PROCEDURE FOR SURFACE PREPARATION AND PAINTING FOR
CLARIFIER PACKAGE

1.0 SCOPE:
This procedure covers the minimum requirements for paint materials, surface preparation,
application& inspection of protective coating system to be used on the exterior surfaces of the
Equipment, above ground Piping and Structure which unless protected may corrode when
exposed to the environment.

2.0 REFERENCE:
(a) RIL Specification No. 10080-1-SS-PP-014 Rev. 02 – “Standard Specification forField &Shop
Painting”
(b) ISO 8501-1 “Surface Preparation Standards for Painting Steel Surfaces”
(c) ASTM D3359 “Adhesion tape test”

3.0 SURFACE PREPARATION:


(a) Prior to mechanical cleaning, deposits of oil, grease and crayon marks shall be removed
from all external surfaces.
(b) Prior to abrasive blasting, any heavy layers of rust shall be removed by chipping.
(c) The external surface of equipment, piping & structure preparation shall be done by abrasive
blasting standard SSPC-SP16 for stainless steel and SSPC-SP 10 for carbon steel material.
(d) Abrasive shall be free from oil, grease, moisture, dust, rust & other contamination.
(e) Blast cleaning shall not be carried out when the temperature of the surface is less than 3°C
above the dew point & when the relative humidity of air is greater than and equal to 85%.

(f) Dry compress air shall be free from oil, moisture & other contaminant prior to use in blast
cleaning& painting application.
(g) For stainless steel substrate, external surface shall be prepared by aluminum oxide to SSPC
SP16 to achieve average surface profile of 25 - 40 microns or as recommended by paint
supplier in paint data sheet.
(h) For carbon steel substrate, external surface shall be prepared by Steel grit/shots
to SSPC SP10 to achieve average surface profile of SA 2 1 /2 or as recommended by paint
supplier in paint data sheet. The copper slag shall not be used as blasting media.
(i) After cleaning and immediately before coating, dust and loose abrasive particles shall be
removed with the compressed air. Compressed air shall be free from oil, moisture. Use wire
brush, wherever require for cleaning.
(j) Painting should commence within 4 Hrs. of blasting & before any visible rusting occurs or
whichever is earlier. Bare hand contact on the blasted surface shall be avoided by using of
clean hand gloves.
(k) Gasket sealing area and other opening to be masked properly to avoid paint deposition.
(l) The Blast cleaned surface profile/roughness after blasting shall be measured & recorded with
a Keane Tator profile comparator/Clemtec anchor profile chips/Testex press-O-Film or other
contractor accepted method as per RIL specification.

(m) Prior to any coating application, the substrate shall be checked for soluble salt contamination
using a suitable salt contamination meter. The maximum allowable level of contamination
shall be as per RIL specification (refer to below table). Surfaces that do not meet these
criteria shall be reprocessed. Contaminants shall be removed by solvent washing and salt
shall be removed by cleaning with water washing or steam cleaning.

4.0 SAFETY:

Personnel who carry out blasting shall be advised to follow safety precaution like.

(a) To protect eyes which may come in contact with dust particles using safety glasses with side
shield shall be used.
(b) To protect exposed areas of body to come in contact with high pressure air and dust by
wearing apron, gum boot, leg guard, hand gloves and helmet.
(c) To protect from in halation of fine particles proper face mask shall be worn.

The adhesion test to be performed on substrate and damage area to be repaired.


All paint material shall be checked for shelf life, if shelf life expired the paint material shall
not be used. All paint bins shall be opened just to prior to utilization and have to be carefully
closed immediately after withdrawal of materials. Paints shall be consumed in first out basis.
Paints shall be stirred up thoroughly prior to their application and will also become
necessary repeatedly during application in order to prevent setting of pigments. If adding of
thinners is admitted, care has to be taken that thinner will be stirred in thoroughly. This also
applies to the specified hardeners in case of two component paints. Viscosity of paint after
mixing has to be checked using Ford cup.
Application of coating media is made by brushing, rolling or spraying or their combination.
Paint shall be applied uniformly. At no place coating film shall be less than specified
thickness. The drying period specified in the description of coating types shall be adhered
to. Painting shall be carried out by qualified personnel.

6.0 COATING AND APPLICATION:

(a) Substrate temperature should be less than 50°C and must be at least 3°C above dew point
temperature. (Dew point temperature shall be verified with the help of Whirling Hygrometer,
Thermo hygrometer or suitable measurement device). All the temperature reading shall be
taken at the work stations or location of the Paint shop.

Coating shall not be performed in following conditions:-


(i) If measured relative Humidity is greater than and equal to 85%;
(ii) If there is a deposition of moisture in the form of rain, condensation etc. upon the
surface.
Above is a general rule however manufacturers recommendation shall be referred for the
same.
(b) Surface shall be coated with a complete application of primer as soon as practicable. Each
coat of material shall be applied as a continuous film of uniform thickness & to the maximum
extent practicable, manufacturer recommendation & manufactures latest data sheet shall be
refer for the same.
(c) Brush stripe coat shall be used to ensure adequate film thickness at corner, edges, and any
other areas which are not accessible by spray application.

7.0 INSPECTION AND TESTING:

(a) Each coat shall be inspected prior to application of the next coat & shall be in a proper state
of cure & dryness before the application of succeeding coat. Attention shall be paid to the
latest manufacturers data sheet for curing time & recoating interval between coats.

(b) All instruments used for testing and inspection will be properly calibrated and maintained in
good working conditions.
(c) Surface shall be checked visually for pinhole, run down, sagging like surface defects. If found,
shall be marked for repair.
(d) The dry film thickness shall be checked & measured by suitable instrument. Instrument to be
calibrated before each measurement. Reading of DFT shall be taken on the plane painted
surface, curvature, corners or edges may display the invalid readings. Average of all
recorded reading shall be taken & should be consider for evaluation of final result;
i) The number of reading to be taken shall be as per SSPC PA2;
ii) Maximum thickness should be as per SSPC PA-2
(f) Curing time will be as per product data sheet. Please refer respective paint manufacturer
product data sheet for curing time with respect to temperature conditions.
(g) The adhesion tape test shall be carried out as per ASTM D3359, on substrate and damaged
area to be repaired.
(h) Testing & inspection record, all the related detail in Paint inspection report.

8.0 IDENTIFICATION:

Match mark will be written in weld.

Drawing Number along with identification mark numbers will be in sticker for easy identification

9.0 PAINTING MATERIALS:

Painting materials shall be products of RIL approved make/brand and of the type and color
specified is technical specification. Colors shall be factory mixed. The paint manufacturers are
approved for paint material as described in RIL Specification. Other paint manufacturers need
Purchaser approval. Painting materials are divided into three categories' Primer, Intermediate
Coating and finishing paints.

10.0 PICKLING AND PASSIVATION PROCEDURE:

1.0 SCOPE:

This pickling and passivation procedure is designed to remove weld discoloration, heat-
treating scale, and iron contamination resulting from the fabrication process of
austenitic & Duplex stainless steel.

3.0 APPLICATION:
3.1 Stainless Steel plates or other forms / shapes come with a passive or inert surface
which is resistant to corrosion. During the fabrication process, which involves cutting,
welding, grinding, and drilling, this inert surface gets removed. To put back the passive
surface and remove the discoloration or oxidation during welding the process used is
called pickling and passivation.

3.2 Passivation helps to improve chrome to iron ratio

4.0 SEQUENCE OF PROCESS:

4.1 Parts to be pickled shall be thoroughly cleaned of all grease, oil, or dirt.

4.2 Apply the pickling paste / liquid on the weld joints, heat treated parts or areas to be
pickled. This can be done by applying, immersion or spraying.

4.3 The oxidized layer, de-colorization or scale is removed during this process.

4.4 A fine stainless steel wire brush or sponge could be used to rub the surface and
make the cleaning action faster.

4.5 Rinse the surface with clean potable water having chlorine content not more
than 50 mg per liter.

4.6 Rinsing could be done with water wash or pressure jet, which improves and
speeds up the process.

 4.7 After rinsing process, the fresh air will establish a passive film on the surface of
the stainless steel, which is called passivation
