OPUC Staff recently performed an annual review of PacifiCorp's vegetation management program
inspecting random feeders in the communities and districts listed within the body of the report. The review
began on June 15, 2020, and concluded July 17, 2020.

Staff’s report identifies locations where contact between vegetation and energized primary conductors have
been observed. Additionally, Staff notes when it appears minimum clearances established by Oregon
Administrative Rule 860-024-0016, have been not maintained. Staff notes these as observations because
direct measurement is not possible or feasible during the review. Similar to the results of a number of past
audits; Staff noted many trees, although not actively in contact with an energized conductor, had less than
the minimum clearances prescribed by the Administrative Rule.

The vegetation program reviewed during this inspection relates to the NESC and ​OAR 860-024-0016
Minimum Vegetation Management Clearance Requirements​ for the construction, inspection, testing, repair,
and quality control of line facilities to assure ongoing safety compliance. For general maintenance
requirements refer to NESC Rules 121, 214, and 313. Also, see OAR 860-024-0011 for inspection
requirements of utility facilities.

Those items noted below with a ​“CAUTION” ​indicate NESC program areas that need improvement to
ensure safety compliance. A ​"WARNING"​ is indicative of program deficiencies of a more serious,
potentially system wide nature.

REMARKS

In the districts reviewed, the current numbers of tree energized primary conductor interference indicate the
trim cycle is not adequately meeting OAR 860-024-0016 minimum standards. Although the 2020 numbers
indicate a decrease from the 2019 review. The number of tree energized primary conductor contacts are too
high considering the high profile Wildfire Mitigation efforts and identified fire hazards in the western
United States. As noted below and in the attached historical graph, the elevated numbers continues to be the
basis for Staff concern that the transition from a three-year trimming cycle to a four-year cycle, with a
mid-cycle hot spot trim, is not adequately meeting the administrative rule.

● Twenty​ locations were observed and noted where ​readily climbable​ trees show evidence of contact
with primary conductors creating a​ hazard​. It should also be noted that ​nine​ ​locations involve two
or more readily climbable trees in contact with primary conductors.

● One location, Citation D:1 is several spans of de-energized transmission conductors with deciduous
trees growing through them.

● Three hundred fifty three​ locations were observed and noted where trees showed evidence of
contacting primary conductors. ​Fifty nine ​of these​ ​locations involve two or more trees in contact
with primary conductors.

Six locations, Citations B:20, B:40, B:67, B:81, B:86 & B:207 were identified in the 2019 review,
confirmed corrected by PacifiCorp and identified again in 2020. One Location, Citation C:3 was identified
in 2018 as vines engulfing pole and identified again in 2020 as dead vines engulfing pole. These locations
either were inadequately addressed or without correction. A document is attached with addresses and pole

● 2006 - 24 locations, 10 of which were deemed to be readily climbable,
● 2007 - 34 locations, 8 of which were deemed to be readily climbable,
● 2008 - 57 locations, 16 of which were deemed to be readily climbable.
● 2009 - 104 locations, 18 of which were deemed to be readily climbable,
● 2010 - 81 locations, 6 of which were deemed to be readily climbable,
● 2011 - 89 locations, one of which was deemed to be readily climbable,
● 2012 - 89 locations, 12 of which were deemed to be readily climbable.
● 2013 - 271 locations, 9 of which were deemed to be readily climbable.
● 2014 - 356 locations, 27 of which were deemed to be readily climbable.
● 2015 - 347 locations, 17 of which were deemed to be readily climbable.
● 2016 - 191 locations, 9 of which were deemed to be readily climbable.
● 2017 - 322 locations, 20 of which were deemed to be readily climbable.
● 2018 - 195 locations, 24 of which were deemed to be readily climbable.
● 2019 - 504 locations, 31 of which were deemed to be readily climbable.
● 2020 - 373 locations, 20 of which were deemed to be readily climbable.

The number of locations cited from previous years and in 2020, coupled with Staff observations of many
other locations on the verge of burning, lead Staff to believe there is basis to issue a second ​"CAUTION"
notice. A ​“CAUTION” ​indicates a vegetation management program that needs improvement to ensure
safety compliance.

RECOMMENDATIONS:​ The OPUC staff recommends that PacifiCorp perform the following actions:

1. On or before September 30, 2020, submit documentation confirming correction of the probable
violations related to ​readily climbable trees​, as well as those listed specifically as ​hazardous
conditions​.
2. On or before February 28, 2021, submit documentation confirming correction of the remaining
probable violations cited in this report.
3. Consider returning to an aggressively managed three year vegetation management program to
achieve the results indicated in the attached historical graph from 2005-2012 of readily climbable
trees and primary conductor vegetation contacts.
