Humans were created with extraordinary intelligence and high creativity. One form of legal protection from the results of human creativity is copyright, which then puts human in their position as the creator. Not only that, apart from human ability and position as creator, in the realm of intellectual property rights in the field of copyright, also know another form of human skill and intelligence in processing a work that has been created through a written permission to carry out economic rights for the creator's creation or related rights product to certain conditions called licenses. In a case concerning broadcast rights licenses from FIFA 2014 in District Court Decree No. 02 / PDT.SUS-HKI /2015/PN.NIAGA. Smg one of the objections raised by the opponent is related to the plaintiff's legal standing in suing. This is because the Copyright Act of 2014 does not rule down the position of the licensee in suing, which results in raising questions for some parties. The research in the form of this thesis discusses the legal position of the licensee in filing a civil case. This study studies the registration process of license agreements according to the law and the legal standing of the licensee in filing a civil case. The research method used in this thesis is a normative research method with qualitative data.
