A RESOLUTION RECOMMENDING THE ENGAGEMENT OF
THE NATIONAL PRINTING OFFICE (NPO) FOR THE
PROCUREMENT OF PRINTED METER STICKERS AS A RESULT
OF AN AGENCY-TO-AGENCY ARRANGEMENT AS AN
ALTERNATIVE METHOD OF PROCUREMENT
WHEREAS, Section 48.1 of Rule XVI (Alternative Methods
of Procurement) of the Implementing Rules and Regulations (IRR) of
the Government Procurement Reform Act (R.A. No. 9184 or the GPRA)
states that “Subject to the prior approval of the Head of the Procuring
Entity, and whenever justified by the conditions provided in this Act,
the procuring entity may, in order to promote economy and efficiency,
resort to any of the alternative methods of procurement provided in the
Rule. In all instances, the procuring entity shall ensure that the most
advantageous price for the Government is obtained”;
WHEREAS, Section 48.3 of Rule XVI of the GPRA IRR states
that “The method of procurement to be used shall be as indicated in the
approved Annual Procurement Plan (APP)”;
WHEREAS, Section 53.5 (Agency-to-Agency or A2A) of the
GPRA IRR states that as an alternative method of procurement, the A2A
is the “Procurement of infrastructure projects, consulting services, and
goods from another agency of the GOP, such as the Procurement
Service of the DBM, which is tasked with a centralized procurement of
commonly used Goods for the government in accordance with Letters
of Instruction No. 755 and Executive Order No. 359, series of 1989”;
WHEREAS, the Government Procurement Policy Board
(GPPB), is the government agency authorized to formulate public
procurement policies, rules, and regulations, and amend, whenever
necessary, the IRR-A;
WHEREAS, on 31 May 2007, the GPPB approved the
implementing guidelines on Agency-to-Agency (A2A) arrangements
under Section 53.5 of the IRR-A of RAgi84 thru its GPPB Resolution
No. 18-2007 otherwise known as the “Approval of the Implementing
Guidelines on Agency-to-Agency Arrangements under Section 53.5 of
the IRR-A of R.A. 9184”;

‘THE ALTERNATIVE METHOD OF PROCUREMENT
WHEREAS, GPPB Resolution No. 05-2010 issued on 29 October
2010 identified the following Recognized Government Printers (RGP):
(1) Bangko Sentral ng Pilipinas (BSP); (2) the APO Production Unit,
Inc. (APO); and the (3) National Printing Office (NPO);
WHEREAS, the ERC in its approved 2016 Annual Procurement
Plan (APP) indicated that Agency to Agency is more efficient and
economical for the government as the mode of procurement to purchase
the “acceptance stickers” or “meter stickers”;
WHEREAS, the ERC 2016 BAC issued invitation letters to the
Recognized Government Printers (RGPs) listed in GPPB Resolution No.
05-2010, namely: (1) Bangko Sentral ng Pilipinas (BSP); (2) the APO
Production Unit, Inc.; and the (3) National Printing Office (NPO),
requesting for the submission of Request for Quotations or RFQs;
WHEREAS, the ERC posted a Request for Quotation (RFQ) on
17 February 2016 (Wednesday) for the Procurement of
Printed Meter Stickers with an approved budget for contract (ABC)
amounting to Four Million Two Hundred Thousand Hundred
Pesos (PhP4,200,000.00) at the ERC Website and bulletin boards
in the premises of the ERC;
WHEREAS, during the duly scheduled Opening of Quotation
on 26 February 2016 (Friday) at two-thirty in the afternoon
(2:30 P.M.) at the ERC — Main Office, 18 Floor, Pacific
Center Building, San Miguel Avenue, Pasig City, it was only the
National Printing Office (NPO) that submitted a quotation amounting
to Three Million Five Hundred Eighty-Eight Thousand Pesos
(PhP3,588,000.00);
WHEREAS, after careful evaluation of the submitted RFQ by the
NPO, the BAC found that NPO is technically, legally, and financially
capable bidder, thereby, declaring said bidder as having the Single
Calculated and Responsive Bid (SCRB) for the Procurement of
Printed Meter Stickers;
NOW, THEREFORE, We, the Members of the ERC 2016 Bids
and Awards Committee (BAC), hereby recommend to the ERC
Chairman and Chief Executive Officer (CEO) Jose Vicente B.
Salazar to award the bid and to engage the National Printing Office
(NPO) for being the Single Calculated and Responsive Bid (SCRB) ) for
the Procurement of Printed Meter Stickers.
RESOLVED at the ERC Main Office, Pasig City, this 17% day of
