PNP OPERATIONAL ACCOMPLISHMENT REPORT

3rd Quarter 2020

The unexpected outbreak of the COVID 19 worldwide pandemic has also


greatly affected our country in almost every aspect of human life. Amidst this crisis
the Philippine National Police, upon the instructions of President Rodrigo R
Duterte extended every possible assistance to the community in maintaining
peace and order and assist the local government in the delivery of much needed
government services.

Upon the assumption of Office, the new C,PNP endeavors to lead the
police force to promote the aspirations of every Filipino for a nation that is
peaceful, secure, free of illegal drugs and corruption and progressive because it
has a police service that is highly capable, effective and credible.
BAYANIHAN SPIRIT
The CPNPs 9 Strategic thrust includes “BAYANIHAN SPIRIT” coupled with
“Community Service Oriented Policing (CSOP) for stronger partnership and more
active engagement with communities in ensuring peace and order and addressing
criminality giving priority on the campaign against illegal drugs, illegal gambling
and other focus crimes; anti-violent extremism/terrorism; internal security
operations (ISO); and maximizing police visibility in areas to sustain the gains
against crime and violence.

Eight Focus Crimes

One of the most significant result of the campaign against criminality is the
impact on Crime Volume, particularly on the Eight Focus Crimes (murder,
homicide, physical injury, rape, robbery, theft, carnapping of motorcycles and
motor vehicle) were generally decreased by 8,244 incidents or 46% from 17,846
in 3rd Quarter 2019 to 9,602 for the same period of the current year.

Regular Law Enforcement

Police Presence. The reductions in the eight focus crimes were sustained
with the intensified police presence wherein a total of 7,777,067 foot and mobile
patrol operations were conducted with 85,882,698 man-hours of foot/beat patrols
and 34,051,456 man-hours of mobile patrols were spent. Additionally, several
Quarantine Control Points (QCPs) and Dedicated Control Points (DCPs) were
established in relation to COVID-19 operations. A total of 3,020 PNP personnel
were deployed in 536 airports and seaports in relation to COVID-19.

Focused Law Enforcement. Aggressive police operations and other police


interventions led to the arrest of lawless elements that somehow reduced the
number of crimes that they may have committed.

Campaign against Illegal Drugs. For the period, there were 468 drug
personalities surrendered to police stations nationwide. Meanwhile, Police
operations against illegal drugs resulted in the arrest of 18,692 drug personalities
and the confiscation of illegal drugs with an estimated DDB value of more than
Php1.2 Billion.

Campaign against Carnapping. For the period in review, there were 554
carnapping incidents reported of which 53 were four-wheeled vehicles and 501
motorcycles. Of these incidents, 11 motor vehicles and 92 motorcycles were
recovered which translates to a recovery efficiency rating of 19%. In addition, 137
suspects were arrested while four (4) died during police operations and a total of
109 cases were filed in courts.

Campaign against Kidnapping-for-Ransom (KFR). For the period


covered, 11 KFR incidents were reported with a total of 52 personalities arrested,
while four (4) died during police operations and a total of four (4) cases were
solved.

Campaign Plan “Clean Rider”. The Enhanced Managing Police


Operation was reinvigorated with the implementation of Campaign Plan “Clean
Rider”, a comprehensive approach that aims to totally eliminate crimes committed
by motorcycle riding criminals/suspects. It likewise ensures the safety and security
of motorcycle and prevents the use of impounded/stolen motorcycles for criminal
activities.

Campaign against Motorcycle Riding Suspects. Of the 423 incidents


involving motorcycle riding suspects, five are drug related. Of these incidents, 104
were cleared and 106 were solved while the remaining 213 are still under
investigation. Meanwhile, 94 suspects were arrested while, three (3) died during
police response and the rest remains at large.

Campaign against Illegal Gambling. The campaign against illegal


gambling was also prioritized. In support of Small Town Lottery (STL), a total of
5,688 police operations were conducted that resulted in the arrest of 17,116
violators and confiscation of more than Php11 Million worth of cash and articles
used in illegal gambling while 4,356 cases were filed in courts.
Heeding to the special instruction of PRRD on the Prohibition of
Government Employees from gambling in Casinos, all RDs coordinated with the
management of casinos in their respective AOR to have signages posted at the
entrance of their establishments to deny entry of said persons.

Campaign against Loose Firearms. The relentless efforts to account


loose firearms resulted in the confiscation, recovery and surrender of 3,302 small
arms and light weapons (SALW). Said campaign likewise resulted in the arrest of
1,935 suspects and filing of 1,526 criminal cases in courts for violations of
Republic Act No.10591.

Campaign against Private Armed Groups (PAGs). The PNP was able to
arrest ten (10) members, while two (2) opted to surrender. There were seven
firearms confiscated and four (4) cases were filed in courts.

Campaign against Smuggling and Piracy. A total of 53 operations


conducted that resulted in the confiscation of more than Php16 Million worth of
smuggled and pirated goods. Fifty-eight persons were arrested and 16 cases
were filed in courts. Other cases were turned-over to the Bureau of Customs.

Campaign against Illegal Logging. There were 3,191 operations against


illegal logging that resulted in the arrest of 1,121 suspects. In these operations, a
total of 1,994,370 board feet of logs/lumber with an estimated worth of Php25.6
Million was confiscated. Four Hundred Twenty-One cases were filed in courts.

Campaign against Illegal Fishing. Of 2,277 operations conducted 4,592


suspects were arrested for illegal fishing and 209 cases were filed in courts.
These also resulted in the confiscation of more than Php100 Million worth of fish
and fishing paraphernalia.

Campaign against Criminal Gangs (CGs). Seventeen CGs were


disbanded. For the period a total of 532 leaders and members were accounted of
which 506 were arrested and 26 died during police operations nationwide. In
addition, 15 firearms were confiscated/surrendered and 59 cases were filed in
courts.

Campaign against Wanted Persons with Reward. The crackdown on the


country’s Top Most Wanted Persons (TMWPs) with monetary rewards for their
capture resulted in the arrest of five (5) personalities, while two (2) opted to
surrender.

Campaign against Other Wanted Persons. The crackdown on other


Wanted Persons (OWPs) resulted in the arrests of 14,724, while 43 personalities
had surrendered and four (4) died during police operations.
Security Measures

Target Hardening is the next line of defense when prevention through


intelligence fails. Several activities were undertaken to strengthen the security of
our police stations, camps and other vital installations in order to protect them
from enemy attack and eliminate the element of surprise. For the period, a total of
625,000 target hardening activities were conducted such as preventive patrols,
inspection of motor repair shops, inspection of vital installations, and police route
security assistance among others.

Border Control is protecting our entrance and exit points from the illegal
movement of contraband and lawless elements while promoting safety and
security of the community. A total of 221,249 border control operations were
conducted during the period.

The PNP utilizes Social Investigation in getting to know the community.


Before they are organized and mobilized. Police units conducts preliminary
studies of every barangay in terms of physical environment, economic status or
lifestyle, so that appropriate interventions be undertaken in operationalizing PNP
MC 2015-009, or the Revitalized Barangay Peace Action Team (BPAT). Social
Investigation makes the target community responsive to the disaster
preparedness and peace and order peculiarity of the barangay/sector studied.
For the period, there were 55,601 social investigation activities conducted.

The PNP Internal Security Operations Joint Campaign Plan


‘KAPANATAGAN” 2018-2022 was developed to complement the AFP
Development Support and Security Plan “KAPAYAPAAN” 2017-2022. It intends to
develop the PNP capability against threat groups; enhance legal offensive against
insurgents; promote public safety and order; and adhere to the rule of law, human
rights and social justice.

Joint Peace and Security Coordinating Center (JPSCC). JPSCCs are


organized in the Regional, Provincial and Highly Urbanized City (HUC) levels.
Meetings are regularly conducted to promote interoperability and maintain the
highest level of coordination between and among PNP and AFP territorial units.

- On September 23, 2020 the Philippine National Police (PNP) through the
Directorate for Operations hosted the National Joint Peace and Security
Coordinating Center (NJPSCC). The essence of the meeting was to intensify the
rapport and establish stronger collaboration between the Philippine National
Police (PNP) and Armed Forces of the Philippines (AFP) on the ongoing and
future efforts of the national government in addressing threat groups and local
insurgency in the country.

The highlights of the meeting was the signing of the Joint Letter Directive
(JLD) No.03 series of 2020 "Guidelines in Evaluating the Effectiveness of Internal
Security Operations in Support to the National Thrust to End Local Communist
Armed Conflict”
The JLD No.03 is a new joint directive of the PNP and AFP that aims to
dismantle the communist insurgency and terrorism in the country to safeguard
national interests. The PNP and AFP also signed a Joint Resolution declaring
some communist guerilla fronts as weakened and dismantled groups at present
times. Basically, evaluating the security operations is one of the main features of
the Joint Resolution through the crafting of necessary contingency plans and to
come up with innovations to master current initiatives in order to come out with the
best results.

Ending Local Communists Armed Conflict (ELCAC). In defeating the


Local Communist Terrorists Groups (LCTGs), President Rodrigo R Duterte issued
Executive Order 70 (EO 70) providing for a Whole-of-Nation approach in defeating
the Local Communist Terrorist Groups (LCTGs) who have been among the prime
threats to the country’s peace and security. Through this EO, a National Task
Force to End Local Communist Armed Conflict (NTF-ELCAC) was created, with
the President as the National Task Force Commander.

The PNP in coordination with the AFP, other government and non-
government agencies had organized 12 clusters of NTF-ELCAC in the regional
level down to the provincial level in order to support the objective to end the local
communist armed conflict nationwide. The objectives are: to establish close
linkages and cooperation with the AFP, other government and non-government
organizations; to participate actively in the realization of the goals of every clusters
where PNP is a member; and to ensure that efforts of the PNP from the National
down to the regional and provincial levels are synchronized.

Campaign against Communist Terrorist Groups (CTGs). The PNP


figured in fifteen government-initiated encounters that resulted in the capture of
four (4) CTGs and the death of 14 others during police operations, and the
confiscation of 24 small and light weapons (SALW). Other police operations
against CTGs resulted in the arrest of 89 and cause the surrender of 707 others.
Of these, 12 died during police operations and resulted in the confiscation of 191
SALW.

Campaign against Local Terrorist Groups (LTGs). Three government-


initiated encounter were reported during the period that resulted in the death of
three LTG members during police operations. Meanwhile, results of other
operations against LTGs includes the arrest of five (5) and the surrender of ten
(10) others. Of these, one (1) died during police operations, and confiscation of 15
SALW.

Public Safety. The PNP had enhanced the capabilities of the 1,978
Tourist Assistance Desks (TADs) being maintained nationwide with the
deployment of trained personnel. This is in addition to the 558 Tourist Assistance
Centers (TACs) established by the Department of Tourist (DOT) and Local
Government Units (LGUs).
Conduct of SIMEX/CEREX/COMMEX

The conduct of Simulation Exercises (SIMEX), Crisis Emergency Response


Exercises (CEREX), and Communication Exercises (COMMEX) establish
interoperability among participating agencies. For the period, a total of 10,341
exercises were undertaken such as earthquake drills, fire drills, camp defense,
and hostage taking among others.

Red Teaming

The PNP recognized Red Teaming as vital in the crafting and


implementation of security and contingency plans for major and special events. It
also aims to expose the vulnerabilities within the organization as well as
challenging the security preparation so it can be properly addressed.

The PNP, as a major security provider, has institutionalized Red Teaming.


Local Red Teams is being required in every major event in their respective areas.
Additionally, a National Red Team (NRT) was organized composed of eight (8)
PNP members ready to be deployed when needed.

The PNP Red Team validated the operational implementation of the PNP-
AFP-PCG-BFP Joint Implementation Directive Nr 1-2020 in support to the Inter-
Agency Task Force for the Management of Emerging Infectious Disease (IATF-
MEID).

Feedback Mechanism

Various inter-agency committees institutionalized measures in the form of


meetings, resolutions, and review activities as feedback mechanism.

National Law Enforcement Coordinating Committee (NALECC). The


Chief, PNP chairs the NALECC that has 66 member agencies. Strengthening of
linkages with the other law enforcement agencies was sustained through regular
meetings and lateral coordination with committee members. At the regional level,
RLECCs are likewise organized and chaired by the PNP Regional Directors.

Joint Anti-Bank Robbery and Cybercrime Coordinating Committee


(JABRACCC). The Committee serves as the main task force of the PNP in the
campaign against organized crime groups and criminal gangs involved in bank
robbery and related crimes. This ensures in fortifying measures against bank
robbery, fraud and other related crimes. The JABRACC, composed of the PNP,
other government agencies and stakeholders from the banking sector. Regular
meetings is being conducted to further strengthen coordination among its
members.
Offensive Stance

The Inter-Agency Committee on Legal Action (IACOLA), wherein the PNP


is a member agency, strengthens the intelligence gathering and cooperation,
investigation, prosecution and monitoring of cases against threat groups. Out of
the 171 incidents involving threat groups, 81 cases were referred to the
Prosecutors Office and 26 cases were filed in courts, while the remaining 64 are
under investigation.
