‘SUBJECT LOCAL LEGISLATIVE AWARD
RATIONALE
Over the years, numerous recognition and awards have been conferred to local
governments in various fields of endeavors. However, a national award for local
legislative bodies is yet to be realized =
There is a need, therefore, to create an award system that recognizes the
exemplary performance of sanggunians particularly of cities and of municipalities for
legislating measures that help build the foundation of meaningful local administration
and development.
It is within the purview of the foregoing considerations that the Legislative
‘Award for the Sangguniang Panlungsod and the Sangguniang Bayan is hereby
established.
OBJECTIVES
The primary objective of the Award is to accord official recognition to the
Sangguniang Panlungsod and to the Sangguniang Bayan that excel in legislating laws
that ultimately contribute to the attainment of desirable socio-economic and
‘environmental management outcomes.
Specifically, it aims to:
1. Highlight innovations and excellence in the legislative process with the end
in view of inspiring other local legislatures to perform better, and
2. Institutionalize a system of recognition to the Sangguniang Panlungsod and a
to the Sangguniang Bayan for exemplary performance. . ay

Ct aI. RULES OF THE AWARD
1. The Award shall cover all Sangguniang Panlungsod and Sangguniang
Bayan.
2. A National Award Committee shall be organized to take the lead in the
implementation of the Award. Sub-national Award Committees shall
likewise be organized.
3. The decision of the Award Committees at all levels is final.
4, The Award shall be conferred annually.
Iv. AWARD CRITERIA
Effectiveness of the Legislative Agenda
1. The Legislative Agenda complements the Executive Agenda
2. The Legislative Agenda is developed in consultation with stakeholders
3. The Legislative Agenda provides legislative action on the Comprehensive
Development Plan
4. The Legislative Agenda promotes and supports provincial, regional and
national priority development thrusts.
Effectiveness of the Legislative Tracking System
1. All ordinances and resolutions since the enactment of the Local
Goverment Code of 1991 are on file
2. Ordinances and resolutions are indexed by subject, by sponsor and by
date of approval
3. Hard copies of ordinances and resolutions can be retrieved on inquiry
within a reasonable period of time
4. Ordinances and resolutions can be searched and copied or printed by staff
Availability of Legislative Documents
1, Journal of Sanggunian Proceedings from June 30, 2005 to June 30, 2006
2, Minutes of sessions duly signed by all members present

VI. AWARDS AND PRIZES
Each National Awardee shall receive the following, courtesy of the Philippine
Councilors League:+ Trophy
Cash Award
Each National Finalist shall receive a Plaque of Commendation, courtesy of the
Philippine Councilors League.
VI EVALUATION PROCEDURE
For the Sangguniang Bayan and Sangguniang
Panlungsod of Component Cities

The Provincial Award Committee (PAC) evaluates the sanggunian of every
component city and municipality within the province. Sanggunian Bayans in the
National Capital Region (NCR) shall be evaluated by the Regional Award Committee
(RAC).
Utilizing the prescribed Performance Evaluation Form (LA-SB/SP-CC Form 01), each
member of the committee assigns a pointscore up to the 5" decimal point for each
criterion but not to exceed the allowable maximum pointscore.
Thereafier, the PAG prepares the Consolidated Performance Evaluation Form (LA-
SB/SP-CC Form 02), using as basis the entries in LA-SB/SP-CC Form 01, to arrive at
the Overall Performance Rating (OPR) of the sanggunian of every city and
‘municipality within the province. The RAC accomplishes the same Form in the case
of the Sangguniang Bayans in the NCR
The PAC prepares the Comparative Performance Evaluation Form (LA-SB/SP-CC
Form 03) to determine the finalist-sanggunians among component cities and among
municipalities within the province. The RAC accomplishes the same Form in the case
of the Sangguniang Bayans in the NCR.
Using the Official Nomination Form for component cities and municipalities (LA-
SB/SP-CC Form 04), the PAC submits the finalist-sanggunians of 1°-3" Class
Municipalities, 4"-6" Class Municipalities and Component Cities to the Regional
‘Award Committee. in the case of the NCR, the concemed Committee submits the
finalist-Sanggunian Bayans to the National Award Committee. All submissions shall
be duly supported by the following documents:
a) Original copies of the Comparative Performance Evaluation Forms; and
b) Validation Reports, if any.
For the Sangguniang Panlungsod of Highly Urbanized Cities and
Independent Component Cities

‘The RAC evaluates the Sangguniang Panlungsod of every Highly Urbanized City
(HUC) and Independent Component City (ICC) within the region.2. Utilizing the prescribed Performance Evaluation Form (LA-SP Form 05), each
member of the committee assigns a pointscore up to the 5” decimal point for
each criterion but not to exceed the allowable maximum pointscore.
3. The RAC prepares the Consolidated Performance Evaluation Form (LA-SP
Form 06), using as basis the entries in LA-SP Form 05, to arrive at the Overall
Performance Rating (OPR) of the sanggunian of every HUC and ICC within the
region
4. The RAC prepares the Comparative Performance Evaluation Form (LA-SP
Form 07) to determine the finalist-Sangguniang Panlungsod within the region.
5. Using the Official Nomination Form for HUCs and ICCs (LA-SP Form 08), the
RAC submits to the NAC the finalist-Sangguniang Panlungsod, duly supported
by the following documents:
* Original copy of the duly accomplished Comprehensive Performance
Evaluation Form; and
* Validation Reports, if any.
Final Evaluation Procedure
1. Upon receipt of all Official Nomination Forms, including supporting documents,
the NAC accomplishes the National Comparative Performance Evaluation
Form (LA-National Form 09).
2. The NAC may set aside the OPRs of all national finalists and reassess the
nominees of lower-level Award Committees.
3. On the basis of the final evaluation results, the NAC, assisted by a National
Board of Judges organized for the purpose, selects the National Awardees
in all categories.
4. Thereafter, the NAC prepares the Declaration of National Awardees.

Award Committees shail be organized to implement the Legislative Award for the
‘Sangguniang Panlungsod and the Sangguniang Bayan.

‘The National Award Committee shall:
1. Take the lead in the implementation of the Award.
2. Initiate and coordinate activities necessary for the successful
implementation of the Award.
3. Organize a National Board of Judges to assist in the selection of
National Awardees,
Proclaim the National Awardees.
Plan and implement appropriate awarding ceremonies.
The Bureau of Local Government Supervision and the Philippine
Councilors League Secretariat shall provide technical support to the Committee.
Regional Award Committee: Composition
and Functions.

Independent Component Cities
* Outstanding Sanggunian in Component Cities
* Outstanding Sanggunian in 1-3" Class Municipalities
+ Outstanding Sanggunian in 4".6" Class Municipalities,
and nominate such finalists to the NAC.

* Outstanding Sanggunian in 4"-6" Class Municipalities,
and nominate such finalists to the RAC.
The DILG Provincial Office shall provide technical support to the
Committee.
Vill. EFFECTIVITY OF THE AWARD
The Legislative Award for the Sangguniang Panlungsod and the Sangguniang
Bayan shall start in September 2006, and shall be implemented annually thereafter.
