 Idineklara lang nito yung full ownership na matatanggap ng mga
qualified farmer beneficiaries na covered ng PD 27 ni Marcos.
Inalam din nito yung value ng mga unvalued rice and corn lands na
subject ng PD27. 
 Republic Act No. 6657 (June 10, 1988) (CARL)
 Comprehensive Agrarian Reform Law
 Nasasakop ng batas na ito ang private and public lands; in specific
ang mga lupa na alienable and disposable nasa public domain at
nababagay upang pagtaniman ng mga magsasaka. Ang mga
worker-beneficiaries ay pu-pwedeng mag may-ari din ng lupa
through association at cooperative kapag hindi pwedeng mai-hati
ang lupa. Ang pamimigay ng lupa na sakop ng batas na ito ay
dapat matapos sa loob ng 10 taon. 
 Executive Order No. 407 (June 14, 1990)
 Pinabibilis nito ang pagkuha at pamimigay ng agricultural lands,
pasture lands, fishponds, agro-forestry land at iba pang lupa na
nasa public domain na pu-pwedeng gamitin pang-agrikultura.
 Mendiola Massacre (January 22, 1987)
 Farmers marched to Malacañang Palace to protest for a just and
comprehensive land reforms, however anti riot personnel guised as
civilians and opened fire against the unarmed protesters which
killed at least 12 and injured 51 protesters. 
 Former President Fidel Ramos 
o Republic Act No. 7881 of 1995
 Amended some provisions of RA 6657 at tinanggal nito ang
fishponds and prawn sa sakop ng CARP.
 Republic Act 8532 of 1998 (Agrarian Reform Fund Bill) 
 Nagbigay ng karagdagang Php 50 Billion para sa CARP and pina-
extend pa ang implementation nito ng 10 pang taon.
 Former President Joseph Estrada
 Executive Order N0. 151 (September 1999) (Farmer’s Trust Fund)
 Which establishes the farmer’s trust development program at
nagbigay ito ng institusyunal reforms and fund mechanism para sa
long term private sector capital para sa rural development.  
 Launched the Magkabalikat Para sa Kaunlarang Agraryo or
MAGKASAKA.
 The DAR is to have joint ventures with privates investors into
agrarian sector para maging competitive ang mga farmers in terms
of production. 
 Former President Gloria Macapagal-Arroyo enacted some of the following
programs:
 Provision of Support Services
  Pinatibay na ang nasasakop ng CARP ay di lamang pamamahagi
ng lupa kundi dapat ay nasasakop din nito ang package of support
services tulad ng credit assistance, extension services, irrigation
facilities, daan at tulay, marketing facilties, pati na ang traning at
technical support programs. 
 Infrastructure Projects
 DAR will transform the agrarian reform communities para maging
isang rural economic zone na makakatulong sa paggawa ng mas
madaming job opportunities sa komunidad.
 Agrarian Justice 
 DAR will hire more paralegal officers para makatulong sa pagclear
ng mga natambak na agrarian cases. 
 Hacienda Luisita Massacre (November 2004)
  the farmers wanted an increase in their weekly Php9.50 wage,
together with increased worker benefits, and a plea for a national
land reform concern. However, there were enforcers tasked to
break down the picket, which resulted in 7 people dead, and at
least 121 injured. Of those 121 injured, 32 of them suffered from
gunshot wounds, 11 were children or teens, and 4 were over sixty
years old.

o Distribution of Hacienda Luisita in Tarlac
 Nangako din sya na kumpletuhin ang pamimigay ng mga
privately-owned lands ng mga productive estate sa bansa na hindi
nasakop ng CARP. 
 Agrarian Production Credit Program (APCP)
 Nagbibigay ng credit support para sa mga crop production
hanggang sa mga bago at existing reform beneficiaries, pati na din
ang mga farmers’ organizations na hindi kabilang sa regular credit
window ng mga bangko.
 The legal case monitoring system (LCMS)
 Isang web-based legal system upang ma-monitor ang iba’t-ibang
uri ng agrarian cases.
 Current President Rodrigo Duterte
 Planning to place almost all public lands, including military reserves,
under agrarian reform; placed 400 hectares of agricultural lands in
Boracay under CARP.
 Created an anti-corruption task force to investigate and handle reports on
alleged anomalous activities by officials and employees of the Department
of Agrarian Reform (DAR).
 “Oplan Zero Backlog” 
  Isang programa para mas mapabilis ang pag-resolba ng mga cases
na related sa agrarian justice delivery.
