Statement of the Problem

The main problem encountered by most barangays in Philippines is the difficulty in


recording data and undependable reports of information. This is because they still practice
manual use of storing and retrieving data.

 Difficulty in keeping, updating, tracking and retrieving of personal information of


residents in their respective barangays due to manual storing of data.
 Residents are having a hard time acquiring certificates they need due to delayed
response from the barangay.
 The resident’s files, documents, certificates and other important information are not
properly organized. Keeping important files for future usage is not an easy thing to
do manually.
 When the resident requested a document, the barangay officials are having a hard
time finding it because of the manual storing of documents.
 Losing important files and documents of residents due unsecured storage and
manual storing of data.
 Manual processing of data is a waste of time.
 A traditional paper and pen recording of blotter, summons and incidents which is
hard to browse and update.

2. Proposed Solution

Performing a different task in manual way is very time consuming and the technology is giving
us the opportunity to make those things easier and fast. The following are the proposed
solution for every problem encountered:

 A Resident Profiling system for easier keeping, updating and retrieving of personal
information of residents.
 A Document Issuance System for easier acquiring of resident’s certificates.
 The system will organize the files, documents, certificates and important information of
the residents.
 The system will perform a faster way of finding documents and information of the
residents so that the official will not have a hard time finding it.
 The proposed system will have a secured storage so that the important files and
documents of the residents will not be misplaced or lost.
 A Barangay Management System to make the time convenient and hassle free for the
resident and barangay officials.
 A Blotter, Summons and Incidents Recording System for efficient tracking, paperless
recording and swift updating of blotters, summons and incidents.
3. Project Description

The Barangay Management System generally aims to develop a web-based system to support
the functionality and operations of the barangay. This system will be a big help to the Barangay
officials and staffs because it will automate the current manual process and transactions in the
barangay. It will also help them accomplish tasks faster and would also eliminate the need of a
large staff. The system will provide a profiling system that will lessen the possible errors in
searching the resident information, document issuance, lessening the time required on
requesting certificates, and more accurate information of the requestor. The information will be
stored on the centralize database, so every time the authorized person will check the personal
records of the residents; it will be easy for them retrieve.

4. Goals and Objectives


The objective of this project is to develop a Barangay Management System that will help
the barangay officials manage the important files and documents of the residents properly and
to make their work faster, easier and more accurate.
The following are the specific goals and objectives of this proposed system:

 To build a computerized Barangay Management System that can make the records
reliable, accurate, complete, more accessible and therefore, easy to find.
 To improve the barangay’s welfare and their relationship with their residents. The
system is capable of viewing old entries of information concerning health, blotter,
summons and incidents and other important topics that would affect a person’s well-
being in that barangay.
 To build a Resident Profiling System that maintains the residents record as complete and
up-to-date as possible.
 To minimize the time in writing the record and to eliminate the use of paper.
 To have the sought-after quality of service that is fast and accurate.
 To make a system that can provide immediately record of files that the resident’s needs.
 To create a system that will provide secure and safe resident confidential files.
5. Scope and Limitation

Scope

The Barangay Management System will automate the current manual process and transactions
in the barangay. This system is capable of storing and retrieving information. The system have 7
subsystems, below are the coverage of the system:

Resident Profiling System - Allows the system to record existing and new residents within the
barangay.

Document Issuance System - A sub-system of the Barangay Management System that is


responsible for issuing requested documents that were requested by the residents of the
barangay.

Blotters, Summons, and Incident Recording System - this subsystem's goal is to make efficient
tracking, paperless recording and swift updating of blotters, summons and incident cases.

Barangay Clinic Management System – this subsystem’s goal is for keeping and monitoring
resident’s medical information including patients’ profile, patient health records, history of
check-ups, schedules, appointments, and the medical billing.

Barangay Payment System - subsystem aims to settle financial transactions through the transfer
of monetary value.

SK Management System – this subsystem helps the SK officials to manage and plan their
upcoming projects, activities and schedule upcoming events.

Feedbacks and Discussions - subsystem is a place where communication and collaboration takes
place that helps to the services of the Barangay.

Limitation

The system does not cover third-party announcements like job fairs and access to online
services is not available.
The systems are not for the renters or tenants of the Barangay or any workers of all the
tenants of the Barangay.

The system cannot be use in mobile phones.
