1.0 INTRODUCTION

Proper commissioning and testing of new NER is an important issue to prove that
NER has been properly shipped and correctly erected and installed. This work
instruction highlights the necessary steps related to proper commissioning of NER in
HV and EHV substations.

All NERs must be tested in the factory before delivery to the site and must be tested
by commissioning contractor at site after installation for processing to begin in the on-
site Commissioning and testing phase. Commissioning tests at site is done to prove
that:

 No NER was subjected to any damage during transportation.


 Each NER has been installed correctly.
 Each NER is working in coordination with other equipment, as specified.
 All installed NERs are safe for putting into service.

This Work Instruction has reference to Procedure PR-NG-6460-002 “Project


Commissioning”.

2.0 RESPONSIBLITIES
- Any one working in testing location during commission stage must follow the safety
requirements as per SEC rules and CSD employees are responsible for applying
safety rules in all places which they working in.
- Project site engineer is responsible for committing the contractor to prepare testing
and commissioning places to be done in proper climate conditions as per Company
policies, procedures and accepted temperatures the relays, devices and test
equipment can be tested or operated within it.
- All CSD staff are responsible for testing activities according to approved
specification and design
- CSD engineer/technician shall not start any test for NER until providing the following
and the Testing Contractor engineer is responsible for all providing:

o Approved test forms.


o Updated Approved final settings.
o Approved schematic drawings.
o Protection requirement.
o Factory Tests certificates.
o Approved schematic drawings.
o Test equipment valid calibration certificates.
o Contractor engineer approved qualification certificate

- Its responsibility of the CSD Engineer/Technician to check and witness all activities
required for NERs following all of this work instruction.
- CSD Engineer/Technician is responsible for recording status of any test for NERs in
its check list and test form as per the following work instruction.
