5PM).

Week 1 starts from August 4-10, week 2 from august 11-17, week 3 from August 18-24, week 4 from
August 25-31, week 4 from September 1-7, week 5 from September 8-14, week 6 from September
15-21, week 7 from September 22-28
Incase no clearing done during week one, write a note under the form indicating what your barangay
did. For example, IEC, survey, meeting or consultation.

be true but must explain that the beneficiary is obligation to produce evidence later subject for
validation.

GUIDELINES FOR ELIGIBLE BENEFICIARIES

This guideline is based on Section 16 Article V of RA 7279, "Urban Development and Housing Act of
1992”.

Sec. 16. Eligibility Criteria for Socialized Housing Program Beneficiaries - To qualify for the socialized
housing program, a beneficiary: a. Must be a Filipino;b. Must be an underprivileged and homeless
citizen, as defined in Section 3 of this Act; c. Must not own any real property whether in the urban
or rural areas; and d. Must not be a professional squatter or a member of squatting syndicates.

Definitions

Underprivelege: Underprivileged and homeless citizens refers to the beneficiaries of this Act and to
individuals or families residing in urban and urbanizable areas whose income or combined
household income falls within the poverty threshold as defined by the National Economic and
Development Authority and who do not own housing facilities. This shall include those who live in
makeshift dwelling units and do not enjoy security of tenure;

Squatting syndicates: refers to groups of persons engaged in the business of squatter housing for
profit or gain;

Professional squatters: refers to individuals or groups who occupy lands without the express consent
of the landowner and who have sufficient income for legitimate housing. The term shall also apply to
persons who have been previously awarded home lots or housing units by the Government but who
sold, leased or transferred the same to settle illegally in the same place or in another urban area,
and non-bona fide occupants and intruders of lands reserved for socialized housing period. The term
shall not apply to individuals or groups who simply rent land and housing from professional
squatters or squatting syndicates;

The order of priority given for the residential lot depends on the number of ticks in the above table.
The criteria shall be supported by documents to be valid. The documents produced shall be certified
and verified for truthfulness and accuracy.

1. Must be a Filipino citizen (birth certificate)


2. A resident and registered voter of the Barangay where his/her illegal dwelling is built.
(Barangay certificate/Comelec)
3. A single parent (with disabled husband/wife), underprivileged(CSWD) or Indigent or
underprivileged as defined (Income Tax, Certificate of Indigence)
4. Demolished structure was identified as dwelling (pictures and other documents)
5. IS NOT CURRENTLYor WASNOT a recipient of another free housing program, from the
government or non-government (NO (meaning not) to be validated)
6. Is not a member of a squatting syndicate or a professional squatter (meaning no previously
squatting case involved in)
7. Does not own any piece of land or business establishment elsewhere (if NO to be validated)

NOTE: Barangay official must compile all documents needed by a beneficiary. NO SUPPORTING
DOCUMENTS, NO VALIDATION. One folder for each beneficiary shall be used. Those who were
granted lot through any government program before but sold it shall not be eligible. One household
(meaning family or families living in one roof), one lot to be allotted (if a demolished dwelling has
more than one family, only one lot is given)
