MEMORANDUM

SUBJECT : Proposed Repair of St. Joseph LRB, San Juan City

May we request for the General Manager’s consideration and approval of the Repair
of St. Joseph LRB, San Juan City.Said project has a total amount of One Million Four
Hundred Ninety One Thousand Nine Hundred Two and 04/100 Pesos (Php
1,491,902.04) and is to be undertaken within Sixty (60) calendar days.

I. BACKGROUND

The proposed repair works concerns the Six (6) Five (5) Storey Low Rise Buildings
located in Pinaglabanan Street, Brgy. St. Joseph, San Juan City. It was a joint project
undertaken by the National Housing Authority and the Local Government Unit of the City of
San Juan in order to address the housing needs of Informal Settlers Families residing along
danger areas of the city. The construction of the project was started on February 10, 2014
and completed on May 05, 2015. First batch of awarded families were moved-in dated
December 10, 2015 and is fully occupied to date.

II. JUSTIFICATION

The NHA San Juan-Mandaluyong District Office received information and a formal
letter from St. Joseph LRB Homeowners Association dated 28 January 2020 citing
defects/deficiencies on the buildings caused by heavy typhoons and series of earthquakes
which occurred in 2019. Technical personnel from this office were then able to conduct field
inspection to validate the said matter. Based on the Technical team’s assessment, it was
found out that said defects were evident on site and needed to be repaired in order to
prevent further damage to the buildings which likewise caused defects on the residential
units (see attached actual photos). In addition to this, vertical extension of perimeter fence
beside the Sewage Treatment Plant (STP) was recommended by the City Environmental
and Natural Resources Office (CENRO) of San Juan. Said recommendation was raised
during a meeting held at the St. Joseph LRB in order to minimize odor emanating from the
STP during settlement of sludge on the chamber which serves as part of its process cycle
that crossed and affect nearby houses.

III. PROJECT BRIEF

The Propose Project calls for the Repair of St. Joseph LRB in San Juan City. The
work components include the following:

Waterproofing Works, Repair of Damaged Concrete Floor Toppings,


Installation of New Stainless Gutter, Repair of Damaged Roof and Eaves,
Installation of New Stainless Steel Breaker Enclosure, Repainting of Breaker
Enclosure, Repair of Damaged Parapet Wall of Elevated Water Tank, Repair
of Damaged Balcony Railings and Installation of New Manhole Concrete
Cover
3. Vertical Extension of Perimeter Fence Near STP

IV. SOURCE OF FUNDS

All costs incurred in the project shall be charged to the Board - Approved Work
Program and Corporate Operating Budget for FY 2020. It shall include the following subject
to verification of actual expenses:

Contract Cost = Php 1,491,902.04

V. RECOMMENDATION

In view of the of the urgency posed by the above,may we therefore recommend for
the approval of the Proposed Repair of St. Joseph LRB located at Pinaglabanan Street, Brgy.
St. Joseph, San Juan City San Juan City in the total amount of ONE MILLION FOUR
HUNDRED NINETY ONE THOUSAND NINE HUNDRED TWO AND 04/100 PESOS (Php
1,491,902.04), which is to be undertaken within Sixty (60) calendar days. Attached are the
complete architectural as-built plans, bar chart & PERT-CPM and cost estimates for your
approval.
