Your "Urgent Notice" issued on January 9, 1967, is
indeed excellent. The guiding principles which you
have put forward and the actions you have taken are
entirely correct.
You have held aloft the great red banner of Mao Tse-
tung's thought. You are models in creatively studying
and applying Chairman Mao's works.
You have taken a firm stand on the side of the pro-
letarian revolutionary line represented by Chairman
Mao. You have seen through and exposed in time the
schemes of the bourgeois reactionary line in starting

a n e w counter-attack and have launched a forceful


counter-offensive.
Y o u have upheld the dictatorship of the proletariat,
persisted i n t h e general direction of socialism a n d p u t
forward the fighting task of opposing the economism of
counter-revolutionary revisionism.

w i t h Chairman Mao's principle of "taking f i r m hold of

c i v i l i a n circles, o n t h e w o r k e r s , peasants, r e v o l u t i o n a r y
students, intellectuals and cadres t h r o u g h o u t the coun-
try to learn f r o m the experience of the revolutionary
rebel groups i n Shanghai, to take concerted action and
to beat back the n e w counter-attack of the bourgeois

Shanghai People", published i n the Shanghai W e n -
hui Bao o n J a n u a r y 5 , i s a n e x t r e m e l y i m p o r t a n t
document. I t holds high the great r e dbanner o f the
proletarian r e v o l u t i o n a r y line represented b y C h a i r m a n
M a o and sounds a clarion call t o continue t h e vigorous
counter-offensive u p o n t h e bourgeois reactionary line.
It r e s o l u t e l y r e s p o n d s t o C h a i r m a n M a o ' s g r e a t c a l l
to take firm hold o fthe revolution and promote pro-
d u c t i o n a n d raises t h e c u r r e n t k e y q u e s t i o n i n t h e
great proletarian cultural revolution. This question
does n o t just concern S h a n g h a i alone b u t t h e w h o l e
country a s well.
W i t h t h e growth o f t h e revolutionary forces i n
S h a n g h a i , t h e Wenhui Bao a n d Jiefang Ribao (Libera-
tion Daily) h a v e a p p e a r e d a s t w o c o m p l e t e l y n e w a n d
revolutionary newspapers. They are products o f the
victory o ft h e proletarian revolutionary line over t h e
bourgeois r e a c t i o n a r y line. T h i s is a g r e a t e v e n t i n
the history o f the development o f the great proleta-
rian cultural revolution i n China. T h i s is a g r e a t

revolution. This great event will certoinly ploy o


tremendous role in pushing ahead the development
of the movement of the great proletarian cultural
revolution throughout east China and in all the cities
and provinces in other parts of the country.

Under the guidance of the proletarian revolutionary line


represented by Chairman Mao, the great proletarian cultural
revolution has won tremendous victories in the mass move-
ment over the last few months in the criticism of the bourgeois
reactionary line. We have entered the year 1967 to the sound
of militant songs of triumph. It was pointed out in the New
Year's Day editorial of Renmin Ribao and the journal Hongqi:
"1967 will be a year of all-round development of class strug-
gle throughout China. It will be a year in which the prole-
tariat, united with other sections of the revolutionary masses,
will launch a general attack on the handful of Party persons
in authority who are taking the capitalist road, and on the
ghosts and monsters in society. It will be a year of even more
penetrating criticism and repudiation of the bourgeois reac-
tionary line and elimination of its influence. It will be a year
of decisive victory in carrying out the struggle [to overthrow
those in authority who are taking the capitalist road], the
criticism and repudiation [of the reactionary bourgeois academ-
ic 'authorities' and the ideology of the bourgeoisie and all
other exploiting classes] and the transformation [of education,
literature and art and all other parts of the superstructure
not in correspondence with the socialist economic base]." In
other words, it will be a year in which the bourgeois reac-
tionary line will totally collapse and disintegrate completely, a
year in which the great proletarian cultural revolution will
win a great, decisive victory.
The broad revolutionary masses of Shanghai have also won
an initial victory in the struggle to criticize and repudiate the
bourgeois reactionary line implemented by a handful of people

w i t h i n the Party i nthe Shanghai area and have carried the
struggle t o a deeper and broader n e w stage.
The mass movement o f the great proletarian cultural rev-
olution i n our Shanghai factories is surging f o r w a r d vigorous-
ly, smashing through all resistance w i t h the m i g h t o f a n ava-
lanche and the force o f a thunderbolt. W e , workers o f the
revolutionary rebel groups, follow C h a i r m a n Mao's teachings
m o s t c l o s e l y a n d r e s o l u t e l y c a r r y o u t the policy of "taking
firm hold of the revolution and promoting production" ad-
vanced by Chairman Mao himself. Chairman Mao teaches
us: "Political work is the life-blood of all economic work."^
W e o f the revolutionary rebel groups clearly understand that
if the great proletarian c u l t u r a l r e v o l u t i o n i s not carried out
well, w e w i l l lose our orientation i n production and slide back
in the direction o f capitalism. W h a t w eourselves have e x -
perienced i n the course o f the great proletarian cultural rev-
o l u t i o n has increasingly p r o v e d t o u s t h a t o n l y i f t h e great
proletarian cultural revolution is carried out well, w i l l pro-
d u c t i o n develop o n a s t i l l g r e a t e r scale. A n y idea o f c o u n t e r -
posing the great cultural revolution t o the development o f
production is erroneous.
However, a handful o f Party persons i n authority w h o a r e
t a k i n g the capitalist road and those w h o obstinately adhere t o
the bourgeois reactionary line have a bitter hatred f o r t h e
great proletarian cultural revolution. T h e y have been trying
b y e v e r y m e a n s t o r e s i s t the policy of "taking firm hold of
the revolution and promoting production" put forward by
Chairman Mao, T h e i r s c h e m e s a n d d e v i c e s m a y b e s u m -
marized i nthe following ways:
A t the beginning of the movement, they used the pretext o f
"taking f i r m hold o fproduction" to repress the r e v o l u t i o n and
oppose taking f i r m hold o fthe r e v o l u t i o n . W h e n w e w o r k e r s
of the revolutionary rebel groups w a n t e d t o rise u p i n r e v o l u -

tion and criticize and repudiate the bourgeois reactionary line,
they used t h e tasks o f production t o b r i n g pressure t o bear o n
t h e w o r k e r s a n d tagged u s w i t h t h elabel o f "sabotaging p r o -
duction". D i dthey really w a n t t o "take f i r m hold o f pro-
duction"? N o , they wanted t o defend their o w n positions
and attempted t o obstruct our revolution. W e exposed their
schemes a n drose u p bravely i n rebellion.
T h e n they resorted t o another trick, that is, they played
with high-sounding revolutionary words, giving t h e appear-
ance o f being exceedingly " L e f t " i norder t oincite large n u m -
bers o f m e m b e r s o f t h e W o r k e r s ' R e d M i l i t i a Detachments
w h o m they have hoodwinked t o undentnine production a n d
sabotage transport a n d communications under t h epretext o f
going north t o "lodge complaints". They d i dthis t o attain
their a i m o f u n d e r m i n i n g t h egreat proletarian culttiral revo-
lution and the dictatorship o f t h e proletariat. M o r e recently,
a handful o f reactionary elements were even plotting t oc u t
off water a n delectricity supplies a n d bring public transport
to a standstill. W e m u s t drag out these reactionary elements
and exercise proletarian dictatorship over t h e m , p u n i s h t h e m
severely a n d never a l l o w t h e m t o succeed i n their c r i m i n a l
schemes.
Comrade revolutionary workers! G o into action a t once!
R e s o l u t e l y c a r r y o u t the policy of "taking firm hold of the rev-
olution and promoting production" advanced by Chairman
Mao! W e , w o r k e r s o f t h e r e v o l u t i o n a r y r e b e l g r o u p s , m u s t
b e c o m e m o d e l s i n "taking firm hold of the revolution and
promoting production". W e m u s t s e r v e a s t h e v a n g u a r d s a n d
the backbone not only i n taking f i r m hold o f t h erevolution,
b u t also i n p r o m o t i n g production. O u r city o f S h a n g h a i ,
China's biggest industrial producer, plays a n e x t r e m e l y i m -
p o r t a n t role i n t h e o v e r a l l economic life o f t h ecoxmtry. B u t
lately, i nm a n y factories and plants, i th a s occurred t h a t some
or even t h e majority o f t h emembers o f t h e Workers' R e d
Militia Detachments have suspended production a n d deserted
t h e i r posts i n p r o d u c t i o n . T h i s r u n s directly c o u n t e r t o t h e

stipulation b y the Party Central Committee o n taking f i r m
hold of t h e r e v o l u t i o n and p r o m o t i n g production and directly
affects the people's livelihood and t h e development o f n a t i o n -
al economic construction. O u r revolutionary rebel workers,
bearing i n m i n d the teachings of C h a i r m a n Mao, have stood our
g r o u n d i n t h e f a c e o f t h i s a d v e r s e c u r r e n t , h a v e g i v e n p r o o f of
our h i g h sense o fr e v o l u t i o n a r y responsibility, and, u n d e r ex-
tremely difficult conditions, have shouldered all the production
tasks o f o u r factories and plants, thus dealing a telling b l o w
a g a i n s t t h e h a n d f u l o f P a r t y p e r s o n s i n a u t h o r i t y w h o are
taking the capitalist road, and smashing t h e i r big plot b y
w h i c h they attempted t ot h w a r t t h e r e v o l u t i o n t h r o u g h sab-
otaging production. T h e actions o fthese w o r k e r s are correct
and splendid! A l l o f u s comrades o f the revolutionary rebel
g r o u p s s h o u l d l e a r n f r o m t h e m . Chairman Mao teaches us:
"We should support whatever the enemy opposes and oppose
whatever the enemy supports."^ W e , w o r k e r s o f t h e r e v -
olutionary rebel groups, have the lofty aspiration, t h e d e -
termination and the strength t o d o still better i nboth rev-
o l u t i o n a n d p r o d u c t i o n a n d t o c a r r y o u t Chairman Mao's great
call for "taking firm hold of the revolution and promoting
production".
T h e b r o a d sections o f o u r class b r o t h e r s o f the W o r k e r s '
Red Militia Detachments w h o w a n t to m a k e r e v o l u t i o n !
"Taking firm hold of the revolution and promoting produc-
tion" is a policy put forward by Chairman Mao, a p o l i c y s t r e s s -
ed t i m e and again b y t h e P a r t y C e n t r a l C o m m i t t e e , a n i m -
portant policy w h i c h guarantees the carrying t h r o u g h t o the
end o f the great proletarian cultural revolution. T o support
or not to support, to carry out or n o t to carry o u t this policy is
i t s e l f a m a t t e r o f p r i n c i p l e , a c a r d i n a l i s s u e of r i g h t a n d w r o n g .
I n a l l o w i n g y o u r s e l v e s to b e i n c i t e d b y t h o s e p e o p l e [ P a r t y

you serving? B y acting i n this w a y , w h o s e hearts, after all, are
you gladdening and whose are y o u saddening? W e hope that
you w i l l f o l l o w C h a i r m a n Mao's teachings, that, o n this i m -
p o r t a n t q u e s t i o n o f p r i n c i p l e , y o u w i l l see t h i n g s m o r e c l e a r l y ,
m a k e a clear d i s t i n c t i o n b e t w e e n r i g h t a n d w r o n g , stop being
deceived, w a k e u pq u i c k l y , r e t u r n t o y o u r posts i n production,
and return t o the proletarian revolutionary line. W e , c o m -
rades o f the r e v o l u t i o n a r y rebel groups, w i l l certainly w a r m l y
welcome y o u back t om a k e revolution along w i t h u s and i m -
p r o v e p r o d u c t i o n w i t h us. W e w i l l c e r t a i n l y n o t b l a m e y o u ,
because w e are a l l close class b r o t h e r s , a n d b e c a u s e t h e o v e r -
w h e l m i n g m a j o r i t y of y o u are victims o f the bourgeois reac-
tionary line, are r e v o l u t i o n a r y masses w h o have been h o o d -
winked b y those w i t h i n the P a r t y w h o are i n authority and
taking the capitalist road and b y those w h o a r e s t u b b o r n l y
following the bourgeois reactionary line.
A l l revolutionary students a n d revolutionary government
cadres o f t h e c i t y ! L e t u s closely u n i t e w i t h t h e masses o f
revolutionary workers, and i n order t o carry out resolutely
the policy of "taking firm hold of the revolution and promot-
ing production" put forward by Chairman Mao, l e t u s u n d e r -
take widespread propaganda w o r k a n d struggle, open fire
fiercely and w i t h still greater resolve at the bourgeois reaction-
ary line, crush a l l n e w counter-attacks b y t h e bourgeois reac-
tionary line and launch a n e w upsurge i n t h e great proletarian
cultural r e v o l u t i o n i nthe factories and plants!
I n the boundless brilliance o f t h e great t h o u g h t o f M a o T s e -
t u n g , w e l o o k t o w a r d s t h e f u t u r e a n d see t h e m a g n i f i c e n t p r o s -
p e c t o f t h e r e v o l u t i o n . W e t h e w o r k i n g class, p o o r a n d l o w e r -
m i d d l e peasants, and a l l w o r k i n g people m u s t u n i t e w i t h t h e
r e v o l u t i o n a r y students, intellectuals a n d cadres, m u s t m a k e a
c o m m o n effort, fight shoulder t o shoulder and continue o u r

J a n u a r y 9, 1967 a n " U r g e n t Notice" issued by the Workers' Revolu-
tionary Rebel G e n e r a l Headquarters and 3 1 other revolutionary
mass organizations along with introductory editorial notes.

The "Wenhui Bao" EdKorial Note: W e f u l l y s u p p o r t t h e t e n -


point proposal contained in the "Urgent Notice". W e hope that
all r e v o l u t i o n a r y rebels o f t h e city w i l l i m p l e m e n t t h i s t e n - p o i n t
proposal conscientiously.
A t present, t h e s p r e a d o f e c o n o m i s t t h i n k i n g is a q u e s t i o n
w h i c h deserves serious a t t e n t i o n . This is a n e w c o u n t e r - a t t a c k
launched bythe bourgeois reactionary line against the prole-
tarian revolutionary line. W i t h i n t h e S h a n g h a i M u n i c i p a l C o m -
mittee of t h e C h i n e s e C o m m u n i s t Party, b o t h t h e h a n d f u l o f per-
sons i n authority w h o a r e t a k i n g t h e capitalist road a n d t h e
extremely small number o f persons w h o obstinately cling t o t h e

counter-attack launched by t h e bourgeois reactionary line.
Any a c t t h a t disrupts production, sabotages state finances

incentives t o c o r r u p t t h e r e v o l u t i o n a r y w i l l o f t h e m a s s e s . T h e
comrades of the revolutionary rebel groups and t h e masses o f
revolutionary people promptly saw t h r o u g h this b i g plot a n d
h a v e s m a s h e d i t . This is a n o t h e r g r e a t v i c t o r y f o r M a o T s e - t u n g ' s
thought!
Economism a n d m a t e r i a l incentives o r e outright counter-
revolutionary revisionist wares. T h e masses o f revolutionary
people w h o are a r m e d w i t h M a o Tse-tung's t h o u g h t firmly reject
such rubbish. They fully understand t h a t t h e great p r o l e t a r i a n
c u l t u r a l r e v o l u t i o n a i m s p r e c i s e l y t o d e s t r o y w h a t is b o u r g e o i s
a n d e s t a b l i s h w h a t is p r o l e t a r i a n , t o e r a d i c a t e s e l f - i n t e r e s t a n d
foster devotion t o t h e public interest, t o t r a n s f o r m people t o t h e
core of their being, t o revolutionize people's t h i n k i n g , s o a s t o
eliminate the source of revisionism a n d consolidate a n d develop

the socialist system. The ten-point proposal contained in the
"Urgent Notice" expresses precisely the common will of the rev-
olutionary masses, and represents the highest interests of the
proletariat. It once again deals a heavy blow/ at the latest
counter-attack by the bourgeois reactionary line. All depart-
ments concerned' must firmly and seriously carry it out.

The Text of the "Urgent Notice" Follows:


At present, when the great proletarian cultural revolution
in Shanghai is entering the moment of decisive battle between
the two lines, when the Shanghai Municipal Party Committee,
which stubbornly clings to the bourgeois reactionary line, is
being overthrown, the handful of Party persons in authority
who are taking the capitalist road are once again hatching new
plots. Colluding with the capitalist forces in society, they are
making use of the problems concerning economic benefits to
divert the general orientation of the struggle and to incite one
group of people against another, causing breakdowns in factory
production and railway and road traffic. They have even incited
dockers to stop work, causing difficulties in running the port
and damaging the international prestige of China. They are
freely squandering the wealth of the state, arbitrarily increas-
ing wages and material benefits, and granting all kinds of al-
lowances and subsidies without limit, stirring people up to take
over public buildings by force. These are the latest forms by
which the Shanghai Municipal Party Committee persists in
carrying out the bourgeois reactionary line.
In resorting to such base and treacherous means, the hand-
ful of Party persons in authority who are taking the capitalist
road aim at none other than: (1) Setting themselves against
Chairman Mao and the Party's Central Committee, and put-
ting pressure on the Cultural Revolution Group Under the
Party's Central Committee by sabotaging production, inter-

rupting communications and jeopardizing the national economy
and t h e livelihood o f t h e people, t o attain their purpose o f
undermining t h e great proletarian cultural revolution; (2)
M a k i n g useo f economic benefits t o divert the general orienta-
tion o f the struggle i na n attempt t o shift the serious political
struggle onto t h e w r o n g road o f economic struggle, a n d a t
the same time t o corrupt the revolutionary will o f the masses
by m a t e r i a l gains, a n d t o p r o m o t e peaceful e v o l u t i o n a n d
allow bourgeois ideas t o r u n riot.
W e hereby solemnly w a r n t h e Shanghai Municipal Party
Committee that n o plots w i l l ever succeed that a r eaimed a t
diverting people's attention f r o m the struggle t h r o u g h the dis-
ruption o f production, interruption o f communications a n d
the increasing o f wages and m a t e r i a l benefits. T h e revolution-
ary rebels w h o a r ea r m e d w i t h M a o Tse-tung's t h o u g h t f i r m l y
expose this conspiracy a n dresolutely repulse t h e attacks b y
t h e bourgeois r e a c t i o n a r y t r e n d o ft h o u g h t . W e m u s t f i r m l y i m -
p l e m e n t the policy of "taking firm hold of the revolution and
promoting production" put forward by C h a i r m a n Mao a n d ,
o n t h eo n eh a n d , t a k e a n active p a r t i n t h e g r e a t p r o l e t a r i a n
cultural revolution w h i l e o n t h e other hand r e m a i n fast a t
o u r posts o f p r o d u c t i o n a n dconstruction, persist i n t h e eight-
h o u r workday, strive t o fulfil a n d overfulfil production plans,
and d o our best t ot u r n out high quality products. W e beheve
that the masses o f revolutionary workers have a high sense o f
political responsibility t o w a r d s t h e i r great socialist mother-
land; they will certainly b e able t o put public interest t o t h e
fore, and, proceeding f r o m t h eoverall interests o f t h e state,
correctly handle t h e questions m e n t i o n e d above a n d seize a
double victory i n t h e cultural revolution and i n production.
I n order s w i f t l y t o retrieve t h e g r a v e situation i nsocial p r o -
duction created b y t h eS h a n g h a i M i m i c i p a l P a r t y C o m m i t t e e ,
we appeal t o comrades-in-arms of t h e revolutionary rebel
groups o f t h ew h o l e city:
1. T h e w o r k e r s , f i m c t i o n a r i e s a n d s t u d e n t s o f r e v o l u t i o n a r y
r e b e l g r o u p s m u s t f i r m l y c a r r y t h r o u g h C h a i r m a n Mao's i n -

struction of "taking firm hold of the xevolution and promot-
ing production", t a k e a n a c t i v e p a r t i n t h e g r e a t c u l t v i r a l r e v -
olution, and, a t the same t i m e , r e m a i n fast a t t h e i r p r o d u c t i o n
p o s t s a n d s e t a n e x a m p l e i n "taking firm hold of the revolu-
tion and promoting production".
2. T h e y s h o u l d a p p e a l t o a l l r e v o l u t i o n a r y r e b e l s t h r o u g h o u t
the country to take p r o m p t action to persuade those workers,
functionaries, staff m e m b e r s o f enterprises, a n d apprentices
f r o m Shanghai w h o are exchanging revolutionary experience
in other parts of the country to r e t u r n to Shanghai immediate-
ly, so that the great cultural r e v o l u t i o n i n t h e i r o w n units
c a n p r o c e e d e f f e c t i v e l y a n d t h e 1967 p r o d u c t i o n p l a n s c a n b e
overfulfilled.
3. A l l c e r t i f i c a t e s a u t h o r i z i n g p e o p l e t o l e a v e a n d e x c h a n g e
r e v o l u t i o n a r y experience i n other parts o f the c o u n t r y issued
i n t h e past b y those i n a u t h o r i t y i n t h e various organizations
a n d enterprises are declared n u l l and v o i d o n t h e day t h i s doc-
u m e n t i s published. These persons i n a u t h o r i t y should be
m a d e responsible f o r the r e t i m i (by i n s t a l m e n t s i f necessary)
of t h e b i g sums o f m o n e y issued t o cover exchanges o f e x -
perience (excluding transport fares).
4. A p a r t f r o m n e c e s s a r y e x p e n d i t u r e o n p r o d u c t i o n , w a g e s ,
the cultural revolution, office administration and f o r other
appropriate purposes, t h e c i r c u l a t i n g f u n d s o f a U g o v e r n m e n t
offices, o r g a n i z a t i o n s a n d enterprises s h o u l d b e f r o z e n a s f r o m
the day of the publication of this document. This should be
effected b y t h e financial organizations a t t h e m i m i c i p a l level
and a t aU other levels under the joint supervision o f the rev-
o l u t i o n a r y rebel groups and t h e r e v o l u t i o n a r y masses, so as t o
e n s u r e t h a t t h e e c o n o m y o f t h e s t a t e w i l l n o t s u f f e r losses
( t h i s does n o t a p p l y t o p e r s o n a l s a v i n g s a c c o i m t s ) .
5. T o a v o i d s h i f t i n g t h e g e n e r a l o r i e n t a t i o n o f t h e s t r u g g l e ,
matters related to t h e readjustment o f wages, back p a y m e n t of
wages and m a t e r i a l benefits, shall i n principle b e dealt w i t h
a t a l a t e r s t a g e o f t h e m o v e m e n t . ( S p e c i a l cases s h a l l b e

handled otherwise after asking the central authorities for i n -
structions.)
6. T h e i n t e g r a t i o n o f s t u d e n t s w i t h w o r k e r s a n d p e a s a n t s
is t h e i n e v i t a b l e r o a d b y w h i c h t h e s t u d e n t s w i l l t r a n s -
f o r m t h e i r w o r l d o u t l o o k and successfully c a r r y out t h e
great c u l t u r a l r e v o l u t i o n . I n order t o s t i r up dissatisfaction
among the w o r k e r s against t h e students, t o sabotage the i n -
tegration of the students w i t h the w o r k e r s and t o practise
"peaceful e v o l u t i o n " a m o n g t h e students, some persons i n
authority have gone to the length o f paying the students rela-
t i v e l y h i g h wages f o r labour. T h i s is e n t i r e l y a r e v i s i o n i s t
p r a c t i c e , a n d s h o u l d b e s t o p p e d as f r o m t h e d a y t h i s n o t i c e i s
published.
7. A l l p u b l i c b u i l d i n g s a n d h o u s e s c o n f i s c a t e d f r o m c a p i -
talists are t h e p r o p e r t y o f t h e w h o l e people, a n d s h a l l be h a n -
dled i n a u n i f i e d w a y b y t h e state at a later stage o f t h e
m o v e m e n t . N o one is a l l o w e d t o seize public b u i l d i n g s b y force.
After investigation, offenders shall be punished b y t h e P u b l i c
S e c u r i t y B u r e a u . T h o s e w h o i n c i t e citizens t o seize p u b l i c
buildings shall be dealt w i t h b y l a w i n accordance w i t h t h e
g r a v i t y o f t h e offence. T h o s e w h o h a v e m o v e d i n t o houses
seized b y force m u s t m o v e back t o t h e i r o r i g i n a l h o m e s w i t h i n
one week.
8. S t r e n g t h e n t h e d i c t a t o r s h i p o f t h e p r o l e t a r i a t . T h o s e
w h o oppose C h a i r m a n M a o , V i c e - C h a i r m a n l i n P i a o , t h e C u l -
tural Revolution Group Under the Party's Central Committee,
and those w h o u n d e r m i n e t h e great c u l t u r a l r e v o l u t i o n o r
sabotage production, s h a l l be i m m e d i a t e l y arrested b y t h e
Public Security B u r e a u i n accordance w i t h t h e l a w . T h o s e
w h o i n the course o f the m o v e m e n t u n d e r m i n e social order,
beat people u p or c o m m i t atrocities, c o n m i i t r o b b e r y or larceny
m u s t be dealt w i t h b y l a w i n accordance w i t h t h e g r a v i t y o f
the offence; stolen goods m u s t be r e t u r n e d i m m e d i a t e l y . T h o s e
w h o repeat such offences or after repeated education refuse t o
t u r n over a n e w leaf shall be severely punished.

9. The rebel organizations of various units and the revolu-
tionary masses of the city are expected immediately to carry
out the above points, and set in motion all organs of propa-
ganda to publicize them and educate the masses.
10. The Municipal Party Committee and the Public Security
Bureau are enjoined to act upon the above points. Those who
act against the above points shall, after investigations, be im-
mediately punished on charges of undermining the great cul-
tural revolution.

Everything reactionary is the same; if you don't hit it, it
won't fall. This is also like sweeping the floor; as a rule,
where the broom does not reach, the dust will not vanish of
itself.^
The reality o f the development o fChina's great proletarian
cultural r e v o l u t i o n i s a f u r t h e r proof o f this b r i l l i a n t thesis o f
Chairman Mao's.
I n capturing each fortress, t h e r e v o l u t i o n a r y fighters w i l l
m e e t f r e n z i e d resistance f r o m t h e class e n e m y . A t e v e r y step
forward taken b y t h erevolution, t h ee n e m y w i l l play n e w
tricks and resort t o w h a t e v e r schemes t h e y can devise. W h e n
one w a y fails, t h e y f a l l back o n another. W h e n t o u g h tactics
do n o t w o r k , t h e y t r y k i d - g l o v e ones. W h e n force fails, t h e y
use n o n - v i o l e n t methods. T h e y also m i x t o u g h w i t h k i d - g l o v e

and Rightists i n society and aising e c o n o m i s m t o deceive t h e

financial w o r k and sabotage the great proletarian cultural rev-
olution and t o w a g e a struggle against t h e great, glorious and
correct Chinese C o m m u n i s t P a r t y and against o u r socialist

T h e " U r g e n t N o t i c e " issued b y t h e S h a n g h a i W o r k e r s ' R e v -
olutionary Rebel General Headquarters and the other revolu-
tionary mass organizations i n Shanghai has v i v i d l y and pen-
etratingly revealed the big conspiracy of t h e reactionary
elements i n t h e Shanghai area — t h e conspiracy of using t h e
"sugar-coated bullets" of economic benefits to l u r e a p a r t of
the masses. T h e reactionary elements freely squander t h e
w e a l t h of t h e state, a r b i t r a r i l y increase wages a n d benefits,
wantonly distribute all kinds of funds and materials and stir
u p the masses to take over public buildings b y force a n d occupy
t h e m as t h e i r o w n p r i v a t e p r o p e r t y . T h e y i n s t i g a t e a c t s o f
violence, create incidents, incite a n u m b e r of w o r k e r s to desert
t h e i r posts i n p r o d u c t i o n , t h u s b r i n g i n g s o m e factories t o a
standstill and disrupting r a i l w a y and road traffic. T h e y even
incite h a r b o u r personnel t o stop w o r k . S o m e leading m e m b e r s
of the r a i l w a y departments use similar means to disrupt rail
transport i n a v a i n attempt to sabotage the great proletarian
cultural revolution. T h e reactionary elements think they are
clever, b u t i n fact t h e y are l i f t i n g a r o c k o n l y t o d r o p i t o n
their o w n feet. T h e m o r e actively t h e y operate, t h e m o r e
revealed are their counter-revolutionary revisionist features.
I n this w a y they are creating the conditions for their o w n total
collapse.
T h e g a m e o f e c o n o m i s m t h a t these people are p l a y i n g has
provided t h e revolutionary masses w i t h v e r y good teaching
material by negative example. I t has enabled t h e m to
recognize t h e real n a t u r e of e c o n o m i s m and the need to ex-
pose a n d a t t a c k i t u n t i l i t is u t t e r l y c r u s h e d .

What kind of stuff is economism?
It is a form of bribery that caters to the psychology of a
few backward people among the masses, corrupts the masses'
revolutionary will and leads their political struggle on to the
wrong road of economism, luring them to seek only personal
and short-term interests in disregard of the interests of the
state and the collective and the long-term interests. Its aim
is to strangle the great proletarian cultural revolution, to
disintegrate the dictatorship of the proletariat and the socialist
system.
Economism disrupts social production, the national economy
and socialist ownership. It promotes the tendency towards
the spontaneous development of capitalism and encourages re-
visionist material incentives in a vain attempt to destroy the
economic base of socialism.
Economism is opposed to Marxism-Leninism, Mao Tse-tung's
thought; it is out-and-out counter-revolutionary revisionist
stuff. It is garbage picked up from the rubbish dump of old-
time and modern revisionism. Under the capitalist system,
economism is an instrument for preserving the reactionary
rule of capitalism and opposing the proletarian revolution.
Under the socialist system, it has an even more reactionary
nature and is an instrument for counter-revolutionary capi-
talist restoration.
In a word, economism substitutes bourgeois spontaneity for
proletarian revolutionary consciousness, substitutes bourgeois
ultra-democracy for proletarian democratic centralism and pro-
letarian sense of organization and discipline, substitutes bour-
geois reactionary illegalities for proletarian dictatorship and
its extensive democracy, and substitutes capitaHst ownership
for socialist ownership. Economism is a new form in which
the bourgeois reactionary Une launches a big counter-attack
against the proletarian revolutionary line.
All revolutionary people and all revolutionary organizations
must heighten their vigilance a hundredfold, see through the
class enemy's schemes of economism, completely smash the

the proletarian revolutionary line represented by C h a i r m a n
M a o and resolutely upholds the correct policy of " t a k i n g f i r m
hold,of the revolution and promoting production" advanced
by C h a i r m a n Mao, thus setting a good example for the strug-
gle against c o u n t e r - r e v o l u t i o n a r y economism, or, i n o t h e r
words, against counter-revolutionary revisionism.

mission of the Central C o m m i t t e e of the Chinese C o m m u n i s t
Party and the Cultural Revolution Group Under the Party's
Central Committee call o n Party, Government, A r m y and
c i v i l i a n circles, o n t h e w o r k e r s , peasants, a n d r e v o l u t i o n a r y
students, intellectuals a n d cadres t h r o u g h o u t t h e country t o
l e a m f r o m the experience of t h e Shanghai r e v o l u t i o n a r y rebels,
to take concerted action a n d beat back t h e latest counter-attack
b y t h e bourgeois r e a c t i o n a r y line, so t h a t t h e great p r o l e t a r i a n
cultural revolution w i l l forge ahead t r i u m p h a n t l y along the
proletarian revolutionary line represented by C h a i r m a n Mao.
This call w i l l undoubtedly be a great encouragement t o t h e

I n order to smash economism completely, aU proletarian
revolutionaries should, i n the m a n n e r of the revolutionary
rebels i n S h a n g h a i , b r i n g t h e i r forces i n t o closer alliance u n d e r
the great banner of M a o Tse-tung's thought and take the
leadership of the great cultural r e v o l u t i o n and of production
f i r m l y into their o w n hands.
W e must carry on patient and painstaking political-ideologi-
cal w o r k a m o n g t h o s e people w h o a r e t e m p o r a r i l y h o o d w i n k -
ed. W e m u s t h a v e t h e c o n v i c t i o n t h a t t h e o v e r w h e l m i n g

T h e revolutionary principle adopted, a n d t h e revolutionary
actions t a k e n , b y t h ew o r k i n g class a n d o t h e r r e v o l u t i o n a r y
masses a n d r e v o l u t i o n a r y cadres i n Shanghai h a v e set a n e x -
ample f o r t h e whole country a n d provided invaluable n e w
experience f o r t h egreat proletarian cultural revolution.
Their experience is many-sided. I t boils d o w n t o o n e point
that proletarian revolutionaries, f o r m i n g a n alliance, h a v e

seized power from the handful of Party persons who were in
authority and took the capitalist road, and held the political,
economic and cultural power of the Shanghai municipality
firmly in their own hands.
Marxism-Leninism, Mao Tse-txmg's thought, teaches us that
the basic question of a revolution is that of political power.
The central task of the great proletarian cultural revolution,
in the last analysis, is the struggle by which the proletariat
seizes power from the handful of Party persons in authority
who are taking the capitalist road. This is the focal point of
the class struggle in our country at the present stage, a con-
centrated expression of the struggle between the socialist and
capitalist roads.
On June 1, 1966, our great leader Chairman Mao personally
decided to have the text broadcast of a big-character poster
from Peking University, the first Marxist-Leninist poster in
the country. This was in support of the struggle of the pro-
letarian revolutionaries of Peking University to seize power
from the Lu Ping anti-Party clique in the imiversity. It was
a great strategic move which kindled the flames of the great
proletarian cultural revolution now raging throughout the
country.
Now our great leader Chairman Mao himself has decided to
give publicity over the radio to the "Message to All Shanghai
People" and the "Urgent Notice" issued by Shanghai's revolu-
tionary mass organizations. This is in support of the struggle
of the working class and other revolutionary masses and rev-
olutionary cadres in Shanghai who united to seize power in
the municipality from the handful of Party persons who were
in authority and took the capitalist road and the extremely
small number of diehards who persistently pursued the bour-
geois reactionary line. It is yet another great strategic measure
taken in the new situation, one which will stimulate a new
leap in the great proletarian cultural revolution throughout
the country.

Those P a r t y persons i n a u t h o r i t y w h o are t a k i n g t h e capital-
ist r o a d are j u s t a h a n d f u l , b u t i n v a r y i n g degrees t h e y s t i l l
hold Party, political and financial power i n the localities and
units w h e r e they are entrenched. T h e y always use this power
to attack the masses and u n d e r m i n e the great proletarian cul-
tural revolution.
H o w do t h e y use t h e i r p o w e r t o u n d e r m i n e t h e great p r o -
letarian cultural revolution?
T h e y use t h e P a r t y p o w e r i n their hands to deceive, h o o d -
w i n k and repress a n u m b e r of cadres a n d P a r t y and Y o u t h
League members. T h e y attempt to break d o w n our Party's
e x t r e m e l y strict p r o l e t a r i a n discipline w h i c h is based o n M a o
Tse-tung's t h o u g h t , t h a t discipline w h i c h is essential f o r t h e
proletariat to defeat t h e bourgeoisie. T h e y distort o u r Party's
discipline into bourgeois discipline, into "discipline" t o oppose
the Party, socialism and M a o Tse-tung's thought, into "dis-
cipline" to resist t h e proletarian r e v o l u t i o n a r y l i n e represent-
ed b y C h a i r m a n M a o , t u r n i n g i t i n t o a " c h a r m " f o r repressing
the masses and opposing the revolution. T h e y condemn
w h o e v e r o p p o s e s t h e m as a n " a n t i - P a r t y " e l e m e n t .
M a k i n g use of the political p o w e r they exercise i n those de-
partments and localities under t h e i r control, this h a n d f u l of
persons practise bourgeois dictatorship t o suppress t h e r e v o l u -
t i o n a r y m a s s e s w h e r e v e r t h e y c a n . T h e y b r a n d as a " c o u n t e r -
r e v o l u t i o n a r y " a n y o n e w h o rises u p a n d rebels against t h e m ,
and even dismiss or imprison h i m . T h e y incite t h e masses to
struggle against each other. T h e y use t h e slogan " D e f e n d t h e
proletarian dictatorship!" i n a distorted w a y to deceive certain
people into establishing u n d e r t h e i r control such organizations
as " t h e a r m y o f d e f e n d e r s o f r e d s t a t e p o w e r " t o p r o t e c t t h e m -
selves.
This h a n d f u l of persons use t h e financial power i n t h e i r
hands t o get certain befuddled people to protect t h e m . They
u s e m o n e y t o b u y o v e r p e o p l e so as t o c o r r u p t t h e r e v -
olutionary masses. T h e y m a k e use of economic measures of
all kinds i n a n attempt to lead some people on t o t h e e v i l road

of economism, of pursuing purely immediate individual in-
terests. They want not only to restore but even to extend
some erroneous measures adopted in the past in regard to
wage and welfare systems. They issue cheques and materials
freely, in an effort to win the hearts of the people by liberally
giving away what belongs to the state. In doing so, they at-
tempt to sabotage production, finances and communications
and transport. With mahcious intentions they "pass on the
contradictions to their superiors". These are the current
manifestations of the death-bed struggle of the handful of
Party persons in authority who are taking the capitalist road.
It represents a coimter-attack in a new form by the bourgeois
reactionary line at the present time.
These people protect every old vestige of capitalism and
revisionism; in the final analysis, they are protecting their
own power. In the face of pressure from the revoliutionary
masses, they may make this or that false "concession". But
whatever they do is aimed at attacking our dictatorship of the
proletariat and preserving their power to suppress the masses.
On the question of power, they struggle for every bit of it
and never make any concession. They attempt to take all
possible measures to disrupt our socialist national economic
life so as to achieve their goal of preserving their own power.
The most fundamental thing in our struggle against this
handful of persons is to wrest power from them. Only when
their power is seized and dictatorship is exercised over them
will they be completely refuted, overthrown and utterly dis-
credited.
Chairman Mao teaches us that to wrest power from these
persons means the revolution of one class to overthrow
another class under the conditions of the dictatorship of the
proletariat, i.e., a revolution of the proletariat to liquidate the
bourgeoisie.
The struggle between the proletarian revolutionaries and
the handful of Party persons in authority who are taking the
capitalist road is acute, complicated and tortuous. The strong-

holds in which the counter-revolutionary revisionists are en-
trenched must be seized, one by one. The positions recovered
by the proletariat must also be consolidated, one by one.
We must heighten our vigilance against cunning enemies.
Hypocritically, they have raised the flag of "revolution" to
wrest power from the proletariat. They are accustomed to
fabricating rumours, sowing discord, transposing black and
white, confusing right and wrong, and instigating the masses
so as to divert the struggle in the wrong direction and turn
the spearhead of attack against revolutionaries, the dictator-
ship of the proletariat and the revolutionary headquarters
of the proletariat. All revolutionary comrades must follow
Chairman Mao's teachings, keep their eyes open, and distin-
guish between the enemy and ourselves, and between right and
wrong on vital questions. Those bad elements who behind
our backs stir up the winds of evil and turn the spearhead
against the dictatorship of the proletariat and the proletarian
revolutionary headquarters must be firmly exposed and over-
thrown, one by one.
The great contribution of the Shanghai working class and
other revolutionary masses and revolutionary cadres is that
they have taken a firm stand on the side of the proletarian
revolutionary line represented by Chairman Mao, fearlessly
launched an extensive counter-attack against the new counter-
offensive of the bourgeois reactionary line, provided experi-
ence in seizing power — under the conditions of the dictator-
ship of the proletariat — from the handful of Party persons in
authority who are taking the capitalist road, and advanced
correct principles and policies, correct forms of organization
and correct methods of struggle.
These are the most essential things worth studying by
Party, Government, Army and civilian circles, by workers,
peasants, and revolutionary students, intellectuals, and cadres
throughout the country.
The great revolution in Shanghai is an embodiment of the
leading role and the initiative of the working class, their sense

of revolutionary organization and discipline, and it has de-
veloped extensive democracy under the dictatorship of the
proletariat.
Shanghai's experience proves that only by seizing pvower
from the handful of Party persons in authority who are taking
the capitalist road, and strengthening the dictatorship of the
proletariat can extensive proletarian democracy be ensured.
Shanghai's experience proves that extensive democracy
under the dictatorship of the proletariat is by no means ultra-
democracy or "small group" mentality [considering only the
interests of a small group and ignoring the overall interest —
Ed.]. Only by giving effect to democratic centralism and the
great alliance of proletarian revolutionaries under the banner
of Mao Tse-tung's thought can there be extensive democracy
under the dictatorship of the proletariat, can excellent battles
be fought with concentrated forces and can new revolutionary
order be established.
Shanghai's experience proves that the principle of "taking
firm hold of the revolution and promoting production"
advanced by the Party's Central Committee represented by
Chairman Mao must be firmly grasped, that resolute and un-
compromising struggles must be waged against all sorts of
bourgeois revisionist economism, anarchism, liberalization,
etc., and that the general orientation of socialism must be
maintained and socialist ownership must be upheld; only this
can be called extensive democracy under the dictatorship of
the proletariat.
The aim of Shanghai's revolutionary masses in practising
extensive democracy under the dictatorship of the proletariat
is very clear. It is to arouse the masses to topple the handful
of Party persons in authority who are taking the capitalist
road, and the ghosts and monsters in society, and uphold and
develop the politics, economy and culture of socialism.
The message of greetings to the revolutionary rebel or-
ganizations in Shanghai from the Central Committee of the
Chinese Comm^imist Party, the State Council, the Military

Commission of the Party Central Committee and the Cultural
Revolution Group Under the Party Central Committee states:
You have brought about a great alliance of the prole-
tarian revolutionary organizations and become the nucleus
uniting all revolutionary forces. You have taken firmly in
your hands the destiny of the proletarian dictatorship, of
the great proletarian cultural revolution and of the socialist
economy.
This is a high appraisal of the Shanghai proletarian revolu-
tionaries, as well as a great call to the revolutionary people
throughout the country.
The latest counter-attacks by the bourgeois reactionary line
do not indicate that this handful of reactionaries are powerful
but that they are having fits of hysteria. Such fits merely
point to their imminent collapse.
Our dictatorship of the proletariat is strong and firm. We
have the powerful People's Liberation Army which is infinite-
ly loyal to Chairman Mao and to the people. We have
hundreds of millions of people armed with Mao Tse-tung's
thought. This is the greatest force capable of vanquishing all
enemies.
We must bear in mind this teaching of Chairman Mao's:
"All views that overestimate the strength of the enemy and
underestimate the strength of the people are wrong."^
We are facing an excellent situation, a situation full of
brightness. We must grasp "the essential fact that the enemy
is nearing extinction while they [the revolutionaries] them-
selves are approaching victory".^ Like the revolutionary
masses in Shanghai, we must courageously beat back the chal-
lenges of the handful of agents of the bourgeoisie. We must

dare to struggle and be good at struggle, dare to win victory
and be good at winning victory.
Proletarian revolutionaries, unite and rally with the broad
masses, and, led by the great supreme commander Chairman
Mao, carry on an all-round class struggle throughout the coun-
try!
Resolutely carry out the principle of "taking firm hold of
the revolution and promoting production" advanced by
Chairman Mao!
Crush the latest counter-attacks of the bourgeois reactionary
line!
Crush bourgeois economism!
Resolutely seize power from the handful of Party persons
in authority who are taking the capitalist road!
Long live the dictatorship of the proletariat!
