1.0 PURPOSE
Replace paragraph as follows:
This Project Variation is adopted for the Clean Fuels Project (CFP) and shall be included as
a requirement wherever DEP 34.14.20.31-Gen is referenced in any other project documents,
including all DEPs.
In general, the requirements stated in this PV have precedence over, and supersede those in
the Shell DEPs. Any discrepancy between this PV and other Clean Fuels Project documents
shall be brought to the attention of Company for review and direction.
References in this Project Variation to other DEPs (specifications, guidelines, etc.) shall be
amended, superseded, or otherwise revised by the associated PV of a given DEP, where
available.
2.0 SCOPE
This Specification covers the basic requirements for the design, selection of materials, and
installation of primary drainage systems for the Clean Fuels Project such as OSBL storm
water system and AOC drainage system with gravity flow drainage systems concept.
Applicable parts of the following Practices, Industry Codes and Standards, and
references shall be considered an integral part of this practice. The Project
Specification, publications, Shell Standards and project variations listed below form
part of this specification. Each publication shall be the latest revision and addendum
in effect on the date this specification is issued for construction unless noted
otherwise. (See Section 15)

Catch Basin - An open sump used at a single point to collect surface drainage with a
sediment trap.
Catchment Area (also called drainage and watershed areas) - The area served by a drainage
system receiving storm water, wash down, etc, having a common discharge location.
Accidentally Oil Contaminated (AOC), (i.e. Contact storm water ) – Storm water that may
come into contact with any raw material, intermediate product, finished product, byproduct,
or waste product. This system is likely to contain petroleum hydrocarbons and shall be
considered contaminated.
Controlled - Drainage from diked or curbed areas which will have a controlled
discharge.(i.e. excluded from determining the required capacity of the storm drainage
system)
Cleanout - A piping connection in a drainage system that is located at grade level for
inspecting and / or cleaning the system.
Closed Systems (DS) - A drainage system that has closed connections from its source. This
system is vented to the atmosphere at manholes.
Drain Hub (also called bell or tundish) - An open pipe connection located above grade level
to collect drips or discharges from pump bases, piping, sample draw-off points, and
equipment drains. Sub-laterals connect sealed drain hubs to manholes.
Ditch (also called trench) - A two or three sided trough located in the ground.
Dry Box - Dry boxes are catch basins located at the low point of drainage areas containing
fired equipment, which do not have contained liquids.
Invert Elevation -The elevation of the inside bottom of a pipe along drainage line.
Laterals - Drain lines collecting drainages from two or more sub-laterals and discharging
into the drainage main.
Lift Station - An underground structure (e.g., a sump) with a pump used to pump liquids to a
higher elevation on higher pressure destination.
Open Gravity System - Piping network used to collect liquids received in catch basins and
drains.
Manholes (also called Junction Boxes) - Access points in a drainage system line, which
connect laterals to headers and are system clean-out points.

Non-Contact storm water – Storm water that has not come into contact with any raw
material, intermediate product, finished product, byproduct, or waste product. Non-contact
storm water shall not contain petroleum hydrocarbons and shall not be contaminated.
Rainfall Intensity - The amount of rainfall per unit of time[for example, mm/h].
Return Period - The average time interval between the occurrence of an event of a stated
magnitude and an equal or more serious event.
Seals - A device used to isolate the potential spread of fire or vapor from one area of a plant
to another within a drainage system.
Swale: A drainage swale is shaped and sloped depression in the soil surface used to convey
runoff to a desired location ( e.g. sand traps, sedimentation basins, etc). Swales are not deep
with straight sides and they are wider than depth and varied sloping sides.
Drainage Main - The primary drain line that collects waste effluents from unit mains, laterals
or sub-laterals, and conveys it to a point of treatment / discharge.
OSBL System (Storm water) - Consists of clean storm water run-off and non-hazardous
drainage.
Sub-laterals (also called branches) - Lines collecting drains and catch basin outlets that tie
into laterals or drainage mains.
Sumps - An open or covered basin that serves as a collection point for wastewaters.
Time of Concentration (TOC) - The time required for a raindrop to flow from the most
remote point of the drainage area to the so-called design point along the drainage system.
TOC consists of two components - The time required to flow overland to the inlet to the
drain line and the time of flow in the drain line to the point under consideration. The point
under consideration is the design point, that is, the drainage line exiting a certain manhole or
catch basin.
Units: Unless specified otherwise, the International system of metric units (S.I.) shall be
used with exceptions in existing refinery areas.

4.1 General
All plant drainage, the OSBL system, and the AOC system shall be designed to meet
this specification. Items to be considered in the design include the following:
wastewater volumes and flows, fire protection and loss prevention, area topography,
depth of excavation, pumping requirements, and final disposition. The basis of
design for drainage projects shall be well documented for Company’s review. Items
to be considered in this system design include plant surface drainage to treatment
and discharge.
Plant drainage systems shall be designed to be free flowing, to collect and convey
all effluent / wastes to their final disposition, and to prevent fire hazards from
spreading from one area to another. (i.e. sealed manholes)
Different types of waste effluents shall be segregated in order to reduce the size,
complexity, and costs of any treatment facility which must be required for managing
these waste effluents before final discharge from the site.
Plant drainage systems shall include the following separate systems, as required.
The OSBL drainage system shall be a sloped gravity flow system. The
OSBL system shall collect rainwater run-off from the Outside Battery Limit

areas, and shall be independent of the AOC collection area. The OSBL
System collection areas shall be considered as non–contaminated areas.
The AOC system shall be an underground sloped gravity flow system. The
AOC system shall collect surface water run-offs from the Paved Process
areas (ISBL). These AOC collection areas are considered as potentially
contaminated areas. In addition to rainwater run-off in these areas, AOC
drainage collection network will also include fire fighting water run-off, and
may contain cooling tower blow-down, non–recovered clean condensate,
etc: within these areas. Accumulated surface run-offs being collected shall
be via a system of catch basins / sumps / manholes and routed via
underground headers to the wastewater treatment basin.
The ODS system shall be an underground sloped gravity flow system. The
ODS system shall collect contaminated waste streams from sealed drain
hubs and routed though the underground drainage network to the ODS sump
vessel.
The Amine streams shall be collected in ISBL drain sumps and pumped into
amine header, and back to the amine regeneration unit.
The DCH drainage system will contain chemicals from the curbed areas
within each ISBL unit for disposal back to the place of origin or
neutralization in place and release to AOC system.

The treatment and disposition of sanitary and gray water collection system
shall conform to - Wastewater treatment system for MAA, MAB per
P6001MAA-163-08R-01 AND P6002MAB-156-08R-01.
The Sludge collection and treatment system shall collect and store sludge
from various locations of wastewater basin equipment.
5.1.1 All plant drainage systems shall be able to convey the volumes of oily effluent,
sanitary wastewater, dike drainage, stormwater, and firewater that are expected
during the operation of the facility. The composition of each effluent stream
shall be determined, and each stream shall be segregated.
5.1.2 All plant drainage systems shall be sized based on the maximum design flow
rate.
5.1.4 An allowance for future expansion in drainage design shall not be considered.

5.1.5 Engineer shall examine and evaluate tie-ins to existing plant systems to
determine extent of modifications required.
5.1.6 Drainage networks (OSBL & AOC systems) shall be designed for the
maximum flow resulting from the greater of the following load combinations:
Rainfall (Qrain) plus any other known contributing ‘dry weather flow’.
Fire water flow (Qfire) plus any other known contributing ‘dry weather flow’.
The OSBL system collects rainwater from outside the paved and diked process
areas, and roadways in a drainage system routed directly to the gulf via an oil
catcher as a matter of additional precaution and protection of environment. Oil
separated in the oil catcher is removed and transported via vacuum trucks.
Peak flow calculations will determine the design of drainage collection system
and the capacity of treatment facilities.
Accumulated rainfall calculations will determine the design of buffer volumes
and controlled discharge facilities.
Calculations for establishing the run-off values shall be carried out using
Rational Method:

1) The maximum run-off resulting from particular rainfall intensity occurs if the
duration of rainfall is equal to or greater than the time of concentration (Tc).
The time of concentration is defined as the time required for water to flow from the
most distant point of the catchment area under consideration to the point of flow
measurement (investigation).
2) The maximum run-off resulting from a particular rainfall intensity, whose duration
is equal to or greater than the time of concentration, is directly proportional to the
rainfall intensity.
3) The frequency of occurrence of the peak discharge is the same as that of the rainfall
intensity from which it was calculated.
4) The peak discharge per unit area decreases as the drainage area increases, and the
intensity of rainfall decreases as its duration increases.
5) The coefficient of run-off remains constant for all storms on a given watershed.
6) The method may only be applied for surface water run-off by gravity for an area not

larger than approximately 40 hectares (400,000 m ). For areas greater than 40 ha,
the total area shall be sub - divided into smaller catchment areas. For each individual
catchment area, the Rational Method shall be applied.
7) All drainage piping and open drainage channels, swales and ditches shall be design
in accordance with the accepted standard formula as mentioned and calculation
methods, including manhole/sump losses, weir overflow losses and frictional
coefficients. The hydraulic calculations shall be prepared to achieve an economical
and effective drainage network design.
These tables can be plotted as graphs indicating the accumulated rainfall for
given time periods.

For major projects in areas where unusually heavy rainfalls occur, site-
specific meteorological data shall be obtained so that the storm drainage
system is designed to convey the optimum flow of stormwater that might
occur.
Determining this flow, the risks associated with flooding various plant areas
shall be weighed accordingly in order to establish a reasonable basis for a
design.
The TOC value shall not be less than 10 minutes for developed areas and 20
minutes for undeveloped areas. These values shall be used as default values if
the calculated TOC value is smaller.
Designs shall be based on the rainfall intensity for the length of time required
to reach maximum flow at the point under consideration (15 min).
Run-off coefficients vary from 0.10 to 1.00, depending upon the following
factors: slope and irregularity of the catchment, type and permeability of the

b. Detention - Any detention method that will reduce the flow rate into
the drainage system will reduce pipe size. Run-off discharge into
pipes can be reduced by impounding the run-off in tank farms,
ground flare bunded areas/ impoundments.
The AOC drainage network shall comprise of a paved area where oil may
contaminate surface water run-offs, and shall be collected in interior catch
basins / sumps and routed via underground headers to end of pipe treatment.
To satisfy the requirements for the fire fighting water design condition it is
necessary to provide catch basins located such that accidental spills or spills
which could be on fire, can be quickly collected in an underground drainage
system.
The design criteria for catch basin placement are as follows:
In plant areas with light product pumps (C4 service and lighter), catch basins
shall be provided such that accidental spills will not travel more than 15
meters over the surface of the paved plant area.
The maximum catchment area to be served by one catch basin shall not
exceed 600 m2.
The design capacity of catch basins and underground pipes shall be minimum
of 250 m3/hr.

The paved areas for all other process areas shall be laid out such that the
maximum catchment area served by a catch basin shall not exceed 1200 m2.
Paving slopes around catch basins serving an area of 600 m2 shall be at least
1:100 and for other areas the slope shall be a least 1:200.
For the fire fighting and spray water quantities, see Section 8.10.1, Table 6.
Oily Water shall not be allowed to accumulate under pipe racks, vessels,
pumps, critical equipment, critical service cable routings and other equipment
handling hydrocarbons.
Drips/drains for hydrocarbons which remain in the fluid state (e.g. do not
evaporate or solidify): Collection of flange leakages, pump seals, pump base
plates, sample points and drainage from equipment shall take place by means
of the ODS drainage network. The ODS drainage network is comprised of
pipes (with funnels) sloping towards catch basins or manholes. All
connections to the system shall be liquid-sealed by means of turned-down
elbows. All funnels and pipe ends (connections) shall be provided with
flanges to allow pressure cleaning/testing. Manholes shall have sealed covers
and shall be vented to a safe location.

This is a gravity flow system and shall NOT normally be flooded, except for
manhole liquid seals.
Manholes shall have sealed covers and shall be vented to a safe location.
For typical details of the DS System see Figure 31 and Figure 32.
Amine drains are collected into a drain system by way of drain funnels or
curbed areas and run to a collection vessel or sump. Chemical drains are either
internally (within ISBL unit) reprocessed or neutralized in place and drained
to AOC.
For existing plant areas the drainage networks may comprise of individual
networks for the OSBL System, AOC, ODS Systems and cooling water
effluents. The AOC and ODS systems will normally be comprised of sloped
gravity underground pipes interconnected by catch basin, sumps and
manholes. The AOC systems will generally discharge to a holding basin or
oil trap. The ODS systems will generally discharge to an interceptor whose
effluent would normally be directed to the AOC network tieing in to the
network upstream of the end facility.
a) Upstream network capacities are often under-designed for the fire fighting
design condition.
b) ODS networks generally allow ingress of rain water, often resulting
in overloading of interceptors under peak flow rainfall conditions.
c) Inadequate segregation of network often exists. At-source
segregation can result in savings on Capex investment on
downstream facilities.
d) Both AOC and ODS networks capacities can be taken into
consideration when checking loadings due to the fire fighting
design condition.
e) Existing oil traps and holding basins are vulnerable to contaminated
effluent carry-over under peak flow conditions.

Closed storm drainages shall be designed to flow full for the design storm.
Roughness coefficients for pipes vary considerably. They depend on the type
and condition of pipe surface material in contact with the flow, as well as on
the depth of flow. For use in the Manning formula, roughness coefficients
shall be as follows:

The minimum line size for any single sub-lateral is NPS 4” (100 mm) for ease
of cleaning. For any lateral drainage containing flow from two or more sub-
laterals, the minimum line size is NPS 6” (150 mm) for ease of cleaning. The
minimum line size for drainage mains is NPS 8” (200 mm) for ease of
cleaning. (NPS = Nominal Pipe Sizes, Inches or mm)
Piping used in oil drip / drain service shall have a minimum diameter of 100
mm.

Note: Velocity may be exceeded only under the fire fighting design
conditions.
Head losses through culverts and at all entrances, exits, and bends shall be
included in system head loss calculations. These losses will depend upon the
detail design using standard industry values. In certain cases, the hydraulic
profile shall be plotted to determine if a backwater, drawdown, or hydraulic
jump condition will result.
5.5.1 The Manning Formula shall be used for the determination of channel size.
Drainage channel size shall be calculated on the basis of required design flow
full plus a minimum 150 mm of free board.
5.5.2 A slope of 1:300 shall be used where practical, although for stormwater or oil
free network slopes of up to 1:1000 may be used, assuming no ponding occurs
at low spots. Channels shall be constructed of reinforced concrete and
placement of vapor barrier of polyethylene sheet under the concrete channels
shall be as per design drawings.
5.5.3 The minimum velocities of flow shall be 0.90 m/s in order to prevent the
settling of solids possibly flowing in the ditches and channels.

5.6.1 Site layout and storm drainage flow volumes may make treatment of design
stormwater flow rates impractical. In these cases, a stormwater/firewater
diversion system shall be provided at the inlet to the central wastewater
treatment plant to restrict the flow into the treatment plant to its design limits.
All wastewater flow in excess of the design flow shall be diverted to a
stormwater /firewater impounding basin or tank. The wastewater in this basin
shall be returned to the central treatment plant after the rain or fire event has
subsided. The impounding basin shall have sufficient capacity to retain the
design volume of storm water and / or the design volume of firewater,
whichever is greater. For design purposes, it shall be assumed that these are
independent events.

6.1.1 Drainage systems shall be arranged to prevent the spread of fire from one area
to another. The slope of paving or grade shall be arranged to drain water away
from process equipment, vessels, and furnaces and from under pipe racks.
6.1.2 Low curbing may be used to segregate drainage areas only if sloping is not
practical. Drainage from various areas shall flow separately to catch basins
with fire seals before joining the drainage system.
6.1.3 The paving shall be designed for high points of grade down the center line of
the pipe racks so that liquids do not collect beneath the pipe racks. Drainage
shall be directed away from the pipe racks to area catch basins. The top of
catch basins shall be 150 mm below high point of finished surface.
6.1.4 Drainage catch basins for paved area shall be integral part of the AOC System.
6.1.5 In areas required to contain spillage, the paved area shall be curbed at grade
level. The area inside the curb shall drain to a sump with a valve box and
lateral to the AOC System. Curbs shall have a minimum height of 150 mm. See
standard drawing P6000CFP-000-08-1-E065.
6.2 Drains
All surface water run-offs within a tank compound (e.g. rain water, fire
fighting water used for cooling) shall be collected and discharged by means of
surface drain channels to an ODS system network outside the tank compound
bunded area.
Drainage shall be provided at a uniform slope of not less than one percent
away from the tanks toward a sump or catch basin located at the farthest
practical distance from the tanks.
Each tank compound shall have a dedicated discharge line which shall be
valve controlled. The valve shall be located outside the bunded area and shall
be easily accessible for operation purposes. A tank compound shall not be
drained via an adjacent compound. The Tank compound valves are to be in a
closed position when unattended.
The catch basin shall be sealed on the outlet. The outlet piping from the sump
shall be provided with a means of isolation (e.g. sluice gate, knife gate valve)
that is kept in a normally closed position.
The tank compound surface and bund wall shall be made impermeable. The
later shall be governed by local rules and regulations. For the applicable run–
off factors, related to surface finishes see section 8.8, Table 5. See Figure 3.

Tank bottoms shall be drained via a separate closed system drainage network
of steel piping and routed to a ODS system.
The connection of the drainage system to the ODS system shall be sloped
gravity system.
The bottom drainage of each tank shall discharge into the network through
funnel.
Directly under the funnel, a valve shall be installed for the purpose of shutting
off the funnel from the system when the tank is not being drained. An
isolating valve shall be installed at the outside of the bunded area where a
branch of the system leaves the tank compound.
The capacity of the drainage network for tank bottom drain system shall be
designed based on the following;
- For a crude oil tanks: 100 m3 / hr
- For a product tanks: 50 m3 / hr
Separate drainage system shall be considered for the collection and treatment
of tank bottoms rich in H2S (i.e. routing to sour water collection system) and
tank bottoms containing lead.
For typical details of a pipe passing through a bund wall, see Shell DEP
Standard drawing S 12.002.
The sizing of CPI‘s to treat the effluents from tank bottom drains shall
consider the draining of any one crude tank at any one time and the draining
of any two products tanks at any one time.
This design condition shall not be taken as occurring together with any other
specified intermittent operation which loads CPI or effluent treatment facility.

6.3.1 Catch basins shall be designed to collect and convey the full catchment area
design flow without flooding of the pavement area. Catch basins shall be kept
open to collect spills and stormwater or firewater. Openings shall allow
maximum flow of 115 m3 / hr without restriction. The lines from catch basins
shall be individually sealed at downstream manholes when discharging into the
laterals drainage system. Removable gratings shall also be provided flush to
grade and designed to carry a minimum load of 4.22 kg / cm2 (60 psi).
6.3.3 The grating cover shall be welded steel bar grating conforming to
ASTM A 569, Galvanized as per ASTM A 123.
6.4.2 Manholes shall be spaced a maximum of 100 m apart for line sizes more than
600 mm and larger. Offsite sumps / manholes which are interconnected by
piping diameter of 900 mm and larger shall be located at a maximum distance
of 150 meters apart.
6.4.4 In paved areas the top of the manhole shall be flush with the pavement. In
unpaved areas the top of the manhole shall project 50 mm minimum from the
finished grade.
6.4.5 Fire seals shall be provided on all inlet lines to any manhole that may contain
flammable fluids. Offsite manholes with single inlets shall be provided with
fire seals at intervals of 250 m. To meet the 100 m maximum spacing limitation
for manholes, intermediate manholes shall be located between the ones that

contain fire seals (see Figure 3). Offsite manholes with two or more inlets shall
be fire sealed on the inlet lines or by an isolation baffle.
6.4.6 Removable solid cast iron type manhole covers and frames are required and
shall be designed to carry the traffic loads. In paved areas, manhole covers
shall be set flush with grade. In unpaved areas, manhole covers shall be a
minimum of 50 mm above-grade. Cast iron covers for the OSBL system
manholes and sumps can be substituted by pre-cast concrete construction, and
or galvanized checkered plate.
6.4.7 Sealed manholes shall be equipped with a vent not to exceed NPS 4 (100mm)
in line size to prevent the accumulation of flammable gases. The vent pipe
shall run to a safe location in accordance with Paragraph 6.8.1. Open manholes
do not require a vent.
6.4.8 Sumps shall be constructed in-situ from reinforced concrete or pre-cast unit.
The use of prefabricated GRP sumps may be considered for off plot areas. The
structural load bearing capacity of the sumps shall be checked against vehicle /
or equipment loading.
6.4.9 Square sumps shall have minimum internal plan dimensions of 800 mm x 800
mm. Rectangular sumps shall have minimum Internal plan dimensions of 800
mm x 600 mm. The maximum depth for a minimum size sump shall be 1.50 m.
The minimum internal plan dimensions of sumps deeper than 1.50 m shall be
increased proportionally to allow access for maintenance and inspection. The
internal plan dimensions for a sump shall not be less than the largest pipe size
plus 500 mm. The bottom of each sump shall be at least 300 mm below the
bottom of the lowest connected pipe.
Flow diversion can be achieved by means of two free weirs with differential
heights or, alternatively, by means of one free weir and flow throttling.

6.6.1 Fire seals shall be individually installed on each drain to prevent spread of fire
in process and stormwater drainage systems. The preferred method is to seal
the inlet pipe in the downstream manhole (see Figure 26). This method permits
displacement of accumulated oil into the drainage system. The seal shall
provide a minimum of 150 mm submergence below the lowest liquid level. P-
traps or U-traps shall be used at the drain hub where two or more equipment
and pump drains are connected to the same sub-lateral, or where the sub-lateral
is tied into a lateral or main without a manhole with a water seal.
6.6.2 Seals shall be provided at strategic points along OSBL drainage ditches and at
tie-in connections to prevent spread of fire into other areas.

6.8 Vents
6.8.1 Manholes and sumps in ODS and DS systems shall be provided with sealed
covers and shall be vented to a safe location in order to avoid hazards to
personnel. The vent shall not be less than NPS 2 (DN 50) and shall not exceed
NPS 4 (DN 100) in line size
6.8.2 AOC manhole and sumps do not require sealed covers and vents.
6.8.3 Vent pipes shall be designed to drain condensation back to the manhole or
sump.

f. Unlined earthen ditches shall have side slopes no steeper than 1.5 horizontal
to 1.0 vertical, or steeper than the angle of repose of the soil when wet.
Where seepage is likely because of the varying water level in ditches, side
slopes of unlined earthen ditches shall not be steeper than 3.3 horizontal to 1
vertical. For concrete-lined ditches, side slopes shall be stable without the
lining unless the lining is designed to withstand resulting soil pressures.
Requirements for sidewall surface treatment or other special features shall
be subject to client’s approval.
7.1 General
Selection of materials for underground drainage pipes shall take into account such
factors as the temperature, chemical composition, and physical properties of the
stormwater, soil conditions, seismic potential, pipe joint integrity, durability, cost,
and availability. Piping materials shall be limited to Reinforced concrete pipe
(RCP) Glass reinforced plastic (GRP), Carbon Steel pipe (CS) and Polyvinyl
Chloride (PVC).

7.2.2 Glass reinforced plastic pipe (GRP): GRP shall be used for hydrocarbon
contaminated drainage networks. Gen Design and installation shall be carried
out in accordance with DEP 31.40.10.19 - Gen.
7.2.3 Carbon Steel Pipe (CS): CS Pipe shall be used for Amine system. External
protection of the pipes by the application of appropriate coating and pipe
material shall be in accordance with DEP 31.38.01.11 -Gen.
7.2.4 Polyvinyl Chloride Pipe (PVC): PVC Piping for domestic drainage systems
and rainwater downpipes from building shall be PVC as per ASTM D 2665.
Material thickness and grade of PVC shall be in per P6000CFP.000.10.17.002
PV.
8.0 INSTALLATION
8.1 General
Installation of underground piping for drainage systems shall address the following:
Bedding / support for pipe in its trench.
Required depth of cover (especially under roadways).
Backfill material and compaction (if required). And for additional
information see 34.11.00.11-P6000CFP-000-PV.
Joining methods used for installing GRP piping shall be approved by Client.
Personnel involved in the installation of GRP piping shall be tested and
qualified according to manufacturer’s requirements to confirm their
capability to install a leak-tight joint.

Under roadways and vehicle - traveled areas, drainage lines requiring protection
shall be encased in a concrete envelope or in a sleeve providing a 75 mm minimum
total clearance. Alternatively, these lines shall be covered with a load - bearing steel
plate or concrete slab.
8.4.1 Pipes shall be protected during handling against impact shocks and free fall.
Proper facilities shall be provided for lowering the sections of pipes to prevent
disturbances of the bed and sides of the trench.
8.4.2 Concrete pipes shall be carefully laid, starting at the downstream end, with the
tongue or spigot end pointing in the direction of flow. Pipes shall be kept clean
at all times.
8.4.3 Pipes shall be set firmly according to line and grade. Prior to making joints, all
surfaces shall be thoroughly cleaned and prepared as required for the type of
joint to be made. Pipes shall be carefully centered so that the completed
drainage will have a smooth uniform invert.
8.4.4 The barrel of the pipes shall be in contact with the quadrant shaped bedding
throughout its full length, exclusive of the bell.
8.4.5 To prevent shear failure the branches of all fittings shall be supported by
granular material backfilled in the trench to provide support equal to that of
the furnished barrel of pipes.
8.4.6 A minimum 300 mm shall be kept clear shell to shell of lines parallel and lines
crossing each other.
8.4.7 GRP and carbon steel pipes passing through concrete walls of sumps and
concrete basins shall be provided with puddle flange around pipes and cast in
wall. Also, where differential settlement or expansion is expected, a flexible
connection shall be provided. (see Figure 8)

8.4.9 Drainage pipes through foundations (e.g. ground beams) shall be installed with
pipe sleeves.
8.4.10 The minimum depth of underground pipes shall be determined from the
following:
8.4.11 All concrete and steel used in the construction of drainage and primary
treatment systems shall comply with the requirements of DEP 34.19.20.31 -
Gen.
8.5.2 At all joints not using a flexible gasketed joint (push-on), the inside surface of
the pipe shall be cleaned after the joint is made and each section shall be
swabbed to prevent the joint material from projecting into the pipe. When pipe
laying is suspended for any cause, the ends of the pipe shall be kept closed to
keep out dirt, mud and foreign substances. Adequate provision shall be made to
prevent floating of pipe in the event the trench is flooded.

For multiple pipe installations with different pipe diameters, the minimum
clear distance for the larger diameter pipe shall be used
8.6.2 Culverts without headwalls or flared end sections, and located so that the
culvert invert is at the toe of a slope, shall be installed so that the end of the
culvert shall extend at least 0.30 m beyond the toe of slope. Culverts located so
that the invert of the culvert is above the toe of a slope at the discharge end,
shall be protected against erosion by headwalls, flared end sections, rip-rap or
similar methods, as shown on the drawings or as approved by Engineer.
8.6.3 All backfill for culverts shall be selected fine compressible material, such as
silty clay or loam, and shall not contain stones or lumps or earth over 75 mm in
largest dimensions. Backfill material shall be compacted in maximum 300 mm
layers to the density specified for the surrounding embankment or fill. Water
tamping of backfill shall not be permitted. A granular backfill may be used for
all but the outer 915 mm at both ends of the culvert as specified per
34.11.00.11-P6000CFP-000-PV of Specification for Site preparation and
Earthworks including Tank foundations and tank farms. The ends of culverts
shall be backfilled with selected fine compressible material.
8.7 Testing
All drainage systems shall be water tested before and after backfilling for
water tightness. Water tests before backfilling reveal cracked or porous pipes
and faulty joints. The water tests also show whether or not the finished work
meets the specified water tightness requirements. Water tests applied after
backfilling reveal faults in the bedding or the support of the pipe,
inadequacies in design or accidental damage during, or subsequent to,

backfilling, and may show whether or not the finished work meets the
specified water tightness requirements. Any piping that fails shall be
uncovered and replaced or repaired.
Drains and pipes shall be subjected to an internal pressure test with a head of
water at least 1.2 m above the crown of the pipe at the high end. The system
shall be designed for the complete calculated head at the end of the system. A
standpipe shall be employed to ascertain that the required specified head is
obtained.
Since some piping materials absorb more water than others, and some piping
configurations trap more air at the joints than others, an allowance can be
made by adding water to maintain the test head for appropriate periods. The
test shall be started approximately one hour after filling the pipe with water.
Pipe leakage that causes a drop in the test water level will be apparent by the
change in the water level in the standpipe. Any leaks visible during water
testing shall be corrected. Defective parts of the drainage system being tested
shall be removed, replaced, and retested.

The quantity of the fire fighting water to be collected and discharged through
a drainage network shall be determined based on the assumption that there
will only be a one major fire at any one time.
Fire fighting water quantities shall where possible be determined from actual
data and scenarios prepared by the responsible safety officer. For studies and
front end designs, the typical data as shown in Table 6 shall be used as a
minimum.

Under the fire fighting water design (FFW) conditions all available drainage
networks may be used to discharge the fighting water and the parameters governing
the velocities in the individual drainage network elements are not applicable.
For all areas other than the process and utility areas and tank farms, FFW shall
be calculated in relation to the actual fire hydrant discharge quantities for the
area under consideration.
Where no data exist or can be provided, the minimum fire fighting water
quantity for any off-plot area shall be 1000 m3/hr. Quantities shall be
determined in consultation with the Company or the local fire/safety officer.
(See section 8.10.1, Table 6)
In the event that no specific data are available, individual hose discharge
quantities shall be taken as 60 m3/hr.
Where automatic spray water systems are installed, these will be used to cool
adjacent tanks in the event of a tank on fire. The discharge capacity of those
systems shall be used to determine the run-off FFW quantities.
The drainage network and outlet valve shall be designed such that the water
level inside the tank containment area will not exceed a height of 0.30 m
above the lowest tank pad during a fire fighting condition. A practical valve
size is 300 mm. If the design requires a larger outlet, additional outlet valves
shall be selected rather than increasing the valve diameter.
Special attention shall be paid to the quantity of water resulting from spray
water systems applied at LNG/LPG facilities. Resultant run-off quantities may
be considerably higher than those specified for refinery designs.

analysis method.

For the FFW design conditions the combined capacity of the first flush and
the peak overflow compartments shall satisfy the retention capacity required
for potentially contaminated FFW effluents resulting from the fire duration of
a given period. This period shall be determined per section 8.10.1 Table 6.
The general design principles with respect to drainage and primary treatment for
LNG/LPG facilities are similar to those laid down for general refinery design.
It should be noted however that the contamination level of the effluent streams will
be lower than those expected in refineries and the maximum selection and use of oil
free streams in designs is encouraged.
Surface water effluents from liquefied gas processing, storage and loading areas
shall be classified as AOC water and as such shall not be allowed to drain to the
OSBL System.
The use of oil drip /drain system shall be determined in conjunction with the
Company.
Potential liquefied gas spills shall be drained away from equipment as quickly as
possible to a safe distance where the liquefied gas shall be allowed to evaporate in a
collection basin. Spills shall not be allowed to enter any closed drainage network,
and to prevent ingress of liquefied gas entering the underground flooded drainage

Paved areas of liquefied gas processing, storage and loading facilities shall be
divided into sub-catchment areas. The areas shall be finished with concrete paving
sloping at 1:100 towards the perimeter drain sump.
The FFW run-off quantities as indicated Table 6 (Section 8.10) shall be applicable

Jetty heads and quays for liquefied gas service shall be provided with two
separate drainage systems, namely:
- An AOC system for the deck areas having loading arms and
manifolds in gas service, and
- An ODS system for the deck areas having condensate or gasoil
loading arms.
The AOC system shall comprise a curbed area around the loading arms and
manifolds draining to a sump located at a safe distance downwind of the
facilities.
Drainage networks shall be tested once a year under stimulated fire conditions, i.e.
2500 m3/hr water supply, including spray water system discharge (subject to the
type of plant, see Section 8.10, Table 6), at the upstream section of each catchment
area.
All catchments, sumps, drainage systems, and collection sumps shall require
continuous maintenance. Support for the removal of debris, blown sand and dust,
which may reduce the capacity and efficiency of the overall system.

9.1 GENERAL
Hydraulic calculations shall be prepared to achieve an economical and effective drainage
network design. All drainage piping, sewers and open drain channels shall be designed in
accordance with accepted standard formulae and calculation methods, including sump
influences (losses), weir overflow losses, and friction coefficients which take into account the
anticipated future condition of the drainage network.
Although there are many 'empirical' formulae which can be used, the formulae given in (9.2),
should be used in order to simplify and standardize the design method and presentation.
The design of drainage networks should be based on gravity flow where the installed depth
of the underground pipes relates directly to the weir level at the main outlet point, e.g.
treatment facility (see Figure 14). At locations where the available positive head is
insufficient to achieve a gravity flow condition, pumping facilities shall be provided. In such
instances, the Archimedes type of screw pumps should be used.

10.2 PRE-SEPARATORS
A pre-separator (pre-sedimentation basin or sludge trap) shall be provided upstream of a
gravity separator where heavily polluted influent streams are present, its primary function
being to allow the settling of solids which would otherwise impair the performance of the
downstream separator basin.
The pre-separator should be integral with the separator basin and comprise a concrete
basin with retention baffle, overflow weir and a sedimentation zone.

The standard API separators existing in many old refineries comprise an inlet section and
oil-water separation chambers and are based on the following design parameters:
Maximum horizontal velocity within the oil separation channel is 0.015 m/s, or 15
times the rising velocity (whichever is the smallest).
The minimum depth-to-width ratio is 0.3.
The depth of the oil separation channel is 0.9 m to 2.4 m maximum.
For calculating purposes, a sediment layer of 0.30 m on the bottom of the entire oil
trap has been taken into consideration.
The width of the oil separation channel is 1.8 m to 6 m maximum.
The approach channel and transition part have been constructed in two bays in
order to facilitate its cleaning and repair when required.
Flight scrapers may be installed to gently move the sludge to the sludge collection
pit and oil to the oil skimming device.
Covers may have been installed to avoid odour hindrance or to prevent the
formation of algae.
A standard lay-out of an API separator is shown in Figure 17.
CPIs should be installed as close as possible to the source of the pollution, i.e. the
interceptor for a processing area shall be placed inside or near the battery limit.
The drainage network for tank bottoms shall have either an independent interceptor
or shall be connected to the nearest interceptor of a processing/utility area.
The CPI shall be constructed in accordance with the principles indicated on
Standard Drawing S 14.021 and other drawings mentioned thereon.

CPIs with a capacity greater than 540 m3/hr shall be designed with a back-to-back
arrangement of bays, comprising a flow diversion sump at the inlet and independent outlets.
The design shall incorporate provisions to facilitate cleaning and repair.
Process effluent streams (e.g. Desalter drains) and effluent streams containing high levels of
BOD shall be treated in a separate CPI than those streams for non-process waters.
A typical arrangement for a 2 Bay CPI is shown in Figure 18.
10.6 OIL-TRAPS
Oil traps are facilities designed to trap and retain floating oil, caused primarily by a spillage
and entering an AOC network. They have very low separation capacity and no controlled
discharge provisions. Oil traps shall not be considered for new designs.
The standard oil trap as constructed in many refineries, consists of an approach channel, a
transition part and a final weir section. Their design is generally based on the following
parameters:

The standard drawings for oil traps are being withdrawn; the Principal should be contacted
for information regarding maintenance and inspection.
Maximum velocity of effluent through the holding compartment does not exceed
0.05 m/s under normal conditions and 0.075 m/s during maximum rainfall.
The velocity underneath the baffle is not greater than 0.15 m/s.
For calculating purposes, a sediment layer of 0.30 m on the bottom of the entire
holding basin is taken into consideration.
The optimum overflow rate is 0.005 m/s.
Theoretical design water depth is 1.20 m.
The underside of the baffle wall is a minimum of 0.60 m below the water level in the
holding basin.
The standard drawings for oil holding basins are being withdrawn; the Principal should be
contacted for information regarding maintenance and inspection.

A first flush compartment designed to cater for the quantity of first flush which is
expected to occur as a result of the 'first rain' after a relatively dry period.
A peak overflow or peak overflow compartments designed to cater for a specific
quantity of rainfall after the first flush.
Provision for the handling of dry weather flows.
Facilities for the pumping of contaminated effluents to secondary treatment.
Facilities for discharging 'clean' effluents to public water.
Skimming facilities in the first flush compartment.
The volume of a controlled discharge facility shall be calculated to retain a specific quantity
of effluent resulting from the more onerous of the following two design conditions:
1. AOC run-offs resulting from the rainfall design condition.
2. AOC run-offs resulting from potentially contaminated FFW.
For the rainfall design condition the combined first flush and peak overflow compartment
design capacity shall be based on the run-off calculated from the applicable Time of
Concentration (Tc) for the actual site area under consideration.
Further consideration shall be given to the expected recurrence of rainfall after the design
storm, and the requirement to empty the controlled discharge facility before the next rainfall
occurs. This data design condition, known as the "accumulated flow", should be determined
from actual meteorological data has a integral role in the sizing of a controlled discharge
facility and pumping capacity to secondary treatment (see Figure 11).
In areas of low rainfall where effluent discharge specifications are stringent, the economical
merits of sizing the first flush basin to accommodate the total first flush should be justified in
consultation with the Principal.
In areas of high rainfall the resultant size of the first flush and peak overflow compartments
to accommodate the first flush rainwater quantity will often lead to high capital expenditure,
and all design proposals should be undertaken in consultation with the Principal.
For the FFW design condition the combined capacity of the first flush and peak overflow
compartments shall satisfy the retention capacity required for potentially contaminated FFW
effluents resulting from a fire duration of a given period. This period shall be determined in
consultation with the Principal.
The pumping capacity to transfer contaminated effluent from the controlled discharge facility
to secondary treatment should be based on the available intake capacity of the secondary
treatment facility, whilst considering the need to sufficiently empty the controlled discharge
facility before the next first flush.
Designs should wherever possible incorporate the principle of gravity flow to public water.
An emergency overflow shall be provided from the peakflow compartment to prevent the
controlled discharge facility flooding in the event that the design flow run off from the site
area is exceeded. e.g. in the event that a storm occurs which exceeds the design storm.
A risk analysis shall be undertaken to justify any controlled discharge facility design which
will not accommodate the design flow conditions and which may lead to a degree of
uncontrolled discharge of effluents to public water. This analysis should take into account
the effects and frequency of uncontrolled discharges of effluent on the receiving public
water.
A typical arrangement of a controlled discharge facility is shown in Figure 19.

the probable size of a spill, which can be estimated by realistic failure scenarios;
the resulting impact on the environment and related potential liabilities;
the pollution as a result of a fire.
11.1 GENERAL
The recovery of floating oil from effluents shall be given due attention in the design of
drainage and primary treatment facilities. Maximum oil recovery with minimum water ingress
will drastically reduce slops system investment and operating costs.
The recovery of floating oil separated from water at gravity separators shall be carried out by
means of skimming devices installed at interceptors and basins.
The selection of type and location of the skimming device required shall take into account
the following factors:

Surface water effluents from liquefied gas processing, storage and loading areas shall be
classified as AOC water and as such shall not be allowed to drain to public water without
provision of controlled discharge.
The use of oil drip/drain systems and COC systems shall be determined in conjunction with
the Principal.
Potential liquefied gas spills shall be drained away from equipment as quickly as possible to
a safe distance where the liquefied gas shall be allowed to evaporate in a collection basin or
open ditch (liquid gas trap). Spills shall not be allowed to enter any closed drainage network,
and to prevent ingress of liquefied gas entering the underground flooded drainage network,
gas seals shall be constructed at the connection of gas traps to the underground drainage
system.
The selection of the number of gas traps shall be in consultation with the Principal.
Paved areas of liquefied gas processing, storage and loading facilities shall be divided into
sub-catchment areas of approximately 30 m x 40 m The areas shall be finished with
concrete paving sloping at 1:100 towards the perimeter drain channels.
The provision of fire deflection walls between critical equipment shall be determined in
consultation with the Principal.
Liquid gas trap design shall have a retention volume of minimum 10 m3 unless stated
otherwise by the Principal.
Typical drainage layouts for processing and storage areas are shown in Figure 22 and
Figure 23, with typical gas trap details shown in Figure 24.
The FFW run-off quantities as indicated in Table 2 (Section 8.7.1) shall be applicable to
each sub-catchment area unless other specific data is available.

The gas trap shall incorporate a submerged baffle and overflow weir and shall have the
capacity to retain a minimum of 1 m3 of liquefied gas, thus enabling controlled evaporation
of liquid phase of the gas. The discharge capacity of the AOC system shall be designed to
handle the governing design rainfall or FFW flows.
The COC system shall be designed in accordance with the requirements outlined for the
crude berths.
13.1 GENERAL
The Principal's standards and permits, and possibly legislative regulations, require periodic
measurements/control and registration of the effluent discharge quality (quantity). These
measurements will provide the Principal and, when required, the authorities, with an insight
of the water/effluent treatment facility's performance versus the applicable standards. Good
performance of the upstream drainage networks and primary water treatment facilities will
form an essential contribution to achieving the required effluent standards.

Trenches should not be excavated too far in advance of the pipe laying, and should
be backfilled as soon as possible after each section of line has been installed.
Surface material should be set aside for use in subsequent reinstatement. All
excavated material should be stacked at least 0.5 m from the edge of the trench and
the size of the spoil bank should not endanger the stability of the trench sides.
Excavated material not suitable for backfilling and/or surplus material shall be
disposed of at a location approved by the Principal.
Temporary supports to the installed pipes shall be provided where necessary.
All pipe joints, connections, bedding, laying and backfilling shall be carried out in
accordance with the Manufacturer's specifications.
14.2 TESTING
All underground drainage systems shall be tested for watertightness.
Testing may be performed on completed sections of a network before the network as a
whole has been completed.
Smoke or air tests shall not be permitted.
Testing shall be carried out by qualified personnel only.
Joints shall be left exposed until completion and acceptance of the tests by the Principal.
14.4 DEMOLITION
The method proposed for the demolition of underground drainage systems and primary
treatment facilities shall be chosen in close consultation with the Principal.
