Introduction
This chapter discusses what is meant by community as the context for com-
munity practitioners working with people to advance the cause of social jus-
tice and equality. It explores the nature and purpose of community as a means
of creating identity and cohesion (Cohen 1985; Delanty, 2005) among people
who define boundaries in order to make sense of their world. The impact of
globalisation and the market with its links to social capital are also critiqued.
The chapter uses bricolage as a frame for unifying early and contemporary
constructions of community as a system for connectedness and cohesion. This
shows that community takes differing forms, including geographical or physi-
cal spaces, on-line or virtual communities, and community as social practices
(Delanty, 2009; Ledwith, 2011; Shaw and Crowther, 2013; Wenger, 1998).

(2003) perspectives on how social change and in particular the processes of
globalisation have impacted on everyday lived experiences. In this way, any
explanation of community as a romantic throwback to the kind of village life
encountered in traditional rural communities is largely redundant in offering
a simplistic response to the kind of alienation experienced by people, in an
industrial and internet connected society.
In conceptualising community, the idea of alienation alerts us to the
importance of social connection. Alienation was proposed by Marx (1990)
in his explanation of inequalities of social class within a capitalist system
that reduces the individual to a commodity, through the objectification of
their labour, in order to sustain unequal power relations. Thus, according
to Marx, individual labour is paid for as a commodity by those who control
or monopolise the market, and who profit from the labour of people who
are often many steps removed the site of production. Reid (1972) suggested
alienation as, 'the frustration of ordinary people excluded from the processes
of decision making. The feeling of hopelessness that pervades people who
feel, with justification, that they have no real say in shaping or determining
their own destiny' (p. 5).
The concept of alienation offers a context for learning in community
development work that interrogates the complex problems that underpin
contemporary persistence in pathologising certain behaviours as antiso-
cial while also dehumanising people to the point of ruthlessness and a self-
serving grasping of power. This raises questions on why people are excluded
from decision making, how this pathology persists in de-socialising those who
are identified as anti-social, and in analysing power relations in order to facil-
itate community and individual empowerment.
Such questions make critical pedagogy possible in helping to ensure that,
'People are more likely to become involved if they are less alienated from
decision-making structures' (Gunn, 2006, p. 26). As a starting point for com-
munity work with people who seek to challenge inequality, problem posing
can create dialogue for production of a counter-hegemony that promotes a
moral and ethical construction of what it means to be human, and what kind
of social relationships are helpful in promoting equality and social justice.
Yet, in seeking to engage people who have been most severely impacted by
poverty, alienation and inequality, community participation can also be prob-
lematic. In places where education is introduced, for example as an 'interven-
tion', 'problem-solving initiative' or 'diversion from crime' this impact on the
possibility of authentic participation where, 'in reality, "problem" communities

of the poor are increasingly targeted for attention in ways which make par-
ticipation potentially an instrument of therapy or indeed surveillance' (Shaw,
Meagher and Moir, 2006, p. 11). In planning to work with communities for
social change, it is thus important to consider not only a range of types of
community but also to consider the impact of neoliberal capitalism on those
various communities, in order to understand how the prevailing hegemony
might be challenged.
One popular theory that has taken hold is social capital. Despite being
aligned to capitalism in its use of language and in offering an alternative yet,
similarly hierarchical, means of creating social order we are interested in the
extent to which alternative capitals, developed around social and cultural
relationships, might offer an antidote to the 'unbridled individualism' (Field,
2003, p. 7) of the Reagan/Thatcher legacy. It is important to be fully con-
scious of the inherent possibilities for social capital to be used in creating and
sustaining inequality, for example in peoples' use of networks and connections
to advance their own interests, or in the trading of human capital as a com-
modity in the market place. However, the concept also brings into focus the
ways that people form social relationships to create solidarity and so offers
insights that help us to understand the nature, purpose and potential of com-
munity as a useful way of enhancing cohesion.

(1998) described two types of social capital: bonding capital (exclusive) or
bridging capital (inclusive).
Bonding capital holds people together and helps maintain in-group loy-
alty by reinforcing specific identities and mobilising solidarity, while bridging
capital works across social divisions and connects people to external assets,
beyond the immediate family, A social capital frame suggests that, by bringing
people together, community workers create conditions for bonding, and to a
lesser extent, bridging capitals by offering a place to meet and by posing prob-
lems that promote dialogue and in doing so, potentially builds community
cohesion,

Thus, in youth and community work, just as it was with Putnam's metaphor
of league bowlers, it is important to have 'regular participation with a diverse
set of acquaintances , , , [to] , , , represent a form of sustained social capital that
is not matched by an occasional pick-up game' (Putnam, 2000, p, 1 13), in order
to negotiate a series of changing educational relationships. This longer-term
engagement is noted as important in thinking about communities as environ-
ments for learning (Gilchrist and Taylor, 2001) where, 'shared values ,,, [are]
, . , as important to people's experience of community as shared living space , , ,
[where] , , , networks , , , provide an important vehicle for collective learning and
the accumulation of cultural memories and local knowledge' (p. 108), Being
part of community enables people to stand at the boundary of that community,
aware of their own culture but also able to see other cultures as similar or dif-
ferent to themselves. In this sense, being part of a community can be seen as a
means of identity formation, where the role of the community practitioner is to:

When people are connected by a shared or common identity, or when they
interact with each other in a particular or systematic way, they can identify as
a social group. Members of a social group share the privileges or disadvantages
that come with belonging to the group. They also share, or work together, to
create histories, values and purposes that can define them as a community
of interest or identity (Willmott, 1986), which is important in challenging
inequality and oppression.
Yet, ideas on identity and community are shifting in an ever-changing
world of globalisation and consumerist market forces. Beck (1992) concep-
tualised increasing risk as a consequence of globalisation, where there was a
shift from the political and economic structures of the industrial age, which
were largely concerned with class struggle, to the ecological risks associated
with rapid technological and scientific advances. According to Beck, these
advances bring uncertainty and a new set of risks for people to manage. In
turn, the feelings of uncertainty that come from having to manage a range of
new risks add even more uncertainty, which heightens peopled anxiousness
about risk.
In particular, Beck (1992) suggested that while the basis of class struggle
during the industrial age was well established in issues of poverty and inequal-
ity, the nature of risks in modern society was untested and unclear. The lack
of clarity and the pace of change, for Beck, suggested the importance of indi-
vidual judgements in constructing a future where people need to take risks
into account when judging whether or not to engage in a particular course of
action. This has contributed to increased individualisation of the processes
through which people make sense of the world and emphasises the impor-
tance of the individual in determining their own futures. This individualised
understanding of the social world clearly has an impact on exploring com-
munity. If our focus is on community risk rather than community cohesion,
how does this inform perspectives on what community means, what it is and
what it means to connect with people, who are inside or outside of a particular
community?
Bauman (2000; 2012) has described this current 'risky' period as one of
'liquid modernity'. Bauman uses this term to define a time when people live
with so much uncertainty that the concept of community helps them to find
roots in an otherwise precarious existence. The concept is unrecognisable in
terms of its former purpose in sustaining social connectivity through symbols
and localised contractual obligations and relationships. Instead, the nature of
community is more tenuous and fragmented than ever before, and yet, there

an expression of inclusion and solidarity, and 'communities' plural, as a potentially
exclusive experience of difference, is central to an understanding of the complex
relationship between theory and practice in community work'.

The idea of community as physical space is not new. For centuries, people
would meet family, make friends and connect with each other in their local
geographical area and this underpinned human existence in creating a sense
of belonging, and feelings of connection and of being safe and secure. The
industrial revolution brought a physical shift from rural to urban lifestyles

where people lived and worked in localised physical communities, and the
idea of community served those same needs for belonging, connection and
safety. The physical community underpinned social and familial relationships
that were boundaried by place in, for example, the geography of a mining vil-
lage built around the pit or a terraced row where whole families lived within
three streets of each other and worked in the same factory. This created a
Utopian view of family and community, where everyone knew each other's
business and families saw each other every day. According to Ritzer (2008)
Weber's conceptualisation of an ideal or Utopian type, was not meant as the
'best of all possible worlds' (p. 121 ) but could be described in static or dynamic
contexts.
The shift from heavy industry towards a knowledge and leisure based
economy has fragmented families as, according to Giddens (2003), work pat-
terns have changed, to include people relocating to find suitable employment
or short-term projects and flexible hours working. People still live in physical
spaces, in terms of housing and social amenities and most can name a physical
community that they call home (in the sense that they feel it is a place where
they belong, or at least is a place they occupy on a regular basis). However, an
impact of globalisation has meant that, 'Community, labour and capital are
increasingly placeless' (Ritzer, 2008, p. 557).
Routinely, public services and amenities are organised around a physi-
cal community but this kind of community is not the cohesive unit it once
was. People are familiar with churches, mosques, shopping centres, schools
and clubs as places they visit or pass regularly, which underpins their sense of
belonging to that particular community. However, the decline, for some, of
close proximity extended families and an increase in living among neighbours
who hardly know each other, means that this feeling of belonging can relate
more to a geographical space than to any kind of social connectedness. Yet,
the idea of community still seems to project a positive construction which
remains pervasive in the quest for a sense of belonging (Putnam, 2000).
So, although physical community cannot be recognised in the same way
as it was before, the idea of being part of and participating in, a physical
community remains useful. Arguably, people still utilise the amenities in
the physical locality through going to the local school to see their children's
play, participation in local clubs and socialising at the local pub. This is
particularly the case when faced with a problem or changing circumstances
such as high levels of unemployment or proposals to relocate a local school.
Such localised problems can act as a catalyst for bringing people together,

to work with each other in order to influence decisions and resolve problems,
'. . . by drawing on the power of the community rather than simply individual
effort' (Heywood, 2007, p. 102). This shifts the physical community towards
an interest community. As people focus on the problem they find a common
interest and in doing so form bonds that help them build a cohesive response
to aspirations and needs. This bond develops over time to strengthen relation*
ships of solidarity.
The idea of community as virtual environment is fairly new, the world wide
web was invented in 1989 and since then the virtual environment has bur-
geoned as a means of learning about 'everything', listening to music, meeting
people, ordering food, playing games, sharing family photos, saying good night
to grandkids, socializing, working ... living! Understanding community in
this new virtual world can be a powerful tool in promoting equality and social
justice. While there are changes in the nature of traditional communities,
described by Turner (2001) as thick or organic, the internet has opened up
possibilities for creation of new kinds of on-line community. Turner suggests
these types of communities can be described as thin, comprising strangers in a
virtual world, where change happens fast and where the power of the post can
put the pen into oblivion.
Like the web itself, community as virtual environment is not fully devel-
oped but it is interesting to note that physical communities are replicated
on-line either as simulation games or as real places, e.g., on member-only
Facebook pages where people from across the planet can reconnect, for exam-
ple, with their former home or school community. While there is a view of
virtual community that is argued as, 'more than a compensation for the real
world it is an escape from the real world' Delanty (2003, p. 174) it is also
suggested that, 'virtual communities can support existing relations but rarely
create new ones, except those that require the sharing of information . . . [and
may be described as] ... networks of sociability' Delanty (2003, p. 177). Build-
ing on the idea of community as accessible space, outside of the 'real' world
but able to be accessed, and as a space for information sharing across networks
of sociability; we propose that a virtual environment does therefore create
possibilities for new kinds of community that may be short term but can be
effective in connecting and informing people that enables them to take action

for social change. This kind of short-term response can be exemplified in the
way that social media can be used to show solidarity with a particular cause
or to create an immediate link to a petition that calls for Government action.

possibilities for new ways of crafting community work practice to advance the
causes of equality and social justice.
For example, adult educators operate at the boundaries of practice across
areas such as adult learning, employability, health improvement and literacy.
This helps them to affirm specific practices and also to work across borders
to build new ideas and perspectives. In doing so, the adult educator is able
to engage across different communities of practice, by crossing disciplinary
boundaries in health and literacy while maintaining a strong professional
identity that is both affirmed by, and affirming of, adult education practice.
Wenger calls this affirmation and consolidation of practice a 'duality of bound-
ary relations' (Wenger, 1998, p, 104).
