SUBJECT: What’s Next on the Rescue Plan – The Help is Here Tour

Where we are
This week the President will sign the American Rescue Plan into law. This is a historic
accomplishment that will get economic relief to working and middle-class families in America,
and it will undergird the national vaccine program that the President will speak to on Thursday
night.

Over the next few weeks, the administration is going to swiftly put in place implementation plans
to get aid to the places and people that need it the most, as quickly as possible. And we’re
going to level with the American people at every step of the way and communicate clearly about
why this plan matters to them and their family, and how they can access the benefits afforded to
them.

Help is on the way


As the President often said during the campaign, “help is on the way,” and with the Rescue Plan
passed, the American people can be confident in knowing that the help they need will be there
for them: to make it through financial difficulties, to get vaccinated so they can see their loved
ones again, and to safely send their kids back to school and get back to work themselves.

That will be the distillation of our message to the American people in the coming weeks, that
help is here for them and their families. And we’re going to carry that message to every corner
of our country through travel, local press, and direct engagement in communities with the
President, the Vice President, the First Lady, the Second Gentleman, Cabinet members, and
top officials from throughout the administration.

And, we’re going to make sure the American people know tangibly what the Rescue Plan
means for them. We’ll highlight how the President’s plan is going to deliver $5,600 in direct
payments for a typical family of four making under $150,000. We’ll talk about how additional
money for vaccinations means that the defeat of this virus is within our reach, and how we can
halve child poverty with the expanded Child Tax Credit.

In total, each day we’ll talk about one of 10 key aspects of the plan that will benefit regular
Americans: from additional money for veterans health, to lower health care premiums, support
for small business, and money to reopen schools safely.

How the Rescue Plan Helps the American People:

Providing Checks & Economic Support Speeding up vaccinations


Extending Unemployment Insurance Re-opening schools safely
Providing Rental & Mortgage Assistance Addressing Food Insecurity
Helping Veterans Halving Child Poverty
Bolstering Rural Healthcare Supporting Small Business
As part of that work, in the coming days the President and Vice President will be hitting the road
and visiting states across the country to talk about what the Rescue Plan means to those
communities. And when they do, they’ll be backed up by the same robust effort from across the
administration that’s helped build a massive bipartisan majority behind this plan – with polls
showing over 70% of Americans backing the package, including a majority of Republicans.

We’ll be putting surrogates and senior administration officials on local TV in markets around
America. We’ll mobilize our coalition of over 400 supportive mayors and governors – Democrats
and Republicans alike – to talk about what the plan means for them and their communities.
We’ll continue to engage organized labor, the business community, and other groups, to
reinforce why the Rescue Plan is vital in getting Americans back to work.

What comes next


The implementation of the Rescue Plan is going to be an all-hands-on-deck effort across the
administration. We’re going to continue ramping up vaccinations. We’re going to move as
quickly as possible to get direct relief out the door and into the hands of the American people.
We’re going to give schools the resources they need to reopen safely. And we’re going to give
Americans a bridge through financial crisis with extended unemployment benefits, renters and
homeowners assistance, and other support to help them get through this and get back on their
feet.

This is a huge deal for the American people, and at every step of the way we’re going to
communicate how this will make their lives better. In the process, we’re going to make clear that
help is here, and that we are on the path forward towards crushing COVID-19 and rebuilding our
economy.
