1.1 INTRODUCTION

Pursuant to the Environmental Management Bureau (EMB) Memorandum


Circular (MC) 2020-27 issued on 17 June 2020, all Commercial Sand and Gravel (CSAG)
projects applying for Environmental Compliance Certificate (ECC) shall submit a
Geological Assessment Report on the resources available in the river. This is consistent
with the Bureau’s effort to streamline and harmonize the implementation of the
Philippine Environmental Statement System and the Philippine Mining Act of 1995 in
relation to non-metallic resources.

The objective of the geological assessment is to determine whether the applied


area is feasible for sand and gravel extraction by ensuring there is enough extractable
volume of aggregates. Other important factors will also be discussed in the report such
as site conditions, surficial deposits available and possible adverse environmental
impacts in the area upon the commissioning and decommissioning of the project.

Hence, the Commercial Sand and Gravel (CSAG) proposed site of Evelyn B. Bajao
located along Guihao-an River within the territorial jurisdiction of Purok-1, Brgy. Malpoc,
Municipality of Buenavista, Province of Agusan del Norte having an estimated area of
4.99 hectares was subjected to geological assessment.

2.0 SITE CONDITIONS


2.1. Site Description and Accessibility
The proposed sand and gravel project of Mrs. Evelyn B. Bajao has an estimated
area of 4.99 hecatres located along Guihao-an River (downstream portion)
within the territorial jurisdiction of Brgy. Malpoc, Municipality of Buenavista.
Buenavista is approximately 6.0 kilometers from Butuan City via Butuan-Cagayan
De Oro-Iligan National Highway. The proposed site is approximately 3.0
kilometers from the municipality proper via Buenavista-Bunaguit Road. The
actual project area can be reached through a paved narrow barangay road
stretching 0.8 kilometers west of the said road (See Figure 1).The SAG extraction
area will be confined only within the applied area of the bed of Guihao-an River
with the Technical Description stated below:

2.2. Topography and Drainage


The proposed area for Commercial Sand and Gravel is located along Guihao-an River
located in Province of Agusan Del Norte, Caraga Region. Guihao-an River transverses
south to north and the estimate terrain elevation above sea level is five (5) meters
flowing into Bohol Sea (See Figure 2).

The downstream portion of the stream is narrow with an estimated average width
ranging from 10-15 meters. The river channel slopes gently downwards to the north
and is generally five (5) meters above sea level.

2.3. Climate

The Municipality of Buenavista falls


under Type II on the Modified Corona
Climatological Classification. This
implies that Guihao-an river is generally
classified as Type II, which is
characterized by the absence of a dry
season and a very pronounce maximum
rainfall occurring from November to
April.

2.4 Geology
The water flowing through a stream
performs three kinds of geologic works
as erosion, transportation and
deposition. The proposed area along
Guihao-an river can be classified into
the downstream portion since its
direction is towards the mouth of the
river in which the current flows draining

Locally, the project site composes of weathered
sedimentary deposits caused by geological
works. It is composed mostly of volcanic rocks
and fragments of plutonic rocks such as diorites
with pebble and sand-sized sediments (See
figure 4). There were no outcrops observed
within and near the proposed site.

2.4 Geological Hazards


Based on the generated map
of the Mines and
Geosciences Bureau XIII
(MGB-13), the Commercial
Sand and Gravel (CSAG) area
under the Flood Prone Area
and Low Landslide
Susceptibility (See Figure 5).
The surrounding areas are
gently sloping with no
remnants/records from
landslide. Based on
HazardHunterPH, the
nearest Active Fault within
the proposed area is an
unnamed fault extending
561 meters. For Volcanic
Hazard Assessment, the
nearest Active Volcano is Mt.
Hibok-hibok approximately
84.1 kilometers from the
proposed site. There are no
immediate volcanic hazard
threat within the proposed

3.0 Sand and Gravel Deposits
Sand and gravel are naturally occurring deposition the rivers through geological
works such as erosion, transportation and deposition. These deposits are mined for
natural aggregate which can be used for base on construction or for backfilling
purposes. Generally, sand and gravel consist of an unconsolidated accumulation of
rounded or semi-rounded rock fragments that results from natural disintegration of
rock.
These naturally occurring alluvium are described in terms of texture and
composition. Texture refers to the size of grains, size sorting, and shapes pf grains.

4.0 Sand and Gravel Assessment


4.1 Potential Sand and Gravel Sources
Field assessment revealed that the proposed area is in its original state with
no previous extractions or operations conducted. Scouring on some portion
of the riverbank was observed due to undefined riverbed. Heavy accumulation
of SAG materials was observed within the proposed permit area which
warrants the maximum allowable volume granted by the municipality.

The quaternary alluvium deposits/resources are composed mostly of volcanic


and fragments of plutonic rocks such as diorites. The table below shows the
physical properties and observations of the field:

4.2 Resource Estimation


Volume estimation is based on the current surficial deposits in the proposed
area. The applied area is approximately 49,990 square meters. Following a 0.5
meter extraction depth using a payloader equipment, the extractable volume
can be calculated using the formula:
Extractable Volume = Area (proposed project) x Thickness
Using the equation above, the estimated volume of the applied area is 24,995
cubic meters composed mostly of volcanic rocks and fragments of plutonic
rocks.
4.3 Replenishment Rate
The major purpose of determining replenishment rate is to avoid the
environmental impacts of in-stream sand and gravel mining. If the annual bed
load is calculated and aggregate extraction is restricted to that value or some
portion of it, the river system can replenish the sediments decreasing the
environmental impacts of SAG operations along the river bed. To accurately limit
extraction to some portion of the bed load, the amount of sediment that passes
the in-stream mining site during a given period of time must be calculated. There
is a large amount of uncertainty in the process of calculating annual rates of bed
load transport. Downstream movement commonly occurs as irregular bursts of
short-distance movement separated by longer periods when the particles remain
at rest. Because bed load changes from hour to hour, day to day, and year to
year, estimating annual bed load rates is a dynamic process involving careful
examination.
Determining replenishment rate for the applied area along Guihao-an river is not
yet applicable due to lack of data which needs to be gathered in both dry and
wet seasons, absence/presence of extraction on the upstream and downstream.
However, based on the observations on the field, continuous rains and flood
events causes significant sediment deposition which warrants the availability of
natural aggregates for extraction.

5.0 Summary
 The proposed sand and gravel project of Mrs. Evelyn B. Bajao has an estimated
area of 4.99 hecatres located along Guihao-an River (downstream portion)
within the territorial jurisdiction of Brgy. Malpoc, Municipality of Buenavista.
 The proposed area along Guihao-an River transverses south to north and the
estimate terrain elevation above sea level is five (5) meters flowing into Bohol
Sea.
 The proposed area within the Municipality of Buenavista falls under Type II on
the Modified Corona Climatological Classification.
 Based on the generated map of the Mines and Geosciences Bureau XIII (MGB-
13), the Commercial Sand and Gravel (CSAG) area under the Flood Prone Area
and Low Landslide Susceptibility
 The project site composes of weathered sedimentary deposits composed mostly
of volcanic rocks and fragments of plutonic rocks such as diorites with pebble
and sand-sized sediments.
 The estimated volume of the applied area is 24,995 cubic meters given an
excavation depth of 0.5 meters.
The replenishment rate is not yet available due to lack of data and timeline.
However, based on the observations on the field, continuous rains and flood
events causes significant sediment deposition which warrants the availability of
natural aggregates for extraction.
