1) Recommends the implementation of the HD (Health in detention) Program, which seeks the

designation of medicine students to provide pro-bono medical checks for female prisoners
at facilities as their voluntary work, in order to guarantee good health service for female
detainees and thus assuring no risk of sanitary conditions in prisons by harnessing the
expertise of the World Health Organization (WHO). HD would work as follows:
a. Medicine schools shall be contacted by Member Sates´ representatives in order to
be provided with the following information:
i. Designation of female prison facilities where the HD Program will operate,
ii. The 2016 WHO Report on first aids and the report on women health,
b. The HD Program shall take place in Member States periodically, every three
months:
i. Medicine schools shall be allocated in service groups for four different
periods of the year,
ii. States shall ensure the security of medicine students through scorts and
prison guards,

2) Encourages Member States to dispose the Lights at Prison Formula (LPF), a model of
penalty´ fulfillment aimed at the reintegration of female prisoners to the society, by
suggesting to add an specific type of penalties the input of offenders to work and receive
classes, in order to ensure that female detainees have the possibility of enjoying moral and
intellectual knowledge, as well as the value of labor, thus facilitating their inclusion in the
community:
a. In accordance to the World Prison Brief standards, the LPF shall be applicable to
all those penalties expressed on 5 years of detainment or lower,
b. Through the LPF, standards suggested by UNODC´s Introductory Handbook on the
Prevention of Recidivism and the Social Reintegration of Offenders shall be
applied:
i. 30 hours of legal, just and common labor for female detainees per week,
ii. 10 hours of educational workshops provided by the State for female
detainees provided by university teachers requested by the State;
