GUIDELINES FOR SUBMISSION OF DEVELOPMENT PROJECTS IN SENSITIVE &


POTENTIAL HIGH RISK AREAS FOR CONSIDERATION OF THE DBKK HIGH RISK
DEVELOPMENT TECHNICAL COMMITTEE
1. The DBKK High Risk Development Technical Committee shall meet at once within one to two months
time or case to case basis to give comments, advice and to ensure professional inputs and sufficient
measures are considered by the developer / consultants based on reports, covering among others, the
recommendation for foundation design of buildings and infrastructures including slope stability /
protection.

2. Sensitive and potential high risk areas shall include development on hill side or slope and unstable
ground including swampy and reclaimed areas, building of 10-storey and above, and building
renovation (involving change of usage).

3. The Committee consists of among others DBKK as the secretariat, representatives from Jabatan Kerja
Raya Sabah (Cawangan Rekabentuk Struktur and Cawangan Cerun), Jabatan Mineral & Geosains
Malaysia Cawangan Sabah, Jabatan Perlindungan Alam Sekitar Negeri Sabah, Institution of Engineers
Malaysia (IEM Sabah Branch), Association of Consulting Engineers Malaysia (ACEM Sabah Branch),
Sabah Engineers Association (SEA) and Pertubuhan Arkitek Malaysia (PAM Sabah Chapter).

4. The project owner / developer is to coordinate that his consultant team (will shall include the C&S
engineer, architect, geotechnical engineer / soil investigation contractor, and the engineering geologist
and environmental consultant where necessary) will attend and bring to the meeting extra copies of the
proposed development plans / building plans and / or approved engineering plans, copies of the soil
investigation / geotechnical, hydrological and geological reports and other relevant documents for
circulation during the discussions.

5. Upon satisfied with the soil investigation and other studies carried out, the C&S consultant (submitting
engineer) shall submit directly 9 (nine) sets each of the Soil Investigation Reports and other relevant
reports, plans or documents (including briefing notes) to DBKK to request for a briefing. 1 (one) set of
soft copy of the briefing notes shall also be provided in advance.

6. The C&S consultant (submitting engineer) shall provide sufficient plans to indicate the exact location of
the development site, cross sections of the slope including geological cross sections, embankments,
depth of fill or cut, detailed scope of the renovation works to be carried out including the necessary
structural integrity tests with sufficient photos for easy reference, for discussion and presentation.
Briefing / presentation using soft copy materials is preferred.

7. Latest topography survey plan prepared by licensed surveyor shall be used as a reference for the
briefing / presentation.

8. All copies of the reports and documents shall be certified correct by professionals of relevant discipline.

9. The C&S consultant (submitting engineer) shall lead the briefing and backed up by the other consultant
team members whenever necessary.

10. Only the owner / developer and the C&S consultant will be notified for the briefing and it is the owner /
developer’s responsibility to inform every member of his consultant team to be present for the briefing.

11. If any member of the consultant team that are required for attendance is not present, the briefing shall
be postponed.

Note : This guidelines are by no means exhaustive and will be updated from time to time to reflect the
changing needs and to suit the current / latest requirements or site conditions.
