SITE OF THE PROJECT

1 The Site

1.1 Site of the Four-Lane Project Highway shall include the land, buildings, structures and road
works as described in Annex-I of this Schedule-A.

1.2 The dates of handing over the Right of Way to the Contractor are specified in Annex-II of this
Schedule-A.

1.3 An inventory of the Site including the land, buildings, structures, road works, trees and any
other immovable property on, or attached to, the Site shall be prepared jointly by the
Authority Representative and the Contractor, and such inventory shall form part of the
memorandum referred to in Clause 8.2 (i) of this Agreement.

1.4 The alignment plans of the Project highway are specified in Annex-III. In the case of sections
where no modification in the existing alignment of the Project Highway is contemplated, the
alignment plan has not been provided. Alignment plans have only been given for sections where
the existing alignment is proposed to be upgraded. The proposed profile of the Project
Highways shall be followed by the contractor with minimum FRL as indicated in the alignment
plan. The Contractor, however, improve/upgrade the Road Profile as indicated in Annexure-III
based on site/design requirement.

1.5 The status of the environment clearances obtained or awaited is given in Annex-IV.

1. Site
The site of the Four-Lane Project Highway comprises the section of National Highway 48
commencing from existing km 29.435 to existing km 75.000 i.e. Nelamangala to Tumakuru
including Tumakuru Bypass section in the State of Karnataka.

Annex-III
(Schedule-A)
Alignment Plans

The existing alignment of the project highway shall be modified in the following sections as per the
alignment plan indicated below:

(i) The alignment of the Project Highway is enclosed in alignment plan. Finished road level indicated
in the alignment plan shall be followed by the contractor as minimum FRL. In any case, the
finished road level of the project highway shall not be less than those indicated in the alignment
plan. The contractor shall, however, improve/upgrade the Road profile as indicated in Annex-III
based on site/design requirement.

The length of slip roads proposed in clause 2.8 of Schedule B shall also be incorporated by the
contractor in the profile of the project highway.

(ii) Traffic Signage plan of the Project Highway showing numbers & location of traffic signs is
enclosed. The contractor shall, however, improve/upgrade upon the traffic signage plan as
indicated in Annex-III based on site/design requirement as per IRC:SP:99 & IRC:67.

Environment Clearances

The project highway is less than 100 km length and does not involve additional Right of Way or land
acquisition more than 40m on existing alignment and 60m on Bypass/Realignments. Therefore, as per
MOEF notification No. S.O.2559(E) dated 22.08.2013, environmental clearance is not required.

A. DEVELOPMENT OF PROJECT HIGHWAY

1 Development of the Project Highway

Development of the Project Highway shall include design and construction of the Project
Highway as described in this Schedule-B and in Schedule-C.

1.1 Project to be developed in Phases i.e., Phase-1 & Phase-2. Details are given in Annex-I. In case
Authority is unable to hand over the site to the Contractor for construction of Phase-2, then
Project will be closed at the completion of Phase-1 and no compensation for scope reduction,
removal/descope of land under contract shall be applicable. The Contractor will not have any
claim as per Cl. 23.6 (ii) of the Contract Agreement.
These 2 phases are distinct and in the 1st stage, Contractor has to mobilise for Phase-1 only.

2 Rehabilitation and augmentation

Rehabilitation and augmentation shall include Six-Laning with Paved Shoulders and
Strengthening of the Project Highway as described in Annex-I of this Schedule-B and in
Schedule-C.

3 Specifications and Standards

The Project Highway shall be designed and constructed in conformity with the Specifications
and Standards specified in Annex-I of Schedule-D.

1. Widening of the Existing Highway


The project construction shall be undertaken in 2 phases as given below
PHASE 1:
Construction of service roads from design chainage from 29.435 to 74.168 and construction of main
carriage way from design chainage 61.520 to 74.168 including Tumkur bypass
PHASE 2:
Construction of main carriage way from design chainage 29.435 to 61.520 excluding Tumkur bypass
(i) The Project Highway shall follow the existing alignment unless otherwise specified by the
Authority and shown in the alignment plans specified in Annex-III of Schedule-A. Geometric
deficiencies, if any, in the existing horizontal and vertical profiles shall be corrected as per the
prescribed standards for plain/rolling terrain to the extent land is available. The project
construction shall be undertaken as per phases/project milestones mentioned in Schedule-J.
(ii) Width of Carriageway
(a) Six Laning with Paved Shoulders shall be undertaken. The Paved carriageway shall be 30.00
m wide in accordance with the typical cross sections drawings in the Manual.

4. Road Embankment and Cut Section


(i) Widening and improvement of the existing road embankment/cuttings and construction of
new road embankment/cuttings shall conform to the Specifications and Standards given in
Section 4 of the Manual and the specified cross sectional details. Deficiencies in the plan
and profile of the existing road shall be corrected.

(ii) Raising of the existing road


Raising of the existing road shall be done in accordance with Plan and Profile Drawings.
5. Pavement Design
(i) Pavement design shall be carried out in accordance with Section 5 of the Manual.
Flexible Pavement for the Main Carriageway shall be designed for minimum design traffic of 217
MSA for a minimum design period of 15 years. However, minimum thickness of Subgrade,
Cement Treated Sub-Base, Cement Treated Base, Granular material, DBM and BC in flexible
pavement shall 500 mm, 1250 mm, 150 mm, 100 mm, 110 mm and 50 mm respectively.
Flexible Pavement for the overlay sections of existing carriageway shall be designed for
minimum design traffic of 217 MSA for a minimum design period of 15 years. However,
minimum thickness of BC in flexible pavement shall be 50 mm.
Flexible Pavement for service/slip roads at built up stretches shall be designed for minimum
design traffic of 10 MSA. However, minimum thickness of Subgrade, Granular Sub-Base, Wet-
Mix Macadam, DBM and BC in flexible pavement shall 500 mm, 200 mm, 250 mm, 60 mm and
30 mm respectively.
VG 40 to be adopted for BC and DBM.
Rigid Pavement as per specifications in the manual is required to be proposed for Toll Plaza
location. However, minimum thickness of subgrade, GSB, DLC and PQC in rigid pavement shall
be 500 mm, 150 mm, 150 mm and 300 mm respectively.

(ii) Type of pavement
Flexible pavement is proposed for main carriageway as well as service/slip roads for the entire
project length except at Toll Plaza approaches, where Rigid Pavement is proposed.
(iii) Design requirements:
(a) Design Period and strategy
Flexible pavement for new pavement or for widening and strengthening of the existing
pavement shall be designed for a minimum design period of 15 years.
Rigid pavement for new pavement shall be designed for a minimum design period of 30
years.

Notwithstanding anything to the contrary contained in this Agreement or the Manual, the
Contractor shall design the pavement for design traffic of 217 million standard axles for main
carriageway and 10 million standard axles for service road.
(iv) New construction of stretches:
Phase 2: The following stretches of the existing road shall be new constructed. These shall be
designed as new pavement.

6. Roadside Drainage
Drainage system plan including surface and subsurface drains for the Project Highway as
separate volume shall be provided in accordance to Para 2(iv) of NHAI HQ circular: NHAI/Policy
Guidelines/Miscellaneous/2020/No.18.48 Dated 08th July 2020.

7. Design of Structures
(i) General
(a) All bridges, culverts and structures shall be designed and constructed in accordance with
Section 7 of the Manual and shall conform to the cross- sectional features and other
details specified therein.

Excluding overhead signs which are to be provided as per Manual of Specifications and
Standards, as referred in Schedule-D, the location of these facilities shall be finalized in
consultation with Authority Engineer/Project Director, NHAI as per site requirement.
However, minimum 2 nos. gantry overhead signs for 6-lane width, minimum 26 nos.
cantilever type for each carriageway shall be provided.

10. Compulsory Afforestation


Shall be done as specified in para 2(d) of Schedule-C.

13. Change of Scope


The length of Structures and bridges specified hereinabove shall be treated as an approximate
assessment. The actual lengths as required on the basis of detailed investigations shall be
determined by the Contractor in accordance with the Specifications and Standards. Any variations
in the lengths specified in this Schedule-B shall not constitute a Change of Scope, save and
except any variations in the length arising out of a Change of Scope expressly undertaken in
accordance with the provisions of Article 13.

14. Rain Water Harvesting


As per Ministry of Environment and Forests Notification, New Delhi dated 14.01.1997 (as
amended on 13.01.1998, 05.01.1999 & 6.11.2000), the construction of Rain water, harvesting
structure is mandatory.

15. Utility Shifting


Shifting of obstructing utilities to an appropriate location in accordance with the standards and
specifications of concern Utility Departments is a part of scope of work for the contractor. The
bidder may visit the site and assess the quantum of shifting or utilities for the project before
submission of their bid. Copy of Utility relocation plan is enclosed. The specifications are to be as
per the specification of concerned utility owning department.

Notes:
a) The type/spacing/size/specifications of poles/towers/lines/cables to be used in shifting
work are as per the guidelines of utility owning department and it is solely between the Contractor
and the utility owning department. No change of scope shall be eligible or no cost shall be paid for
using different type/spacing /size/specifications in shifted work in comparison to those in the
existing or for making any overhead crossings to underground as per requirement of utility owning
department/construction of project highway. The Contractor shall carry out joint inspection with
utility owning department and get the estimates sanctioned from utility owning department. The
assistance of the Authority is limited to giving forwarding letter on the proposal of Contractor to
utility owning department whenever asked by the Contractor. The decision/approval of utility
owning department shall be binding on the Contractor. No CoS or no cost shall be eligible on any
account.
b) The supervision charges at the rates/charges applicable between implementing agencies
of MoRTH and utility owning department shall be paid directly by the Authority to the Utility
Owning Entity as and when Contractor furnishing a demand of Utility Owning Department along
with a copy of sanctioned estimate.
c) The credit of dismantled materials has been accounted for in the estimated cost. The
dismantled material /scrap of existing Utility to be shifted/dismantled shall belong to the
Contractor/Contractor who would be free to dispose-off the dismantled material as deemed fit by
them. If the Contractor is forced to deposit the dismantled material to utility owning department
then the amount of credit for dismantled material indicated in the sanctioned estimates of utility
owning department will be reimbursed to the Contractor after submitting the duly authenticated
receipt of the dismantled material from utility owning department to the Authority.
d) The utilities shall be handed over after shifting work is completed to Utility Owning Department up to their
entire satisfaction. The maintenance liability shall rest with the Utility Owning Department after handing
over process is complete as far as utility shifting works are concerned.

PROJECT FACILITIES
1. Project Facilities

The Contractor shall construct the Project Facilities in accordance with the provisions of this
Agreement. Such Project Facilities shall include:

(c) Pedestrian Facilities;
(d) Tree Plantation;
(e) Truck Parking;
(f) Bus-bays and Passenger Shelters;
(g) Rest Areas;
(h) Entry / Exit Ramps
(i) ATMs; and
(j) Operation and Maintenance Centers

2. Description of Project Facilities

Each of the Project Facilities is described below:

(a) Toll Plaza:

(i) Toll Plaza shall be provided at the following location as per provision given in the Manual. However,
minimum 28 (Twenty Eight) number of toll lanes shall be provided at toll plaza location:

Based on the minimum toll lane requirement as given above, toll plaza with all other facilities mentioned
in manual shall be constructed with approval from NHAI.
Minimum requirements of the facilities and equipment for Hybrid ETC System shall be as per NHAI
Policy Circular No. NHAI/13013/2016-17/CO/Hybrid ETC/112716 dated 08.02.2018, including
amendments/addendum, if any.
A separate toilet facility for road users shall be provided on both sides of the toll plaza location along with
parking facility. One toilet block on each direction shall be provided as per drawing at Annex-I of
Schedule-C. These toilet facilities shall follow CPWD specifications for sanitary ware items and fittings
such as EWC, Wash Basin, Wash basin- Under counter, Urinal flat back, PVC Cistern, IWC Orissa Pan,
Flush Valve –CP, Wash Basin pillar cock – CP, Bib Cock –CP, Health Faucet, W/c Bib cock, Wash Basin
angle cock.
Toilet complexes with separate toilets for Men, Women & Physically Handicapped shall be provided on
both sides, as per the directions of NHAI. The toilets shall be well maintained and have continuous water
supply.
Reverse Osmosis plant with continuous water supply shall be provided for supply of safe drinking water
to Road Users. Point of Sale for Fast Tag shall be provided at the Toll Plaza
If required, RE wall/Retaining wall shall be provided at toll plaza locations to restrict the embankment
slope within the right of way.

(ii) Weigh Bridges


Entry approach to each lane of toll plaza shall be having Medium Speed Weigh in Motion equipment as
per the latest guidelines.
A Static Weigh Bridge (SWB) shall be installed in each direction of traffic, after the toll plaza, in a
separate area having facility of parking of overloaded vehicles. This is to ensure that an overloaded
vehicle does not ply on National Highways.
The SWB system shall be able to capture Toll Transaction Number with Date and Time, Vehicle
Registration Number, Category of Vehicle, Permissible Weight, and Gross Vehicle Weight along with date/
time of weighing, and the receipt printed by the SWB system shall contain all these information. This
system shall also be integrated with the toll system and generate a closure report.
The SWB station shall have a CCTV camera for capturing image of vehicle while weighing.
Monthly MIS reports shall be available for the Authority, such as Actual Over loaded vehicles, Total
Overweight Vehicles (WIM) vs Actual Overweight vehicles (SWB) etc.

Adequate space shall be allocated for handling the parking, unloading, etc. of overloaded vehicles. The
handling of overloaded vehicles shall be governed by terms of directives issued by the Authority.
(b) Road side furniture: The roadside furniture shall be as per Section 9 of the manual and shall
include
i. Traffic Signs: Traffic signs shall include roadside signs, overhead signs, kerb mounted signs
and road marking along the project highway.
ii. Pavement Markings: Shall cover road marking for the entire Project highway.
iii. LED Traffic Blinkers: Shall be provided at Intersections for the entire project highway.
iv. Crash barrier: Shall be provided at High Embankments.
v. Delineators/Road Studs: Shall be provided for Entire Project highway as per IRC:79-1981
and site requirement & specification as per Schedule D.

ix. Lighting: Shall be provided in accordance with Section 12 of the Manual.

(c) Pedestrian facilities: shall include the provision of the Pedestrian crossing as per manual.

(d) Tree Plantation & Landscaping:


I. Avenue Plantation: Avenue Plantation shall be carried out at the rate of 666 nos. per km and
maintained for 5 years as per prevailing guidelines/norms in Manual and IRC:SP-21-2009
depending upon the availability of ROW.
If the requisite trees are not planted in ROW due to non-availability of land, in such case, the
Contractor shall deposit the requisite amount (as per latest SOR of Forest Department) to NHAI..
II. Median plantation: Median plantation including maintenance for 5 years shall be done as per
Manual and IRC:SP-21-2009.
III. Landscaping: Landscaping (ornamental features, planting trees/shrubs and grass turf, etc.) of the
highway shall be done as per Manual and IRC:SP-21-2009 at all locations envisaged therein, but
not limited to the following:
(i) Toll Plaza complex
(ii) Below the Grade Separated intersections, and Islands of at-grade intersections; and
(iii) Wayside Amenities, Truck Parking, Rest Areas, etc.

(j) Advanced Traffic Management System: The Contractor shall design, install, operate and
maintain Highway Traffic Management System (HTMS)/Advance Traffic Management System
(ATMS) as part of the project facilities as per Manual.

working on Mains power supported by UPS and Diesel generator set of adequate capacities, to
facilitate 24 X 7 operation.
(k) Operation and Maintenance Centres:
Dedicated operation and maintenance center shall be provided in accordance to Manual.
Incident Management
Operation and Maintenance activities shall be taken up simultaneously during Construction for
the safety of Road Users for which Incident Management Vehicles such as Ambulances and Patrol
Vehicles fitted with GPS/VTS system shall be deployed.
Two sets of the Ambulances, Towing Vehicles, Cranes and Patrol Vehicles fitted with GPS/VTS
system with specifications equal to or better than those stated in NHAI Policy No. 12.19 dated 20
Mar 2018, including Addendums/Amendments, if any, shall be deployed. Drivers of the above
vehicles shall be provided with Smart phones and trained to operate the same. Specifications
stated in “Constructional and Functional Requirements for Road Ambulances (National
Ambulance Code)” shall also be ensured for the Ambulances. All these facilities shall be
integrated with the helpline No. 1033.
Suitable measures shall be taken to ensure lane discipline. Adequate Nos. of Overhead gantry
boards, pictorial lane marking, etc. depicting the lane for each type of vehicle or any other
methods, as approved by NHAI shall be used to ensure lane discipline.
