BOSSIER CITY POLICE DEPARTMENT Internal Affairs Report LA. CASE# 21-IA-04 DATE : January 13, 2021 OFFICER : Officer Travis Coker COMPLAINT SYNOPSIS: (On January 13, 2021, BCPD Communications received a telephone call from a concerned citizen in reference to a BCPD officer driving a marked unit (#2795) in Benton, LA in 2 reckless manner. Captain Leander Mathews, Sergeant Tyrone Warren and Sergeant Chris Estess made contact with Officer Travis Coker in the parking lot of Brookshire’s in Benton, LA. It appeared Coker was under the influence of medication or substance and became very agitated and disrespectful to all supervisors on scene. Coker was instructed by supervisors on scene he (Coker) needed to go with Estess to Willis Knighton Work Kare to be tested. Coker refused to accompany Estess for testing, INVESTIGATION: On January 19, 2021, ! was notified of the complaint and | began my investigation by obtalning a copy of Captain Leander Mathews! statement and the reporting call. After reviewing the above listed items, | learned the following: © PCS Alicia Shaw received a phone call frornAQNNINMBMB on January 13, 2021 at 12:50 hours. © @Bwes concerned about BCPD marked unit #2795 (Officer Travis Coker) and the manner in which the unit was being driven, + Wp stated Coker almost hit a mailbox and swerved into the opposite lane of traffic about 5 times. + RmimBstated Coker was sitting at a green light and not paying attention. # SBlhonked so Coker would go because the light was green. + Wmstated Coker was swerving all over the roadway into oncoming traffic and speeding. © MMR stoted Coker was in the pharmacy drive-thru at Brookshire’s in Benton, LA. | continued my After reviewing the MVE/BWC, { learned the followin: Coker was contacted via cell phone and learned he (Coker) was at Brookshire’s in Benton, LA. Coker was advised to standby at Brookshire’s and wait for Mathews. Mathews, Warren and Estess arrived at Brookshire’s and made contact with Coker who was sitting in his marked BCPD patro! unit, Coker had a pill bottle and cigarette’s between his legs and threw them into the backseat, Coker advised he was tired from working the night before and get on January 13%. Mathews stated Coker’s eyes were bloodshot red. ‘Mathews retrieved the pill bottle from the backseat of Coker’s patrol unit and noticed ‘the prescription bottle was@QqgNaNEMS and “may cause dizziness”. ‘Mathews advised Coker he needed to go with Estess to Work Kare and get tested to make sure he (Coker) was okay. : Coker became very agitated and stated he could not go because he (Coker) needed to take care of his family. Coker continued to refuse going to Work Karé and refused to allow Estess to drive him (Coker) home: Coker was advised he would be place on Administrative Leave if he refused and his refusal could be grounds for termination. Latet on the everiing of January 13", Mathews anid Cavanaugh went to Coker’s residence and picked up his duty weapon, commission and Medco keys g off at 06:00 hours jestigation by reviewing Sergeant Estess’ MVE/BWC (car and body video). Mathews, Warren and Coker are talking when Estess activates his MVE/BWC. Coker is wearing sunglasses, short sleeve tee shirt and blue jeans. Coker stated he reactied to grab his phone but feels he’s good to drive, Coker has not beemr to sleep since he got off work at 06:00 hours. Coker stated he has not taken any of the CT today. January 13") Coker’s father needed a prescription filled so he drove his police car to Brookshire’s to get his father’s prescription filled. Coker stated his personal vehicle is in the'shop and te police cars the only car he has. ‘© Mathews tells Coker that Estess is going to take him (Coker) to WK Bossier and Coker states “I can’t go there right now” because he (Coker) has a sick kid at home that he needs to get back too. ‘© Coker stated he would go up there (WK Bossier) in just a little bit. '* Coker continued to argue stating he has obligations when he’s off-duty. ‘© Mathews told Coker he will be placed on administrative leave if he does not go to WK Bossier. ‘¢ Coker continued to refuse to go to WK for testing and argue with Warren, Mathews, and Estes. * Warren explained administrative leave (take the car, his gun and commission) to Coker and Coker asked “can | get my stuff out of the car’. ‘* Estess tries to explain the order Mathews and Warren gave him for testing but Coker continued to talk over Estess and would not let Estess explain anything. ‘* Coker stated he was not driving the city vehicle when they (Warren, Mathews, and Estes) pulled up. _ ‘© Coker feels the person calling in the complaint does not like the police and wanted to know where the video is of his driving. * Coker said let the investigation begii. = Coker stated he did not have ary weapdhs inside his patrol unit. (duty weapon is at home) ‘© Mathiews tells Coker to stand in front of the vehicle while his personal items are retrieved from the car. * Coker arguies with Warren because Warren tells Coker a sécond time to stand in front of the vetiicle, ‘© Coker said “who are you to tell me where to stand”. © Coker tells Warren “you ain’t no rank to ine today”. * Coker refuses to stand where he is told to stand. © Coker refused to allow Estess to drive him home. * Coker calls his girifriend to pick him up. * Coker wants his medication out of the patrol unit. © Mathews said the pill bottle he retiieved was empty. * Coker telis Warren he is “OJ” and you might have the’ car but “you don’t have me”. «Coker squares off to Warren (about 4 feet apart) and said will stand where | want”. © Coker said he has not slept in 2 days. (He doesn’t have time to sleep) ‘© Coker’s ride arrived and he left Brookshire’s. On January 19,2021 at 13:44 hours, | interviewed Sergeant Tyrone Warren in the internal ‘Affairs Office and-after reading and signing his Internal investigation Warnings (Garrity Rights and Officers Bill of Rights) { learned the followin, : (This is a summary of the statement given; not a word for word recital) See attached transcript/taped statement, if applicable.
