Hey Brett,
I had planned on writing you again for some time. I apologize for the delay. I hope you’re doing well. I’m sure
you have your hands full with myriad issues. Just wanted to let you know I was thinking about you. How is
your family/extended family fairing through this madness? I heard though the grapevine you may have a few
people who tested positive for COVID-19. Wondering how you are dealing with that and what your thoughts
are. It’s not good here and there really isn’t any good news on the horizon. The airline industry is in chaos (as is
everything else). I am still working but things are changing rapidly. Empty airports and planes. We’ve cut our
network schedule by 30%. It will be 50% by this weekend. We’ll have 100+ airplanes parked in desert storage
(not including the grounded MAXs) with more to come. The scary thing is Southwest Airlines appears to be in
better shape than other carriers at the moment. Delta/United, etc. have already cut back 70-80%. Worse
than 9/11. I believe there will be layoffs, furloughs and/or reduced pay in the near future. We’ll see.

On a brighter note, (b) (6) , and I have attached


a few teaser photos. Professional photos coming in the near future, hopefully. The timing was really good,
because (b) (6) , like most everywhere else now, is in total lockdown. You can’t get on the beach unless you
have a resident pass. Construction, renovations and other services on the beach have come to a screeching halt.

At the very least, it’s a really nice getaway whenever we want to go there, and we’re proud of the
work we put into it.

Looking forward to having a few beers with you guys there when we can make it happen. Hope to hear from

Once movement of QUARANTINE Sailors is complete we are ready to receive pier

I just read the article about your pleas for help from our Navy due to the spread of COVID aboard your ship.  I 
just wanted to take a second to offer you a BRAVO ZULU for doing what is right and putting your Sailors first.

(b) (6)   95% of the students here are fresh out of boot camp, and the culture here 
does not encourage students to voice their concerns.  (b) (6)  and one of the 
most senior Officers on this base, I have no doubt had the loudest voice trying to get leadership to make 
decisions that put the SAFETY of our troops above everything else.  It has taken a lot of my energy (that should 
be devoted to learning Arabic), but I have been successful at not only getting others to join me in my fight, but 
bringing the voices of the students to the leadership which enabled them to make better decisions about our 
safety. 
  
Whether you intended for your letter to be made public or not is beside the point – you are a HERO for 
looking out for your Sailors and I’m sure they are grateful for it.  We need more leaders like you in our Navy.  I 
truly hope you are not suffering any repercussions over this from senior leadership, but if you are, you can at 
least have a clear conscience knowing you did what was right and necessary. 
  
If you’re ever in (b) (6) (before July (maybe) when I depart for (b) (6) , I would be honored to buy you a

Good morning,

Through the chaos the last few weeks, we as an ombudsman team realized we needed some
additional guidance from you all.

We received a number of emails from Ms. (b) (6) providing guidance and verbiage on a variety
of subjects. As a team, we realize the importance of disseminating accurate and timely information to
families in the midst of unknown. We have not disseminated the content in the emails up to this point,
as we are bound to the OPNAV to ensure we are getting “official word” from the command. With that
(b) (6)
being said, (b) (6) is an incredibly valuable asset to our team, and we are incredibly lucky to have
knowledge and experience.

Would you be willing to confirm your position on the following?

Cessation of “in-person” events and the ombudsman making that notification to families. The
intent would be to cancel the March FRG Meeting and April Half-Way party. The FRG meeting
in May would be TBD. From a CDC perspective, this seems reasonable based on the
guidance pertaining to canceling Large Community Events. Ideally, we would get that out to
families as soon as you confirm that it is okay to do so.

As you requested, here are just some of the topics that the families have had questions about in
regards to COVID 19 collected from our team:

• How will the command prevent the spread of this virus in close quarters?
• In the light of the COVID-19 and considering the command is fully aware of the seriousness of
the virus, why does the command still allowing the sailors to dock at Vietnam in the first place?
• sailors in quarantine from the Bunker Hill
• communication with quarantined sailors via email/computer
• specific protocols if someone is confirmed to have COVID 19
• how the schedule might change if someone tests positive

Our responses have included the language you gave us earlier in the week for verbal responses, as
well "the ship is following CDC guidelines and Navy Medicine Guidelines”, as well as “we have no
official word”.

In terms of supporting families, I will begin working on a “Readiness” packet of resources, aside from
the newsletter. This will include CDC guidance on wellness, handwashing, for California information
on using “unemployment” if they are impacted by COVID, financial resources, etc. 
Additionally, I would like to include mental health and resilience resources, to include the Navy stress
continuum. I think sometimes the families having access to the instant information all the time,

through news, social media, etc. makes it easy for families to get overwhelmed. I would like to just
post basic reminders to give themselves a break, resources to resist panic, etc.

Good morning, pacific time, sirs. We are receiving multiple emails from families that are detailing some very concerning 
living conditions for sailors who have tested positive for COVID 19. Namely, the overwhelming lack of medical treatment 
or check in for sailors who have been moved off the ship. Basic living necessities are also an issue, whether it be 
medicine, toiletries, etc. There are also sailors experiencing symptoms who seem to not be receiving care.  
 
We are all very concerned for our sailors and their families at this time, but we need to be able to reassure our families 
that their sailors will be taken care of, not forgotten about. This influx of emails and questions are alarming.

Three sailors aboard the aircraft carrier USS Theodore Roosevelt in the Pacific have tested positive for the coronavirus, 
marking the first time the virus has spread to a deployed ship, the Navy announced today. 
The news is a significant cause for concern for Navy leaders given the high transmission rate of the virus. The danger is 
that the carrier, which has more than 5,000 people aboard, becomes a new cluster of Covid‐19, as occurred on several 
commercial cruise ships in recent weeks.  
The sailors have been quarantined and are being flown off the ship today, acting Navy Secretary Thomas Modly told 
reporters at the Pentagon. At this time, there are no plans to return the ship to port, he said. 
"The captain is doing the best he can to isolate those known persons that came in contact with those three people," 
Modly said. "We are not in a position right now to say we have to pull this ship in or take that ship off the front line." 
Roosevelt's last port call was Vietnam 15 days ago.

Job is everything you ever promised and then some.  Good to be in 7F again. 
Guam, SCS, Vietnam, ... PLAN shadows, ... 
 
Cool but challenging port call to Vietnam recently.  Think Santa Barbara with similar ferry/sea states challenges... except 
it lasted 4 of the 5 days we were there, and we had to move the CPF reception to a local hotel with about a 6 hour 
notice.  I'm always amazed at what a good CVN Supply department can pull off.

We also had a quick COVID scare with 39 Sailors required to be monitored because they had 'close contact' with two 
Brits staying at the same hotel that tested positive for CV19.  As you can imagine, a CVN is a tough place to isolate 
anyone for 14 days but it worked.  Except that this morning we had 3 different Sailors onboard that actually tested 
positive for CV19 so we're now scrambling to deal with that.  Isolation/quarantine is almost impossible at this point.  But 
we'll work through it one way or another.  
 
On the plus side I have managed to find a good routine that lets me fly about 3 times a week.  2 Rhino flights, and 1 helo 
flight.  A pretty good perk of the job, and the crew thinks it is great that I can fly both... or so they say :). 
 
If you find a cure for CV19 let me know, but either way please give my best to (b) (6) .

   I'm sure you are getting plenty of family updates, so no new news here. 
But I wanted to give you a warm fuzzy that things here in (b) (6) are fine. (b) (6) speaks/texts/emails with (b) (6)on a 
(b) (6)
daily basis, and   seems to be doing very well. (b) (6)   
Things are relatively normal with the obvious exceptions. 
 
‐          Not much vehicular traffic on the roads. No rush hour. 
 
‐          Empty parking lots, especially at strip malls and movie theaters. 
 
‐          Everyone is polite and adhering with social distancing. 
 
‐          Outdoor exercise is allowed, and essential trips to the grocery 
store, but not much else. 
 
‐          Grocery stores have some empty shelves for food staples, TP, and 
cleaning supplies.

‐          Commissary (MCAS Miramar) has empty sections in the eggs, meat 
and chicken aisles, and no cleaning supplies or toilet paper until they restock overnight. 
 
‐          When meat and other staples show up, they are rationed to only 3 
per family (e.g. hamburger meat), or 1 per family for TP. 
 
‐          Gas prices have really dropped to $2.81/gal on base. 
 
‐          No (or very, very few) new cases of COVID‐19 in the SD area. 
 
‐          Most people, myself included, are working from home (WFH). 
 
‐          Facetime, Skype, Zoom, Webex, etc. are the on‐line tools of 
choice. 
 
‐          Food home delivery is becoming a thing, especially for the 
elderly over 65. 
 
Feel free to share this update with anyone on board as a realistic update from your homeport.  I haven't made it to 
(b) (6)  in a month, but I imagine it is similar there.

This may have already been passed to you, but I want to make sure you have a chance to put this information out to 
your sailors.  

AT&T and NEXCOM had worked together to waive charges for Sailor Phone (APTS) calls through 30 April.  Users will still 
need a calling card and will enter their PIN, but they will not be charged for the call. 

Please feel free to contact me if you have any questions.  This is just one of the various things we’re doing to keep 
people connected through COVID‐19. I understand the challenges of being underway when the situation at home is 
complicated, confusing and chaotic; I hope this helps. 

 We’re helping keep our military and their families connected during this difficult time. We’ve
worked out an agreement with the Navy Exchange Command that meets federal guidelines and
ethics policies and allows military personnel stationed on selected Navy ships to make calls to their
loved ones through April 30 at no cost to the Navy or its sailors.

Admiral,
CO is headed back to the ship. SMO and I remain at the (b) (6) .

The 11 Sailors at the (b) (6) test results are back and all are negative. We’ve also received permission
from the host nation to move the 11 out of the hotel. Expecting a 2000 movement to the pier and then
immediately onto the designated liberty boat for transfer out to the ship. We are preparing the quarantine
quarters for them onboard.

The last three Sailors on the pier have been tested and we are pushing hard to have results back this evening.

Sir,

Updated sitrep from Danang Bilateral Coordination Center (name of group working here from
Golden Bay Hotel) will go out within the hour.

37 Sailors that stayed at the (b) (6) at some point during this stay are, or have been, tested
for COVID 19. 11 of the 37 are currently at the (b) (6) . The remaining are either on the
pier or enroute and will remain there until test results are complete. Test results expected by
2200. We are coordinating with local government to consolidate all 37 Sailors on the pier while
we await results.

We have designated a male and female berthing space onboard to quarantine/monitor the 37 for
the next 14 days. Food will be provided to them in their lounge space and they have their own
heads.

Should a Sailor test positive, the intent would be to leave them back here with a small team
consisting of a HM, a Khaki, and a local US country team rep. Quarantine would be completed
here with further transfer to the US. A positive test will also require a more in-depth review of
the Sailors travels during the in-port.

I wanted to say Thank You for your letter and your taking the risk to help your Sailors. I had my first positive
COVID 19 onboard (b) (6) this morning and while trying to lead 300+ in a tough time I was
subsequently being questioned by CNSL along the lines of how could I let this happen. CNSL has mirrored
most of Navy leadership in trying to wish this problem away and I thought your letter was spot on in trying to
preserve readiness by preserving our force. I am now ROM’ed myself- along with 40+ crew members- as the
positive case was a Junior Officer I had close contact. The response from CNSL and USFFC took a step change
about mid-afternoon, right around when your letter hit major news sources. Right about that time I was being
tested as ordered by CNSL COS because they don’t want the ship just sitting around for 2 weeks in quarantine.

Thank you for having the guts to do what you did today sir. I can tell you there are a number of us at the O5
level that feel like we are being second guessed in any action taken to prevent this from taking over as well as
our response. Hopefully your letter starts to move the needle in how we are dealing with this onboard ship and
the Navy writ large.

Sail safe— and from a former MPA (2010-2012) onboard TR, I hope the engines/generators are working— I
know the MMs are giving you everything the’ve got.

To aid Medical in screening the close contacts of patients with COVID‐19, in 
general we are looking for individuals who live in the same berthing, work 
in the same workcenter, or have had prolonged (>10 minutes) contact within 6 
feet of the patient in the past 72 hours.  Simply walking by someone in the 
passage way is not close contact. 
 
We're getting swamped with a lot of people who don't meet the criteria of 
close contact but it takes manpower, PPE, and time to figure that out.

I know there's a ton of 'expert advice' and I generally try to avoid reading it. This was shared on a private MIT page that 
I'm in. Glad I didn't miss it.  Significant amount of detailed info here especially on labs that can additionally point to covid 
without the test. What to do... Especially what not to be doing.  Here it is: 
 
"From Dr. (b) (6)  MD/Neurosurgeon from (b) (6) /SBMT board member sent this to our SBMT COVID19 
taskforce.   
 
"I am an ER MD in (b) (6) . (b) (6) . Every one of my colleagues have now seen several hundred Covid 19 
patients and this is what I think I know. 
 
Clinical course is predictable. 
2‐11 days after exposure (day 5 on average) flu like symptoms start. Common are fever, headache, dry cough, 
myalgias(back pain), nausea without vomiting, abdominal discomfort with some diarrhea, loss of smell, anorexia, 
fatigue. 
 
Day 5 of symptoms‐ increased SOB, and bilateral viral pneumonia from direct viral damage to lung parenchyma. 
 
Day 10‐ Cytokine storm leading to acute ARDS and multiorgan failure. You can literally watch it happen in a matter of 
hours. 
 
81% mild symptoms, 14% severe symptoms requiring hospitalization, 5% critical. 
 
Patient presentation is varied. Patients are coming in hypoxic (even 75%) without dyspnea. I have seen Covid patients 
present with encephalopathy, renal failure from dehydration, DKA. I have seen the bilateral interstitial pneumonia on 
the xray of the asymptomatic shoulder dislocation or on the CT's of the (respiratory) asymptomatic polytrauma patient. 
Essentially if they are in my ER, they have it. Seen three positive flu swabs in 2 weeks and all three had Covid 19 as well. 
Somehow this ***** has told all other disease processes to get out of town. 
 
China reported 15% cardiac involvement. I have seen covid 19 patients present with myocarditis, pericarditis, new onset 
CHF and new onset atrial fibrillation. I still order a troponin, but no cardiologist will treat no matter what the number in 
a suspected Covid 19 patient. Even our non covid 19 STEMIs at all of our facilities are getting TPA in the ED and rescue 
PCI at 60 minutes only if TPA fails. 
 
Diagnostic 
CXR‐ bilateral interstitial pneumonia (anecdotally starts most often in the RLL so bilateral on CXR is not required). The 
hypoxia does not correlate with the CXR findings. Their lungs do not sound bad. Keep your stethoscope in your pocket 
and evaluate with your eyes and pulse ox. 
 
Labs‐ WBC low, Lymphocytes low, platelets lower then their normal, Procalcitonin normal in 95% CRP and Ferritin 
elevated most often. CPK, D‐Dimer, LDH, Alk Phos/AST/ALT commonly elevated. 
Notice D‐Dimer‐ I would be very careful about CT PE these patients for their hypoxia. The patients receiving IV contrast 
are going into renal failure and on the vent sooner.

Basically, if you have a bilateral pneumonia with normal to low WBC, lymphopenia, normal procalcitonin, elevated CRP 
and ferritin‐ you have covid‐19 and do not need a nasal swab to tell you that. 
 
A ratio of absolute neutrophil count to absolute lymphocyte count greater than 3.5 may be the highest predictor of poor 
outcome. the UK is automatically intubating these patients for expected outcomes regardless of their clinical 
presentation. 
 
An elevated Interleukin‐6 (IL6) is an indicator of their cytokine storm. If this is elevated watch these patients closely with 
both eyes. 
 
Other factors that appear to be predictive of poor outcomes are thrombocytopenia and LFTs 5x upper limit of normal. 
 
Disposition 
I had never discharged multifocal pneumonia before. Now I personally do it 12‐15 times a shift. 2 weeks ago we were 
admitting anyone who needed supplemental oxygen. Now we are discharging with oxygen if the patient is comfortable 
and oxygenating above 92% on nasal cannula. We have contracted with a company that sends a paramedic to their 
home twice daily to check on them and record a pulse ox. We know many of these patients will bounce back but if it 
saves a bed for a day we have accomplished something. Obviously we are fearful some won't make it back. 
 
We are a small community hospital. Our 22 bed ICU and now a 4 bed Endoscopy suite are all Covid 19. All of these 
patients are intubated except one. 75% of our floor beds have been cohorted into covid 19 wards and are full. We are 
averaging 4 rescue intubations a day on the floor. We now have 9 vented patients in our ER transferred down from the 
floor after intubation. 
 
Luckily we are part of a larger hospital group. Our main teaching hospital repurposed space to open 50 new Covid 19 ICU 
beds this past Sunday so these numbers are with significant decompression. Today those 50 beds are full. They are 
opening 30 more by Friday. But even with the "lockdown", our AI models are expecting a 200‐400% increase in covid 19 
patients by 4/4/2020. 
 
Treatment 
Supportive 
 
worldwide 86% of covid 19 patients that go on a vent die. Seattle reporting 70%. Our hospital has had 5 deaths and one 
patient who was extubated. Extubation happens on day 10 per the Chinese and day 11 per Seattle. 
 
Plaquenil which has weak ACE2 blockade doesn't appear to be a savior of any kind in our patient population. 
Theoretically, it may have some prophylactic properties but so far it is difficult to see the benefit to our hospitalized 
patients, but we are using it and the studies will tell. With Plaquenil's potential QT prolongation and liver toxic effects 
(both particularly problematic in covid 19 patients), I am not longer selectively prescribing this medication as I stated on 
a previous post. 
 
We are also using Azithromycin, but are intermittently running out of IV. 
 
Do not give these patient's standard sepsis fluid resuscitation. Be very judicious with the fluids as it hastens their 
respiratory decompensation. Outside the DKA and renal failure dehydration, leave them dry. 
 
Proning vented patients significantly helps oxygenation. Even self proning the ones on nasal cannula helps. 
 
Vent settings‐ Usual ARDS stuff, low volume, permissive hypercapnia, etc. Except for Peep of 5 will not do. Start at 14 
and you may go up to 25 if needed.

Do not use Bipap‐ it does not work well and is a significant exposure risk with high levels of aerosolized virus to you and 
your staff. Even after a cough or sneeze this virus can aerosolize up to 3 hours. 
 
The same goes for nebulizer treatments. Use MDI. you can give 8‐10 puffs at one time of an albuterol MDI. Use only if 
wheezing which isn't often with covid 19. If you have to give a nebulizer must be in a negative pressure room; and if you 
can, instruct the patient on how to start it after you leave the room. 
 
Do not use steroids, it makes this worse. Push out to your urgent cares to stop their usual practice of steroid shots for 
their URI/bronchitis. 
 
We are currently out of Versed, Fentanyl, and intermittently Propofol. Get the dosing of Precedex and Nimbex back in 
your heads.

Also, “pink eye” also called “red eyes” was actually the first diagnostic finding notes on the Washington home patients 
that were Covid‐19 positive 
 
I PPE best I have. I do wear a MaxAir PAPR the entire shift. I do not take it off to eat or drink during the shift. (b) (6)

exposure at work coupled with the isolation at home is trying. But everyone is going through something right now. 
Everyone is scared; patients and employees. But we are the leaders of that emergency room. Be nice to your nurses and 
staff. Show by example how to tackle this crisis head on. Good luck to us all.”

In order to support the COVID‐19 travel waivers, we going to move all travel requests (OCONUS and CONUS) into the 
IATP system.   Likely your admin office already has an account setup, because this is a pre COVID‐19 OCONUS travel 
requirement .   Any travel beginning 24MAR20 and later needs to be inputted into the IATP system.    Using this system

will streamline the reporting process and ensure travel requests are addressed in an expeditious manner.  Below the 
tear line are the details for your Admin Department on how to utilize the IATP system.   My POC for any IATP technical 
questions is Mr. (b) (6) @navy.mil .   OBTW, I believe I saw some travel for personnel starting on 
the 24th, enter that travel ASAP and we will start using the system to get those approvals.  This is a new process, so there 
will be growing pains, however with the multitude of requests, we see this as a great way to get ahead.  Please do look 
ahead and submit travel as early as possible.   One last point, Adm Aquillino stated that we have to change our mindset 
overall to combat the spread of the virus.  If there are different ways of accomplishing a task, ie using someone in the 
local area, or perhaps using VTC, then THAT is what we should be doing.  I directly witnessed Airboss having to go to bat 
for recent approvals, I know he is not afraid to do so, but I’m relaying that message for your understanding.

As DoD COVID‐19 response strategies evolve it has become prudent for CNAP and subordinate commands to begin 
tracking ALL travel in a much more disciplined manner. Purpose: to provide easily accessible, quickly retrievable data to 
answer RFIs. Therefore, effective immediately, all CNAP and subordinate travel (international and domestic) shall be 
tracked using the COMPACFLT IATP system. 
 
IMPORTANT NOTE 1) ON NEW ACCOUNT REGISTRATIONS: NMCI has added a script that inserts the following into the 
hypertext link you will receive (://iatp.pacom.noclick_mil/) to make the link functional you must remove noclick_ (both 
noclick and the underscore) and paste the remainder into browser so it begins like so https://iatp.pacom.mil/   
 
ACTION: Beginning immediately all domestic (official for GS and military) and military leave travel requests and 
itineraries shall be documented in a “Travel Tracker.” Select “United States” in the Destinations Section of the Travel 
Tracker.  
 
NOTES: Some important “special notes” for entering domestic travel in the “Preparation” section of the IATP travel 
request [REASON: SERE and ISOPREP review are NOT specifically required for domestic travel] 
1) Level 1 ATFP Awareness Training: Enter most recent completion of AT Level One  
2) Date of Location / Area Specific Training: Date of travel entry 
3) Date of last completed SERE 100.2 Level A Training: Enter actual training date if within 3 year currency window:

Some clarification on screening on the ship after port visits.  First, the 
rationale for 14 days:  everything we know about Coronavirus shows that 99% 
of people will have symptoms by approximately 13 days (mean 5 days).  There 
are three categories of screening: 
 
1)  As previously passed, each department will screen their sailors for 7 
days after leaving a port by asking them questions regarding Fever, Chills, 
Cough, Sore Throat, Shortness of breath, Body aches, and Abdominal pain. 
After the 7 days (which expired yesterday, 3/15), then each individual will 
self‐monitor for the same symptoms for the next 7 days.  If at any time 
during this process a person answers yes to one of those symptoms then they 
are to report to medical for additional screening and they enter the next 
category. 
 
2)  Individuals that answered yes to one of those symptoms now get daily 
temperature checks in Medical.  They are required to do these checks for the 
full 14 days after leaving the port (last day 3/22).  This is the list that 
CAPT (b) (6)  (nurse anesthetist) is tracking and sending to leadership. 
 
3)  Personnel arriving via COD ‐ HODs/DLCPOs are notified (by CAPT (b) (6)  
using the ATO manifest) of those individuals that require screening after 
arrival on a COD.  Same screening concept except that their 7+7 days of 
screening starts the day they arrive on the ship and results are emailed to 
CAPT (b) (6) . 
 
Again, at any time within the 14 days, if a person develops these symptoms 
they need to be evaluated by Medical. 
 
This, combined with sanitation, hand washing, respiratory/cough etiquette, 
is an all hands event ‐ that applies to the Coronavirus and all infectious 
diseases that are more easily spread in close quarters.

I am attaching an draft to the newsletter I was working on to release in April. With the country's climate
changing rapidly due to COVID-19, I'd like to release it more sooner than later while its contents are still
somewhat applicable.

I realize you just released a written and visual update (the families LOVE the video); but, if you'd like to add
another blurb to the newsletter there's a space blocked off for your message.

I was awaiting input from CMC and Chaps but had not heard back from them. I will remove the place holders
and shift contents once I receive your input and/or approval.

We will add what you sent above. Thank you for sharing!

Our team is working on COVID-19 resources and support services handout and will continue to post
community resources and updates to our public "USS Theodore Roosevelt Ombudsman" page. If PAO, has

anything that would like pushed out, we are happy to share that instead. support may be needed in
explaining what some of the federal aid/stimulus means for families and how they can access it.

Overall, things have been changing relatively quickly and it's been an up and down of emotions from our
families. But, we (ombudsman and families) are being resilient and adapting to these changes as well as we can.
Some current adverse issues families are/may be facing: children are doing distance-learning since schools are
closed, spouses may not have reliable childcare at the moment, families who were getting ready to or in the
midst of PCSing are in limbo, some spouses may not receive paid leave, there's a toilet paper shortage, etc.
There's definitely a need to push out those support services and we will continue to do so.

On the heels of the message I sent yesterday, C7F released a revision to the 
TASKORD for Force Health Protection against COVID‐19. 
 
BLUF:  Everything stays the same (regarding what we're looking for) except 
now the duration of screening is 11 days total.  Not 7+7, just 11 days of 
Departmental/Squadron leadership asking their sailors if they have flu‐like 
symptoms and if the answer is "yes" then they report to Medical.  For 
Vietnam, the 11 days expires on 3/19. 
 
Thanks for your help in the ongoing battle against Coronavirus...I'm sure 
there will be more changes in the future, appreciate the flexibility.

official call until later tomorrow.  If positive, this also resets the 14 
day clock on the people in the gym.

  The documents I've seen from the Guam Base CO and what  you and the 
XO sent out on Guam and CVN 72 COVID mitigation plans didn't seem to 
indicate restrictions on much of our activity on the pier and beach. I would 
like to plan 3 beach cleanup and marina cleanup, type COMREL projects in 
Guam. There is a simple MWR Marina nearby we could pick up trash and look to 
improve if we have a bus that can take us. If we don't have transportation, 
we could just do a Gabgab Beach clean project 2 or 3 times throughout our 
visit. Any reason you know of that would prevent us from doing one or both 
of those ideas? Would you like me to contact the base CO, Captain (b) (6) , 
and ask about those ideas or would you like to inquire with him?

Please find attached COVID‐19 response lessons learned from COMUSNAVEUR‐COMUSNAVAF‐COMSIXTHFLT (CNE‐CNA‐
C6F). For those who have not been there, their HQ, MOC/FCC, and most of their CTFs are in Naples, Italy with their 
MPRA in Sigonella and COMDESRON‐60/FDNF‐E in Rota, Spain. USS MOUNT WHITNEY (LCC 20), the flagship, is located in 
Gaeta, Italy. The CNE‐CNA‐C6F team is typically located at the HQ C4I building in Naples and embarks MTW on 
designated occasions.  
 
CNE‐CNA‐C6F is also co‐located in Naples with Navy Region Europe, Africa, and Southwest Asia, which allowed for close 
collaboration with Region/NSA Naples leadership.

OPERATIONS

The time to make difficult and unpopular decisions is before the first positive test. The earlier you start enforcing social 
distancing protocols, the smaller the close contact circles will be, and the better you will limit the impact of those 
positive cases. Make the hard decisions to stop things – especially the hard calls on leave/liberty/movement – early. This 
is a pandemic and it spreads before you know it. 
 
We combined the NAVEUR/NAVAF/C6F and Navy Region CATs. This was easier for us than in other locations because we 
are a combined Echelon II / Echelon III staff and co‐located with our single Region. 
 
While most of the staffs we work with have given COVID management to the J3, we found that when tasked with the 
increased challenges of normal operations tracking COVID cases, PUIs, and personnel it would be too much. Instead, we 
assigned our COS and DCOS to focus on our COVID response, aligning C6F, Region, Medical, and the staff efforts. They 
were supplemented with the normal CAT members which was critical to the early efforts. We now have three additional 
OPTs that the N35 team is supporting on COVID. 
 
We recalled the crew of ships preparing to go on patrol to commence a fast cruise / restricted movement period to 
ensure they departed on patrol healthy and COVID free. 
 
Each ship had to be looked at separately to make them hard targets in port. This included establishing daily cleaning 
measures iaw recommended practices found in NRTP 4‐02.1. 
 
Conducted TTX between Region, NAVEUR/NAVAF, the MTF, and bases to establish response procedures for different 
scenarios and exercise the reporting mechanisms. 
 
Ships conducted response drills utilizing NRTP 4‐02.1, Shipboard Quarantine and Isolation, to identify best measures to 
respond to a case underway. 
 
INTERNAL STAFF MEASURES 
 
Our initial goal was to reduce manning in the headquarters to 50% on any given day, with the remainder teleworking. 
We have since tightened that to a directed 30% manning. 
 
Shifting to Blue and Gold teams early helped us increase social distancing. We identified some valuable lessons, 
specifically: 
 
Identify actions that require SIPR/JWCS such as posture planning, CCDR support, current ops, etc. Identify specific staff 
with knowledge base and access, and then separate into blue/gold teams. We keep directors and deputies on separate 
teams. 
 
To the maximum extent possible, enforce ‘no contact’ between the two sections to avoid unintentional transmission. 
Our GCCs are experiencing ‘blooms’ of COVID within specific sections that are impairing staff functions. Keep the teams 
apart as much as possible to avoid this. 
 
Our Watch Floor (MOC, ROC, IWO, TUSWC, N6) shifted to 4 days on and 12 days off to maximize resiliency and prevent 
one case of COVID from taking down multiple watch teams. 
 
Further, our Watch Floor is now off limits to all but watch standers and we use SVTC to conduct our operational 
situational awareness briefs. 
 
Six month ago, we started training a lot of the MHQ staff to stand BWC to create depth on the bench this is now paying 
dividends. 
 
Increase cleaning in facilities writ large; specifically clean / wipe down spaces between each meeting.

MEDICAL MEASURES: 
 
We established a MUCOUS EXPRESS using our organic lift (C‐26, etc.) to move PUI samples from Rota and Naples to 
Germany (the only DoD testing site in Europe) for analysis when it became evident that the normal logistic paths were 
not quick or reliable enough. We are expanding this to include Sigonella and the U.S. Army garrison in Vicenza, Italy to 
this route. We asked for and received authority to use CATBIRD (Gulfstream – VCNO approval) in support of COVID 
operations. 
 
SUPPORT FUNCTIONS 
 
Our CDCs are closed and DODEA schools have shifted to distance learning. Some of this was driven by Host Nation 
requirements, but also followed the lessons identified by the Army in the North. 
 
The NEX & Commissary become even more critical as Quality of Life and sustainment locations, but also areas with 
higher risk for transmission.  Established patron limits at all locations. We used the culture of excellence roving patrols 
(see below) to enforce this. 
 
COMMUNICATIONS ACTIONS 
 
Leverage collaborative functions and virtual systems (DCS, C4I, email, network access for telework, SharePoint pages). 
These need to be tested ahead of time to ensure all personnel have access and understand how to use the technology. 
 
We encouraged as many participants as possible to dial in to key battle rhythm events (CDBs, Situation Awareness 
Briefs, etc.) via SVTC and Tandberg, then rapidly learned that we could not always support enough dial ins. We’ve now 
dispersed in‐headquarters staff to designated conference rooms to control the number of local dial ins while 
maintaining social distancing. This ensures critical outstations (such as our two GCC LNOs, and CTF Cdrs) can dial in. 
 
The shift to distributed staff operations has shown that we are over reliant on SVTC (including deskside Tandberg) and 
this is a drain on available bandwidth (even outside the Battle Rhythm events. We have had to encourage the staff need 
to use the communication method that uses the least amount of bandwidth appropriate for the subject matter. 
 
SIPR access off base can be a challenge, but not insurmountable 
 
Long term: Joint/Navy NIPRNet enterprise endpoint strategy is not optimized for extensive or long‐term workforce 
telework. Replace desktops with laptops in support of increased mobility/telework capability with VPN capability to tap 
into office share drives. 
 
COMMUNITY ACTIONS AND OUTREACH 
 
We were fortunate enough to have had a reserve Public Affairs Officers (PAO) on station who could immediately support 
the COVID crisis action team. Without this reservist, we would have experience a significant degradation to our PA 
effort, taking this capability out of hide. We experienced work flow issues initially due to heavy reliance on emails for 
shared knowledge vice having an enterprise solution. Our local knowledge management experts are providing tools and 
best practices to better communicate as a staff to address this now.       
 
CNE‐CNA assumed initial release authority over all PA products for the NAVEUR domain, to include Region and USNH 
Naples issues. This resulted in a continual manpower requirement to address the volume of public affairs work, which 
inhibited our ability to effectively operate under a reduced manpower mandate.

Establish a process to speed up review for PAO, legal, and HR information. We streamlined the release authority by 
having a duty POC within legal and N1 to quickly look at products so that PAO could release info in a timely manner on 
Facebook, AT‐HOC, email, etc. 
 
Our protocol staff (minimally employed based on lack of KLEs) manned a COVID Hot Line to answer non‐medical 
questions about COVID for the community. 
 
The Chief's Mess established a Culture of Excellence roving patrol to enforce social distancing at the NEX, Commissary, 
and the on base residential area to provide an official presence for all to feel comfortable while working and living with 
continuous changes from the COVID 19 pandemic. This freed MAs to focus on base security.

The team spent some time this week more formally capturing what we've learned to‐date during our COVID‐response, 
and I wanted to share a more comprehensive product than our initial burst two weeks ago.  We had the benefit of time 
to learn a lot from USFK and the Army in Northern Italy before the pandemic fully reached our CNE/CNA bases and 
places, and hope that some of our lessons may help you get ahead and even "skip a step" as the virus continues to 
spread.  We continue to learn something new every day as we work through this challenge on two continents with two 
COCOMs + Navy. 
 
All of our Flags have been heavily involved in the daily response drumbeat and would be happy to share their thoughts 
in greater detail; I've cc'd our key players above.  Any questions, please don't hesitate to ask and feel free to forward to 
anyone I may have missed.

I hope you guys are doing well.  Watching the news from afar I imagine there are many concerned families of TR Sailors, 
and folks just concerned with events around the world.  Rest assured the TR is doing well and as busy as ever now that 
we are back at sea following a good visit to Vietnam. 
 
If you haven't already, I'd like you to post the following as a separate TR OMBUDSMAN post: 
 
"The health and well‐being of our TR Sailors remain our top priority.  No TR Sailor has tested positive for COVID 19, and 
we are taking every measure necessary to ensure our Sailors safety while still accomplishing our mission.  
Safeguards have been put in place on board to monitor the health of all TR Sailors to include ongoing evaluation and 
observation, and the continued reinforcement of established hygiene protocols." 
 
I also request that you keep me in the loop on any specific family concerns regarding COVID‐19 and the TR.  It is 
obviously a hot topic these days, and it helps me to stay up to speed on concerns so I can provide appropriate 
responses. 
 
Like much of what you guys do, there certainly isn't any specific training on how to deal with something like COVID‐19.  
The good news is that you guys have more experience than you realize, and the family members appreciate everything 
you are doing for them and the TR Sailors.

asthma is the most common condition, immune suppression from medications for

Batch testing of the close contacts for the HSM‐75 and VFA‐154 sailors 
completed.  192 close contacts tested in groups of 5, with 9 positive group 
tests meaning 1‐5 people per group test were positive = 9‐45/192 positive = 
4.7‐23.4% incidence.  Sending the testing team to bed.  Will get the 
individual results tomorrow and work to get them off the ship.  Will test 
the 5 reactor sailors (individual tests) in the first batch in the morning 
and then start the batch Reactor close contact testing (approx.. 200).

Copy all and during the meeting the AMA declined to accept the tests for the

concerns you raised about a live virus.  We're still getting supplies from 
them and 2 prev med staff from NEPMU. 
 
Second update while in the meeting:  E4 from Reactor (RP div) tested 
positive.  He presented with one day of symptoms at sick call this morning ‐ 
temp of (b) (6) , body aches, sore throat.  Currently working to get 
names/numbers of this next large batch of close contacts.  The potential 
operational impacts of quarantining this large group is obviously 
significant.  CO/XO/RO are aware. 
 
To that end, as you pointed out, this will become a testing problem very 
quickly and we're back to batch testing in groups of five.  While that will 
speed up testing some, with a small lab team that does the testing, there 
will be some delays as we have to let the lab team sleep at some point and 
they have been up since 2200 last night.

Update on current events. 
 
1.  Planning to MEDEVAC the two COVID positive patients, plus one 
non‐medical attendant, tomorrow ‐ pending Governor of Guam approval.  That 
issue is currently being worked by Ops. 
 
2.  Berthing and work centers plus a few other named individuals (named by 
the patients) yielded 201 close contacts.  That number will likely rise. 
Based on recommendations from the medical chain of command and theater Prev 
Med specialists we are testing all of them individually.  Half of the tests 
will be sent to the America on a helo this afternoon (1700) to load share 
and increase throughput.  Anticipate it will take close to 24 hours for all 
results to be finalized. 
 
3.  A Preventive Medicine Officer and Prev Med Tech will be joining us from 
the America for an undetermined period of time.  They will be able to assist 
in contact tracing, quarantine, etc. 
 
4.  Requesting that all departments, squadrons, and units resume daily 
verbal screening of their sailors.  Specifically, asking for flu‐like 
symptoms:  fever, chills, cough, sore throat, shortness of breath and body 
aches.  This needs to continue for 14 days (last day 7 April).  If anyone 
answers "yes" to these questions, they need to be evaluated by Medical. 
Routine evaluation of these individuals will occur daily from 0730‐0930 and 
1930‐2130.  Obviously, if someone feels that they can't wait until those 
times, we can evaluate them at any time. 
 
5.  Bleachapalooza is now twice a day ‐ 0730 and 2000.

completed.  192 close contacts tested in groups of 5, with 9 positive group 
tests meaning 1‐5 people per group test were positive = 9‐45/192 positive = 
4.7‐23.4% incidence.  Sending the testing team to bed.  Will get the 
individual results tomorrow and work to get them off the ship.  Will test 
the 5 reactor sailors (individual tests) in the first batch in the morning 
and then start the batch Reactor close contact testing (approx.. 200).

Copy all and during the meeting the AMA declined to accept the tests for the 
concerns you raised about a live virus.  We're still getting supplies from 
them and 2 prev med staff from NEPMU. 
 
Second update while in the meeting:  E4 from Reactor (RP div) tested 
positive.  He presented with one day of symptoms at sick call this morning ‐ 
temp of (b) (6) , body aches, sore throat.  Currently working to get 
names/numbers of this next large batch of close contacts.  The potential 
operational impacts of quarantining this large group is obviously 
significant.  CO/XO/RO are aware. 
 
To that end, as you pointed out, this will become a testing problem very 
quickly and we're back to batch testing in groups of five.  While that will 
speed up testing some, with a small lab team that does the testing, there 
will be some delays as we have to let the lab team sleep at some point and 
they have been up since 2200 last night.

Update on current events. 
 
1.  Planning to MEDEVAC the two COVID positive patients, plus one 
non‐medical attendant, tomorrow ‐ pending Governor of Guam approval.  That 
issue is currently being worked by Ops. 
 
2.  Berthing and work centers plus a few other named individuals (named by 
the patients) yielded 201 close contacts.  That number will likely rise. 
Based on recommendations from the medical chain of command and theater Prev 
Med specialists we are testing all of them individually.  Half of the tests 
will be sent to the America on a helo this afternoon (1700) to load share 
and increase throughput.  Anticipate it will take close to 24 hours for all 
results to be finalized. 
 
3.  A Preventive Medicine Officer and Prev Med Tech will be joining us from 
the America for an undetermined period of time.  They will be able to assist 
in contact tracing, quarantine, etc. 
 
4.  Requesting that all departments, squadrons, and units resume daily

verbal screening of their sailors.  Specifically, asking for flu‐like 
symptoms:  fever, chills, cough, sore throat, shortness of breath and body 
aches.  This needs to continue for 14 days (last day 7 April).  If anyone 
answers "yes" to these questions, they need to be evaluated by Medical. 
Routine evaluation of these individuals will occur daily from 0730‐0930 and 
1930‐2130.  Obviously, if someone feels that they can't wait until those 
times, we can evaluate them at any time. 
 
5.  Bleachapalooza is now twice a day ‐ 0730 and 2000.

The correct number is 23, I apologize for any mistake on my part during the  
fog of medical war.  To answer your other two RFIs ‐ yes, the ones in sick  
call were tested and the 4 presumptive positives were originally negative on  
the batch testing, but now have all the symptoms consistent with COVID‐19.  
There will be a lot of post‐processing on data when all this is over that will  
shift people between categories (sick call, batch screening later with  
symptoms, batch screening asymptomatic, etc) but the overall number of 23 for  
this morning won't change.  Working to get them off the ship today, most  
symptomatic ones first. 
 
Two rough projections for you ‐ based on how things are going, by tomorrow  
evening we very well may be at approximately 50 positives and 1500 close  
contacts. 
 
Regarding how long this will take to get a "healthy" ship, in order to be able  
to go out to sea ‐ all current models are based on knowing when the first  
patient started infecting others and that the ship doesn't pull into port, and  
they show the disease lingering through the crew for almost a year.  Our  
situation is very different in that we (and the infectious disease experts  
back home) are now assuming that all the patients we're seeing are effectively  
the second or third generation of patients.  Best estimate right now based,  
with our plan for strict quarantine of all close contacts, is that we may be  
"healthy" in 60 days.  More models to be run in the coming days.

Batch testing of the close contacts for the HSM‐75 and VFA‐154 sailors 
completed.  192 close contacts tested in groups of 5, with 9 positive group 
tests meaning 1‐5 people per group test were positive = 9‐45/192 positive = 
4.7‐23.4% incidence.  Sending the testing team to bed.  Will get the 
individual results tomorrow and work to get them off the ship.  Will test 
the 5 reactor sailors (individual tests) in the first batch in the morning 
and then start the batch Reactor close contact testing (approx.. 200).

Copy all and during the meeting the AMA declined to accept the tests for the 
concerns you raised about a live virus.  We're still getting supplies from 
them and 2 prev med staff from NEPMU. 
 
Second update while in the meeting:  E4 from Reactor (RP div) tested 
positive.  He presented with one day of symptoms at sick call this morning ‐ 
temp of 101.4, body aches, sore throat.  Currently working to get 
names/numbers of this next large batch of close contacts.  The potential 
operational impacts of quarantining this large group is obviously 
significant.  CO/XO/RO are aware. 
 
To that end, as you pointed out, this will become a testing problem very 
quickly and we're back to batch testing in groups of five.  While that will 
speed up testing some, with a small lab team that does the testing, there 
will be some delays as we have to let the lab team sleep at some point and 
they have been up since 2200 last night.

Update on current events. 
 
1.  Planning to MEDEVAC the two COVID positive patients, plus one 
non‐medical attendant, tomorrow ‐ pending Governor of Guam approval.  That 
issue is currently being worked by Ops. 
 
2.  Berthing and work centers plus a few other named individuals (named by 
the patients) yielded 201 close contacts.  That number will likely rise. 
Based on recommendations from the medical chain of command and theater Prev 
Med specialists we are testing all of them individually.  Half of the tests 
will be sent to the America on a helo this afternoon (1700) to load share 
and increase throughput.  Anticipate it will take close to 24 hours for all 
results to be finalized. 
 
3.  A Preventive Medicine Officer and Prev Med Tech will be joining us from 
the America for an undetermined period of time.  They will be able to assist 
in contact tracing, quarantine, etc. 
 
4.  Requesting that all departments, squadrons, and units resume daily 
verbal screening of their sailors.  Specifically, asking for flu‐like 
symptoms:  fever, chills, cough, sore throat, shortness of breath and body

aches.  This needs to continue for 14 days (last day 7 April).  If anyone 
answers "yes" to these questions, they need to be evaluated by Medical. 
Routine evaluation of these individuals will occur daily from 0730‐0930 and 
1930‐2130.  Obviously, if someone feels that they can't wait until those 
times, we can evaluate them at any time. 
 
5.  Bleachapalooza is now twice a day ‐ 0730 and 2000.

that is doing the hard work, I just try not to make too many dumb 
suggestions. 
 
1.  Four positive Rx sailors from batch testing (#28‐31 on the list).  4/195 
on the batch testing.   
2.  Two additional Rx sailors who were negative on the batch testing 
(samples were drawn last night), but now have fevers and are presumed 
positive. 
3.  Total number is 33. 
 
Plan for tomorrow will be to address additional positives and get all the 
positives off the ship to isolation.
