IRAL REt ‘The approval on the general design and authorization to progress with the implementation of the Water Reticulation and Internal Water Supply services for the proposed development shall be subject to the satisfactory compliance to all the following stipulated Jabatan Air requirements, standards and regulations. 1, Two sets of the following drawings are to be submitted to Jurutera Air Daerah, Tuaran for scrutiny and cost estimatior (a) Layout plan for the reticulation system and sewer line drawing must be submitted to the scale 1:800, (b) Drawing showing details of manholes valves tees, bend, washouts or pillar hydrants, drain-crossings, indicators and other relevant waterworks ancillaries. (©) Cross-section of the reticulation main and communication pipe up to building line including any works constructed directly above the pipe and the sewer line if located water main (scale 1:50). (d) Layout and schematic isometric drawing SF internal plumbing system. (©) Cross-section of cold-water cistern completed with plumbing system, including supporting structure and any other structure constructed above the storage cistern (scale 1:50). (F) In order to provide the accurate update of the key information in our digital mapping database, the submission of the Development plan, Layout plan and Site plan are to be submitted with boundary stone provided with the necessary Land and Survey Skew Grid coordinates, at least 4 boundary stone points are to be provided on the plans for entry in our digital mapping system. Classification, standard and construction specifications of all pipes and appurtenances shall be indicated on the engineering drawings or in a specification document attached with the drawings. (It is preferably that the Water layout network should be in DXF format & a diskette is submitted with the drawings to Jabatan Air for consideration & approval). 2. Since the proposed Development area is within the water stress region, the water pressure might not be sufficient to supply to the overhead storage tanks/cistern during peak hours, Therefore, provision of an efficient booster pumping system is essential. Flow calculation & relevant drawing shall also be submitted to the Jurutera Air Daerah Tuaran for subsequent approval. The booster pumping system shall comprise of balancing tank, pump set with a standby, an external elevated storage tank system capable of providing storage capacity of up to 48 hours supply for the proposed development and Bulk-Meter, 3. A minimum of 4 ft. 6 inches reserve shall be provided for the construction of the Water Reticulation System. The reserve shall cover the site between boundary fencing and roadside Grain and shall be free. from all other services such as electric cable or telephone line/posts, sewer lines, etc. 4. Aminimum distance of 5 ft., center to center in between the sewer line and the water main is to be maintained, except where unavoidable, the pipe shall be efficiently protected. 5. All pipes laid crossing under the drain shall be adequately protected form risk of impairment and shall, where feasible, be laid at a minimum distance of 500mm below the base of the drain. 6. No distribution pipe, communication pipe or service pipe shall be so laid as to pass into or through any sewer, drain or cesspool, or any manhole connected there with. 7. All end caps must be completed with a washout or pillar hydrant, 8. All bends, tee, caps, valves and hydrant valves shall be constructed with anchor block. 9. Pipeline and valve indicators need to be provided. Information such as diameter, type of pipe and the size and type of value shall be shown on the indicators, 10. The pipes for the water reticulation system, which are laid underground, shall be of non- corrosive and durable material. Ductile Iron / MSCL pipes of approved standard are favorably recommended. Exposed reticulation mains shall be of cement lined steel pipes or galvanize iron pipes. 10(a) Supplementary Notes: As the laying of the asbestos cement pipes are to be phased out and more High Density Polyethylene (HDPE) and other forms of Plastic Pipes are to be laid for Water distribution, as in order to reduce and prevent leakage of the pipes that are to be laid: 10(a) 1: JAS should request the Original Certification from the suppliers. 10(a) 2: JAS should not allow (the buying of) inferior quality pipes and fittings with no Certification. Approved local pipe suppliers should have SIRIM certification for Compliance of quality pipe prodticts. The approved SIRIM mark to comply with Malaysian Standard (MS) 1058:1994 should be printed on the pipes at maximum of one (1) meter intervals on the whole length of the pipe. 10(a) 3: Overseas suppliers should have similar quality certifications and markings on the Pipes to comply with the equivalent of the MS for their products, 10(a) 4: JAS is to ban the use of fittings that are incompatible for the joining of HDPE Pipes. 10(a) 5: Developer is to supply the receipt, proof of purchase to this office for ALL the Approved pipes and compatible fittings bought for the proposed development. 410(a) 6: Only a computer numerical controlled (CNC) machine is allowed to be used for “Butt welding’ on HDPE pipes c/w computer printout of each butt-welding joint. ‘The HDPE pipe should be of PN12 grade. 11. The service mains shall not be laid underneath any building or structure and no part of the service mains leading to the kitchen taps shall, at any point be laid higher the level of the kitchen tap, It is recommended that reinforced cement or its equivalent shall be provided for service pipe. (Submit details on the engineering drawings). 12. Within the internal water plumbing system, all communication pipes (the section between the reticulation mains tapping point and the water meter) shall be Stainless pipe. Service pipes, distribution pipes (Mains supplied from the internal storage tank) and fittings shall be of non- corrosive material / pipe and must be approved by SIRIM except where the pipes are exposed iin which case stainless pipe or galvanized iron pipe class ‘C’is to be specified. 12(a) Supplementary Note: When fixing / installing the /%” new meter, the contractor should provide 18” of “gap” fittirig centre to centre between the communication rise-up fitting with the internal service pipe fitting and at least 6” ‘gap’ from the wall to the incoming rise-up pipe. 13. An Overhead Cold-water storage cistern of minimum 200 gallons capacity should be provided for the provision of sanitary appliances within the house-hold. The storage cistern must be of non-toxic and non-water reactive material (HDPE tanks are highly recommended). It should be placed away from direct sunrays to avoid growth of algae, which will discolor and contaminate the supply. 14, The storage cistern shall be so placed and fitted that the interior thereof can be readily inspected, cleansed and repaired (allowable area is 300mm x 300mm clearance all around and 375mm Head clearance). Every ball tap of float-operated valve fitted to a storage cistern shall be securely, rigidly fixed thereof above the water line, and shall be supported independently of the inlet pipe (unless such inlet pipe Is itself rigidly fixed to the cistern) in such a position that no part of the body of the tap or vaive will be submerged when the cistern is charged to its ‘over flowing level. Suitable space for maintenance purposes, especially near the float-valves should be provided i.e. 375mm-head clearance, The minimum height between the top of the storage cistern to gravity feed of a shower is approx.1.5m. 15. The sitting of the meter shall be decided upon by the Jabatan Air representatives/office that shall at liberty to fix the meter at a point most convenient to him. Unless there are specific reasons for doing so, all meters should be installed in the front portion outside the boundary line/fencing of the consumers’ compounds, as they are responsible for the meters’ safe custody. All meters should be fixed complete with lockable valve and if there is an SESB Transformer, the Bulk Water Meters shall be installed at different sides of the entrance gate from the SESB Transformer station, That is, if the SESB Transformer station occupies the RHS (right hand side) of the entrance gate the water meter shall be at the LHS (left hand side) of the gate the nearest. 16. All costs arising from construction, shutting advertisement and connection of the reticulation system and all internal plumbing connected therewith, to the existing government water main shall be borne by the developer owner. It shall be the discretion of the Jabatan Air to establish which existing mains are the most appropriates to make the connection from. 17. Upon approval of the plans stipulated above, our office shall prepared the cost estimate and shall advise the developer the sum required to be remitted to Pengarah Air, Jabatan Air. The sum shall constitute Departmental Fees which is 10% to 15% of the total Labour and Material Costs. Works on the reticulation system is not allowed unless this is duly remitted. Developer/Contractor is to submit a Banker‘s Guarantee equivalent to the total of Labour Cost. This Banker’s Guarantee shall be released back upon completion of the works. Developer/ Contractor is also required to buy Banker's Guarantee equivalent 5% of the total project sum for the Defects Liability Period of 12 months after obtaining the Development 0.C for Maintenance purposes. Thereafter, the grace period is over, the Banker’s Guarantee will then be refunded or shall be released back to the Developer/Contractor. 18.
