SCOPE OF SERVICE:
1. Develop facility safety philosophy, considering full plant life cycle, ie design/operation and abandonment.
2. Perform preliminary health and safety engineering reviews, in accordance with Santos Standards, including
noise and vibrations aspects. Perform safety review, Hazard Study 1 & 2 and HAZOP as per Santos
Standards, with Santos representatives in attendance as required. Safety and operability reviews shall pay
particular attention to manning levels, security of operation, loss control, fire and gas detection systems,
means of escape temporary accomodations and safe refuge requirements.
3. Perform flare and vent radiation and dispersion study, define stack heights and positions.
4. Incorporate requirements into design to meet Santos' tolerability level and regulatory requirements.

1. Perform a preliminary safety review of the design of the wellhead compression platform and onshore
processing facility. The qualitative assessment should consider the following:

- the type and nature of hazardous events that could occur, eg. Gas explosion, jet fires, ship collision,
personnel transfer.
- the source or originating causes of the event and give a ranking to its probability of occurrence.
- the possible consequences of the event and the severity.
- the means of escalation and the potential final outcome.
- the means of mitigation, with change recommendations to mitigate the risk..
- the overall assessment of risk and the hazard to personnel safety.

SCOPE OF SERVICE:
1. Perform a preliminary Quantified Risk Assessment using appropriate specialist analysis software for the
design of the wellhead compression platform and the onshore processing facility, which shall establish that the
risk to personnel, facility and the environment fall within internationally accepted norms for this type of facility.
The analysis shall be of a level of detail such that the major contributors to the overall level of risk can be
clearly identified and that any mitagory measures can be propoerly evaluated and implemented.
