A. Explanation of Information Integration and Data Exchange Management
Application
MANTRA Application (Information Integration and Data Exchange
Management) is a supporting software for the Electronic Information System
Interoperability Framework by implementing Web-Based Service Technology
(Webservices) as a supporting media for Electronic Data Access Interfaces /
Intermediaries in order to carry out data exchange or sharing between Information
Systems Electronic.

MANTRA application can be functioned into 2 types of services, namely:

As a data service provider that is connected directly to the Database, it is called


the Webservice API so that this function can facilitate the creation of interactive Web-
APIs through a Web-based Graphics User Interface.
As a service hub provider (Proxy Services) that is connected with other services,
called GSB. The aim is to manage interoperability access between the Web-API and its
Application Users.
Based on the capabilities of the MANTRA application that is as a Web-API or
GSB, its management can be done through the user's role and authorization. In addition
to these capabilities, MANTRA applications can be developed with Open Source
Software based applications through software support such as Apache Web-Services,
PHP, MySQL, Javascript, ADODB and nuSOAP.

What are the benefits of using the MANTRA application?

1. Efficiency: Cost savings in developing Data Processing Application features through


the use of Web-API.
2. Effectiveness: Reduce data duplication and Web-API services by utilizing Service-
Bus.
3. Reusability: Each service can be developed again into new services by utilizing
existing services, so that development does not need to be made from scratch (from
scratch).
4. Accurate: Facilitates the establishment of the validation process and verification of
data at the right source.
5. Interoperable: Having the ability to share data that is equipped with Metadata
Conversion (Data Ontology) facilities.
6. Futuristic: Being a component base for the development of modern technologies such
as Cloud Services including for the development of Software as a Service (SaaS),
Platform as a Service (PaaS), etc.

There are several things that need to be prepared to support the implementation of
the MANTRA application, the following are the specifications of the MANTRA
application and some supporting devices that need to be prepared:

MANTRA application is useful for bridging the exchange of data between


government agencies despite differing databases, applications and operating systems.
MANTRA applications can function as GSB (Government Service Bus) and Web-API
(Application Programming Interface).

B. Measuring digital government (Maturity)

E-Government Maturity Models are maturity models that measure the evolution
of SPBE from the aspect of functionalities and technical capabilities developed by many
parties including Layne and Lee (2001), Andersen and Henriksen (2006), and Kim and
Grant (2010), and the United Nations Nations on UN e-Government Survey (2012).

Using the Maturity method, we will measure the Information Integration and Data
Exchange (MANTRA) Management application. The maturity of electronic government
and IT adaptation processes according to Lutfman (2003), Cobit Model, and IT IG (2007)
for the application of Information Integration Management and Data Exchange
applications as follows:

Advantages of MANTRA Application :

The advantage of this MANTRA application is the security of data exchange so that the data
owner agency does not have any concern over its database. In addition, through this application,
data exchange becomes more efficient, does not require data re-input and can be adjusted to user
needs.

Weaknesses in the MANTRA Application :

The weakness of this MANTRA application lies in its accessibility, which is that accessibility
can be slow and depends on the service provider.
