The ADB had provided grant assistance to Government of India for the technical study of the
above Project. ADB has appointed ANZDEC for the overall project management of the technical
study. My current assignment includes;

 Overall techno managerial support and assistance to the Government of Maharashtra and
Maharashtra Maritime Board with the completion of the activities on the project readiness
check list for loan negotiations including the preparation of the necessary agreements and
procurement procedures or any other incidental requirement for expediting the approval and
implementation of the project.
 Support MMB and ADB to address all the technical, financial, contractual and administrative
issues necessary for approval of the project from GoM, GoI and ADB.
 Support GoM for preparation of the Cabinet Note, discussion with various government
departments, preparing letters and complete documentation.
 Coordinate the ADB Mission visits, prepare agenda notes in consultation with MMB and
GoM for project review.

Project: Revision of Development Plan for Greater Mumbai 2010 – 2034

Provided the technical inputs for preparation of the bid proposal for the revision of Mumbai DP
including review of the land use, redevelopment and slum policy, development control
regulations, growth trends, information systems and institutional arrangements. The assignment

proposal presentation to the evaluation team,
 Collection, compilation and documentation of all relevant planning and development data,

Government of Gujarat (GoG) has appointed LASA for preparation of the CGS Master Plan for
Gandhinagar.
 As part of the assignment carried out the real estate market assessment within Gandhinagar
and its surrounding area.
 Identified opportunities for activating the real estate market in Gandhinagar through
decontrolling the government monopoly on land allotment.
 Identified and suggested to GoG the opportunity for redevelopment of dilapidated staff
quarters through private sector involvement through PPP route.
 Identified and suggested to GoG for re-densification of prime corridors and areas to
generate revenue and import economic activity.
 Carried out public consultation with 30 individuals and groups comprising retired senior
bureaucrats, management consultants, business groups, developers, real estate agents,
builder associations, activists, government technical officials, and citizen groups to assess
the potential of revitalizing Gandhinagar.
Project: Preparation of Zonal Master Plan for inner city of Indore –

Government of Madhya Pradesh invited proposals from 8 consultants including LASA for
preparation of the Zonal Plan for two inner city zones as part of the Master Plan for Indore.
 Represented LASA as a Team Leader and qualified in the technical selection and made the
proposal presentation to the evaluation team.
 Presented to the selection panel the detailed landuse, economic activity, demography,
infrastructure and deficiency analysis and assessment.
 Based on the analysis and assessment suggested ‘market friendly negotiated development’
with higher FSI through cluster development approach for revitalizing and improving the
natural and urban environment of the inner city.

RIL supported Rewas Port Limited October 2007 – March 2009

A Special Purpose Vehicle was formed between Rewas Ports Limited and Maharashtra
Maritime Board for developing a Greenfield Port near Rewas in Alibag Taluka with a 35 km deep
navigation channel and development of about 40 sq.kms area for port activities.
 Prepared the complete proposal for transfer of Inter Tidal Lands required for project
development including geo-engineering drawings, valuation and seek approvals from
various levels of government and district administration offices.
 Identified, delineated and prepared proposal for transfer of government lands for project
development, valuation, prepare cadastre maps, overlay infrastructure maps to mitigate third
party claims and seek approvals from various government and district administration offices.
 Identified, delineated and prepared proposal for transfer of forest lands for project
development, valuation, afforestation plan and seek approvals from various district
administration offices and held discussions with various levels of central and state
government officials for identifying the process and timeline for approvals and permissions.
 Prepared the base paper for assessing the fish losses including the delineations of the
different fish catch zones, use of different fishing gears, demographic and socio-economic
analysis of fishermen and the fish catch, market valuation of different types of fish
production.
 Prepared the Terms of Reference for assessing the fish losses impact study for submission
to State Government for approval and monitored the study with Government of India
research institution.
 Identified and assessed socio-political risk for project development and maintained rapport
with local elected representatives and leaders for mitigating the risks.

A SEZ was being developed in Panvel, Uran and Pen spread over 45 villages covering a
population of about 80,000 on about 10,000 ha of land.
 Prepared the socio-economic data base linking land records and population database to
decide the list of eligible persons to receive land acquisition compensations and
rehabilitation package benefits and to monitor cost overruns and audits.
 Prepared a Rehabilitation package for the project affected persons which was approved by
the State Government.
 Promoted and delivered the Corporate Social Responsibility benefits of health and
education programs and micro credit to Self Help Groups of women in the affected villages.
 Mitigated socio-political risks and gained access into social groups and built rapport with
villagers.

World Bank provided financial assistance for implementing the Mumbai Urban Transport Project
(MUTP). Two implemented components were improvements of road corridor and railway
corridor. Both the corridors had about 20,000 structure encroachments and 1,00,000 persons.
Responsibility was to clear the lands and hand over developable land free of encumbrances to
the contractors and project implementing authority and provide housing with secured tenurial
rights.
 Overall co-ordination and monitoring of the rehabilitation and resettlement component
including organizing meetings with World Bank, Government of India, Government of
Maharashtra, contractors, project affected persons/households, elected representative,
community leaders and project implementing agencies.
 Implemented the rehabilitation and resettlement action plan and handed over major portion
of the land free of encumbrances for implementation of railway and road project.
 Developed a computer based PAP identification, selection, eligibility and allotment process
model as per the World Bank and State Government policies.
 Carried out a detailed market assessment study of the commercial structures impacted by
the rail and road projects to understand the market value of the encroached lands for
deciding a ‘fair compensation’ as per World Bank guidelines.
 Provided housing units to all the affected households with secure tenurial rights in
permanent structures with all supporting amenities and facilities.
 Conceptualized and implemented a tenement allotment, inventory and asset management
computer model for the displaced households to ensure due diligence is carried out in the
eligibility and allotment process.
 Procured the defense land allotment required for project implementation from the Defense
Authorities.
