(Short-Term Independent Contractor)

Position Summary

RTI International – Advancing Basic Education in the Philippines project of the


Department of Education are implementing several interventions in Regions V and VI
such as teacher professional development, materials development and system
strengthening.

Due to the current crisis, DepEd anticipates that the 2020–2021 school year, children
will likely experience alternating periods of being in and out of school because of a
resurgence of COVID-19 and, therefore, school closures. Ongoing interruptions to
school-based learning, starting with the delay of the start of the 2020-2021 school year
to early October, demand a shift to alternate school modalities and increase the risk
that children will fall behind in their learning and that learning inequalities will increase.
This means that DepEd needs to put in place different, complementary modalities for
assuring continuity of learning suitable for all children forced to learn from home,
regardless of their level of access to digital learning platforms.

The ABC+ cooperative agreement offers an opportunity to support DepEd in the


development as well as implementation of plans to respond to the current crisis. ABC+
will support DepEd’s efforts to prepare for the delayed start of the 2020–2021 school
year, as well as put in place the means to mitigate learning loss during possible
continued or recurring disruptions during the year. Specifically, it is supporting the
Department of Education implementation of the Basic Education-Learning Continuity
Plan (BE-LCP) immediate intervention for the coming school year.

ABC+ intends to examine the conditions and challenges home learning partners are
facing in their roles to support their children’s learning at home. This study will help
DepEd understand the various constraints and practical ways in which their BE-LCP and
learning delivery modalities could be improved. ABC+ plans to administer a survey to
240 home learning partners, selected from 8 schools in Region V and Region VI. To
implement this study, ABC+ will engage Data Collectors to administer the survey to
selected households.

LOE: 12 days with possibility of extension if necessary


Primary Responsibilities

ABC+ will engage 4 Data Collectors (2 for Camarines Norte and 2 for Legazpi City) who
will administer the surveys by phone or face to face and will be contracted to assist with
the following specific tasks:

 Participate in training for survey administration and protocols;


 Administer the survey strictly adhering to survey research protocols and safety
protocols;
 Faithfully record and document respondent answers;
 Participate in post-survey debrief;
 Survey approximately 30 households for a minimum of 3 households surveyed
per day;
 Perform other tasks as maybe assigned by the Activity Manager related to the
conduct of the survey.

Associated direct costs such as communication and transportation expenses will be


included in the not-to-exceed amount. Receipts for all authorized expenses should be
provided for reimbursement.

Minimum Qualifications:

 Bachelor’s degree holder, preferably from the field of Education;


 Highly experienced professional in conducting survey research and interviews in
the Central Bikol and Tagalog language required;
 Familiarity with educational issues in the Philippines;
 Living and/or proximity to the school-communities assigned;
 Familiarity with electronic mobile devices and apps;
 With laptop computer complete with accessories such as webcam, earphone
with microphone;
 With at least one android cellphone;
 Comfort and familiarity with the use of online platforms, an added advantage;
 With FB messenger and FaceBook proficient;
 Ability to negotiate and relate with people diplomatically;
 Ability to travel to nearby homes and communities and in good health;

 Can speak the local language in Central Bikol and has the ability to communicate
in Tagalog and English;
 Preferably from Legazpi or Camarines Norte.
