rest of the
floor will be activated.
WSP – Refer to the cause and effect matrix, initially fire floor, floor above
and below will be evacuated automatically upon confirm fire signal. The
total building evacuation can be broadcasted from the FACP when
required. Revised cause and effect to prepared by the contractor.
we think we need to confirm this statement, unless it was corrected
now the previous arrangement was to make total evacuation, modified
cause and effect matrix shall be attached.

In addition, the riser diagram includes interfaces from the access
control system, Kamelon windows, smoke dampers and guard house
panel. However, the sequence of operations narrative does not identify
how these are controlled by the fire alarm system. Identify how these
systems are interfaced and their functionality.
On the cause and effect matrix, these items are indicated as “ release
secured door, high speed door, sliding door & door holder” for the access
control system, “smoke extract/supply damper close” for smoke dampers
and “mimic panel/repeater panel” for the repeater panel at guard house.

14. General: Life safety drawings indicating occupant load calculations, occupancy/use type,
exit remoteness, common path of travel, travel distance, and construction type have not
been provided. Code compliant life safety drawings shall be provided in accordance with
IBC Section 107.2.3. Sheets AR719-744 do not have enough detail. (AR719-726 Evac
plans, AR727-728 Penetration details, AR 730-744 Penetration plans.)

18. General: Note interior exit stairways that continue below the level of exit discharge must
be provided an approved barrier to prevent occupants from unintentionally continuing
into levels below per IBC Section 1023.8.

20. General: The drawings shall include a flame spread index classification on the interior
finish schedule for common areas (lobbies, corridors, etc.) to confirm the material meets
IBC Sections 803 and 804.

coverings being utilized. Combustible wall coverings in Type I, II, III and IV
construction must meet the requirements in IBC Section 1406.2.1 and are limited to

22. General: The project has an occupant evacuation elevator. Please note the following
code requirements, some of which require coordination with other trades:
a. The occupant evacuation elevator lobby floor area shall accommodate one
wheelchair space of 760 mm by 1220 mm for each 50 persons, or portion thereof,
of the occupant load of the floor area served by the lobby (IBC 3008.6.4).
b. The occupant evacuation elevator lobby floor area shall accommodate, at 0.28 m2
per person, not less than 25-percent of the occupant load of the floor area served
by the lobby (IBC 3008.6.4).
c. Wires and cables outside the elevator hoistway, machine room, and control room
and provide normal or standby power, control signals, communication, and fire-

detecting systems to occupant evacuation elevators shall be protected by


construction having a fire-resistance rating of not less than 2-hours (IBC
3008.7.1).
